1.0 INTRODUCTION

ICE (Institution of Civil Engineers), a professional body for Civil

Engineers, which is recognised worldwide. The institution was founded
in UK by a small group of idealistic young man. It carries an aim all this
while, simple enough, which is to “foster and promote the art and science
of civil engineering”. ICE now, is a qualifying body, a centre for the
exchange of specialist knowledge, and a provider of resources to
encourage innovation and excellence in the profession, worldwide. In
addition, ICE offers an online worldwide recruitment service that
supports employers and candidates alike and also provides training
services for engineering professional. Such an important body that
nowadays, Civil Engineers all around the world are recognising ICE as a
must join institution for a secured, brighter and better future.

As future engineers in years to come, students shall be exposed to

of course international organizations that may help them much, not only
in knowledge wise, but also including preparations as well as
experiences. Through active participations in any clubs, students are
coached and shaped in many aspects such as leadership skills,
communication skills, teamwork application, networking ability, thinking
intelligence and many more, before they are able to stand strong on their
own during working paths. Thus, ICE Student Chapter has foreseen
bright approach mainly for Civil Engineering course students in UNITEN
to gain extra knowledge from ranging technical talks and forums
organized by experienced civil engineers and professions. Malaysia’s
High Education minister, do urge students to stay active in both
curriculum and co-curriculum activities when they are pursuing their
degrees. Hereby, the formation of ICE Student Chapter in UNITEN is
believed to be the very first ICE Student Chapter in any universities
throughout Malaysia. This breakthrough has strongly driven students to
uphold new learning stages in this professional body of Civil Engineering
locally and internationally. From the establishing of this particular student
chapter in XXXX, consistent with XXXX vision: XXXX generates
professional, which will facilitate members thoroughly in a way or
another from various occasions this student chapter proudly brings out in
the future. Brief layouts have been performed and the workout of them
will be seriously followed up during the members drive.

Hence, with the ICE Student Chapter in South Valley University

(Qena), students of South Valley University (Qena) are able to enjoy the
benefits that ICE offers. Privileges likewise, students of South Valley
University (Qena) can get connected to the international level of Civil
Engineering. Through this connection, students will be exposed internally
and externally to meet up the global challenges and requirements that
Civil Engineering possessed. ICE shares knowledge with their members,
which have provided useful information and knowledge for students in
the need for research-based projects. Not only that, students of South
Valley University (Qena) may expand their circle of Civil Engineers-mate
worldwide, exchanging thoughts, opinions, knowledge and experiences.
Through this, students of South Valley University (Qena) will grow and
mature more in terms of knowledge and experience that is suffice to step
abroad any country to start his or her career. ICE Student Chapter will be
one of a kind, offering international level of in-depth knowledge, hands-
on experience, worldwide conferences and seminars to the students of
South Valley University (Qena).
2.0 OBJECTIVE

- ICE Student Chapter carries the same objective or rather aim,

which is to “foster and promote the art and science of civil
engineering”.
- ICE Student Chapter shall enhance and broaden the knowledge and
perspective of students in South Valley University (Qena) by
giving them an international exposure of how Civil Engineering is,
in the worldwide.
- As a platform for all Civil Engineering students to develop their
potential and sharing their knowledge.
- As an ICE membership recruitment body in South Valley
University (Qena).
- Foster good relations with allied Institutions, organisations and
learned societies.

ARTICLE I

Name: Insitution of Civil Engineers (ICE) Student Chapter

ARTICLE II

Membership: The membership for this Student Chapter is open to all South Valley
University (Qena) students who are currently enrolling in .

ARTICLE III

Mission: ICE Student Chapter carries the aim, which is to “foster and promote the art
and science of civil engineering”. ICE Student Chapter shall enhance and broaden the
knowledge and perspective of students in South Valley University (Qena) by giving
them an international exposure of how Civil Engineering is, in the worldwide.

ARTICLE IV

Executive Board: The board shall comprise of Founder, President, Publicity director,
Programme director and Treasurer.

Founder: The Founder shall uphold the responsibility of the chapter and involved in
taking decisions related to the chapter.

President: The role of the President is to plan ahead for the future of the Student
Chapter as well as to shoulder the responsibility for each decision made by this
Student Chapter.

Vice President: The role of Vice President is to assist the President in managing the
Student Chapter in the same vision and direction.

Secretary: The secretary shall uphold the responsibility in all the paperwork of the
Student Chapter such as minutes of meeting.

Treasurer: The role of Treasurer is to manage and monitor the financial status of this
Student Chapter as well as to maintain a healthy financial status of the Student
Chapter.

Publicity director : The role of Publicity director is taking the responsibility of

advertisement and communications with community.

Programme director : The role of Programme director is to plan and manage the
events, courses and visits.
ARTICLE V

Project Committees: For any projects organised by the Student Chapter, the Project
Committees shall be carefully and fairly selected by the Executive Board under the
supervision of the Advisors.

ARTICLE VI

Impeachment: For any member of the Student Chapter that violates the rules and
agreements between the Student Chapter and member, that particular member’s
membership shall be ceased under the agreement of 2/3 of the executive board.

ARTICLE VII

Advisor: The roles of advisors are to provide guidance and advices to the executive
board as well as the members of this Student Chapter in order for the Student Chapter
to progress in the right direction.

ARTICLE VIII

Membership Qualification: He or she must be student who is currently enrolling his

or her study in South Valley University (Qena) .

ARTICLE IX

Financial audit: The financial audit shall be done by the Treasurer without any
external influence. It must be checked and approved by the Founder, President and the
Advisors.

ARTICLE X

Amendments: Any amendments can be done with the agreement from 2/3 of the
executive board under supervision of Advisors.

ARTICLE XI

Election: All candidates must be a member of this Student Chapter with a minimum of
1 year service on the Student Chapter. All candidates must be nominated and
seconded by member of Executive Board and no member may nominate or second
more than one candidate per post. No member may nominate or second himself or
herself.

ARTICLE XII

Voting: All votes shall be by simple majority. Where a vote is tied, the President shall
exercise a casting vote. The vote may be by show of hands, or by secret ballot, as
decided at the meeting.
ARTICLE XIII

Meeting: The Committee session shall align with the Institution session. There shall
be a minimum of three full meetings of Committee per year at times and places
selected at the discretion of the Executive in agreement with the Institution. The
notices of meetings and agendas shall be sent to members at least twenty-one clear
days before the dates of such meetings. Executive meetings shall be as required and in
agreement with the Institution. At any Committee meeting, the quorum shall consist
of one-half plus one of the Committee membership. Quorum for any other meetings
shall be at the discretion of the Committee.
7.0 CLOSING

I sincerely hope that the formation of ICE Student Chapter can be

approved, as I believed through this Student Chapter, students can gain
more knowledge and experience through international exposure in Civil
Engineering. Students are also able to enlarge their network up to
international level, including professional engineers worldwide. In a nut
shell, ICE Student Chapter shall shape and guide the students of South
Valley University (Qena) to meet the global demand in every aspect in
Civil Engineering. I hereby, shall thank for the cooperation given by the
HEP in making ICE Student Chapter a success.
