The Acceptance of Parking Taxation around Jimbaran

The total parking capacity of two-wheeled vehicles and four wheels at all
points on-street parking and off-street parking in Jimbaran is still very large.
Given the number of vehicles continues to increase, it is necessary to implement
appropriate 1control strategies for managing parking on-street and off-street,
creating traffic regularity. The collection of parking retribution on public roadside
(on-street) is a collection as 2payments for the parking service at the public
roadside. In this case, the road is used as the parking media for vehicles. For the
use of that road, users pay an amount of money as the parking retribution. Parking
in a particular place (off-street) is a distinctive parking activity using an open field
as the media or else using a building that is built significantly as the supporter or
the main income for the parking industry. The parking retribution in a particular
place is the collection as the payment for the parking service in that certain place.
In addition, the mechanisms and procedures for the 3collection of parking
charges need improvement. Governments need to work with a person or board
who has been licensed parking management through a tender system, with the
results pattern of distribution consist of parking management, parking attendants
and government.

CHAPTER I
THE PARTICIPATION OF ON AND OFF-STREET RETRIBUTION
Parking charges, consists of parking charges on the sidewalk of a main
street (on-street) that is part of public service charges and exclusive parking
charges (off-street) that is part of bussiness service charges. The participations of
these two kinds of charges towards local charges is quite small. The same case
with the growth of bussiness centrals at around Jimbaran, this area is increasing in
exclusive parking. This phenomena can help increase the participation of these
two retribution towards local retribution income. This phenomena is needed to be
carefully analyzed, the right steps could be taken to increase these two
retributions' role towards local retribution income.

The ongoing road extension each year provides additional road to be used
on the street. The control towards parking spots on the said street is still not
optimal, the income through parking service on the sidewalk is still not
significantly increasing. Realizing how important local retribution is, specifically
parking retribution in giving contribution to Original Local Government Revenue
(OLGR), analysis is needed from parking retribution income.

To calculate this parking retribution's potential, it is needed to know what


components in use that forms the potential from the parking itself. The
components that consist of parking areal extents, parking areal capasities, usage
level, parking durations, and parking fees. Complications that often show up when
digging for parking potentials is the lack of data handling that can be used to
obtain optimal potential. In this calculation, the appropriate potential towards field
condition is strongly connected to completion or the happening of variables to
calculate retribution potential that is optimal.

The scope of this research parking service is on-street parking and off-
street parking at Jimbaran area.

a. On-street parking is a parking activity that is done by making use of main
roads' sidewalks as its medium.

• On-street parking retribution has a role as a parking service on the sidewalk of a


mainstreet.

• A main street is a street's whole, including buildings and the rest as common
traffic.

• The object of on-street parking retribution is parking service availability that is


provided by local goverment.

• The subject of on-street parking retribution is individuals or those who make use
of or enjoy the on-street parking service.

b. Off-street parking is an exclusive parking activity that makes use of open


fields as its medium or even buildings that is specially made for parkings
as its main service.

• Off-street parking retribution has the role as a parking service in an exclusive


area/place

• Off-street parking includes courtyards, parks and buildings, and walls for the
parking place.

• The object of off-street retribution parking is the exclusive service that is


provided by the local goverment.

• The subject of off-street retribution parking is the individual that uses/enjoys the
service provided.

On-street parking included in all the parking spots segments known in Jimbaran.
On-street parking is all the parking spots that is provided by local goverment.
Reminded that on-street parking spots have yet to be indentified thoroughly, the
early research will be done through population mapping survey as reference for
data collection.

CHAPTER II

THE SOURCE OF PARKING RETRIBUTION COLLECTING

the object of parking retribution collecting in the form of transportation is
increasing significantly. The problem that is needed to be solved in this research is
how big is the on-street and off-street parking potential that can be used as the
source of parking retribution collecting. A kind of strategy and action that is
needed to optimalize on-street and off-street parking retribution collecting. The
purposes of this research are to identify the potential and characteristics of on-
street and off-street parkings in Jimbaran, and calculating the on-street and off-
street parking retribution collecting based on their potentials.

The Goverment, through the Directorate General of Transportation, have


decided the usage of parking as following :

a. Main road as a media in transportation system has a different usage that is used
as a parking slot.

b. Using the main road as a parking slot has a few criteria which characteristic is
giving limitation in the form of slot usage :

1. On areas which traffic capacity is needed.

2. On areas which access to its slot is needed.

3. Mulitiple parking and parking on the roadside is prohibited.

c. On parkings that uses most of the main road, not all road function is allowed to
be used as parking slot.

d. A few aspects that needs to be considered :

(1) the width of the road, (2) the volume of traffic on significant schedules, (3) the
characteristic of speed, (4) the dimension of the vehicles, (5) characteristic of land
use around and the significant role of the road.

e. In deciding the the angle of the parking at a street, one is different from the
other. This difference is because of the road function and traffic flow.

According to Directorate General of Land Transportation, this parking is


classified as :

a. On street Parking

This type of parking is profitable for visitors that wants a parking slot close to
their destination. These places can be seen at high-density settlements. The loss of
this type of parking is that it can decrease the traffic capacity.

b. Parking in Residental Area

The increase in the volume of vehicles is caused by the flow of the traffic being
disrupted and the decrease of road class. In this parking system has a loss in the
form of parkings all over zebra crosses, but that loss is covered with the decrease
of the speed vehicles use which will indirectly increase the people's safety,
moreover at the countryside where there's still loads of parking slots. But at the
centre of the city, control is still needed. There are two ways to control the
parking system which are free parking and payment with cards that are stamped
daily.

The parking optimization is expected to increase contribution to the


Income of Regional Government (IORG), increase object parking retribution is
done by Kolaka Regency Government by stipulating the Regulation Number 5 in
2011. Parking capacities with optimization of parking layout is used properly is
expected to streamline the use of road spaces for parking and can be a source of
the Income of Regional Government for the government. Therefore, the subjects
in this research i.e; i) existing parking on the roads viewed from the layout and
geography aspects of parking movement, ii) configuration of the parking layout
and optimizing the use of the street parking in increasing the Income of Regional
Government.

CHAPTER III

MY OPINION ABOUT PARKING CONTROL STRATEGY

Traffic that moves well one day will eventually stop. Every travel will
arrive at its destination so that its vehicle needs to be parked. Parking service is a
part of a transportation system in a travel reaching for its stop because the vehicle
used has a need for parking. Survey showed that the closer the transportation is to
Jimbaran's central city, the faster the amount of hurdle rises. For example, traffics,
which is one of the causes of parking on the street. How this works is when
drivers stop to park their vehicle in front of a cafe that will hinder another
vehicle's travel.

According to this phenomena, it is time for the Goverment to conduct a


parking control strategy to control on-street and off-street parking especially on
collector roads so the flow of the traffic will be more smooth. This control is to
push the usage of parking resouces more efficiently, whilst using it as a tool to
limit the flow of traffic towards crowded areas. The purpose of parking control is
to prevent traffic, reduce possible accidents, and at the same time helps parking
spots more effective.

The job of parking officers helps drivers park their vehicles. This job is not
as easy at it looks. They have to take in a lot of complains, whether they are from
the ones who care about parking officers or not. Most of the complains being
drivers not wanting to pay the parking fee. For the officers, the scorching sun and
the raging rain doesn't stop them from doing their job, as they have to do anything
they are capable of to fulfill the quota they are entrusted with. They do this to feed
themselves, whilst using the rest of their earnings to give back to their owners
every day. They said that being this way is better than being a begger, a thief, or
even a con man. As lacking citizens, they had hope that their owners could ease
the targeted quota so that the rest of their earnings could be used to fulfill their
daily needs. It is righteous for them to obtain Social Security from their owners
which is set in Local Regulation Parking Management.

The Goverment needs to work together with oraganizations that have
earned parking management license through the tender system. The parking
retribution billing system that is set up by the Goverment working together with
the third party (Parking Manager) by person using the tender system (price
offering) at every parking spots. But this has its own weaknesses, the civil officer
at the Department of Transportation, this shows that it doesn't describe the true
parking potential. As a result, the developement of contract value is not
appropriate with parking potential value and has an impact on parking retribution
income overall.

Parking potential estimation should be done through survey established by


the Goverment working with educators, parking managers, and parking officers.
On the other side of the scale, the knowledge of the parking price is also used in
result division system between Goverments, Parking Managers, and Parking
Officers. Parking Officers will obtain other rights including social security from
parking income potential.

Other policy that can be done by changing the parking retribution


collecting system that is being used as the new retribution collecting system,
which is defined as yearly parking retrubition payment. A possible mechanism is
that every vehicle which license plates has expired and license plate handling is
obligatory in according to the set tariff rates. The parking manager's job and the
parking officers' focus are to give the best service to the people, securing the
security, peace, fineness and the flow of traffic on their assigned areas, getting
their wages from the Goverment monthly. If the paradigm of parking collection
system is applied, then there will be a surge in the acceptance of parking
retribution very rapidly.

On-street parking condition nowadays is still not supported thoroughly yet.


Supporting facility like traffic signs and tariff information box are still not
sufficient. Parking collecting and surveilling system has yet to be optimal and
supportive. Human recourses are also one of the factors involved. The effects of

these conditions result in service towards vehicle owners being a disappointment
in fulfilling the people's wishes. As of now, the number of vehicles keeps
increasing and the need of more parking spots keeps overgrowing the current
available spots.

The responsibility of parking management needs to arrange strict


regulations, not only focusing on retribution collecting system, but also parking
controlling policy as effect from streets being made into parking spots for all
kinds of transportations. To optimalize the Locally-Generated Revenue (LGR)
from parking retribution sectors on on-street and off-street as well as improving
the performance of vehicle traffic flow, special regional regulations are needed to
regulate parking management in Jimbaran as to have power over law and
conveyed in the form of ban signs, guide signs, and information.

As a result of on-street parking activities, traffic is unavoidable. Because


of that parking management on-street has definitely become very important and
has a positive effect towards traffic problem solving. This parking problem is
deeply connected with the pattern of traffic flow, if ineffective parking operations
will result in traffic congestion. On-street parking as a functional effect. The main
effect is the deflation of street due to the usage of a part of street for parking lot.

The usage of street on road network system is different from one vehicle
to another. Private cars and trucks for example. Both transportation have their
own characteristics in the usage of road space. Limitation to parking space on the
afternoon is really efective to raise the service. Either way, trucks when in the
process of moving in the central city will cause traffic in the wide road since it has
to stop on it for a while to load their goods, compared to private cars which only
need small spaces to park.

CHAPTER IV

MY SUGGESTION ABOUT PARKING CONTROL STRATEGY

Alternative policies that can be used to control the parkings without


disturbing the drivers are :

1. Location limitations, meant to control the traffic flow or to free the vehicles on
the sideroad.

2. Limitations of permissions granted for parking usage. For hotels, restaurants,


malls, and new apartments should have an Analyze document about the effect of
traffic

3. The control of parking fees. Goverment can set the fee for the same service, and
they can also permit the operation of parkings with better service and higher fees.

4. Parking fee policy. Considerations needed by the local Goverment from


parking retributions are how to set the right parking fee, not too expensive not too
cheap. The fee of the parking retributions on street that is vurnerable to traffic can
be set highter than those that are not vurnerable to traffic.

5. Control of demands. If parking demands have passed the capacity of parking


slots, then fees are important. Considering the control can be used together, the
available supply of parking slots can be adjusted with the demands. Parkings can
controlled through a combination of space, time, and cost limitations.

Based on the results of this study, there some suggestions for the local
Government and other parties related to the parking levy income increase as the
following. First of all, the related Department of Revenue should be adjusted to
the set target potential. Secondly, to increase the effectiveness of increasing this
levy, some factors should be considered for the possibility of holding a new
pattern of cooperation with other parties that emphasizes accountability and the
potential target of the parking areas, not transactional, for example; by opening a
hotline complaint to the Police.
