PREFACE
This publication “Report on Sixth Economic Census 2012: Navsari District”

prepared based on Sixth Economic Census carried out by the Directorate of Economics
and Statistics, Gujarat.
The Economic Census is carried out by State Governments, through Directorate

of Economics and Statistics of the State under the technical guidance of Central
Statistical Organization, Ministry of Statistics and Programme Implementation,
Government of India and Directions of the State level Steering Committee headed by
Chief Secretary of the State. So far, five Economic Censuses were conducted during
the period from 1977-05 and this is the Sixth Economic Census conducted during the
year 2012.
The summary of results of Sixth Economic Census-2012 pertaining to the

Navsari District are presented in this report with detailed taluka wise tables.
I hope that this report will be useful for policy makers, planners,
administrators, academic personnel and research workers especially in the field of
informal sector.

Chapter – I
An Overview of Economic Census
1.1 Introduction:
 Economic Census (EC) is the complete count of all establishments (i.e. units engaged
in production and/or distribution of goods and services not for the purpose of sole
consumption) located within the geographical boundaries of the country. The basic
purpose of conducting the economic census (EC) is to prepare a frame for the follow
up surveys intended to collect more detailed sector specific information between two
economic censuses. In view of the rapid changes in unorganized sectors of non-
agricultural economy due to high mobility of smaller units, the scheme of conducting
the economic census was introduced periodically by Central Statistical Organization
(CSO), Government of India for updating the frame from time to time.
 In the past, five ECs were conducted during 1977, 1980, 1990, 1998 and 2005
respectively. The Sixth EC was conducted during January, 2013 to April, 2014 in all
the States and UTs of the country in collaboration with State/UT Governments.
Overall guidance at all-India level was provided by Economic Census Unit of the
Economic Statistics Division, Central Statistics Office (CSO), Ministry of Statistics
and Programme Implementation (MOSPI), Government of India. The fieldwork was
conducted during February, 2013 to June, 2013 in the State.
 The Sixth EC provided up to date information on number of establishments and
persons employed therein, activity wise, of all the sectors (excluding crop production,
plantation, public administration, defense and compulsory social security) of the
country including their distribution at all-India, State, district, and at village/ward
levels for comprehensive analysis of the structure of the economy (micro, macro and
regional levels). The EC enumerated all establishments engaged in various
agricultural and non-agricultural activities excluding crop production, plantation,
public administration, defense and compulsory social security.

1.2 Past Economic Censuses :
1.2.1 First Economic Census (EC -1977)
The First EC was conducted during the year 1977 throughout the country except
Lakshadweep in collaboration with the DES in the States/UTs. The coverage was
restricted to only non-agricultural establishments employing at least one hired worker
on a fairly regular basis. Based on the frame provided by the First EC– 1977,
following sample surveys were carried out covering the establishments engaged in
manufacturing, trade, hotels and restaurants, transport, storage and warehousing and
services to collect more detailed information about value of inputs, outputs,
investments employments etc during 1978-79 and 1979-80.
1.2.2 Second Economic Census (EC – 1980)
The second EC was conducted in 1980 along with the house-listing operations of
Population Census 1981. In this census, all establishments engaged in economic
activities – both agricultural and non-agricultural whether employing any hired
worker or not were covered, except those engaged in crop production and plantation.
Based on the frame the available through EC-1980, the following follow-up surveys
were carried out:
• Enterprise survey in 1983-84 covering hotels & restaurants, transport, storage
& warehousing and services.
• Unorganized manufacturing in 1984-85.
• Wholesale and retail trade in 1985-86.
• The EC-1980 frame was updated during 1987-88. On the basis of the updated
frame, four follow-up surveys were conducted during 1988-89, 1989-90, 1990-
91, and 1991-92 covering hotels & restaurants and transport, unorganized
manufacturing, wholesale & retail trade and medical, educational, cultural &
other services respectively.
1.2.3 Third Economic Census (EC-1990)
The Third EC-1990 was conducted with housing listing operations of the Population
Census 1991 on the same line as EC-1980. Based on the frame available through
EC-1990, four follow up surveys were carried out:

i. Establishment Survey on Mining & Quarrying, Storage & Warehousing in
1992-93.
ii. Establishment Survey on hotels & restaurants, and transport in 1993-94.
iii. Unorganized Manufacturing sector in 1994-95 (NSS 51st round).
iv. Trade Establishments Survey in 1996-97. The NSS 53rd round covered
residual part of the unorganized trade sector in 1997.
1.2.4 Fourth Economic Census (EC-1998)
The Fourth EC-1998 was conducted during 1998. Based on the frame available by
EC-1998, the following follow-up surveys were carried out:
i. Special establishment survey in unorganized sector in 1998-99.
ii. Survey on Unorganized Manufacturing Sector in 2000-01 (NSS 56th Round).
iii. Survey on Unorganized Service Sector (excluding trade & finance) in 2001-
02 (NSS 56th Round).
iv. Survey on Unorganized Manufacturing Sector in 2005-06 (NSS 62nd Round).
v. Survey on Unorganized Service Sector excluding trade in 2006-07 (NSS 63rd
Round).
1.2.5 Fifth Economic Census (EC-2005)
The Fifth EC was conducted in the year 2005. Based on the frame available by EC-
2005, the following follow-up surveys were carried out:
i. Survey on Unincorporated Non-Agricultural Enterprises excluding
construction in 2010-11 (NSS 67th Round).
ii. Same subject covered as in NSS 67th round in 2015-16 (NSS 73rd round).

Chapter – II
Sixth Economic Census-2012
2.1 At the instance of Central Statistical Office (CSO), Government of India, Sixth
Economic Census (6th EC) was conducted during in 2012 under 100% Centrally
Sponsored Scheme (CSS) in the State.
Economic Census (EC) is the complete count of all units having economic activities
of agricultural and non-agricultural except crop production, plantation, public
administration, defense and compulsory social security services activities, located
within the geographical boundaries of the country. It was conducted during January,
2013 to April, 2014 in the country in collaboration with State/UT Governments under
the overall guidance provided by CSO, MOSPI, Government of India. It covered
some of their salient characteristics, like location of activity, type of activity,
employment (by sex and religion) and first time handicraft & handloom
establishment also has been undertaken.
2.2 The Directorate of Economics and Statistics (DES) has acted as a nodal agency to
carry out the entire work to collect and disseminate data, to suggest measure for
improving the quality and coverage of data and to ensure uniformity in concepts,
definition and methodology. In this context, it has acted as implementing authority at
the State level. At the District level Navsari, Sixth Economic Census 2012 for All
taluka under district was done by District Statistical Office, District Panchayat
Navsari.
2.3 Scope and Coverage:
The Sixth EC was conducted in the whole State during February, 2013 to June, 2013.
All economic activities (agricultural & non-agricultural), except those involved in
crop production and plantation, public administration, defense and compulsory social
security, related to production and/or distribution of goods and/or services other than
for the sole purposed of own consumption were covered. However, the following
activities were kept out of the purview of the Sixth EC
(i). Establishments of shelter-less and nomadic population, which keep on moving
from place to place without shelter.

(ii) Establishments engaged in illegal activities like smuggling, gambling,
beggary, prostitution, etc.
(i) Domestic servants, drivers, etc. who undertake jobs for others on wages.
(ii) All wage-paid employees of casual nature.
(iii) Household members engaged in household chores.
(iv) Persons doing jobs depending on the availability of work.
(v) Household members working for other households and earning money which
in insignificant.
(vi) Households in which none of members is engaged in any gainful activity i.e.
depending on remittance, rent, interest, pension, etc.
2.4 Co-ordination at State/District Level:
A State Level Co-ordination Committee (SLCC) under the chairmanship of Hon.
Chief Secretary and District Level Co-ordination Committees (DLCCs) under the
chairmanship of Collectors were formed to review the progress of work and take
appropriate measures of conduct of the EC within the stipulated time frame. Director,
DES acted as nodal agency for the overall in-charge of the entire work.
2.5 Concept & Definition of important terms:
Some important terms used in the Sixth EC are as follows:
1. Establishment: An Establishment is a unit situated in a single location in which
one kind of economic activity is carried out such that at least a part of the goods
and/or services produced goes for sales and not for the sole purpose of own
consumption.
2. Inside Household Establishment: An Establishment run by the members in side
household on a fairly regular bases is termed as in side household Establishment.
3. Outside Household Establishment: An Establishment run by the members
outside household on fairly regular bases is termed as outside household
Establishment.
4. Agricultural Establishment: An establishment which is engaged in production
of agricultural goods (other than crop production & plantation), agricultural
services, hunting, trapping & game propagation, where at least some part of the
production or services is sold out.

5. Non–Agricultural Establishment: An Establishment engaged in economic
activities other than agricultural activities is termed as Non – Agricultural
Establishment. These are mining, manufacturing, gas, electricity, construction
trade, services, etc.
6. Household: A household is a group of persons usually living together and taking
their meals from a common kitchen. It includes temporary stay-away (less than 6
months) but excludes temporary visitors and guests.
7. Enumeration Block: The ultimate area unit of enumeration is Population
Census-2011 Enumeration Block (EB). It broadly covers about 120 households
or a population of about 600 or so.
8. Nature of Operation: If the activity is carried on throughout the year more or
less regularly, it is treated as perennial activity and if the activity is confined to a
particular season i.e. fixed months of a year, it is called seasonal activity. If
activity is not confined i.e. neither perennial nor seasonal is treated as casual.
9. Type of ownership: Ownership of the enterprise is classified into:
(a) Government/PSU
(b) Private:
i. Proprietary Sector
ii. Partnership
iii. Company
iv. Self Help Group
v. Co-operative
vi. Non Profit Institution
vii. Others
10. Social group of Ownership: This is applicable for the establishment run by
proprietary or partnership on legal basis. In cases of partnership, priority is first
given to Social Group (SC/ST/OBC/Others) and next to Sex (Male / Female).
11. Religion group of Ownership: This is applicable for the establishment run by
proprietary or partnership on legal basis of Religion. Hindu, Islam, Christian,
Sikh, Buddhist, Zoroastrian, Jain and Others.

12. Persons Employed (Worker): All persons usually working daily in an enterprise
with break-up of male and female and the component of hired are taken into
account. It includes owners, members of the household, partner or family
members helping the owner in running the establishment including other persons,
whether hired or not, besides regular and salaried employees, casual/daily wage
laborers are considered as workers.
2.6 Field Operation:
The entire field work had been carried out by enumerators and supervisors. About
835 enumerators, 389 supervisors and 9 charged officer were deployed to carry out
the entire field work in the district comprising about 2,422 EBs. Three type of
schedules were canvassed:
(i) House and Establishment Listing Schedule (6A)
(ii) Establishment Abstract (6B)
(iii) Establishment Address SlipSchedule 6C
2.7 Data Collection, Compilation Data Validation:

 About 31,063 schedules were filled in by the enumerators in the district. These
schedules were collected at taluka level and same were brought at district HQ for
systematic block wise packing and onward transmission for scanning at HCL Infosys
Pvt. Ltd, Faridabad, New Delhi as per the guidelines provided by the CSO.
 Data entry of filled-in schedules 6B and 6C were carried out at district level.
 The provisional results were based on information compiled using 6B schedules
released for Gujarat State in March, 2015.
 For “Directory of establishments with 10 or more workers”, the data files of schedule
6C were sent to CSO for further processing.
 Scanning of filled-in schedules 6A were undertaken at HCL Infosys Pvt Ltd,
Faridabad, New Delhi.
 Data capturing and Error finding process through e-flow software system is carried
out by the HCL Infosys Pvt. Ltd, Faridabad, New Delhi and the said office would
provide block wise/schedule wise error list in Excel format for cleaning the data by
comparing with the scanned EB having three type of schedule-6A,6B 6C.

 After receiving excel files as per CSO guidelines, logical errors were removed and
send back to scanning centre HCL Infosys Pvt Ltd, Faridabad, New Delhi for error
free data.
 After updating error free files in excel format given to state which was removed by at
DSO level of district.

Chapter – III
Results at a Glance
 The Sixth Economic Census (EC) covered all States and UTs of Indian Union.
 EC is the complete count of all establishments (i.e. units engaged in production
and/or distribution of goods and services for the purpose of sole consumption) located
within the geographical boundaries of the country.
 Field work in the State was conducted during February, 2013 to June, 2013.
 The EC enumerated all establishments engaged in various agricultural and non-
agricultural activities excluding crop production, plantation, public administration,
defense and compulsory social security.
 In Sixth EC, three (3) schedules were canvassed, viz., i) House and Establishment
Listing Schedule (Schedule 6A), ii) Establishment Abstract (Schedule 6B) and iii)
Directory of Establishment (Schedule 6C).
 Enumeration Blocks (EBs) of Population Census 2011 were used as primary
geographical units for both rural and urban areas for the purpose of listing of
establishments.
 Data on Handicraft/handloom establishments were collected for the first time.
 EBs of Population Census, 2011 were used as the primary geographical units for
collection of data.
 About 835 enumerators, 389 supervisors and 9 charged officer were deployed to
carry out the entire field work in the district comprising about 2,422 EBs which
included 1,801 rural EBs and 621 urban EBs.
 The provisional results were based on information compiled using Schedule 6B were
released in March 2015.
Establishments :
 Total numbers of establishments in the Navsari District found to be in operation were
about 78,181 of which, 72.76% were in rural areas and 27.24% in urban areas.
 Growth rate in number of establishments over Fifth EC (2005) is 88.38% for the
Navsari District, as compared to 63.8% for the State.

 52,450 (67.09%) establishments are own account establishments (OAEs) i.e.
establishments without any hired worker. Out of which, 42,423 (80.88%) are in rural
areas and 10027 (19.12%) are in urban areas.
 The remaining 25,731 (32.91%) establishments are with at least one hired worker. Out
of which, 14,461 (56.20%) are in rural areas and 11,270 (43.80%) are in urban areas.
 Among these total establishments, 40,984 (52.42%) were engaged in non-agricultural
activities while the rest 37,197 (47.58%) were engaged in agricultural activities other
than crop production and plantation.
 About 19,686 (37.53%) of the total 52,450 OAEs were found engaged in non-
agricultural activities, whereas about 32,764 (62.47%) were engaged in agricultural
activities.
 About 21,298 (82.77%) of the total 25,731 Establishments with at least one hired
worker were found engaged in non-agricultural activities, whereas about 4,433
(17.23%) were engaged in agricultural activities.
 About 1,158 establishments (1.48%) were engaged in Handloom/Handicraft activities
in the Navsari District. Out of which, 479 establishments (41.36%) were in rural areas
and 679 establishments (54.64%) were in urban areas.
 About 8,671 establishments (11.09% of total establishments) were without fixed
structure in the Navsari District. Whereas 5,400 establishments (62.28%) were in rural
areas and 3,271 (37.72%) establishments were in urban areas.
 About 95.70% establishments were of perennial nature of operation whereas 89.43%
establishments were owned by Private Proprietary.

Employment:
 About 2,14,978 persons were employed in these establishments, of which, 54.05%
were in rural areas and 45.95% in urban areas were reported to be employed in the
establishments in the Navsari District.
 Among employment, 71,486 (33.25%) persons were employed in OAE and 1,43,492
(66.75%) were employed in establishments with at least one hired worker. The
proportion for employed for rural areas were 78.95% and 21.05% respectively for OAE
and Establishments with at least one hired worker, which were 41.65% and 58.35%
respectively for urban areas.
 About 1,57,838 workers constituting 73.42% of total persons worked in non-

agricultural establishments and 57,140 (26.58%) worked in agricultural establishments.
 In rural areas, 55,646 persons (97.39% of total persons) were engaged in agricultural
establishments. Out of which, about 43,484 persons (78.14%) were engaged in OAEs.
In urban areas, 97,283 persons (61.63%) worked in non-agricultural establishments.
Out of which, about 83,728 persons (86.07%) were engaged in establishments with at
least one hired worker.
 The share of females in total employment was 58,751 which is 27.32% of total
employment. About 69.85% of the female employment was in rural areas. Among
male workers, 2.71 lakhs (12.27%) were engaged in agricultural activities and 19.36

lakhs (87.73%) were in non-agricultural activities. These proportion for female were
1.99 lakhs (39.04%) and 3.11 lakhs (60.99%) respectively.
 About 96.54% persons were engaged in Perennial nature of operation. These proportion
for rural and urban areas were 94.99% and 98.35% respectively.
 About 78.71% persons were engaged in private proprietary establishments. These

proportion for rural and urban areas were 82.41% and 74.35% respectively.

 About 6,115 persons were employed in Handloom/Handicraft establishments, which
was 2.84% to total employment. These proportion for rural and urban areas were 1.70%
and 4.19% respectively for rural and urban area.

Establishments by major Activity Groups:
 Activities were grouped into 23 major activity groups: 4 for agricultural activities and
19 for non-agricultural activities.
 Among total number of establishments, agricultural establishments share was 47.58%
and for non-agricultural establishments, the share was 52.42%. For rural areas these
share were 64.14% and 35.86% respectively, which were 3.35% and 96.65%
respectively for urban areas.
 Among the agricultural establishments, Livestock contributed a main share of 45.39%
(from 47.58%). About 95.58% of the total establishments involved in Livestock were
found in rural areas.
 Among all establishments, ‘Livestock’ group contributed a main share of 45.39%,
followed by ‘Retail Trade’ (17.48%), ‘Manufacturing’ (11.4%) and ‘Other service
activities not elsewhere classified’ (6.68%). In rural areas, ‘Livestock’ contributed a
main share of 61.3%, followed by ‘Retail Trade’ (10.71%), ‘Manufacturing’ (7.72%)
and ‘Other service activities not elsewhere classified’ (5.47%). Whereas in Urban
areas, ‘Retail Trade’ contributed the highest share of 35.55%, followed by
‘Manufacturing’ (21.23%), ‘other service activities not elsewhere classified’ (9.91%)
and ‘Transportation and Storage’ (6.75%).
 Among Own Account establishments, ‘Livestock’ group contributed a main share of
59.95%, followed by ‘Retail Trade’ (16.44%), ‘Manufacturing’ (7.59%) and ‘Other
service activities not elsewhere classified’ (3.70%). In rural areas, ‘Livestock’
contributed a main share of 58.99%, followed by ‘Retail Trade’ (10.32%), and
‘Manufacturing’ (5.63%). Whereas in Urban areas, ‘Retail Trade’ contributed the
highest share of 42.34%, followed by ‘Manufacturing’ (15.86%) and ‘Other service
activities not elsewhere classified’ (10.10%).
 Among establishments with at least one hired worker, ‘Retail Trade’ group
contributed a main share of 19.58%, followed by ‘Manufacturing’ (19.17%) and
‘Other service activities not elsewhere classified’ (12.74%). In rural areas,
‘Livestock’ contributed a main share of 15.29%, followed by ‘Other service activities
not elsewhere classified’ (15.07), and ‘Manufacturing’ (13.84%). Whereas in Urban
areas, ‘Retail Trade’ contributed the highest share of 29.51%, followed by
‘Manufacturing’ (26.02%), ‘ Other service activities not else where classified’ (9.74%).

Employment in Establishments by major Activity Groups:
 Among the agricultural establishments, the maximum employment was found under
‘Livestock’ group with 53,518 workers constituting 93.66% of the total employment
in agriculture sector. Out of total 57,140 workers in agricultural establishments,
55,646 workers (97.39%) were found in rural areas.
 In non-agricultural activities, the maximum number of workers were found engaged
in ‘Manufacturing’ with 72,198 workers (45.74%), followed by ‘’Retail trade’ with
30.344 (19.22%), ‘Other service activities not elsewhere classified’ with 10,534
(6.67%) and ‘Education’ with 10,473 (6.64%). These four activity groups taken
together accounted for about 78.27% of the total employment in non-agricultural
sector.
 In non-agricultural activities, the percentage share of these four groups viz.
‘Manufacturing’, ‘Retail trade, ‘Education and ‘Other service activities not elsewhere

classified’ were 35.03%, 20.11%, 11.68% and 9.44% respectively in rural areas.
Whereas, these percentages share of four groups were 52.42%, 18.67%, 3.50% and
4.95% respectively in urban areas.
 Among the own account establishments, the total employment in the non-agriculture
activities was dominated by ‘Retail trade’ with 45.7% (12,398) share, followed by
‘Manufacturing’ with 21.5% (5,833), ‘Other service activities not elsewhere
classified’ with 9.0% (2,437) and ‘Transport and storage’ with 6.8% (1,850).
However, in case of establishments with at least one hired worker, ‘Manufacturing’
dominated at top with 50.8% (66,365), followed by ‘Retail trade’ with 13.7%
(17,946) and ‘Education’ with 7.7% (10,063).
Establishments by Talukas:
 The talukas with the most number of establishments found are: (1) Chikhli with
19,458 establishments contributing 24.89% of total establishments in Navsari
District, followed by (2) Bansda with 17,079 (21.85%), (3) Navsari with 15,913
(20.35%), (4) Gandevi with 14,864 (19.01%) and (5) Jalalpore with 10,867
(13.90%).

While for establishments with at least one hired workers, the talukas are: (1) Chikhli
(7,361), (2) Navsari (7,257), (3) Gandevi (5,503), (4) Bansda (2,923) and (5)
Jalalpore (2,687).

Employment by Talukas:
 The talukas with the most number of persons employed are: (1) Navsari with 77,221
contributing 35.92% of total employment in Navsari District, followed by (2) Chikhli
with 41,627 (19.36%), (3) Gandevi with 41,609 (19.36%), (4) Bansda with 28,042
(13.04%) and (5) Jalalpore with 26,479 (12.32%).
 For Rural areas the talukas according to total number of persons employed are: (1)
Chikhli with 39,134 contributing 33.68% of total employment in rural areas, followed
by (2) Bansda – 26,054 (22.42%), (3) Gandevi – 18,501 (15.92%), (4) Navsari –
16,747 (14.41%) and (5) Jalalpore – 15,765 (13.57%).
 For Urban areas the talukas according to total number of persons employed are (1)
Navsari with 60,474 contributing 61.22% of total employment in urban areas,
followed by (2) Gandevi – 60,474 (23.39%), (3) Jalalpore – 10,714 (10.85%), (4)
Chikhli – 2,493 (2.52%) and (5) Bansda – 1,988 (2.01%).
 Among the own account establishments, The talukas according to total number of
persons employed are: (1) Bansda (17,917), (2) Chikhli (16,746), (3) Gandevi
(13,924), (4) Navsari (13,114) and (5) Jalalpore (9,785). While for establishments
with at least one hired workers, the talukas are: (1) Navsari (64,107), (2) Gandevi
(27,685), (3) Chikhli (24,881), (4) Jalalpore (16,694) and (5)Bansda (10,125).
Concentration of Establishments:
 The concentration of establishment per thousand population in the Navsari District
was 59. For Rural and urban areas, these proportion were 62 and 52 respectively. For
own account establishments, this proportion was 39, which was 19 for establishments
with at least one hired worker.
 For non-agricultural establishments, the number of establishments per 1000
population was found to be 31, which was 22 for rural and 50 for urban areas. This
proportion for OAE was 20 and 98 for establishments with at least one hired worker.
 For agricultural establishments, the number of establishments per 1000 population
was found to be 28, which was 40 for rural and 2 for urban areas. This proportion for
OAE was 33 and 10 for establishments with at least one hired worker.
 Among the talukas, the proportion of establishments per 1000 population was the
highest in Bansda with 74 establishments/1000 population followed by Chikhli with
63, Gandevi with 60 and Navsari with 51. The lowest proportion was in The
Jalalpore with 48 only.

 For Rural areas, the talukas with the highest proportion of establishments per 1000
population were Bansda (75), Chikhli (61), Gandevi (60), Jalalpore (57) and the
lowest proportion was in Navsari with 46. For Urban areas, the talukas with the
highest proportion of establishments per 1000 population were Chikhli (147),
Gandevi (59), Bansda (52), (59), and the lowest proportion were in Navsari and
Jalalpore with 34.
 The number of persons employed in establishments was 162 persons per 1000
population. This proportion for non-agricultural and agricultural establishments were
119 and 43 respectively. For rural and urban areas, the proportion of persons
employed per 1000 population were 126 and 241 respectively.
 For OAE, The highest proportion of number of persons employed per 1000
population was found in Bansda with 77, followed by Gandevi with 56, Chikhli with
54, Jalalpore with 43 and Navsari with 42.
 For establishments with at least one hired worker, The highest proportion of number
of persons employed per 1000 population was found in Navsari with 206, followed
by Gandevi with 111, Chikhli with 80, Jalalpore with 73, and Bansda with 44.
 The average number of persons employed was 3 persons per enterprise, which was 4
and 2 for non-agricultural enterprises and agricultural enterprises respectively.

Other Characteristics:
(A) Type of Ownership:
 Out of total 78,181 establishments in Navsari District, 75,455 (96.51%)
establishments were owned by ‘Private Proprietary’. The contribution of other
ownership type were 4.81% for ‘Others’, 3.49% for ‘Government/PSU’, 0.78% for
‘Partnership’ and 0.81% FOR ‘Non-profit Institution’. For Non-agricultural
activities, 93.70% enterprises were owned by ‘Private Proprietary’ and 99.62%
enterprises were owned by ‘Private Proprietary’ for agricultural activities.

 Out of 75,455 establishments owned by ‘Private proprietary’ activity group,
20,124 establishments were owned by female (26.67%). The ‘Livestock’ activity
group had the highest female owned enterprises with 18.61%, followed by ‘Retail
trade’ activity group with 2.49%.
(B) Establishment Structure:

 Out of total 78,181 lakhs establishments in Navsari District, 29,378 (37.58%)
establishments were operated outside household with fixed structure. For
agricultural activities, only 6.10% establishments were operated outside household
with fixed structure. For Non-agricultural activities, about 66.15% establishments
were operated outside household with fixed structure.
 For Rural areas, about 26.76% establishments were operated outside

household with fixed structure, which were about 5.88% and 64.12% for
agricultural and non-agricultural activities respectively. Whereas 66.46%
establishments were operated outside household with fixed structure in urban areas,
which were about 17.39% and 68.16% agricultural and non-agricultural activities
respectively.
 For non-agricultural activities, the highest proportion of establishments
operated outside household with fixed structure was in “Mining and quarrying
activities” with 86.78%, followed by ‘Human health & social work activities’ with
85.86%, and ‘Financial and insurance activities’ with 85.22%.
(C) Handicraft/Handloom establishments:

 Total number of Handicraft/Handloom establishments were 1,158 in Navsari
District, out of which 479 establishments (41.36%) were found in rural areas. The
highest establishments were recorded in Navsari Taluka with 480 establishments
(41.45%), followed by Jalalpore with 209 establishments (18.05%) and Bansda with
204 establishments (17.62%). For rural areas, the highest establishments were
recorded in Bansda Taluka with 196 establishments (40.92%), followed by Navsari
with 93 establishments (19.42%) and Jalalpore with 76 establishments (15.87%).
For urban areas, the highest establishments were recorded in Navsari Taluka with
387 establishments (57.00%), followed by Jalalpore with 133 establishments
(19.59%) and Chikhli with 76 establishments (11.19%).
 Total number of persons employed in Handicraft/Handloom establishments
were 6,115 in Navsari District, out of which 1,973 persons employed (32.26%) in
rural areas. The highest persons employed in Handicraft/Handloom establishments
were recorded in Navsari Taluka with 2,715 persons (44.40%), followed by in
Jalalpore with 2,217 persons employed (36.25%) and Bansda with 449 persons
employed (7.34%). In Rural areas, the highest persons employed were recorded in
Navsari Taluka with 1,232 persons (62.44%), followed by in Bansda with 391
persons employed (19.82%) and Gandevi with 127 persons employed (6.44%).
Whereas in urban areas, the highest persons employed were recorded in Jalalpore
Taluka with2,119 persons (51.16%), followed by in Navsari with 1,483 persons
employed (35.80%) and Gandevi with 318 persons employed (7.68%).

Chapter – IV
Agricultural Establishments
 Agricultural Establishments including agriculture, livestock, forestry and fishery
play a vital role in Indian economy.
 An agricultural establishment is defined as an establishment engaged in production
of agricultural goods (other than crop production & plantation by the farmers or a
group of farmers or any agency, agricultural services, hunting, trapping and related
activities, where at least some part of the production or services was sold out.
Establishments engaged in activities pertaining to crop production and plantations
were not covered.
 The agricultural establishments for the purpose of 6th EC comprised establishments
are categorized as (1) Activities relating to agriculture other than crop production &
plantation, (2) livestock (Animal production, support activities for animal
production and hunting, trapping and related service activities), (3) Forestry and
logging and (4) fishing and aquaculture (marine fishing, fresh water fishing and
fresh water aquaculture).
 For the purpose of economic census, the agricultural establishments comprised
establishments covered under NIC 2008, 3-digit codes 013, 014, 016, 017, 021, 022,
023, 024, 031 and 032 for the broad activity codes 01 to 04 in the filled in schedules
6A.
4.1 Establishments:
 There were 37,197 agricultural establishments accounting to 47.58% of total
establishments in Navsari District. Out of 37,197 agricultural establishments, 32,764
establishments constituting 88.08% of total agricultural establishments, were OAEs.

 About 98.08% (36,484) of establishments in the agricultural establishments were

located in rural areas, out of which 32,226 were OAEs i.e. establishments without
any hired workers. In urban areas too, OAEs shared 1.64% of the establishments in
the agricultural establishments.
 About 35,490 establishments in the agricultural establishments were from broad

activity classification “Livestock”.
4.2 Employment :
 The agricultural establishments engaged 57,140 persons, which constituted 26.58%
of the total employment. Out of these, 44,374 were employed in OAEs and the
remaining 12,766 in establishments with at least one hired worker.

 About 97.39 % of the employment in agricultural establishments i.e. 55,646 worked
in rural areas. Out of these, 44,374 persons worked in OAEs and rest in
establishments with at least one hired worker.
 About 53,518 employment in agricultural establishments were from broad activity

classification “Livestock”. This proportion in rural areas was 97.79% (52,336),
which was 2.21% (1,182) for urban areas.
4.3 Distribution by broad activity classification:
 At Navsari District level, livestock account for the majority of establishments under
the agricultural establishments with 35,490 establishments employing 53,518
persons employed with 1.51 persons per establishment.
 In rural areas, out of 36,484 agricultural establishments, 34,872 establishments

were under livestock. Whereas out of 55,646 total persons employed rural areas in
agricultural establishments, 52,336 persons were from livestock.
 The distribution of establishments and persons employed in agricultural

establishments by broad activity classification is given below:

 It is observed that majority of Agricultural establishments i.e. 36,643 (98.51%) were

under proprietary ownership which accounted for about 56,028 (98.05%) persons
employed in Navsari District.
 About 0.96% establishments were owned by ‘Private: Others’ employing about

1.25% of the total persons employed and the share of ‘Govt./PSU’ was only 0.38%
establishments in employing 0.41% of total persons employed.
 Similar trend was observed in both rural and urban areas.

4.5 Some characteristics of agricultural establishments under proprietary
ownership:
1. No. of Establishments & Persons employed
 Out of total 37,197 agricultural establishments, 36,643 (98.51%) were proprietary
establishments, of which 35,967 were in rural areas and 676 in urban areas.

 The majority of agricultural establishments in proprietary ownership i.e. 35,967
were in rural areas employing about 54,654 persons whereas the remaining about
676 establishments were in urban areas which employed about 1,374 persons.
 The average employment in agricultural establishments was 1.54 persons per

establishment which was 1.53 for rural areas,2.10 for urban areas.
2. Social group of owner:

 Out of total 37,197 agricultural establishments, 36,643 (98.51) )were proprietary
establishments.
 The SC owners owned 5.62% of the total agricultural establishments having

employment share of 6.24% of total persons employed. Whereas OBC owners
owned 18.55% of the total agricultural establishments employing of 17.49% OBC
persons employed.
 Majority of proprietary agricultural establishments were owned by ST owners with

62.90% of total agricultural establishments having employment share of 62.12%
 The social group ‘Others (i.e. other than SC/ST/OBC) owned 12.93% of agricultural
establishments where 14.14% of total persons employed from ‘Others’.
3. Religion of owners:
 At the Navsari District level, Hindus owned 74.08% of the agricultural
establishments which employed 89.58% of the total persons employed.
 The Islam owners owned 4.90% of proprietary agricultural establishments where
2.62% of the persons employed from Islam.
 About 8.92% of proprietary agricultural establishments were owned by ‘Others’ (i.e.
(other than Hindus and Islam) which employed 6.91% of the workforce.
4. Nature of Operation:
 Perennial establishments in the agricultural establishments accounted for 94.21% of
the establishments and 94.64% of the employment with an average employment of
1.54 persons employed per establishment in the District.
 About 34,355 establishments accounting 94.16% of the rural establishments in
agricultural establishments were perennial which employed 52,652 persons
employed (94.62% of total).

6. Premises Status:
 It has been observed that 87.22% of the agricultural establishments numbering
32,444 operated from inside household. Out of them, 98.38% were located in rural
areas and the rest in urban areas.
 About 2,485 (6.68%) agricultural establishments were situated outside household

without fixed structure with a share of 97.42% in rural areas.
 About 2,268 (6.10%) agricultural establishments were operated from outside

household with fixed structure with a share of 94.53% in rural areas.

 In rural areas 5.88% agricultural establishments were run from outside household,
6.64% from outside household without fixed structure and 87.49% were run from
inside household. These proportion for urban areas were 17.39%, 8.98% and
73.63% respectively.

 It has been observed that 83.96% of the agricultural establishments numbering
31,230 were self-financed. Out of them, 98.04% were in rural areas.
 In rural areas, 83.92% of the agricultural establishments were self-financed, whereas

this figure was 85.69% in urban areas.

 Donations/Transfers from other agencies was the next major source of finance with
a share of 12.45%. Financial assistance from Govt. sources and borrowing from
financial institutions had 2.73% and 0.45% share respectively.

 A non-agricultural establishment for the purpose of 6th Economic census has been
defined as an establishment which was engaged in activities other than agricultural
activities.
 The non-agricultural activities are broadly classified as below:

 There were 40,984 non-agricultural establishments out of total 78,181

establishments accounting to 52.42% of total establishments in the Navsari District.
Out of which, 20,584 (50.22%) were located in urban areas.
 About 19,686 establishments constituting 48.03% of total non-agricultural
establishments, were OAEs. Out of which 9,489 were located in urban areas which
accounting to 48.20%.
 About 21,298 establishments constituting 51.97% of total were establishments with
at least one hired worker. Out of which 11,095 were located in urban areas which
accounting to 52.09%.

 About 20,400 non-agricultural establishments were located in rural areas accounting
to 49.78% to total, and 20,584 (50.22% of total) were located in urban areas.
5.2 Employment in non-agricultural establishments:
 About 1,57,838 persons worked in non-agricultural establishments out of total

2,14,978 persons employed in the Navsari District, constituting about 73.42% of the
total employment in the Navsari District.
 Of these, 27,112 persons (17.18%) were engaged in own account establishments and
1,30,726 persons (82.82%) were engaged in establishments with at least one hired
worker.
 Out of total persons employed in non-agricultural establishments in Navsari District,

60,555 persons (38.37%) were in rural areas whereas 97,283 (61.63%) were in
urban areas. In rural areas, 12,953 persons (21.39%) were employed in own account
establishments and 47,602 persons (78.61%) were in establishments with at least
one hired worker. In urban areas, 14,159 persons (14.55%) were employed in own
account establishments and 83,124 persons (85.45%) were in establishments with at
least one hired worker.
 Average persons employed was observed 3.85 persons per establishment in non-
agricultural establishments. It was found to be higher in urban areas (4.73) than in
rural areas (2.97). Own account establishments and establishments with at least one
hired worker had an average employment of 1.38 persons and 6.14 persons
respectively. These proportion in rural areas were 1.27 and 4.67 persons
respectively and 1.49 and 7.49 persons respectively in urban areas.
5.3 Non-agricultural establishments by major activity groups:
 The share of non-agricultural establishments to total number of establishments in
Navsari District was 52.42%.

 Among all non-agricultural establishments, the activity group ‘12 –Retail trade ( not
covered in item-10 above)’ had highest share of 33.34% with 13,663
establishments, followed by ‘06-Manufacturing’ with 8,912 establishments
(21.75%), ‘23-Other service activities not elsewhere classified’ with 5,220
establishments (12.74%) and ‘13-Transport and storage’ with 2,718 establishments
(6.63%).
 The top three groups for OAE non-agricultural establishments were ‘12-Retail
Trade (not covered in Item-10)’ with 8,825 establishments (43.81%), followed by
‘06-Manufacturing’ with 3,979 establishments (20.21%) and ‘23-other service
activities’ with 1,943 establishments (9.87%).
 The top three groups for non-agricultural establishments with at least one hired
worker ‘12-Retail Trade (not covered in Item-10)’ with 5,038 establishments
(23.65%), followed by ‘06-Manufacturing’ with 4,933 establishments (23.16%) and
‘23-other service activities’ with 3,277 establishments (15.39%).
 In rural areas, the activity group ‘12 – Retail trade (not covered in Item-10)’ had
highest share of 29.86% with 6,092 establishments, followed by ‘06-Manufacturing’
with 4,390 establishments (21.52%), ‘23-Other service activities not elsewhere
classified’ with 3,109 establishments (15.24%) and ‘Education’ with 1,549
establishments (7.59%).
 Whereas in urban areas, the activity group ‘12 – Retail trade (not covered in Item-
10)’ had highest share of 36.78% with 7,571 establishments, followed by ‘06-
Manufacturing’ with 4,522 establishments (21.97%), ‘23-Other service activities not
elsewhere classified’ with 2,111 establishments (10.26%) and ‘13-Transport and
storage’ with 1,437 establishments (6.98%).
5.3.2 (b) Employment:

 Among all non-agricultural establishments, the activity group ‘06-Manufacturing’
had highest share of employment with 45.74% with 72,198 persons, followed by ‘12
– Retail trade (not covered in Item-10)’ with 30,344 persons employed (19.22%),
‘23-other service activities not elsewhere classified’ with 10,534 persons employed
(6.67%) and ‘20-Education’ with 10,473 (6.64%).
 The top groups with the most contribution for persons employed for OAE non-
agricultural establishments were ‘12-Retail Trade (not covered in Item-10)’ with
12,398 persons employed (45.73%), followed by ‘06-Manufacturing’ with 5,833
persons employed (21.51%), ‘23-other service activities’ with 2,437 persons
(8.99%) and ‘13-Transport and storage’ with 1,850 persons (6.82%).

 The top groups with the most contribution for persons employed for establishments
with at least one hired worker were ‘06-Manufacturing’ with 66,365 persons
employed (50.77%) followed by ‘12-Retail Trade (not covered in Item-10)’ with
17,946 persons (13.73%), ‘20- Education’ with 10,063 persons (7.70%) and ‘23-
Other service activities not else where classified’ with 8,097 persons (6.19%).
 In rural areas, the activity group ‘06-Manufacturing’ had highest share of
employment with 21,215 workers (35.03%), followed by ‘12 – Retail trade (not
covered in Item-10)’ with 12,177 workers (20.11%), ’20-Education’ with 7,072
workers (11.68%) and ‘23-Other service activities not elsewhere classified’ with
5,716 persons (9.44%).
 Whereas in urban areas, the activity group ‘06-Manufacturing’ had highest share of
employment with 50,983 workers (52.41%), followed by ‘12 – Retail trade (not
covered in Item-10) with 18,167 workers (18.67%), ‘23-Other service activities not
elsewhere classified’ with 4,818 workers (4.95%) and ‘13-Transport and storage’
with 3,579 persons (3.68%).

 Navsari Taluka had the highest share 32.62% of non-agricultural establishments
(13,367establishments), followed by Gandevi with 20.85% share (8,544
establishments), Chikhli with 18.48% share (7,572 establishments) and Jalalpore
with 16.04 % share (6,573 establishments).
 For OAEs in non-agricultural activities, Navsari Taluka had the highest share
34.05% of non-agricultural OAEs (6,703 establishments), followed by Jalalpore
Taluka with 20.95% share (4,125 OAEs), Gandevi with 17.93% share (3,529 OAEs)
and Chikhli with 15.29% share (3,010 OAEs).
 For establishments with at least one hired worker in non-agricultural activities,
Navsari Taluka had the highest share 31.29% of non-agricultural Establishments
(6,664 establishments), followed by Gandevi with 23.55% share (5,015
Establishments), Chikhli with 21.42% share (4,562 Establishments) and Bansda
with 12.25% share (2,609 establishments).
 For Rural areas, Chikhli Taluka had the highest share 32.51% of non-agricultural
establishments (6,633 establishments), followed by Bansda Taluka with 21.05%
share (4,294 establishments), Jalalpore with 17.45% share (3,559 establishments)
and Gandevi with 15.20% share (3,101 establishments).
 For Urban areas, Navsari Taluka had the highest share 51.27% of non-agricultural
establishments (10,554 establishments), followed by Gandevi Taluka with 26.44%
share (5,443 establishments), Jalalpore with 14.64% share (3,014 establishments)
and Chikhli with 4.56% share (939 establishments).
 The proportion of non-agricultural establishments to total number of establishments
in the Navsari District was recorded at 52.42%, which was 49.78% for rural areas
and 50.22% for urban areas.

 Navsari had the highest share of persons employed with 46.20% of total
employment (72,929 workers), followed by Gandevi Taluka with 19.90% share
(31,409 workers), Chikhli with 13.25% share (20,919 workers) and Jalalpore with
13.12% share (20,704 workers).
 For OAEs in non-agricultural activities, Navsari Taluka had the highest share
37.74% persons employed (10,233 workers), followed by Gandevi Taluka with
18.85% share (5,110 workers),Jalalpore with 17.86% share (4,842 workers) and
Chikhli with 15.20 % share (4,120 workers).
 For establishments with at least one hired worker in non-agricultural activities,
Navsari Taluka had the highest share 47.96% of persons employed (62,696

workers), followed by Gandevi with 20.12% share (26,299 workers), Chikhli with
12.85% share (16,799 workers) and Jalalpore with 12.13% share (15,862 workers).
 For Rural areas, Chikhli Taluka had the highest share 30.72% of persons employed
(18,601 workers), followed by Navsari Taluka with 21.56% share (13,054 workers),
Jalalpore with 16.70% share (10,115 workers) and Bansda with 16.53% share
(10,012 workers).
 For Urban areas, Navsari Taluka had the highest share 61.55% of persons employed
(59,875 workers), followed by Gandevi Taluka with 23.27% share (22,636
workers), Jalalpore with 10.88% share (10,589 workers) and Chikhli with 2.38%
share (2,318 workers).
 The proportion of persons employed in non-agricultural establishments to total
persons employed in the District was recorded at 73.42%, which was 38.37% for
rural areas and 61.63% for urban areas.

Chapter – VI
Handicraft/Handloom Establishments
6.1 General:
 It was decided to capture the information regarding Handicraft / Handloom

establishments during Sixth Economic Census for the first time. The purpose of
including this item was to assess the number of handicraft and handloom
establishments and persons employed therein, so that the handicraft and handloom
clusters could be identified for assessing the contribution of this important sector.
 Handloom/Handloom describes a craft or occupation requiring skilled use of hands.

Handicrafts are items made by hand, often using simple tools. These items can be
functional, artistic and/or traditional in nature. Skill worker and use of hand are two
prerequisites for handicraft. It must be predominantly made by hand.
 Handicraft/Handloom establishments are those which involved predominant role of

human skills and performed by hands using traditional knowledge and simple tools.
The word handicraft includes handlooms, sl all manner of hand weaving activities
was considered under the same.
 Two broad categories for exclusion of activities were:
 All food items like papads, pickles, etc. which may be made by hand.
 Items like bricks, biddies, agarbaties, match sticks, firecrackers, etc. which are made
by hand but not distinguished by distinctive skills.
6.2 Establishments:
 During the census, the information was collected from each of the manufacturing
unit where hand as well as skill is being used in the manufacturing activity.

 There were 1,158 handloom/handicraft establishments accounting to 1.48% of total
establishments in the Navsari District. 592 establishments (51.12%) were OAEs.
 Navsari taluka had the highest share 41.45% of Handloom/Handicraft
establishments (480 establishments) in the District, followed by Jalalpore with
18.05% share and Bansda with 17.62% share.
 The share of Rural to total for Handloom/Handicraft establishments was 41.36%.
The major share of rural establishments was found in Bansda taluka with 96.08%,
followed by Chikhli with 44.12% and Gandevi with 41.86%.
 The percentage share of establishments without hired workers in the District was
51.12%. The major share of establishments without hired works was found in
Bansda taluka with 29.90%, followed by Navsari with 29.22% and Jalalpore with
22.13%.
6.3 Employment:
 About 6,115 persons were employed in handloom and handicraft establishments in

the Navsari District, accounting to 2.84% to total persons employed.
 The share of Urban to total persons employed was 67.74% whereas the share of total
establishments in urban was 58.64%. The share of rural to total establishments in

handloom/handicraft establishments was 41.36%, whereas this share in persons
employed therein was 32.26%.
 Navsari taluka had highest share of persons employed with 44.40%, followed by
Jalalpore with 36.26% and Bansda with 7.34%.
 In rural areas, Navsari taluka had highest number of persons employed with 1,232
persons employed (62.44%), followed by Bansda with 391 persons (19.82%) and
Gandevi with 125 persons (6.34%).
 Whereas in Urban areas, Jalalpore taluka had highest number of persons employed
with 2,119 persons employed (51.16%), followed by Navsari with 1,483 persons
employed (35.80%) and Gandevi with 318 persons employed (7.68%).

Chapter – VII
Women Entrepreneurs
7.1 General:
 Women have started playing important roles in decision making at all levels.
Women who constitute about 48% of total population are the focus of several
developmental initiatives for the Government. As per population Census 2011, the
female headed households were 10.1%, female literacy rate was 69.68%, whereas
work force participation rate for female for the Gujarat State was 23.4%.
 The data on women entrepreneurial ship at national as well as state level is very
difficult to get. Therefore, during Sixth Economic Census, questions related to
women entrepreneurial ship in proprietary ownership were included.
 It has been observed that about 20,124 were run by women entrepreneurs in the
Navsari District which is about 25.74% of the total number of establishments. Total
workers engaged in women owned and run establishments were 31,605 persons,
which is about 14.70% of total persons employed.
7.2 Establishments:
 The total number of establishments owned by women entrepreneurs was 20,124 out
of which 17,083 constituting about 84.89% of the total establishments were located
in rural areas and the remaining 3,041 (15.11%) were located in urban areas.
 Out of total establishments owned by women entrepreneurs, a total of 14,760
establishments were agricultural establishments constituted about 73.35% of total
establishments and remaining 5,364 establishments (26.65%) were non-agricultural
establishments.
 Total 16,000 establishments owned by women entrepreneurs were OAEs constituted
about 79.51% of total establishments.

7.2(a) Agricultural Establishments
 ‘Livestock’ was the main activity with a share of about 98.55% (14,546
establishments) in the agricultural establishments owned by women entrepreneurs.
 Among agricultural establishments, a total of 14,576 establishments (98.75%) were
located in rural areas and rest 1.25% (184 establishments) were located in urban
areas.
 In rural areas, about 88.32% (12,873 establishments) were OAEs and rest only
11.68% were establishments with at least one hired worker.
7.2(b) Non-Agricultural Establishments
 There were 5,364 non-agricultural establishments owned by women entrepreneurs

constituted about 26.65% to total establishments owned by women entrepreneurs in
the Navsari District.
 Among non-agricultural establishments owned by women entrepreneurs, 2,980

establishments (55.56%) were OAEs and rest 44.44% (2,384 establishments) were
with at least one hired worker.
 Among non-agricultural establishments owned by women entrepreneurs, a total of
2,857 establishments (53.26%) were located in urban areas and rest 46.74% ( 2,507
establishments) were located in rural areas.
 Among all non-agricultural establishments owned by women entrepreneurs in the
Navsari District, the activity group ‘12 - Retail trade (not covered in item-10
above)’ had highest share of 36.33% with 1,949 establishments, followed by ‘23 -
Other service activities not else where classified’ with 1,252 establishments
(23.34%), ‘06 - Manufacturing’ with 1,075 establishments (20.04%) and ‘20-
Education’ with 260 establishments (4.85%).
 Bansda taluka had the highest share 26.87% (5,407 establishments) of non-
agricultural establishments owned by women entrepreneurs, followed by Chikhli
with 24.78% share (4,986 establishments), Gandevi with 19.76% share (3,976
establishments) and Jalalpore with 14.73% share (2,964 establishments).
