Moving fast forward
T
he month of February ended with the beginning of
Budget session of the Haryana Assembly. In his
Address, the Governor, Prof Kaptan Singh Solan-
ki, reaffirmed the resolve of his government to do
everything possible to lay the foundation for a golden future
for Haryana, showed the road map for realizing the objective,
and complimented the Manohar Lal Government on counts
more than one, especially on the SYL issue.
The road map included promoting investment and indus-
try, providing 24X7 power supply, beefing up infrastruc-
ture, especially roads, creating jobs, filling the skill gap to
make the youth employable and making lives of the people
easy and hassle-free by bringing various services right at
their doorsteps with extended use of IT tools. The Gover-
nor also outlined an action plan to launch some new pro-
jects and schemes in the environment and health space. In
five-part incisive report, we bring our readers in detail the
thinking of the state government reflected in the Governor's
Address.
In persistent pursuit of its avowed objective of making
Haryana a preferred investment destination and textile man-
ufacturing hub, the state government has come out with draft
textile policy. Stitched with seams of fiscal incentives and fi-
nancial inducements, the policy aims at incentivizing setting
up of new units, and ensuring seamless growth and modern-
isation of the existing textile industry in the state. Taking a
holistic farm-to-fibre-to-fashion approach, the policy aims at
generating 50,000 new jobs by attracting investment in the
textile sector to the tune of Rs 5,000 crore. Read our Cover

Haryana has bagged big bonanza in the shape of different
projects worth Rs 1,247 crore in the Railway Budget present-
ed, for the first time as part of the General Budget for 2017-
18, by the Finance Minister, Mr Arun Jaitley, in Parliament.
The projects pertain to laying of new rail tracks; conducting
surveys; construction of ROBs/ RUBs/ subways; electrifica-
tion of tracks across the state; and facilities for passengers.

he Haryana Government
stands committed to making
all-out efforts to lay the founda-
tion for a golden future for Haryana
by promoting investment, creating
jobs, and making lives of the people
easy and hassle-free by bringing var-
ious services right at their doorsteps
with extended use of IT tools.
This resolute resolve of his gov-
ernment was reiterated by the Har-
yana Governor, Prof Kaptan Singh
Solanki, while delivering his Address
on the opening day of the Budget
Session of the state Assembly.
The resolve revolves around sev-
eral other things. 24X7 power supply,
fillip to industrialisation, creation
of robust infrastructure, especially
roads, filling the skill gap to make the
youth employable, and boosting the
income of farmers would constitute

the cut and thrust of the policies of
his government, the Governor said.
Referring to the Sutlej-Yamuna
Link Canal (SYL), Prof Solanki said
concerted efforts made by his gov-
ernment had resulted in a favourable
verdict from the Supreme Court of
India on the Presidential Reference.
This has paved the way for initiation
of the long pending construction
work on the remaining portion of the
Sutlej Yamuna Link (SYL) Canal.
It is heartening that on November
28, 2016, an all-party delegation from
Haryana submitted a memorandum
to the President of India, seeking
his intervention to ensure that our
rightful and legitimate share in sur-
plus Ravi-Beas waters was allowed to
reach our parched lands and thirsty
villages. “My government will
earnestly keep pursuing the matter
and shall do its best to protect the in-
terests of the hard working and law
abiding people of our state who have
full faith in our Constitution and the
judiciary”, he added.
SERVICES TO CITIZENS
Referring to services to citizens,

Prof Solanki said his government
was well on the road to pacing up
hassle-free delivery of citizen-centric
services through extended use of IT
tools, and rid the system of corrup-
tion and nepotism. The government
is already providing 281 e-services.
For assessing the quality of ser-
vice delivery, 67 services have been
integrated with Rapid Assessment
Service System of Government of
India.
In order to enhance the quality
and ease of access of all citizens
to various development programs,
services and schemes, and to make
their delivery harassment and
corruption-free, the government has
set up Haryana Governance Reforms
Authority.
The Authority will suggest
changes in the processes, procedures,
rules, regulations, design of various
public services, social and economic
programmes and social security
schemes towards these ends, and
ensure that the citizens can access
these in a dignified manner.
The Governor said the golden jubi-
lee of formation of Haryana offered
not only an occasion to celebrate
our glorious achievements, but also
to consolidate our efforts to build a
bright future for our citizens. “With
suggestions of one and all, my gov-
ernment has prepared an action plan
of activities, showcasing the glory
of the Vedas, Gita and Upanishads,
our heritage, and our giant strides
in socio-economic development,” he
added.
24X7 POWER SUPPLY
On power front, Prof Solanki reit-
erated the commitment of the state
government to provide 24X7 power to
all, and improve the supply posi-
tion in the rural areas. Panchkula
has become the first district in the
state to get 24-hour power supply.
“24-hour power supply has already
been started on 31 rural domestic
feeders, out of which 10 feeders are
under “Mhara-Gaon-Jagmag-Gaon”
scheme”, he added.
The government has taken several
steps to reduce the cost of power. Old
and less efficient units of Panipat
Thermal Power Station have been
shut down. To ensure long-term pow-
er security of Haryana, necessary
steps were being initiated to develop
the 102 million ton-Kalyanpur-Badal-
para coal mine in Jharkhand, allocat-
ed to Haryana.
Referring to infrastructure, he
said his government had sanctioned
the highest-ever amount of Rs 1,818
crore for repair and improvement of
5,605 km length of state highways,
major district roads and village
roads during the current year. This
includes widening of 1,580-km village
roads from 3.66 meter to 5.50 meter.
Adoption of green technology has
been initiated in road construction
on a trial stretch of five km of road.
Four more works have also been
approved for execution under this
technology.
Under the Pradhan Mantri Gram
Sadak Yojana (PMGSY), Haryana
has successfully upgraded and
strengthened 4,558 km length of
roads and qualified for participation
in the PMGSY-II programme. Under
assistance from NABARD, during
2016-17, as many as 26 roads, having a
total length 184.7 km, and three new

bridge works costing Rs 183.98 crore
have been got approved, he added.
ALIGNED WITH DIGITAL INDIA
The Governor said the state gov-
ernment had aligned its vision with
three focus areas of the Digital India
Programme viz digital infrastructure
as utility to every citizen, govern-
ance and services on demand, and
digital empowerment of citizens.
A new policy on electronics, infor-
mation and communication sector
is being formulated which would
provide several incentives for IT and
ITEs /BPO/electronics manufactur-
ing, and facilitate investment by cre-
ating investor-friendly environment,
providing speedy clearance and
developing reliable infrastructure.
As many as 110 locations have
been identified for public wi-fi hot-
spots in the state. There is a plan to
establish Wi-Fi connectivity in 350
villages during 2017-18. As many as
170 G2C services are being deliv-
ered through Atal Seva Kendras. In
addition, 99 B2C services and 12 G2C
services of Government of India are
also being provided through more
than 3,600 fully functional Atal Seva
Kendras and 134 e-Disha Kendras.
SOCIAL WELFARE TOP PRIORITY
Reiterating the commitment of his
government to social welfare, Prof.
Solanki said several welfare schemes
had been launched for the vulnerable
sections of the society.
On the occasion of the launch of
the Golden Jubillee celebrations, the
amount of Old Age Samman Allow-
ance, Widow and Destitute Women
Pension, Disability Pension, Ladli
Social Security Allowance, Eunuch
Allowance, Dwarf Allowance was
increased from Rs 1,400 per month to
Rs 1,600 per month.
Financial assistance to destitute
children has been increased from Rs
500 per month to Rs 700 per month.
Financial assistance to non-school
going disabled children too has been
increased from Rs 700 to Rs 1000 per
month.
SEX RATIO GOES UP
Alluding to the “Beti Bachao Beti
Padhao” programme, which was

launched with the objective of
preventing sex selective elimination
of pregnancy and ensuring survival,
education and empowerment of the
girl child, Prof Solanki said efforts
made by the government had shown
encouraging results, and the sex ratio
at birth in Haryana had gone up from
876 in 2015 to 900 in 2016.
Referring to the employees, he said
the government had adopted recom-
mendations of the Seventh Pay Com-
mission on the pattern of the Central
Government. The arrears of pay have
also been released. Haryana has be-
come the first state in the country to
accomplish this welfare measure for
its employees. The process of revision
of pension to the state pensioners
based on the Seventh Pay Commis-
sion report, is also expected to be
completed within this financial year.
INSTITUTE OF AYURVED AND YOG
On health front, the Governor said
the Union Ministry of AYUSH had
sanctioned an ‘All India Institute
of Ayurved and Yog’ to be set up in
Panchkula District at an estimated
cost of Rs 500 crore. Another prestig-
ious All-India Institute ‘Post Graduate
Institute of Yoga and Naturopathy
Education and Research’ is being set
up in Deverkhana village, District
Jhajjar, at a cost of Rs 65.98 crore.
A proposal for setting up of a
120-bedded ‘National Research Insti-
tute in Unani Medicines’ by Govern-
ment of India was also under active
consideration. Large-scale up-gra-
dation of health infrastructure and
health services has been initiated.
This includes up-gradation of health
facilities and strengthening them
with additional equipment, buildings
and other resources.
In order to fill up vacancies of
doctors, process for recruitment of
662 doctors has been initiated and a
policy framework is being put in place
for increasing the number of special-
ists in the state. Retirement age of
doctors has been increased to 65 years
for performing clinical duties. For
strengthening infrastructure related
to Food and Drug Administration,
a State Drug Testing Laboratory at
a cost of Rs 28 crore is being estab-
lished in Panchkula with support

Sikkim and Kerala, Mr P.
Shiv Shankar, and freedom
fighter Mr Kundan Singh
of village Khanda, district
Sonipat, on the second day
of the Budget Session. They
both had passed away on
Feb 27, 2017.
The Chief Minister Mr
Manohar Lal, who is also
Leader of the House, said
that in the death of Mr P.
Shiv Shankar, the nation had
lost a seasoned politician
and able administrator.
He also paid homage to
freedom fighter Mr Kundan
Singh.
The Speaker, Mr

obituary resolutions and
paid tributes. Congress
Legislature Party leader, Mrs

in the socio-economically backward
district of Nuh, the government is
setting up Dental, Nursing and Phys-
iotherapy Colleges in the Shaheed
Hasan Khan Mewati Government
Medical College, Nalhar. The con-

struction of 710-bed National Cancer
Institute at village Badhsa, district
Jhajjar, is in full swing, and the
project will be commissioned in July,
2018.
ENSURING EFFECTIVE POLICING
To ensure better policing, the Har-
yana Government has initiated the
process for recruitment in police after
many years and 1,670 constables have
already been recruited. Process for
the recruitment of another 5,000 con-
stables is scheduled to be completed
soon and the process for recruitment
on 5,432 posts of constables and 380
posts of sub-inspectors during the
next financial year has already begun.
To increase the strength of women
police, the state government has
created 1,089 new posts. Women Police
Volunteer Scheme has also been
launched as a Pilot Project in the dis-
tricts of Karnal and Mahendragarh.
The aim of the government is to bring
the strength of women police to the
level of 10 per cent of the total Police
force, he added.
On Panchayati Raj Institutions,
he said the government planned to
further empower them by building
capacities and devolving functions
and funds to these institutions. In
the coming days, greater roles and
responsibilities will be given to Zila
Parishads, Panchayat Samitis and
Gram Panchayats.
He said that keeping in view the
supreme sacrifices of our Jawans,
the ex-gratia amount for the next of
kin of martyrs has been increased
from Rs 20 lakh to Rs 50 lakh. A total
number of 90 dependents of martyrs
have been provided government jobs
since October, 2014. The government
will soon initiate a new scheme for
free coaching for the dependants of
ex-servicemen, soldiers and paramil-
itary forces for various competitive
and entrance examinations.
With a view to ensuring equita-
ble development, the government is
focusing on development of backward
blocks through a new scheme called
“Khand Utthan Yojana”, under which
the most backward blocks would be
identified and allocated special funds
for infrastructural development, the
Governor added.=

he Haryana Governor, Prof

attributed the concerted efforts
made by his government to the
favourable verdict from the Supreme
Court of India on the Presidential
Reference on the Sutlej-Yamuna Link
(SYL) Canal. This has paved the way
for initiation of the long pending
construction work on the remaining
portion of the SYL Canal.
The Governor, who was addressing
members of the Legislative Assembly
on the first day of the Budget Session,
said it was heartening that on Novem-
ber 28, 2016, an all-party delegation
from Haryana submitted a memoran-
dum to the President of India, seeking
his intervention to ensure that our

A major project for rehabilitation
of Jawaharlal Nehru Canal and its
lift system costing Rs 143 crore, is in
progress, and is likely to be completed
by the end of financial year 2017-18,
the Governor said. Besides, major
rehabilitation works costing about Rs
150 crore will be completed during the
current financial year.
The government has also planned
rehabilitation of 125 channels and 400
water courses during 2017-18 and 2018-
19 under State Plan and NABARD. A
project for increasing the capacity of
carrier system costing about Rs 2,000
crore is being prepared to utilise sur-
plus monsoon water in river Yamuna,
which will make available about 4,000-
5,000 cusecs of additional water in the
WJC and JLN systems.
Prof Solanki said under the Com-
mand Area Development Authority, a
pilot project demonstrating sprinkler
and drip irrigation for 13 districts
costing Rs 25 crore, had been started
and would be completed by the end of
December, 2017.
FARMERS SHOW THEIR CLASS
The hard working farmers have
enabled the state to make incredible
contribution of 14 per cent to the
Central Pool despite having only 1.4
per cent of the country’s total area. It
is laudable that during 2015-16, food
grain production of 163.33 lakh MTs
was achieved.
The government launched
Pradhan Mantri Fasal Bima Yojna to
mitigate losses in the farm sector and
provide financial support to the farm-
ers in the event of failure of notified
crops, namely paddy, bajra, maize and
cotton in Kharif and wheat, barley,
gram and mustard in the Rabi season
Rs 9.86 crore has been distributed to
farmers for localised claims for Kha-
rif 2016, he added.
The Governor said that with a view
to preventing burning of crop residue
and its better management, the gov-
ernment has proposed an action plan
of Rs 303.15 crore for straw manage-
ment, training and demonstrations
during 2017-18.
The government is promoting
organic farming through adoption of
organic villages by making cluster of
50 acre each and arranging certifi-
cation under “Paramparagat Krishi
Vikas Yojana”, he added.
The state government’s “Horticul-
ture Vision” is to double the area un-
der horticulture and triple horticul-
tural production in the state by 2030.
Fifteen per cent of the total cultivated
area is envisaged to be brought under
horticulture, up from the existing 7.5
per cent.
The government has established
first horticultural university in
Karnal with three regional research
stations.=

view to promoting clean solar energy,
a 10 MW solar power project was
commissioned at Panipat thermal
power station on November 1, 2016 by
the Haryana Power Generation Cor-
poration Limited. Initial activities

for setting up of other solar power
plants are being initiated.
For further strengthening the
transmission system, a plan has been
prepared for creation of 77 new sub
stations, augmentation of 347 exist-
ing sub stations and addition of 1730
km transmission lines in the next
five years. There is also a plan to cre-
ate 65 new sub-stations and augment
140 existing 33 KV sub-stations by the
end of 2017-18. Also, over 495 km long
new 33 KV lines will be erected.
MoU WITH POWER MINISTRY
The government has signed a Mem-
orandum of Understanding with the
Ministry of Power for improving
the functioning of Power DISCOMs
as well as for turning them around
within three years. Under the
scheme, 75 per cent of the debt of
the DISCOMs amounting to Rs 25,950
crore, has been taken over by the
state government by issuing bonds,
which will be converted into a mix of
grant and equity over a period of five
years.
For meeting the target of 15 per
cent Aggregate Technical and Com-
mercial (AT and C) Losses by 2018-19,
a detailed Loss Reduction Plan is be-
ing implemented, the Governor said.
The government announced Solar
Policy in March, 2016 to harness vast
solar potential in the state. An ambi-
tious target of 4030 MW solar capaci-
ty addition by 2022 has been planned.
“Our Solar Roof Top programme has
been awarded at the national level by
the Ministry of New and Renewable
Energy, Government of India”, the
Governor added.
Plans have been drawn to pro-
mote power projects based on paddy
straw. In the first phase, projects of
about 50 MW capacity are proposed
to be set up in six districts, namely
Karnal, Kurukshetra, Fatehabad,
Jind, Kaithal and Ambala. A scheme
named “Manohar Jyoti” is being
launched to provide 1,00,000 so-
lar-based home systems to meet the
domestic basic energy needs of the
public in a phased manner.
A Swarna Jayanti scheme for
farmers to meet their irrigation
needs and to conserve the precious
fossil fuel has been launched under
which 855 solar water pumping
systems of 2HP and 5HP are being
provided to the farmers in phase one
with 90 per cent financial assistance.
While referring to the industrial
sector, Prof Solanki said, “It is a mat-
ter of pride that Haryana has moved
to sixth position from 14th position
in one year in Ease of Doing Busi-
ness ratings of all States and UTs of
India in 2016 with first rank in North
India”.
A total of 249 Common Applica-
tion Forms (CAFs) envisaging total
investment of Rs 26,679 crore and
employment generation of more than
96,000 persons have been filed. Post
Happening Haryana Global Investors
Summit in March last year, 406 MoUs
involving total investment of Rs 6.2
lakh crore and potential employment
of 7.4 lakh persons have been signed.
In 167 cases, land has been pro-
cured and the projects involving an
investment of Rs 80,000 crore and
potential employment of 2,50,592
persons are at various stages of
implementation.
The path-breaking “Enterprises
Promotion Policy-2015” envisions
GDP growth at a rate higher than
eight per cent through an investment
of Rs 1 lakh crore and employment
generation for four lakh persons. The
policy is aligned with the ‘Make in
India’, ‘Digital India’ and ‘Skilling In-
dia’ campaigns of the Government of
India and aims to posit Haryana as a
pre-eminent investment destination.
A series of initiatives have been
taken. These include the unique ‘Sin-
gle Roof Structure’ to give boost to
industries growth and employment
generation under “Make in Harya-
na” programme. The online CAF at
Invest Haryana portal integrates ser-
vices of various departments such as
Industry, Labour, Taxation, Environ-
ment, Town and Country Planning.
Haryana Enterprises Promotion Act
and Rules provide a solid statutory
basis for furtherance of the Ease of
Doing Business in Haryana.
The government organised the
‘Pravasi Haryana Divas’ on January
10 and 11, 2017 at Gurugram with
the objective of bringing together
the diaspora of Haryana origin,
policy makers and the local business

community for a concrete dialogue
on further strengthening the busi-
ness environment in the state. It was
attended by 400 NRIs from 33 coun-
tries and 24 MoUs involving potential
investment of Rs 20,430 crore and
employment opportunities to 45,127
persons were signed.
Haryana accounted for exports of
nearly Rs 81,220 crore during 2015-16
due to the conducive environment
created by my Government’s poli-
cies and initiatives. To give boost to
MSME sector manufacturing and
skill development, two projects of
Tool Rooms/Technology Centres

The Central Tool Room, Ludhiana,
has started its Extension Centre in
Government Heat Treatment Centre,
Faridabad. It is providing training in
advance CAD and CAM to approxi-
mately 400 students per year, enhanc-
ing their employability. The National
Small Industries Corporation has
signed an MoU with the government
to set up a Technology-cum-Incuba-
tion Centre in Neemka, Faridabad.
INDUSTRY FRIENDLY POLICIES
Prof Solanki said that labour policies
had been made transparent and in-
dustry friendly without compromis-
ing the interests of workers. Night
shifts for women in IT and IT-enabled
industries have been relaxed with
mandatory safeguards for adequate
protection. Third Party Certifica-
tions or Audit Scheme and Self Cer-
tification Scheme for factories, shops
and commercial establishments have
been notified.
A Transparent Inspection Policy
has been formulated to implement
provisions related to conditions of
employment under various labour
laws. Lakhs of workers are benefit-
ting from the various welfare schemes
run by Haryana Building and Other
Construction Workers Welfare Board
and Haryana Labour Welfare Board,

With a view to containing and pre-
venting the menace of crop residue
burning and ensuring its manage-
ment, the state government has pro-
posed a Rs 303.15-crore action plan
for straw management, including
the cost of equipment, training and
demonstration in the state. The Indi-

of health facilities and strengthening
them with additional equipment,
buildings and other resources.
FREE DRUGS, SURGERIES
The mechanism for providing free
drugs and free surgeries to the
patients visiting government hos-
pitals is being further streamlined.
Maternal and Child health services
are also being improved. As a result
of the efforts made by the govern-
ment, institutional deliveries have
improved considerably and Infant
Mortality Rate and Maternal Mortal-
ity Ratio have substantially declined
in the state.
The Governor said proposals
were under consideration to im-
prove emergency facilities and spe-
ciality services and create Mental
Health-care-cum-Drug De-addiction
Centres in all district hospitals in a
phased manner.
It has been decided to provide
free-of-cost treatment for Hepatitis-C
to all patients in the state. For the
first time, free-of-cost surgeries are
being performed on young children
with congenital heart defects in three
empanelled private hospitals.
To counter childhood Pneumonia,
Pneumococcal Conjugate Vaccine
will soon be administered to all
children of less than one year of
age. This will further help reduce
under-five mortality in the state.
In order to fill up vacancies of
doctors, process for recruitment of
662 doctors has been initiated and
a policy framework is being put
in place for increasing the num-
ber of specialists in the state. The
retirement age of doctors has been
increased to 65 years for performing
clinical duties. For strengthening
infrastructure related to Food and
Drug Administration, a State Drug
Testing Laboratory at a cost of Rs 28
crore is being established in Panch-
kula with support from Government
of India.

government had set up Kalpana
Chawla Government Medical College
at Karnal, which would become
functional from the academic session
2017-18 with 100 MBBS seats. This

The existing 300-bed hospital
at Bhiwani will be upgraded to
Government Medical College under
Central Scheme of “Up-gradation of
the General Hospitals to a Medical
College”. The state government also
plans to set up a Government Medi-
cal College at Jind.
The second University of Health
Sciences is being set up in district
Karnal. It will have all multi-spe-
cialties, super-specialties, colleges
of Nursing, Physiotherapy, Skill De-
velopment Centre for Para-medical
courses. The project cost is about Rs
3,000 crore and it would be completed
in five to seven years.
The Governor said that in order to
take care of health of people in the
socio-economically backward district
Nuh, the government would set up
Dental, Nursing and Physiothera-
py Colleges in the Shaheed Hasan
Khan Mewati Government Medical
College, Nalhar. The construction
of 710-bed National Cancer Institute
at village Badhsa, district Jhajjar, is
in full swing, and the project will be
commissioned in July, 2018.
THREE MORE INSTITUTES
Three more institutes of specialised
health care, namely; Cardiovascu-
lar Institute, National Institute for
Infectious Diseases and Paediatrics
Hospital, would be set up by the
Central Government on the same
campus. These will help the people of
the state to get specialised oncologi-
cal, cardiac and paediatric care.
Various new initiatives have been
taken by the Post-Graduate Insti-
tute of Medical Sciences, Rohtak,
and M.Ch. course in Neuro surgery
and DM course in Nephrology and
Neurology will be started from the
academic session 2017-18.
The government is coming up
with a Nursing Policy to streamline
nursing education in the state. Nurs-
es and Nurses Midwife Council is be-
ing set up for proper regulation and
conduct of examinations in respect
of ANM, GNM and MPHW (Male)
courses. A Para Medical Board to
regulate paramedical education is on
the anvil, Prof Solanki added.=

government is offering 281 e-Services

e-stamps and permissions. The Court
Fees Act, 1870 has been amended for
implementing E-Stamping of court
fees.
The government is also developing
a modern, comprehensive and trans-
parent Land Records Management
System based on Aadhaar authenti-
cation with the aim to implement a
conclusive land titling system.
PILOT PROJECT FOR JIND
Jind district has been selected by
the Government of India for the first
pilot project to link land records
with Aadhaar. A Mobile App has
also been developed by NIC Harya-
na for capturing Khasra Girdawari
using Tablets. Citizens can now take
e-appointments with registration au-

Haryana’s overarching draft textile policy reflects holistic approach
Wanting to make Haryana a global hub of textile manufacturing,
the state government has stitched up a forward-looking draft
policy to attract investment, create jobs and boost exports

I
n persistent pursuit of its avowed
objective of making Haryana the
cynosure of investing eyes, both
domestic and global, the Manohar
Lal Government has now set its
sights on the textile sector. Keen on
making the state a global hub of tex-
tile manufacturing, and a preferred
investment destination, the Haryana
Government has stitched up a two-
pronged textile policy.
The two prongs are incentivizing
setting up of new units and ensur-
ing seamless growth and modernisa-
tion of the existing textile industry
in the state. This sector provides
employment to about one million
people and readymade garments
worth $ 2 billion are exported from
the state annually.
Taking a holistic farm-to-fibre-
to-fashion approach, the policy
seeks to pack fiscal incentives and
contains provisions for augmenting
infrastructure, setting up of textile
parks, and skill training. It aims
at generating 50,000 new jobs by
attracting investment in the textile
sector to the tune of Rs 5,000 crore.
The draft policy has been put in
public domain and suggestions have
been invited from the stakeholders
which would be factored in while
giving it final shape.
The policy has been formulated
with an eye on the cotton belt Har-
yana boasts of. The state is one of
the leading cotton producers in the
country and Sirsa, Fatehabad, Bhi-
wani, Hisar and Jind are main cotton
producing districts.

Under the policy, the HSIIDC will
offer industrial plots on lease for 33
years with five per cent increase in
annual lease rent. Besides, panchayat
land will also be made available on
lease for industrial development

cost for adopting technology from
recognised national institutes, sub-
ject to maximum of up to Rs 25 lakh.

‘C’ and ‘D’ category blocks, and; for

ment charges in ‘C’ & ‘D’ category
blocks for all categories of enterpris-
es has also been proposed.
The policy enjoins upon the state
government to facilitate setting up of
textile parks exclusively for garment-
ing units with provision of labour
housing and built-up sheds (to be
provided on lease basis) to facilitate
expansion of the garmenting indus-
try in the state.
Under its land aggregation
scheme, the state government shall
facilitate rehabilitation of dyers and
processors by making available land
for units at affordable rates as well
as facilitating clearances like CLU
clearances under single-window
clearance mechanism.
Besides, the government will
create infrastructure in the shape of
water pipeline network for the sup-
ply of tertiary treated water (with
subsequent Ultra Filtration and RO
treatment) from sewerage treatment
plants to cluster of textile industries
for processing and industrial use.
This initiative will reduce the usage
of fresh/underground water by
industrial establishment.
In order to meet the demand for an
international quality testing cen-
tre at Panipat, the existing Quality
Marking Centre for Textile Goods at
Old Industrial Area, Panipat, shall be
upgraded to global standards.
The government would also
facilitate setting up of a textile park
at Hansi in Hisar district. The park
shall house weaving, sizing and
garmenting enterprises to augment

the already strong infrastructure for
ginning, spinning that already exists
in that region.
Under the policy, a Centre of Ex-
cellence for Textiles in collaboration
with TITS is proposed to be set up at
Bhiwani. The centre shall have facil-
ities for Research and Development,
Testing and Evaluation of Textiles,
Quality Certification, Technical Ser-
vices and Consultancy.
This centre will also have an Infor-
mation Centre to facilitate dissemi-
nation of information through sam-
ple exhibits, awareness programmes,
e-library, video conferencing and
publication of books, journals and
technical know-how to the manufac-
turers and users of textile products,
the spokesman said.
To address the shortfall of skilled
manpower in the textile sector, the
state government proposes to en-
courage private players to conduct
skill development training pro-
grammes by reimbursing 75 per cent
of the total cost (balance 25 per cent
would be met by the private player)

enterprises. The term textile sector/

units which are engaged in various
value chain activities of the indus-
try such as ginning and pressing,
cotton spinning, weaving, dyeing
and processing, technical textiles,
knitting, garment/ made-ups,
machine carpeting, machine em-
broidery and any other activities/
process like crimping, texturizing,
twisting, winding, sizing etc.
ELIGIBILITY CRITERION
The policy shall come into effect on
the date of notification in the Govern-
ment of Haryana official gazette, and
shall remain in force until amended
or superseded by the government
Any unit which commences
commercial production during
the operative period of this policy
after installation of new plant and
machinery, and which has obtained
acknowledgement of filing Udyog
Aadhar Memorandum (UAM) with
the concerned district industries
centre (DIC) or industrial entrepre-
neur memorandum (IEM) with the
secretariat for industrial assistance,
Department of Industrial Policy &
Promotion (DIPP), Government of
India, or EOU status from Govern-
ment of India post the date of notifi-
cation of this policy, shall be eligible
for incentives for new enterprises
under the policy.
The incentive of freight assistance
shall be available for all new as well
as existing exporting manufactur-
ing enterprises. For claiming all the
incentives prescribed in the policy,
enterprises have to maintain regis-
tered office in Haryana.
Given the broad contours of the
draft textile policy which have been
stitched with the warp and woof of
various incentives which are detailed
in the next article, the policy has
the potential to make the state forge
ahead on the textile road.=

ecosystem for drawing new industry,
and boosting growth and modernisa-
tion of the existing units in the state.
The overarching fiscal incentives
that envelop the policy also encom-
pass fields like augmentation of
infrastructure, setting up of textile
parks and facilities to fill the skill
gap.
The inducements come in the
shape of interest rebate and subsidy,
including on the capital, exemptions
from payment of stamp duty, electric-
ity duty and external development
charges, employment generation
subsidy, freight assistance and assis-
tance for technology acquisition and
upgradation.

INTEREST REBATE AND SUBSIDY

The policy provides for interest sub-
sidy @ 6% per annum for garments/
made-ups/knitting/ embroidery/
technical textiles and @ 5% per
annum for ginning/ cotton spinning/
dyeing and processing/power looms,
including shuttle-less looms, on term
loan for new/expansion/ diversifica-
tion/modernisation projects for five
years in ‘C’ and ‘D’ category blocks.

recognised by the Reserve Bank of
India.

released in full at one go on eligible
capital investment, only after satis-
factory installation/ commissioning
and commencement of production.

the current financial year shall be
determined on the basis of strength
of the workforce of the industrial
unit as on March 31 of the preceding
financial year.
For claiming employment gen-
eration subsidy, a unit has to man-
datorily access the Saksham Portal
(www.hreyahs.gov.in) launched by
the Director, Employment, Haryana,
for filling up the vacancies. In case of
non-availability of such personnel,
a certificate has to be obtained from

the district employment officer for
submitting with the claim.

subsidy @25% of the cost of equip-
ment or Rs 20 lakh per year, or, net
VAT/ SGST paid in the state by the
enterprise during the relevant year,
whichever is less.
FREIGHT ASSISTANCE
Export-oriented units have to bear
additional transportation cost which
makes their product uncompetitive
for export in comparison to the units
located in the coastal areas. In order
to defray the transportation cost par-
tially, 1% of FoB value, or, the actual
freight cost, whichever is less, and
subject to a maximum of up to Rs 20
lakh, will be provided to all catego-

INFRASTRUCTURE AUGMENTATION
The state government envisions
world class infrastructure for the
textile sector to provide an enabling
ecosystem for the upcoming units.
Some of the key measures in this
direction are:
SUPPORT FOR CETP
For CETPs involving primary/ sec-
ondary/tertiary treatment, financial
assistance shall be provided by the
state government to the tune of 75
per cent of the project cost, subject to
a ceiling of Rs 1.75 crore/MLD. The
remaining 25 per cent of the project
cost shall be borne by the SPV.
The project cost shall include
plant and machinery for primary,
secondary and tertiary treatment,
on-site laboratory with standard set
of instruments and related technolo-
gies. Land for CETPs shall be provid-
ed by the state government.
QUALITY TESTING UNIT AT PANIPAT
In order to meet the demand for an
international quality testing cen-
tre at Panipat, the existing Quality
Marking Centre for Textile Goods in
Old Industrial Area, Panipat, shall be
upgraded to world class standards.
The Department of Industries shall
provide necessary financial support
for the arrangement.
The government shall facilitate
setting up of a sliver plant in the

state after a feasibility study for

(NITRA).
CENTRE OF EXCELLENCE AT BHIWANI
The state government shall set up a
Centre of Excellence for Textiles in
collaboration with TITS at Bhiwani.
The centre shall have facilities for
research and development, testing
and evaluation of textiles, quality
certification, technical services and
consultancy.
The centre would play an instru-
mental role in design development
and forecasting fashion trends in
textile sector. It would provide assis-
tance in organizing workshops and
training programmes and would also
provide strong mentoring support
from industry experts on achieving
technical expertise for new investors.
It will also establish an informa-
tion centre to facilitate dissemina-
tion of information through sample
exhibits, awareness programmes,
e-library, video conferencing and
publication of books, journals and
technical know-how to the manufac-
turers and users of textile products.
RO TREATED WATER FROM STPS
The state government shall create
infrastructure in the form of water
pipeline network for supply of ter-
tiary treated water (with subsequent
ultra filtration and RO treatment)
from sewerage treatment plants
to cluster of textile industries for
processing and industrial use. This
initiative will reduce the usage of
fresh/underground water by indus-
trial establishment.
AFFORDABLE LAND PARCEL
In order to make land available for
long lease, the HSIIDC shall offer in-
dustrial parcel for a lease of 33 years
with 5% increase in annual lease
rent. Panchayat land will also be
made available on lease for industrial
development.
SUPPORT FOR TEXTILE PARKS
The state government will provide
assistance to promoter/developer
of textile park with provision for at
least 10 manufacturing enterprises

for developing common infrastruc-
ture facilities. These will include
internal roads, power lines, commu-
nication facilities, water distribution
lines, sewage and drainage lines,
effluent treatment and disposal
facilities, storage facilities, common
facility centre like boilers, training
centre etc.
The quantum of assistance shall
be as follows: financial assistance:
50% of total project cost with maxi-
mum limit of Rs 10 crore for estab-
lishing common infrastructure facili-
ties. Besides, the promoter/developer
of the park will also be eligible for
the following benefits;
Stamp Duty Exemption: 100% ex-
emption from stamp duty on the pur-
chase of land required for the textile
park. Besides, 50 per cent exemption
will be given from applicable EDC
charges.
Common facilities shall mandato-
rily be provided by the developer. The
construction of infrastructure facili-
ties of the sanctioned project should
be completed within a period of five
years from the date of approval of
project. Failure to complete within
the specified period will attract re-
covery of stamp duty and, failure to
complete the project within specified
period will render the project ineligi-
ble for financial assistance.
The promoter/ developer of the
project shall commit to hold at least
20% equity participation in the
project which would be eligible for
benefits provided it remains opera-
tional for seven years from the date
of commencement of production.
Only those textile parks will be el-
igible for financial assistance which
file their application for setting up
park after issuance of notification
for this policy. The cases already
granted in principle approval from
the Government of India for setting
up textile park prior to issuance of
the notification will not be eligible
for financial assistance.
SETTING UP OF A GARMENTING PARK
The state government shall facilitate
setting up of textile parks exclusively
for garmenting units with provision
of labor housing and built up sheds
(to be provided on lease basis) to fa-

cilitate expansion of the garmenting
industry in the state.
TEXTILE PARK FOR DYERS
Under its land aggregation scheme,

create a panel of good designers
and subsidise the retainer fee paid
by the Khadi institutions to these
designers @ Rs 20,000 per designer
per month for one year.
The state government shall also
facilitate retail space at nominal
rates for Khadi institutions. Loca-
tions such as famous tourist spots,
places with heavy footfall such as
airports, retail hubs etc. to be ex-
plored for such opportunities.
The government shall also
give financial assistance to Khadi
institutions to address the shortfall
in working capital requirement

orging ahead on the road to
reforms aimed at making
things easy for prospective
investors to invest and set up units,
the Haryana Government, led by the
Chief Minister, Mr Manohar Lal, has
made n number of interventions to
bring about a paradigm shift in the
industrial ecosystem in the state.
One of the measures taken
involves setting up of Haryana En-
terprises Promotion Centre (HEPC),
a single-roof system aimed at easing
up further the Ease of Doing Busi-
ness for investors. This momentous
decision mirrors the commitment
of the state government to imple-
ment reforms in letter and spirit.
The HEPC was inaugurated by the
Chief Minister in Panchkula, near
Chandigarh.
The state government has set up Haryana
Enterprises Promotion Centre (HEPC), a
single-roof system aimed at easing up further
the Ease of Doing Business for investors
Giving broad contours of the big
and bold reform, Mr Manohar Lal,
told Haryana Review that the HEPC
would offer a unique single-roof
clearance system for the benefit of
new units or units in expansion
mode. It forms part of Haryana's ef-
forts to adopt a revolutionary mecha-
nism to help simplify procedures and
facilitate ease of doing business with
the state supported by state-of-the-art
technology platform
The HEPC would provide sin-
gle-roof solution to all investors for
their new and expansion projects as

well. It has been suitably strength-
ened by providing the necessary
manpower from different depart-
ments for according approvals to
enterprises with necessary powers
and infrastructure.
Its structure has been suitably
beefed up through necessary empow-
ered manpower and infrastructure.
Headed by the Principal Secretary,
Industries who is also its Chief
Executive Officer (CEO), the HEPC

As many as 23 nodal officers from
various departments, posted with the
HEPC, have been duly empowered for
according approvals to 53 services.
About 53 industrial services of 18
departments would be offered under
the HEPC, and the remaining indus-
trial services would be gradually
brought under its purview.
All state level industrial clear-
ances /services would be granted
within a maximum period of 30
days, with an additional provision
of 15 days for seeking information
from the investor.
All proposed or existing invest-
ment proposals which need clear-
ances from one or more departments
are eligible for facilitation through
single-window clearance portal
(http://investharyana.gov.in). This
portal provides a one-stop service
for investor planning to invest in
Haryana. The main features of this
portal include:
(A) It provides information on the
approvals required for starting and
operating a business in the state.
Specifies procedures and approval
time lines as well as connects the
investors to respective departments
from whlch approvals are to be
sought through online platform.
(B) Provides online application
for a single composite application
form (CAF) for approvals under a
silngle roof for all industrial services
pertaining to18 departments. These
are: Industries &Commerce, HSIIDC,
Non-conventional Energy I Renewal
Energy, Labour, Power;. DHVBN/
UHVBN. Environment, Pollution
Control Board, Forests, Town &Coun-
try Planning, Excise & Taxation,
Health Services, Ayush, PWD (B&R),
PublicHealth Engineering, Food &
Supplies, Agriculture, Revenue and
Urban Local Bodies.
(C) It also provides monitoring of
the approvals by the investors.
CM GIVES CLEARANCES
After inaugurating the HPEC, the
Chief Minister handed over clear-
ance certificates for setting up four
industrial units in the state which
would catalyze investment worth
about Rs 972 crore and generate
employment opportunities for 3,645
persons. The companies which were
given certificates are: Canpack India
Pvt Ltd, Starwire (India) Ltd, Eglo
India Production Ltd, and Enrich
Agro Food Products Pvt Ltd.
He personally interacted with
industry representatives to get their
views and suggestion on the reforms
taken and how Haryana can further
improve to become a front runner in
ease of doing business.
The Chief Minister said Haryana
had been able to achieve a phenom-
enal MoU conversion rate of 41 per

cent wherein 148 out of 359 MoUs
were under various stages of imple-
mentation. He also held a video-con-
ference with deputy commissioners
and took review of the cases or
applications lying with them on
this occasion.
“Haryana would be one of the
first states in the country to launch
a service that permits both online
submission and approval system
through a dynamic interactive portal
under a single roof, backed by a stat-
ute”, he added.
Haryana is known for its vibrant
agrarian economy and strong indus-
trial base and is amongst the front
runners for industrial development
in India. During the last couple of
years, the state government has
succeeded in unleashing a momen-
tum of industrial growth in the state
due to the bold and targeted efforts to
bring growth in all regions of Harya-
na under the Enterprises Promotion
Policy 2015 which focused on investor
facilitation and boosting the Ease of
Doing Business.
The Haryana Enterprises Promo-
tion Act (HEPA) 2016 aims to create
an investor-friendly environment
and improve ease of doing business.
This is being facilitated by providing
accelerated and time-bound grant of
various licenses, permissions and ap-
provals through simplification of the
regulatory framework by reducing

procedural requirements and ration-
alizing documents. The Act provides
for among others provisions like
deemed approval, self-certification
and third party inspection.
The reforms process had been set
rolling with the announcement of
the Enterprises Promotion Policy in
August, 2015 which laid lot of empha-
sis on the ease of doing business and
creation of a single- roof approval
mechanism.
The policy proposed creation of
a Haryana Enterprises Promotion
Board under the chairmanship of
Chief Minister at the apex level
for approval of special package of
incentives to Mega Projects involving
investment of Rs 100 crore and above,
along with creation of the Empow-
ered Executive Committee headed by
Principal Secretary to Chief Minis-
ter for approvals to projects above Rs
10 crore and Change of land use for
one acre and above.
PANELS IN DISTRICTS
Similarly, district-level clearance
committees have been set up in each
district and are headed by each of
the respective deputy commissioner
for approvals or clearances to pro-
jects of up to Rs 10 crore or change of
land use less than one acre.

Out to woo industry and invest-
ment, the Haryana Government
plans to reduce rates of electricity
for new units proposed to be set up
in the state. The Chief Minister said
the state government had given a
proposal to this effect to the Haryana
Electricity Regulatory Commission
(HERC), the regulatory agency for
power tariff. A final decision would
be taken soon, subject to approval by
the HERC.
With several other reform meas-
ures in the pipeline, Haryana is set
to occupy the high bench of most
advanced and progressive states in

T
hough a decision is yet to be
taken but it looks likely that
the much awaited and world
famous annual Surajkund Interna-
tional Crafts Mela may now be held
twice a year. Pending a decision, the
duration of the fortnight-long fair
may be increased.
But one thing is for sure. In order
to cope with the increasing footfalls
at the Mela, the Haryana Govern-
ment is working on an expansion
plan. This was hinted by the Chief
Minister, Mr Manohar Lal, while
inaugurating the 31st Mela, and later,
while interacting with the Sri Lanka
High Commissioner, Ms Chitranga-
nee Wagiswara, at Surajkund.
Apparently, this thought has been
inspired by the increasing footfalls,
exuberant participation by the
people, and increasing demand of
the artisans. “The overwhelming
response of the people makes me feel
that crafts persons should get more
opportunities and time to showcase
and sell their arte-facts. Therefore,
the Mela should commence on first
Friday of February and continue up
to third Sunday of the month,” the
Chief Minister said.

LANKAN PRAISE FOR MELA

Ms Chitranganee Wagiswara was all
praise for the arrangements and fa-
cilities being provided to the artisans
at the Mela and requested the Chief
Minister to consider Sri Lanka as
partner country for the next Sura-
jkund Mela.
Sri Lanka has been participating
in the Crafts Mela for the last nine
years and was a partner country in
2014. As many as 15 crafts persons
from different parts of Sri Lanka
participated in the Mela, got tre-
mendous response and were able to
sell all their handicrafts in just first
four days.
The Chief Minister said that there
were lot of similarities between India
and Sri Lanka. Troupes of artists of
Haryana should be sent to Sri Lanka
to further promote our culture and
traditions. Ms Chitranganee Wag-
iswara told the Chief Minister that

crore last year. On one Sunday, the
sale of tickets fetched Rs 1.06 crore,
showing the growing popularity of
the Mela.
About 1,000 families are earning

TELANGANA TO PLAY PARTNER
Telangana, which is a partner state
of Haryana under the ‘Ek Bharat-
Shresth Bharat’ Programme,
launched by the Prime Minister, Mr
Narendra Modi, would be the partner
state in the Mela next year.
Congratulating the artists who
came from 23 countries, Mr Manohar
Lal said the Mela provided a platform
for the exchange of art as well as an
opportunity to learn and understand
each other. Last year, 17 lakh people
had visited the Mela. This year it was
spread over additional three acres of
land, and more than 1,000 stalls were
set up against 850 last year. Conflict
works to break the society whereas
art, culture and music work to con-
nect the society, he added.
Giving cashless transactions a
push, the Chief Minister purchased
a shawl from the stall of Nepal, and
a hand-made portrait of the Prime
Minister and his own from the Sri
Lanka stall by using Mobik wik App
and POS system. He also visited the
stall of partner country Egypt where
Ambassador of Egypt to India, Mr
Hatem Tageldin, welcomed him. He
also went around many stalls, includ-
ing that of South Africa.
Haryana Tourism Minister, Mr
Ram Bilas Sharma, said the state gov-
ernment was organizing third Mela
after its formation. This year, the fair
complex has been expanded so that
the artisans, artists, weavers and
others do not face any difficulty.=

Haryana gets projects worth Rs 1,247 crore

eading between the lines, one
discovers that Haryana has
bagged big bonanza in the
shape of different projects worth Rs
1,247 crore in the Railway Budget
presented, for the first time as part of
the General Budget for 2017-18, by the
Finance Minister, Mr Arun Jaitley.
The projects pertain to laying of
new rail tracks; conducting sur-
across the state; and facilities for
passengers.
A close scrutiny of the Budget
details reveals that the worth of the
sanctioned projects is double than
last year's. While between 2009-10 and
2013-14 under the UPA regime, Harya-
na got, on an average, projects worth
Rs 314.6 crore every year, between
2014-15 and 2016-17 under the NDA
representing an increase of 102 per
cent. And in 2017-18, these are worth
Rs 1,247 crore, close to 100 per cent
more than the average for last year.
The projects sanctioned include
two surveys for rail tracks–Yamu-
nanagar-Jyotisar via Kurukshetra,
Ladwa and Radaur (55 kms) and
Kaithal-Patiala (65 kms) which will
be carried out at the cost of Rs 25

Under the capital investment pro-
gramme, a new 45-km Jind-Hansi rail
line has been sanctioned which will
be laid at the cost of Rs 900 crore in
collaboration with the state govern-
ment. As the new railway line would
pass through Narnaund Assembly
constituency, many villages in the
area would be connected directly
and through the new railway line.
It would also greatly facilitate the
people by connecting the region with
Delhi and Chandigarh, both of which
are already connected with Jind
through railway.
Besides, electrification of six
rail tracks covering a total area of
633 acres will be done out of which
425 kms fall in Haryana. These
include the stretches between Nar-
wana-Kurukshetra; Panipat-Jind;
Rohtak-Panipat; Garhi-Harsaru-Fa-
rukhnagar; Rewari-Rohtak; and Re-
wri-Sadulpur-Hanumangarh which

FACE-LIFT FOR FARIDABAD STATION
The railway station at Faridabad is
among the two railway stations in
Northern Railway, which have been
chosen by the Union Railway Min-
istry to give it a face-lift under the
Station Rehabilitation Scheme. The
other such railway station in North-
ern Railway is Jammu Tawi.
The Union Minister of State for
Social Justice and Empowerment,
Mr Krishan Pal Gurjar, told Haryana
Review that tenders to begin work
on these two railway stations had

The Union Railway Ministry is
preparing an ambitious scheme
under the able guidance of Railway
Minister, Mr Suresh Prabhakar
Prabhu, to give face-lift to 400 major
railway stations in the country. The
identified railway stations would be
developed on PPP mode with high
global standards and design. These
stations would offer facilities to the
passengers on par with those of
world-class railway stations.
These would include digital sign
boards, escalators and elevators,
executive lounge and luggage, screen
machines, hauling area for passen-
gers, new type of roof and floor and
free WiFi. With a view to providing
more facilities to the passengers,
the Railway Board has prepared a
Rs 1 lakh crore scheme to provide
land available at the railway stations
through PPP mode.
With all these projects, more
areas will be train-linked in Harya-
na and travel by trains will be a lot
smoother.=

in TOD Policy

W
ith a view to implement-
ing the Transit Oriented
Development (TOD) policy
for areas adjacent to six metros in
Haryana, a proposal of the Town and
Country Department to amend the
draft on the basis of the suggestions
received from public published on July
15, 2016, was approved by the Cabinet
which met under the chairmanship of
the Chief Minister, Mr Manohar Lal,
at Surajkund in Faridabad.
According to the amendment,
in case any individual applies for a
licence in an institutional area in the
TOD zone, he would have to transfer
to the government an equal area of
land in a residential zone the same
development plan under Transferable
Development Rights (TDR) policy. The
government would utilise that land to
set up institutions like colleges, hospi-
tals, fire stations, power stations and
police stations etc.
The amendment will help in
effective implementation Policy for
Innovative Financing of Mass Rapid
Transit System (MRTS) projects. The
amended policy will become applicable
with immediate effect.
Following the amendment, in case

FAR, within TOD zone, for inde-
pendent group housing colonies, the
minimum area norm within the TOD
zone in hyper/ high potential zones
shall be 4 acres instead of prevailing
norm of 10 acres. The minimum area
norm for other category of colonies
shall remain unaltered. The other
planning parameters viz FAR ground
coverage, parking extra shall also
remain unchanged.

a month.

mechanism whereby (a) a farmer
before considering distress sale is
assured of approaching the govern-
ment as a potential buyer of his land
for projects; and (b) the government
can elicit if some land owners would
be so keen about the benefits of a
particular project that they would be
willing to sell their land to govern-
ment for it.
Outlining broad contours of the
policy, the Chief Minister said, an
online portal shall be created where
any owner may at any time make an
offer to sell his land. The applicant
would have to enclose relevant land
records and quote the expected rate
while submitting online application.
Every offer shall be duly acknowl-
edged. The offered land should be
free from all encumbrances.
“All land owners, irrespective
of the extent of their respective
shares and tenants, if any, can ap-
ply jointly. The tenant, if any, will
have to give an undertaking that he
understands that the acceptance by
the government of his offer to sell
land would bring his tenancy to an

end, and that he has no objection
to it. A declaration will also be re-
quired to be submitted that there is
no pendency of any litigation”, Mr
Mnaohar Lal said.
The departments concerned shall
examine the offer and decide wheth-
er it meets any of their present or
future requirements for public pro-
jects. The department shall inspect
the site and ascertain reasonability
of rates within a month. Any depart-
ment desirous of proceeding with
the purchase shall seek through the
portal any better offer that anyone in
the vicinity of the area may like to
make within two weeks.
Thereafter, the department shall
approach the Committee of Secretar-
ies, headed by the Chief Secretary,
for scrutiny of their proposal along
with details of the offer. Once cleared
by the committee, the department
shall put up the case for effecting
purchase to High Powered Land
Purchase Committee at the finally
negotiated rate.
After finalisation of the purchase,
the letter of intent shall be issued
by the department to the applicants

to complete the sale transaction.
The payment shall be released to the
applicant at the time of registration,
and possession shall be taken by the
department immediately.
The High Powered Land Purchase
Committee will be headed by the
Revenue and Disaster Management
Minister and have Ministers of Fi-
nance, Town and Country Planning
and Urban Estates, Public Works
(Building and Roads), Industries
and Development and Panchayats
as Members. The other members
would be Administrative Secretar-
ies of Town and Country Planning,
Finance and Industries. The Admin-
istrative Secretary of Purchasing
Department will be member-secre-
tary of the committee.
New law to protect roads
The Cabinet has approved draft of
the Road Infrastructure Protection
Bill, 2017 for the protection of roads
constructed and maintained by the
Haryana Public Works (Building and
Roads) Department, except national
highways declared under National

Highway Act, 1956. At present, to
protect the national highways from
deliberate damage, the National
Highway Act, 1956 exists.
Under the new Act, roads con-
structed by the Public Works (Build-
ing and Roads) Department would
be protected from illegal encroach-
ments and damage by individuals or
community. It has been observed that
though the state government spends
a good part of the Budget on improv-
ing the road infrastructure, the effort
is negated by illegal encroachments
and damaging activities carried out
on the roads, which is a matter of
serious concern.
The new law would provide clearly
defined rules and regulations to be
followed by the competent author-
ity and help in implementation of
a systematic approach for better
utilisation and management of road
infrastructure and enhancement of
security.
The roads to be covered under the
law would include state highways,
major district roads, other district
roads, any other road, paths and
streets for transport or communica-
tion. It will not only include all types
of roads, but also their structures
like road pavements, shoulders,
retaining walls, breast walls, toe
walls, cross-drainage, kerb, roadside
drains, and road furniture like para-
pets, railings, kerb stones, kilometer
stones, cat eyes, and signboards,
barricades and crash barriers.
Besides road over bridges, fly-
overs and under passes and their
allied structures, roadside parking
area, plantations, nurseries, hedges,
landscape items like toll booths/
plaza, and ancillary structures,
rain shelters, lay byes, bus lanes,
public conveniences, parks and open
spaces located on government land
along the road would also be covered
under the law.
No person shall encroach upon
government land under road in-
frastructure and misuse a road by
carrying out commercial activities.
Also, no person will block or damage
roadside drainage and cross drain-
age system; dig or damage road infra-
structure without permission from
competent authority. The occurrence

confirmatory authority would be de-
termined with reference to the land
records maintained by the revenue
department in that jurisdiction.
It shall be the duty of the pre-
scribed authority (not below the rank
of sub-divisional engineer of the
Public Works (Building and Roads)
Department) through junior engi-
neer or work inspector, as the case
may be to ensure that no activity pro-
hibited under the law occurs within
his jurisdiction.

On noticing the occurrence of any
activity prohibited under the law, the
prescribed authority shall issue an
order directing the defaulter to stop
forthwith the prohibited activity and
where necessary, order the restora-
tion of status of the road infrastruc-
ture to its original position within a
period specified in order.
The prescribed authority shall
also direct the defaulter to restore
the status of the road infrastruc-
ture to its original position within a
specified period of time by starting
the process of restoration within
three days from the issue of notice
and complete the same within the
allowed time.
The prescribed authority shall in-
dicate specifically that in the event of
failure to comply with any direction
or order passed under this section,
steps shall be taken to restore the
status quo at the risk and cost of the
defaulter, in addition to the restora-
tion cost to be imposed.
The expenditure, so incurred,
shall liable to be recovered as arrears
of land revenue and the prescribed
authority shall confiscate to the
government and sell the dismantled
property used in the commission of a
prohibited activity in the prescribed
manner. The service of notice shall
be effected in the manner as provided
in Code of Civil Procedure, 1908.
The aggrieved party may file
objections against the order issued
by the prescribed authority, to the
confirmatory authority within a
period of three days from the service
of said order and confirmatory
authority shall, thereafter, afford an
opportunity to the aggrieved party
to be heard in person and thereafter
shall pass an order within a period of
five days confirming or setting aside
the order passed by the prescribed
authority through a self speaking
and reasoned order.
No appeal shall be entertained
against any order passed by the
confirmatory authority, unless, the
appeal is filed within 15 days from
the passing of order by the con-
firmatory authority. The appellant,
while filing the appeal against such
an order, shall deposit 50 per cent of
the anticipated restoration cost as

assessed by the department.
The appellate authority shall,
within 15 days of filing the appeal,
pass an order confirming or set-
ting aside the order passed by the
confirmatory authority. Any order
passed shall not be liable to be
challenged in any civil court on any
ground whatsoever. Any person ag-
grieved by an order passed in appeal
by the appellate authority within
15 days of communication of such
order make an application to the
Government seeking revision.
The revisional authority shall
within 15 days of the filing of revi-
sion application against the order
of the appellate authority, pass an
order confirming or setting aside the
order of the appellate authority. The
government shall not pass an order
prejudiced to any person, without
giving such person a reasonable
opportunity of being heard.
The prescribed authority may or-
der any person, who has indulged in
a prohibited activity to restore road
infrastructure to its original state,
and, if such person fails to start the
restoration work within a period of
three days from the date of passing
of such order and completing it with-
in the time allowed, the prescribed
authority shall take such measures
as may appear to him to be necessary,
to give effect to the orders at the cost
of the defaulter.
If a person contravenes or fail
to comply with, any provisions of
this Act or any order the prescribed
authority may, after giving a rea-
sonable opportunity of being heard,
direct such person to pay, by way of
restoration fee, in addition to the cost
of restoration of road infrastructure.
All restoration costs and fee pay-
able shall be deposited with the pre-
scribed authority within seven days,
failing which it shall be recovered as
arrears of land revenue with interest
commencing from the day following
the last day allowed for deposit.
The cost of removal/restoration
shall be determined as per the cur-
rent schedule of rates/principles of
costing of the Haryana Public Works
Department duly indexed for infla-
tion. Any person who commits any
act prohibited under the law shall be
liable for punishment with imprison-
ment of either description for a term
which may extend to one year or fine,
or with both. No court shall take
cognisance of an offence punishable
under the Act against any person,
unless a complaint in writing is
made by public servant authorised
by the government, by notification.
Every person who intends to
have the facilities like an approach
to private property from the road
infrastructure, sewerage line, elec-
trical cables, telephone cables either
along or across the road or bridge
within 50 metres from either side of
existing road or 500 metres upstream
or downstream of a bridge; carrying
out any private or commercial activi-
ty within the acquired and controlled
area; installation of hand pumps
within the acquired and controlled
area; temporary stacking of materi-
als/goods on the road infrastructure
for a period not exceeding 48 hours,
shall apply for permission in writing
to the executive engineer-in-charge
of the road infrastructure within his
jurisdiction.
The confirmatory authority shall,
for the purpose of performing any
function under this law, have the
same powers as are vested in a civil
court under the Code of Civil Proce-
dure, 1908.
Bio diesel exempt from VAT
The cabinet also approved the pro-
posal to exempt bio diesel from levy
of value added tax by making a new
entry 8A in Schedule B of Haryana
Value Added Tax Act, 2003.
Bio-diesel being a useful alter-
native of diesel and also good for
environment, promoting its use
would result in lesser requirement of
crude oil and thereby saving foreign
exchange on imports of crude oil.
By exempting bio diesel from levy
of VAT, the state government would
bear a financial implication of Rs 1.5
lakh to Rs 2 lakh.
Policy on higher
studies by vets
The Cabinet approved the poli-
cy regarding higher studies for

in-service veterinary doctors of the
Animal Husbandry and Dairying
Department.
The decision to have such policy
was taken due to advancement of
technology and its fast adoption in
the field which is hampered due to
the shortage of specialists in various
streams, including polyclinic, semen
collection centres, training institute,
vaccine production institute and
disease diagnostics laboratories of
the department.
The veterinary surgeons serving
in the department with a minimum
five years of regular service, in-
cluding successful completion of
probation period, would be allowed
to apply for and seek admission to
various academic courses leading to
post graduate degree and they will
be treated on duty. The government
will not provide any financial assis-
tance regarding their fee, laboratory
expenses and other expenses to be
incurred during the study period.
The permission to pursue higher
studies will be subject to approval
of the government depending on
certain factors that is possibility to
spare one’s services without adverse-
ly affecting the larger public interest
and accordingly the felt need for
specialists in various disciplines on
the basis of review carried out from
time to time and other exigencies of
service.
The eligible and selected candi-
dates will be allowed to do post-grad-
uation degree in any of the streams
from any of the recognised agri-
culture or veterinary university in
India. After completion of the study
programme, the candidate will duly
submit the arrival report of duty in
the department with a proof of the
qualification or study achieved oth-
erwise the study leave sanctioned for
the purpose will stand cancelled.
Before getting relieved from the
department, he or she would have to
execute a service bond for a period
of minimum five years or pay Rs 10
lakh in lieu thereof. However, if a
candidate leaves the course mid-way,
the study period will be treated as
extra-ordinary leave which shall not
count as a service for any purpose
and the employee would be debarred

for five years for next No Objection
Certificate for higher studies. If they
got any stipend or remuneration
from any institute during this period,
that will be deposited in Haryana
Government Treasury.
The Cabinet also approved the
Haryana Police Telecom (Group C)
Service Rules, 2016. These new Rules
would be known as Haryana Police
Telecommunication (Group C) Ser-
vice Rules, 2017.
These rules would redress the
genuine grievance of three cadres
namely, the driver, battery charger
and messenger as they do not get any
promotional avenues as compared to
other two cadres of operational and
technical cadres in the telecommuni-
cation wing. These rules would not
affect any other employee as it is a
one-time measure and thereafter, it
will become a single cadre namely
telecommunication cadre.
The amendment to the Haryana
Civil Service (Executive Branch)
Rules, 2008, was okayed by the Cab-
inet. According to the amendment,
the proposed age of 54 years would
be reduced to 50 years. Also, for
Register A-1, where District Reve-
nue Officers (DROs)/Tehsildars are
considered for selection to Haryana
Civil Service (Executive Branch)
experience as Naib Tehsildars would
also be considered.
Draft ordinance approved
With a view to conducting cen-
tralised combined counseling for
admission to Post Graduate (PG)
courses like MD, MS, MDS and PG
Diploma in all medical and dental
institutions, including those under
private and deemed universities,
and to rationalise the fee charged by
private and deemed universities in
the state, the Haryana Cabinet has
approved a draft ordinance to amend
the Haryana Private Health Sciences
Educational Institutions (Regulation
of Admission, Fixation of Fee and
Maintenance of Educational Stand-
ards) Act, 2012.
As a result of the amendment, all
private health educational institu-
tions, including deemed and private
universities and courses being
run by them in the state, shall be
included in the ambit of the Act.
Henceforth, all admissions to all
under-graduate and post-graduate
courses in medical, dental, Ayurveda
etc. in all government, government
aided, unaided private institutions,
institutes under deemed and private
universities will be on the basis of

Gurugram-Manesar
MRTS okayed
The Haryana Government plans to
set up Mass Rapid Transport System
(MRTS) between Gurugram and
Manesar. A proposal of the Indus-
tries and Commerce Department
has been approved by the Cabinet.
The state government would stand
guarantee for a loan of Rs 876 crore
to be taken by Haryana State Indus-
trial and Infrastructure Development
Corporation (HSIIDC) from HUDCO
to acquire 365 acres of land for the
MRTS project.
The project is of great strategic
importance and Japan Internation-
al Cooperation Agency (JICA) has
committed in-principle to provide Rs
16,000 crore for the project provision
for which has also been made by
Department of Economic Affairs,
Union Ministry of Finance in its
ruling plan.
The Cabinet also approved the
proposal of the Skill Development
and Industrial Training Department
to keep 315 officials and officers of
vocational education stream in a
separate cadre in Industrial Training
Department. This will be in line with
the adjustment done in the Educa-
tion Department.
The issue has been pending since

February, 2008 since the winding up
of the Vocational Education Scheme.
Rohtak made new tax range
The Cabinet has approved the propos-
al of the Excise and Taxation Depart-
ment to amend the Haryana Value
Added Tax Rules to provide for a new
tax range of Rohtak and re-distribute
the districts in the ranges, which have
now increased to five.
The Ambala range will now com-
prise the districts of Panchkula, Am-
bala, Yamunanagar, Kaithal, Kuruk-
shetra and Karnal. Faridabad range
will have the districts of Faridabad
(East), Faridabad (West), Faridabad
(North), Faridabad (South) and Palw-
al. Similarly, Gurugram range would
include Gurugram (East), Gurugram
(West), Gurugram (North), Gurugram
(South) and Mewat. The Hisar range
would have districts of Hisar, Jind,
Fatehabad, Sirsa and Bhiwani. The
new range of Rohtak will cover the
districts of Rohtak, Panipat, Sonipat,
Rewari, Narnaul and Jhajjar.
Two new revenue divisions
The Cabinet approved the proposal
of the Revenue and Disaster Manage-
ment Department to create two new
revenue divisions, namely Karnal and
Faridabad, raising the total number
of such divisions to six. The creation
of two more revenue divisions would
improve public access, bring about
administrative efficiency and create
synergy across different levels of gov-
ernance and ensure better and faster
delivery of citizen services.
As a result of this decision, the
districts have also been re-distribut-
ed among the six revenue divisions.
Ambala division would have the
districts of Ambala, Yamunanagar,
Panchkula and Kurukshetra. Karnal
division would include districts of
Karnal, Panipat and Kaithal. Simi-
larly, Rohtak division would include
districts of Rohtak, Jhajjar, Sonipat,
Bhiwani and Charkhi Dadri. The
Hisar division would have districts
of Hisar, Fatehabad, Sirsa and Jind;
Gurugram division would include
districts of Gurugram, Rewari and
Mahendragarh; and the Faridabad
division would cover the districts of
Faridabad, Palwal and Nuh.=

Act changed to cut down delays in
revenue cases, pare litigations
The Haryana Cabinet has taken
another farmer-friendly decision
to cut down delays and pare
repeated litigations in khasra
girdawari, mutations, partition
and demarcation revenue cases,
by amending sections 13, 16, 20,
111, 113 and 118, besides inserting
section 115A in the Punjab Land
Revenue Act, 1887.
The amendment to Section 13
of the Act would minimize delay
and avoid continuous litigation
to restrict remand only by the
first appellate authority, and
also insertion of provision of
no appeal against the interim
order. The power of revision,
presently being exercised both
by divisional commissioner
and financial commissioner is
being restricted to divisional
commissioner only by amending
Section 16 of the said Act.
Further, by making
amendment in Section 118
pertaining to mode of partition,
there will be only one appeal
and no further second appeal in
revision and the appellate court
will be bound to pass final order
instead of remanding the case.
The scope of service of summons
is being made transparent by
making provision of electronic
mail services.
In case a person resides
outside the state or in prison
or person living in foreign
country. The scope of Section
111 and 113 has been amended to
facilitate submission of plan of
partition. Section 115A provides
for settlement of disputes by
conciliation. Where a person is
confined to prison, the summons
may be delivered by post, or may
be sent by courier service or by
fax message or by electronic
mail service or by any other
means, as may be provided in
the rules made by the high court
to the officer-in-charge of the
prison for service to the person.
It will restrict only one appeal
against the mode of partition
under section 118 so as to avoid
repeated appeals at various
levels.
The Cabinet also approved
the proposal of the Revenue
Department to amend sections
9, 9A, 17, 18 and insert section
18A in the Punjab Security of
Land Tenures Act, 1953. The
amendment will ensure lease of
agricultural land to the private
sector on long-term basis, in
such a way that the farmers/land
owners are not alienated from
their ownership rights. It will
also encourage food processing
sector.
These amendments will also
promote agricultural efficiency
by removing the fear of land
owners and the land would be
put to optimum use by increasing

land under cultivation. These
amendments have been made
broadly in conformity with the
amendments made by Punjab.
The Cabinet also approved
the proposal of the Revenue
Department to amend sections
7, 18, 20, 22, 30 and 15A of the
PEPSU Tenancy and Agricultural
Lands Act, 1955, concerning
land owners, tenants and their
rights, applicable in areas of
Charkhi Dadri, Mahendragarh
and Jind districts.
Besides increasing agricultural
efficiency, gender bias will be
removed by making amendment
in Section 30 of the said Act,
while devolving proprietary rights
upon the legal heirs due to the
death of the tenant.
The amendment in Section
7 of the Act will ensure that the
land owner gets back his land
as per terms of registered lease
agreement.
Amendment in Section 18 is
to secure the rights of widow
while inheriting tenancy,
whereas by amending section
20, after the expiry of period of
registered lease agreement will
not be covered in the definition
of ‘tenant’. The amendment in
Section 22 will exclude the rights
of a company registered under
the Companies Act, 2013, in
acquisition of proprietary rights
by tenants.

Aided schools staff now

The staff of government aided
schools in Haryana will now func-

This decision will bring 2,200
employees of these schools under
the ambit of the department and
the state government would bear an
additional burden of Rs 1100 crore on

Though the teaching and
non-teaching staff working in
government aided schools has been
raising this demand for many years,
it was not conceded by any previous
government. Soon after holding the
reins of the administration in the
state, the present state government
started weighing the demand and
finally conceded it.
One-time 25 pc rebate on
property tax, arrears
The Haryana Government has
decided to grant one-time rebate of
25 per cent to such property owners
as pay all their dues of property tax
and arrears for the years 2010-11 to
2016-17, by February 28, 2017. An
additional rebate of one per cent will
also be given if the payment is made
through cashless system.
Mrs Kavita Jain, Urban Local
Bodies Minister, said that in case of
late payment, interest at the rate of
1.5 per cent per month or part there-

2,000 flats in Haryana

flats in Haryana up to March 31, 2017.

Mr Sharma said that Reliance
Jio would set up the infrastructure
and provide services free of cost.
As part of the introductory offer, it
would give 20 MB free usage per day
per user for all students and staff
members for one year. In addition,

honour, a blazer and a tie or scarf. A
total of Rs 2.05 crore was given away
to the awardees at the function.
“Getting recognition for your
work from your own state is some-
thing special that every sportsperson
looks for. I am really happy and feel
honoured on being conferred the
Bhim Award,” said Deepa Malik at
the awards function. “The state has
always been very supportive, and
these types of sporting honours
motivate you to do even better in the
coming times. Hopefully, I will able
to do the state as well as the country
proud in the 2018 Commonwealth
and Asian Games,” added Deepa.
BABITA HOGS LIMELIGHT
Dangal girl Babita Phogat was among
the ones who hogged the maximum
limelight. She won silver medal in
the 2010 Commonwealth Games and
in the very next edition of the games
held in Glasgow in 2014, she im-
proved her previous tally to gold.
Babita is the daughter of Dro-
nacharya awardee wrestling coach
Mahavir Singh Phogat, on whose life
Dangal was made, and Amir Khan
played his role. Apart from Babita,
Mahavir’s another trainee Vinesh
Phogat, who is the daughter of his
deceased brother, was also conferred
the Bhim Award. Vinesh got the
honours for 2015-16. She won gold
in the 2014 Glasgow Commonwealth
Games and bronze in 2014 Incheon
Asian Games.
Vinesh was part of the Indian
wrestling contingent at Rio Olympics

but was unlucky as she missed the
medal because of knee injury in the
quarterfinal bout. She was in domi-
nating position, but somehow injury
stopped her from moving ahead and
had to leave the bout midway.
“I dedicate this award to my father
(Mahavir Singh Phogat). What we
have achieved is all because of him,
otherwise we would never dream of
achieving such great heights. He is a
role model not only for us but also for
all fathers who believe in their kids,
especially girls, and want them to be
independent and make a standing
in life and society,” said Babita.
“After the Rio Olympics, I underwent
rehabilitation and now I am fit. Hope-
fully, I will add another medal to the
family’s kitty in 2018 Commonwealth
Games,” she added.
As Sakshi was in the national
camp she couldn’t attend the awards
ceremony. In her absence, his father
and mother received the honour.

team ace forward Rani Rampal were
also conferred the award. Both got
the honours for 2013-14.

lence,” said Rani, who hails from a
very humble background and con-

a coach with the Sports Authority of
India, and is posted at the National
Institute of Sports, Patiala.

go,” remarks Anju Authar, an artist
based in Gurgaon.

CAN'T GIVE UP TRADITION

But she scoffs at the word ‘feminisim’
and says it is a cliched term. She
explains, ”I believe in being an Indi-

Instead, she has focused on social

prejudices etc in her painting.
In her water-colour painting,
Anju tries to prove that an artist’s

importance. In her work lies the affir-
mation of her views finding their
expression in the brush and colour
on her canvas. Her images carry a
tinge of pathos that seems to tell that
life has not treated them well.

water to live and survive. Water
is the most important resource
of nature that is required to
ensure our survival. Life can
not exist without water.
We need water every day
and every time. From drinking
to cooking food from bathing to
cleaning we use water all the
time. Water is also essential for
agriculture, for running indus-
tries and for transportation.
An average person can stay
alive for many days without
food but without water it is im-
possible to live for more than
one or two days.
About 75% of planet earth
is water and that is the reason
of existence of life on earth. If
there will be no water on earth
it will become a dead planet
like mars which has no life.
As the population of world
is increasing the usage of wa-
ter is increasing too day by day.
Because of growing population
and pollution  people of almost
every part of the world are fac-
ing the problem of clean water
shortage.Conservation of fresh
and clean water is one of the
biggest needs of today. We must
have to protect and save water
if we want to save life on the
earth.
We can contribute to
conserve the clean water by

making some small efforts.
These small efforts made by us
can save lots of water.  
Here are some easy water
saving tips by which we can
save water at our homes:
1. Keep the tap closed while
you brush your teeth, by do-
ing this we can save 6 liters of
water every minute.
2. If you find a dripping tap
in your home immediately fix
it, it will help to save 15 liters
of water a day.
3. Always use a watering pot
instead of water pipe for water-
ing the plants a water pipe uses
540 liters of water per hour.
4. Plug the sink or get a tub
to wash dishes in so you don't
need to let the water run.
5. Turn off the tap when you
are scrubbing your face while
washing the face.
6. We can save many liters
of water by taking shorter
shower.
7. Wash only full loads in
the washing machine,wash-
ing small loads needs double
amount of water.
8. You can wipe your glass
widows with a wet cloth rather
than washing it.
9. We can use the rinse wa-
ter from the washing machine
for mopping the floor.
10. Wash the vegetables and
meat in a container instead by
using running water.
You can do our bit to save
