Senator Juan Miguel “Migz” Zubiri

BRIEF BACKGROUND

 served the 3rd District of Bukidnon for nine years since the 11th Congress in 1998 to 2007
and was always cited as one of the most outstanding solons in the House of Representatives
 He helped steer the Senate 14th Congress to a record performance of around 650 bills
enacted into laws
 He takes pride for being the husband to lovely Audrey; a loving father to 2 children; and a
good son to the former Vice-Governor of Bukidnon
 His education – in Agri-Business Management - at UP Los Banos molded his nationalist
perspective, and he translated this into a social reform agenda resulting into laws for the
welfare of many sectors.
 Platform of government revolved around H – Health, E – Education, E – Environment, P –
Peace and Development, FS – Food Security
ON DIVORCE LAW

 When love fades in a marriage, divorce is not an option for Filipino couples. The Philippines
holds the record of being the only country in the world – save for Vatican City – that has
not legalized it.
 "Not in favor. But we should loosen the rules of annulment. My sister got her marriage and
it was very expensive. The problem with divorce is I don’t want the type of divorce that can
create dysfunctional family."
 “Ayaw namin ng Las Vegas style or US style divorce. ‘Ah, susubukan natin na magpakasal
tayo and then after 6 months or after 5 years na meron na tayong mga anak, O, divorce na
tayo. I like somebody else or gusto ko humiwalay sa iyo dahil ayoko lang, trip ko lang. Di
naman p’wede ‘yun,” he said.
 “Ayaw ko iwanan ako ng asawa ko. Baka iwanan ako ng asawa ko,” Zubiri said.
 He added, “I want to protect the sanctity of the family kasi ayaw natin yung hastily getting
married without having any thought about it.”

 “Iyan ang Las Vegas style na divorce na ayaw nating mangyari dito sa Pilipinas,” the senator
stressed.
 Zubiri, however, a bill which would allow the government to accept or recognize church
annulment.
 “Kasi ang nangyayari nagkakaroon tayo ng double procedure. Pag na annul na po kayo ng
simbahan, dito sa huwes, sa mga courts kailangan nyo pa mag file ulit,” he said on
Wednesday.
 “Hanap ka ng mga abogado, aabutin ka na naman ng hundreds of thousands of pesos para
ma-annul kayo civilly under the legal courts,” Zubiri said.
 He added, “So, under the bill that I filed basically if you are annulled by the church, it will be
recognized by the government. Parang automatic na siya.”
 Representative Zubiri maintained that marriage is sacred and comes with the responsibility
of making the marriage bond work especially during tough times and of protecting it at all
cost. He added that approving the Bill would send wrong signals to children of divorced
parents and to the youth. He remarked that irreconcilable differences occur even when
marriage is not present.
 Ano ang ibig sabihin ng sanctity of marriage?
 The state recognizes the Filipino family as the foundation of the nation... It shall strengthen
its solidarity and actively promote its total development... Marriage as an inviolable social
institution is the foundation of the family and shall be protected by the state.”
