BETTER INSIGHTS ON INNOVATION TO ANSWER HOSPITAL MANAGEMENT CHALLENGES”

BACKGROUND

Center for Health Administration and Policy Studies (CHAMPS) Faculty of Public Health,
Universitas Indonesia was established in 2006 which was aimed to get involved in health system
development in Indonesia by providing research, training, public discussion, conference, and
conceptual assistance regarding health issues.

CHAMPS FKM UI has a program that focus on hospital issues, namely Hospital Management
Program (HMP), supported by Johnson & Johnson APCC. HMP consists of many events such as
training, seminar, and conference. One of the event is an annual event, known as Hospital
Administration Conference (HAC). After succesfully conducted the first and second HAC, CHAMPS
FKM UI brought HAC to a wider scope that targeted international speakers and participants
which was named 1st International Conference of Hospital Administration (ICHA). This year, even
though Johnson & Johnson no longer supports the HMP, CHAMPS FKM UI has plan to hold 2nd
International Conference of Hospital Administration (ICHA) in collaboration with Directorate of
Research and Community Enggagements (DRPM) and Graduate Study of Hospital Administration
Universitas Indonesia.

Nowadays, along with technology improvement and globalization, health issues have grown to
be more complicated and reach wider area of intervention. Public are able to gain knowledge
about their health through books, internet and other media. It drives public’s need and demand

on better access, quality and cost in healthcare. A patient is not only depended on one doctor or
facility because he can consult to another medical practioners or compare health treatment
provided by several hospitals. In order to survive, hospitals must compete to provide what public
need.

In the other hand, this demand would require more resources to fulfill. Due to limited resources,
healthcare have to be managed effectively and efficiently. Referring to iron triangle of
healthcare, improvement in access and quality would affect on cost of care. To take care of this
issue, healthcare should find new method or new invention to give better access and quality of
care with affordable cost. Thus, academia and professionals are challenged to make new
innovations in healthcare.

Based theese issues above, 2nd International Conference on Hospital Administration (ICHA) will
present a theme, “Current and Future Hospital Needs: Better Insights on Innovation to Answer Hospital
Administration Challenges”. The purpose of this event is gathering all of healthcare and hospital
stakeholders to disscuss strategies in developing the best quality of hospital services. Details of
2nd International Conference on Hospital Administration (ICHA) will be explained in the following
pages.

OBJECTIVES

2nd International Conference of Hospital Administration (ICHA) aims to:


1. build a comprehensive understanding related to current and future issues in hospital
management from various perspective,
2. build a broader knowledge regarding current researches and new innovations in health care
especially hospitals,
3. provide suggestions to stakeholders in regard to improve hospital quality of care.

DETAILS OF EVENT

2nd International Conference of Hospital Administration (ICHA) consists of various event divided
into Pre-conference and Conference.

a. Pre conference
 Workshop: Lean Method in Creating Effective and Efficient Hospitals
Access to healthcare is a human right that guaranteed by government. Hospital as health
care provider must give fair, equal and good quality of care. Along with technology and
medical advances, hospital industry faces many obstacles to keep up with public demand
and to improve patients’ satisfaction.
Lean method a strategy that can help hospitals eliminating obstacles in care delivery and
improve hospitals’ performance to be more effective and efficient. By reducing waste and
waits, lean method in health care emphasizes on patients’ needs, employee involvement
and continous improvement. Lean method implementation in hospital has been proved to
reduce operational cost and enhance patients’ satisfaction, as cultural transformation that
changes how organization within hospital thinks and works, managers must possess a set
of skill to enforce lean method in hospitals.

 Workshop: Developing Clinical Pathway Based on Hospital Data


As a tool to guide evidence-based healthcare, clinical pathways have been internationally
implemented since 1980s. Clinical pathways defines the optimal care process, sequencing
and timing of treatment by healthcare professionals for a particular diagnosis and are
developed trough collaborative efforts of healthcare professionals to improve quality of
patient care while minimizing cost.
To ensure varience and outcomes in clinical pathways are properly recorded, audited and
acted upon, hospital requires not only good data but also good human resources who has
ability to implement continous quality improvement.

 Workshop: Hospital-Based Health Technology Assessment
Health Technology Assessment could play an increasingly important role in healthcare
systems specially in hospitals to support decision making for policies and practices. The
systematic review contributes to identify priorities int the process and methodology would
help hospital choosing which new health technology to adopt and invest in.
In order to improve hospital qualtiy of care and manage the cost, Hospital-Based Health
Technology Assessment workshop would provide basic knowledge and skill facilitate the
start of Hospital-Based Health Based Assessment.

b. Conference
The conference will include following scientific programs.

 Keynote Speech
Keynote speech will be delivered by Prof. Dr. dr. Nila Djuwita F. Moeloek, Sp.M (K),
Health Minister of Indonesia.
 Plenary Session
Insights for Hospital Administration: Better Quality, Cost Effiency, and Access for All
Hospitals as health care provider have role to help solving health issues in an area. In
every situation, hospital has a great social function, while day by day the paradigm and
orientation of hospitals have been shifted from social oriented to profit eriented, hospitals
must maintain social function without decreasing quality of care, cost efficiency and access
for all.
To address the issue, each speaker will share their knowledge and experince regarding
insights for future hospital administration.

 Symposium
1. Applying Better Data for Better Health: Electronic Medical Record and IT Support for
Decision Making in Hospital
High quality healthcare relies on good record keeping. Without accurate,
comprehensive, up to date and accessible patient casenotes, health professionals would
no be able to offer the best treatment or may misdiagnose a condition which can lead
to serious problems. Good records also help hospital administration to run smoothly
and provide evidence of hospitals’ accountability for its actions. A good data
management in hospital not only can be used to improve quality of care, but also help
to form key source for medical research, statistical reports, and health information
system.

electronic medical record and IT support to help managers in decision making.

2. Quality and Cost Control in Hospital


Increasing competition, rising of healthcare cost and escalating healthcare demand
have changed the environmnet of hospital industry. Today hospitals are using many
new methodes to control costs and ensure efficiency while maintaining a good quality
of care. Hospital managers should have knowledge and skills in developing efficiency
measures that can be used as guidelines in monitoring and controlling operational cost.
A hospital is efficient if it can render quality service at the most cost effertive manner.
In this session, speakers will share their knowledge and experince about hospital quality
and cost control.

3. Hospital-Based Health Technology Assessment


Hospitals are the main entry point of many new technologies, and hospital managers
face increasing number of difficult decisions regarding with health technology they
should invest in. Not only to give best quality of care, hospitals also need to keep cost
control. Therefore, Health Technology Assessment (HTA) is required to find responses
on how hospitals can decide on the implementation of new technologies or methodes.
Hospital-Based HTA is a way to improve the rationality in decision making process
regarding health technology in hospital.

Innovation for Hospital Administration: Answering Challenges with New Ideas

As a critical component of bussiness productivity and competitive survival, innovation in


hospital administration can be a driving force to balance cost containment and quality of
care. Innovation presents vast opportunity to development in hospital, not only for product
innovation (new types of goods and services for external market) but also for process
innovation (enhancement of internal production processes for good and services. Through
innovation, hospital can achieve efficiency, safety, revenue growth, customer satisfaction,
and increased productivity.
In this session, speakers will share their knowledge and experinces regarding innovation
in hospital.

International Conference of Hospital Administration (ICHA) also consists of presentation of
current research especially in hospital issues and new innovations that will be presented both
oral and poster presentation. Healthcare practioners, public/private hospital professionals
and students are welcome to submit paper on the following but not limited topics :
1. Quality, accreditation and safety
2. Patient care and engagement
3. Leadership, strategy and management
4. Human capital management
5. Innovation and sustainability
6. Medical tourism
7. Other Hospital Issues

Abstract writing must use the following format:


1. Abstract should be written in English and Bahasa Indonesai (bilingual)
2. The title of paper should be concise, in bold capital letters, font size 14 and justified to the
left. Single spasing is required.

3. The author’s name should be begun with full name, middle initial and last name (the name of
the presenting author should be underlined), font size 9, and justified to the left.
4. The abstract text should be in Times New Roman, font 12, justified and with single spacing.
5. The abstract should not exceed 300 words.
6. The next of the abstract should include Introduction (Rationale, Objective), Methods, Results,
Discussion, Conclusion, and 3-7 key words.
7. Please indicate the topic you would like to have your abstract included.
8. Full paper must be submitted after acceptance notification.

All authors are encouraged to submit abstracts through the online abstract submission
system on http://www.champs.fkm.ui.ac.id/icha from 26th March - 6th October 2017. We
expect the full paper would be submitted on 27th October 2017.

PARTICIPANTS

Participant that involved in International Conference of Hospital Administration (ICHA) could be


professional from hospital field, academia, public health officer, and non-government
organization in health. We expect that 300 local and international participants would take part
in this event, and 100 papers would be published on conference proceeding.
