1. General
The Long Twin Lift Automatic Telescopic Spreader (TL-ATS) is intended for use on Ship
To Shore Container Cranes (STS-SPP) in single and twin lift operation. The TL-ATS
shall be suitable for handling 20’, 2X20’, 40’, ISO standard containers.
Long Twin refers to spreader's ability, once lifting two 20' containers, to separate them
from each other.

1.1. Capacity requirements (SWL) (minimum):


 61 metric tons for twin lift operation (two 20’ containers).
 40 metric tons for single lift operation.
 Eccentric load – crane eccentric protection allows difference weight of 27.7 ton
between RH and LH hoisting cables.

1.2. Scope of work


The following specifications together with the data sheets, list of mandatory items
appendices and forms represent the requirements for the supply of the spreader: design,
fabrication, testing and warranty.

The contractor shall furnish all appliances and/or accessories that are necessary for the
proper performance of the spreader, whether detailed or not in the drawings, called for in
the specifications, or shown on the data sheet.

1.3. Location of use


The spreaders shall serve in HaCarmel, quay in Haifa Port.

1.4. Climate and meteorology.


The climate at the places of use is characterized by a typically Mediterranean sub-
tropical climate. Mean annual temp. is 22˚C, the coldest months are Jan. and Feb.
(mean daily temperature of 16˚C) and the warmest month is Aug. (mean daily
temperature of 27˚C).
Relative humidity values are relatively constant throughout the years with monthly
averages ranging from 57% to 69%.
The structure, mechanical system, electrical equipment, hydraulic system, etc. shall be
sized and designed to operate within temperature range of –10˚C through +50˚C and
relative humidity of 85%.

2. Main Operational and Technical demands

2.1. Operational features


The spreader shall have the following features:

 Extend / retract automatic system to adjust its length to handle 20’and 40’, plus
spacing adjustment for 45’ and 2x20’ ISO containers in 40’ or 45’ positions (“long twin”
feature).
 Automatic twist locks operation for use with ISO standard containers.
 Automatic twist locks operation for twin lift operation. (Twin lift unit).
 Retractable corner guides.

2.2. Extension and Retraction


Extending / retracting of the spreader, to 20’, 40’ positions, shall be controlled from the
operator's cabin.
The maximum time to extend or retract shall be:
 25 seconds for extending to 40’ (from 20’).
 30 seconds for retracting from 40’ (back to 20’).

2.3. Twist Locks (TL)


The twist locks shall be forged type in accordance with BS 5237 or equivalent.
The twist locks may be of non-floating or floating type (floating type preferred).

The locking and unlocking functions of the twist locks shall be controlled from the
operator cabin and integrated with the crane control. In addition, the twist locks
assembly shall be provided with mechanical safety devices:
 To prevent the closing of the twist locks unless the spreader is well seated in the
container pockets.
 To prevent the opening of the twist locks if a container is hanging in midair and slack
rope signal does not persist.

Rotation of the twist locks shall take maximum two (2) seconds.

A solution should be provided for the easy and quick release of the twist locks in case of
electrical / hydraulic failure or when the spreader is stuck in the container pockets.

2.4. Twin lift unit.


The twin lift unit will consist of four twist locks units of the same design.
The units shall be hydraulically retractable.

A spacing mechanism shall be included in the spreader. The spreader telescoping


system may be used for the spacing feature. The spacing range between two loaded 20’
containers shall be 5 feet (approximately 1.6 meter). Repositioning function will be
provided, to return the spreader to its set (zero) position.

The twin lift unit shall be designed for handling of two 20’ containers with a height
difference of 6”.

2.5. Limit Switches


Limit switches shall be integrated in the spreader to provide the following minimum
functions. All the functions shall be interlocked with the relevant functions and operation
of the crane:
 Blocking of hoisting unless all four (or eight in twin lift mode) twist locks are
locked or unlocked.
 Preventing locking or unlocking unless all four (or eight in twin lift mode) corners are
well seated onto the container
 Allowing twist lock operation only under slack rope condition. A command to open
the twist locks, given in non-slack condition, shall be aborted.

2.6. Indications
Indication signals shall be provided and installed on the spreader, displaying the status
of twist locks.
 Twist locks closed - Green lamp.
 Twist locks open - Red lamp.
 Spreader seated - Blue lamp.
 Spreader in twin lift mode - White lamp.

The signal lamps shall be LED type and shall be fixed to the spreader through a
suspended bracket designed to withstand vibration and acting as shock absorbers. Final
location of signal lights will be determined during DR phase. Up to two signal light sets
shall be installed on the spreader.

2.7. Corner guides


Four (4) retractable corner guides (flippers) shall be provided on the spreader.
The lower section of the corner guides will be constructed of a detachable part made of
high tensile strength steel. These lower parts shall be bolted for easy replacement.

The control of the corner guides shall be from the operator’s cabin. The operator shall be
able to control all of them simultaneously and each one of the guides separately. The
flippers shall retract automatically whenever the twist locks are locked onto a container.

Time for up/down movements, of all four corner guides, shall be maximum 7 secs.

The Corner guides shall always be kept under pressure to overcome shock loads.

2.8. Guiding pads


Four (4) reinforced guiding pads shall be provided on the spreader for easy guiding of
the spreader inside the ship cells.

2.9. Wear pads


Wear pads made of hard abrasive resistance material shall be used between the sliding
telescoping beams. The pads shall act also as shock absorption and noise reduction
media.

The pads shall be accessible for easy inspection and replacement.

2.10. Capacity board and number (Data Panel)


Capacity boards showing the SWL of the spreader and other identification data, such as
serial number and port number, shall be mounted on both sides of the spreader.

2.11. Special features and equipment


The following special features and equipment shall be incorporated in the spreader /
spreader proposal:

 On-board PLC.
 Manual pump (can be detachable).
 Shock absorbers for the twist-locks.
 Twin 20’ detection signaling element to prevent lifting of 2X20’ containers with 40’
spreader position.
 Height detection system – to slow down operation before landing on a container
 Reserve power in the telescoping and twist lock functions for operation together with
an automatic telescopic Over-Height Frame such as TOF by Sort & Store, Germany.
 Auxiliary equipment as described in clause 11 of this spesification

3. Design Criteria

3.1. General
Unless otherwise mentioned the design, construction and equipment shall conform to
the following regulations, standards and codes:
 AWS - American Welding Society.
 ASTM - American Society for Testing Materials.
 EN - European Norm.
 FEM - Federation European de la Manutantion.
 IEC - International Electrotechnical Committee.
 ISO - International Standards Organization.
 SSPC - Steel Structure Painting Counsel.
 VDE - Verband Deutscher Elektrotechniker.
 ILO - International Labor Organization.
In case of any difference between standard/code demands and this specification, the
contents of the specification will prevail
All bolted connections shall be maintenance free and positively secured to susceptibility
against vibrations.

3.2. Classification
The classification of the spreader calculated to the SWL of 40/55 ton, shall be in
accordance with the FEM rules 1.001 3rd edition revised 1/10/1998:

3.3. Structure and mechanical system


The spreader structure and specially the corner assemblies shall be design to sustain
the loads, stresses, impact, and vibrations generated during the operation. Stresses
inflicted when the spreader is dropped on a container should be considered as well.

The spreader corners shall protrude at least 100 millimeter below the spreader structure,
to enable handling of distorted containers.

The bottom of the spreader shall be specially reinforced and protected against
operational damages.

Hydraulic, mechanical and electrical components shall be located in protected zones to


minimize damages during operation. Electrical cables will be routed in steel conduits and
inside the structure to protect them from damage.

Ladders shall be provided at the spreader sides for climbing up to the human cage,
which is located on the crane head block and for maintenance.

Power chain (steel type preferred) may be used for the telescoping motion and for
protection of moving parts.

3.4. Materials
All materials and equipment shall be new, of the highest grade, free from defects and
shall conform to the applicable specifications and requirements of this specification.
Steel grades will be selected according to FEM paragraph 3.1.
Load bearing structure - Only killed steel will be used for the load bearing structure.
Steels will be purchased from manufacturers listed in the “approved manufacturers list”
of a classification company. The steels will be delivered with certificate 3.2 as in EN
10204.
A classification company will act as the purchaser's authorized representative (to be
approved by HPC). All relevant costs will not be borne by the HPC.
Other uses - These steels will be delivered with certificate 3.1.

Twist locks shall be forged.

3.5. Corrosion protection


The supplier shall use materials to minimize corrosion and subsequent maintenance as
a result of corrosion. It shall be accomplished by the following (besides painting, see
para. 3.5):
 Use of stainless steel grade A4, where practical.
 Protection of materials subject to corrosion by coating.
 Hot dip galvanizing in accordance with ASTM-A385.
 Sealing of structural members.
All hardware parts shall be treated against corrosion.
Screws, bolts, and such - 12 mm. diameter and below - pins, studs, pipes and fittings,
springs, washers and other miscellaneous fastenings material shall be of stainless steel
grade A4 (316).
Bolts and such above 12 mm. diameter shall be hot deep galvanized in a centrifugal
method according to ISO 1461.

3.6. Hydraulic system


Spreader motions shall be accomplished using hydraulic cylinders and hydraulic motors.
(Hydraulic cylinders will be preferred)
The hydraulic power pack shall be installed as a whole on the spreader on
heavy-duty shock absorber mounting. The location of the power pack will provide easy
access for maintenance, oil drain and oil filling.

The system shall be design with a pressure service factor of minimum 2. The designed
operation pressure shall not exceed 150 bar. All parts shall be heavy duty type. Cylinders’
rods shall be chrome plated.

Filters shall be provided. Filter elements shall be disposable type. A mechanical clog
indicator shall be provided.

3.7. Electrical system


All electric Sensors and lights shall comply with IP67 degree of protection, Electrical
motors shall be, 50 Hz 400 V, 3 ph., with IP55 degree of protection. Other Electrical
components shall comply with IP65 degree of protection (unless otherwise stated)

Spreader Cable: Currently, supply and communication to spreader is done by spreader


cable manufactured by GORE (see appendix 4). Spreader is to be designed
accordingly.

The terminal box shall be of stainless steel grade A4 (316) or PVC, with IP55 degree of
protection. The box shall be positioned at the side of the spreader so that it is easily
accessible when the spreader is connected to the crane. The box will not protrude
outside of the spreader frame lines.
The box will have a hinged door open upwards with an automatic lock /unlock device
(top hinges). The door shall have a locking handle or a latch.
Wiring diagram in laminated form shall be attached on the inside of the door.

Solenoid valves voltage shall be 230V/24V. Push button shall be provided on the
solenoids to enable local manual operation. The electrical connection of the solenoid
valves shall be by plug-in connectors with indication lights.

Electrical cables shall comply with VDE 0250 standard, with maximum allowed
operating temperature of 900C, oil and acid resistance. Minimum cross section area
shall be 2.5/mm2. Cross section 1.5/mm 2 may be used where it is practical (low current,
voltage drop limitation, physical dimension of equipment and components).

Double screw plates will be used for the electrical connections.


Limit switches shall be of heavy-duty type with 230 VAC rated voltage.
Limit switches shall be installed in a way that will ensure easy access for maintenance
and protection against mechanical damage.

The electrical components, cables and wires shall have marking as commonly practiced
in electrical system. Method to be approved by HPC.

3.8. Spreader – Head-block (crane) connections


The spreader connections shall be fitted to be used on the ship to shore container
cranes which are in operation in the ports of Israel. The supplier is responsible to verify
the connection requirements as detailed below.

3.8.1. Mechanical connection


The mechanical connection shall match the existing head block design. See appendix 1
- mechanical connection.
2 guide pins shall be used on the spreader for aiming of the head block.
The spreader shall be provided with four (4) locking pins to match the four (4) locking
seats on the existing head block. The pins shall be provided with handles to enable easy
locking and unlocking and a cradle.
Mechanical latches shall be provided for positive securing of the pins in the locked
position. The pins shall be chained to the spreader.

3.8.2. Electrical connection.


The electrical connection socket for the spreaders shall be Harting type (48 pins)
The wiring and conductors numbering which are in use in the port shall be according to
appendix 2 - Harting wiring.
The spreader cable and socket will be mechanically supported to prevent loosening or
damaging due to vibration.
Final location of spreader connection shall be decided in the DR phase. General
location is shown in appendix 5.

3.9. Maintenance consideration.


The spreader shall be designed for longest frequency intervals of the periodic preventive
maintenance. In any case, the spreader shall not require shorter inspection frequency
than monthly inspection.
Special attention shall be given to topics such as accessibility for inspection and
maintenance and easy procedures for replacements of the various components.
Ladders shall be added as required.

4. Design review and appraisal


The supplier shall submit for review by the HPC copies of all arrangement, disposition,
and detailed design drawings, calculations (structural, electrical, mechanical and
hydraulic) electrical and hydraulic diagrams and catalogs used to design, manufacture
and assemble the spreaders.
The HPC review is to verify general conformity of the design with the specification and
does not relieve the supplier of any responsibility.
All information shall be submitted early enough to enable the HPC to submit rejections,
comments and remarks to the design, before any purchase of material, components,
manufacturing or another binding activity has been started. Thus, required modifications
shall not affect the timetable or ordering of parts.
The design shall be in metric form.
For the main selected components, the following data shall be submitted:
 Technical catalog and data sheet with marking of it in the document.
 Calculation and selection procedure.
Computer calculations shall be presented in such a way that the results can be checked
by means of non-programmed calculations.
Design review will be conducted in the contractor's premises, unless otherwise decided
by the HPC.

5. Shop work

5.1. General
All structural, mechanical, hydraulic and electrical work shall be performed by, or directly
supervised, by qualified and skilled personnel.
5.2. Structure
Metal cutting, weld preparation, welders' certification, welding procedures and welding
quality assurance shall meet the requirements of the relevant ISO standards, or the
requirements of AWS D1.1 and AWS D14.4.
Intermitted welds and overhead welding shall not be used.
Plates thicker than 30 mm shall be ultrasonically tested for lamination and discontinuity.
Structural parts shall be jig welded and jig drilled to assure accurate fit-up.
5.3. Cleaning and painting.
The paint system is a re-coatable epoxy paint system based on Ameron B.V. paints.
Alternative paints and / or paint system may be suggested by the supplier, subjects to
HPC approval.
Paints manufacturer instructions should be strictly followed.
The cleaning and paintwork shall be executed in the shop, prior to the installation and
assembling of the components on the spreader.
Surface preparation and cleaning
All welds spatter, slags etc. shall be thoroughly removed and sharp edges rounded off.
The spreader structure shall be dry-shot or grit blasted to cleanliness grade Sa 2½
according to ISO 8501 and roughness grade Medium S according to ISO 8503.
Dust, oil, grease and dirt shall be cleaned with viscous emulsion cleaner Ameron 57,
washed with high-pressure tap water and dried completely prior to the application of the
first coat.

Painting system
Strip coat
Corners, plates’ edges and all welds, shall receive one strip-coat of Zinc rich epoxy
paint Amercoat 68, by brush (satin). DFT = 50.
Strip coat to cover 2-3 cm. on each side of the edge. Repair coat shall be applied to 5-6
cm. on all sides of the welded areas.

6. Quality assurance & quality control (QA &QC)

6.1. Shop inspection


Inspection of parts and assembly - structural, mechanical, hydraulic and electrical – and
of the finished spreader shall be performed, if so decided by the HPC, in the places of
manufacturing / assembly / testing.
Quality control
The supplier must include in the supply a proven quality control and quality assurance
system that will ensure the quality of the spreader. The supplier shall provide a copy of

its quality control manual.


Vendor items shall be checked and tested for compliance with applicable standards and
specifications. Inspection and test reports, compliance certificates etc. shall be included
in the supply documentation that shall be reviewed by the HPC.
Test reports and certificates shall be furnished as applicable for:
 Twist locks.
 Electrical motors.
 Gear reducers.
 Hydraulic pumps and cylinders.
 Steel.
 Welders Certifications.
 Welding Procedure Structure (WPS).
 UT and X ray.
 Paint work.

Quality plan
The supplier shall issue the Quality Plan in a comprehensive programmed
file. The file will include all the information and data referring to the QA and
QC, for material and components purchasing, manufacturing, assembly,
inspection, commissioning and testing, including activities, procedures,
instructions, etc.
The file shall be reviewed and approved by the HPC prior to start of
fabrication.
Painting inspection
The supplier shall keep painting inspection report. The inspection report
shall include the testing according to ISO 12944-7 – “Execution and
supervision of paint work”.
Inspection of the paintwork shall be executed in the shop, prior to the
installation and assembling of the components on the spreader.

7. Technical documentation.

7.1. General
All documentation and correspondence shall be in English.
The technical documents shall be bounded in a durable loose-leaf binder. Additionally,
all documentation will be submitted on magnetic media (CD).
The documentation mentioned below shall be comprehensive to include all the relevant
information that may be required in case of maintenance, break down or a failure in the
structure / mechanical / electrical part.
Thus, HPC personnel will be able to refer to the documentation, to obtain spare parts
data or any technical information required for the repair, maintenance or to order of the
required parts from the OEM without being compelled to dismantle the component.
The documents may be used also for training of maintenance personnel.

7.2. Parts list


Not later than two month before shipment of the spreaders, the supplier will submit to
the HPC a complete and comprehensive list of components installed on the spreader.
The list shall give detailed and complete information on technical data, rating, type,
manufacturer and ordering reference of the component.
Spare parts list
Not less than three month before shipment of the spreaders, the supplier shall submit
his recommendation for spare parts for: the startup, 2 years usage and 5 years usage, to

be kept in the HPC stores. The list shall be prepared on the basis of the complete list of
parts and on delivery time, quantity installed, etc. Prices and delivery time shall be noted
in the list. The list shall include complete units as well as a breakdown to single items
and components.
Reference to each component and its parts breakdown as applicable shall appear in the
maintenance manual.

7.3. Electrical system file


The electrical system file shall consist but shall not be limited to:
 Circuit diagrams of the electrical system.
 PLC software back-up.
 Components layout.
 Terminal diagram – interconnection wiring diagrams, showing the connections of all
components and devices including cables and wire numbering.
 List of components.

7.4. Maintenance manuals and parts catalogs (mechanical & electrical)


The maintenance manual shall consist of the following chapters (minimum
requirements):
 General description of the spreader, its systems and operation.
 Set of “As made” drawings.
 Preventive maintenance procedures for periodic inspection and maintenance.
 Maintenance instructions - Procedures and instructions for troubleshooting, parts
or components replacements, adjustments, and disassembly, repair, assembly and
testing of components as well as systems.
 Parts catalog
This chapter will include (minimum requirements):
Illustrated parts breakdown, including sub-contractor items such as motors, gear
reducers etc., with drawings and a list for each one of the drawings.
Index of all part numbers appearing in the catalog in P/N sequence having the
following data elements:
- Designation given by the contractor and OEM detail.
- Drawing number.
- Location on the spreader / component.
- Designation given by the OEM.

 Lubrication
This chapter will include (minimum requirements):
Lubrication chart showing all points to be lubricated, type of lubricant/oil to be
used for each point and recommended frequency for re-lubrication / oiling.
Lubricants list with equivalent Israeli lubricants. Only lubricants approved by the HPC
will be used.

7.5. Timing and quantities


The various documents shall be prepared and submitted for the review and approval by
HPC. All documentation shall be in English.
Documents will be submitted in due time to allow comments, acceptance of the
spreaders, training, maintenance and purchase of spare parts.

8. Training of maintenance personnel

Maintenance personnel instructions and training will be given to electric and mechanic
technicians groups. Each training session shall last two – three days. offer should
include at least 5 training sessions for each profession (electric / mechanic) – total of
min. 10 sessions.

8.1. Classroom instruction


 System theory.
 Familiarization with spreader's system, logic and operationmethod.
 Maintenance manual, operation manual, drawings familiarization and
interpretation.

8.2. On the job training (on a test bench / crane)


 Equipment familiarization.
 electrical / mechanical systems - drawings and components.
 Maintenance tasks performance.
 Systems adjustment.
 Troubleshooting.
Booklets including all theoretical / technical training information shall be handled to all
training participants.

9. Final tests and Acceptance


Spreader shall be tested at the supplier premises and in the port to demonstrate
conformance to the specification. Manufacturer's expert shall perform, in Haifa Port, all
necessary operations / checks / adjustments / calibrations in order to verify proper
functionality of the spreader (on TB as well as on Crane). The expert shall be available
during the acceptance tests as well.

The following tests shall be performed:


 Review of QA & QC documents.
 Visual test.
 Static test with an overload of 200% (at the supplier premises) official report is to be
supplied.
 Dynamic test with an overload of 125%.
 Functional test – test of all the functions on a test bench or on the crane.
 Operational test – On the job operation for 4 weeks in a “trouble free” manner.

Acceptance certificate will be issued after successful completion of the following:


 Performing all a/m/ tests.
 Performing Training,
 Supply of complete documentation
 Establishment of a service company in Israel or establishing a service contract with a
local company (both possibilities are subjected to HPC's approval) for covering all
warranty tasks.

10. Warranty

10.1. Warranty Period


The warranty period shall be two (2) years from the date of the acceptance.

10.2. Warranty claims


In case of a failure during the warranty periods, HPC shall issue to the contractor a
related Warranty Claim stating the nature of the failure, demand for repair etc.
In order to minimize the downtime of the faulty spreader, the contractor may request to
use spare parts from the port warehouse. If granted, the contractor shall supply the part
back to the port in the quickest manner and shortest time.
The obligation of the contractor with regard to the warranty jobs and claims include all
costs including parts and labor, shipment etc.
In emergency work is needed, or if the contractor fails to perform satisfactory, HPC will
carry out the repair work and shall claim all costs from the contractor.

11. Auxiliary equipment to be supplied with the spreader (as long it is not exists)

11.1. Test bench (if not exists in the port)


The contractor shall include in the spreaders' scope of supply also a Test bench.
The Test-Bench is to include:
 All controls / signals / functions as on cranes operators' cabin.
 The same control unit as on the M-house ("duplicate controller unit") as describe in
clause 11.2 of this spec.
 Power cable (connecting to 400 V 3Ph external power)
 A spreader cable about 8-10 m' long including end socket.
 Special fixtures / tools in order to simulate "spreader landed" situation once the
spreader is under maintenance in the workshop.
 Test-Bench is to be installed in a mobile compartment to allow mobility around HPCs'
workshop.

11.2. "Emergency" spreader operating

11.2.1. Existing status


HPC operates STINIS Twin Lift spreaders on all 8 STS cranes at the Carmel terminal.
The existing twin spreaders system is operated by a controller, located at each
spreader's e-cubicle.
In case of emergency situation (e.g. spreader is stuck on a container located over a
ship), external interference is needed in order to perform "Remote" activation and allow
releasing the spreader from the container.
To overcome a situation where there is no easy \ safe way to reach the spreader, HPCs
STS cranes are equipped with "duplicate controller unit" located at the M-House on each
crane.
The "duplicate controller" was supplied by the spreaders' manufacturer, it is identical to
the spreader's one and has the same control as the spreader's one.
Thus, allows performing all necessary operations as if it is done on the spreader itself.
11.2.2. New spreaders
In case of a new spreader is being added to HPC's Twin Lift fleet, the same status is to
be kept.
Thus, spreader offer should include supply of 8 control panels and installation of the
panels in the M-Room of all 8 STS Crane.

Installation of the a/m control panels is to include all necessary equipment (cabling,
switches, compartments, connectors etc…) in order to allow switching between the
existing control unit (Stinis) to the new supplied one.
Panel is to include, inter-alia, the same controller as on the supplied spreader and
should control all spreaders' operations exactly as the spreader controller (open / close
twist-locks, 20' / 40' operation, twin lift operation, oil pump etc…) controller is also to
supply status of all sensors and switches of the spreader.

12. Timetable

Timetable for the complete supply shall be submitted with the proposal.
At least the following phases shall be detailed:
 Engineering and design review (one month to consider for HPC's review / reply).
 Purchasing and supply of materials and components.
 Manufacturing & Assembly.
 Testing in the manufacturer shop.
 Transportation.
 Installation of all 8 "duplicate controllers" assuming availability of cranes is one per
day.
 Commissioning.
 Testing in Haifa port.
 Training.
 Operational test
