but if [Cardiff council] had said there
was a £100 fine, I would probably

“In all fairness to the council, I
have been here three years and
twice I have seen them hand out
leaflets saying when they should put
out the rubbish, but I’ve never seen
enforcement.
“Students come and go all the
time, the ones that live there now
will not be the same in September.”

The council is bracing itself for
the weekend of Saturday, June
30 – when it expects the majority
of students to leave.
It has set up recycling and
reuse schemes throughout the
city as part of the Love When You
Leave Campaign, which last year
saw more than 21 tonnes of
unwanted items being reused or
recycled. Students are also being
warned they face fines of between
£100 and £400 if they dump
waste on the pavement when it is
not their collection day.
The council is also warning
them that, if bulky items or waste
are left inside the property, or in
the front or back garden, these
items will be removed by the
landlord and deductions could be
taken from their deposits.
Cardiff council has put in place
24 donation points at halls of
residence so that any unwanted
clothing, unopened food, small
electrical items, books, CDs,
DVDs and kitchen items can be
reused.
Charity donation points have
also been made available and
students have also been given
advice on how to get rid of

tions in the city centre. Each busi-
ness is able to contract either the
council or a private waste company
to collect their waste and the coun-
cil only has 30% of the market.
“With all council collections, we
do try to arrange the collections as
quickly as possible after the waste is
put out by businesses, but this isn’t
always possible.
“We will continue to work with
businesses in the city centre to try to
reduce the amount of time that
waste is left out on the highway.
“In addition, our cleansing teams
will continue to take a proactive

and general waste.
