NAPA SUPERIOR COURT ANNOUNCES APPOINTMENT OF


NEW COURT EXECUTIVE OFFICER

On behalf of the entire Napa Superior Court bench, Presiding Judge Elia Ortiz announces the
appointment of Bob Fleshman as the new Court Executive Officer of the Napa Superior Court.
Mr. Fleshman was selected after an extensive and very competitive recruitment and selection
process.

Mr. Fleshman comes to the Napa Superior Court with an extensive background in court
administration at both state and local levels spanning more than 18 years. His experience
includes 15 years at the Judicial Council of California where he served in numerous capacities
supporting statewide programs, fiscal reporting, policy development, and strategic
communications. During this time, he provided critical advice and analysis to key statewide
committees addressing highly complex administrative issues and directed various statewide
initiatives and programs directly affecting the trial courts in all 58 counties. After leaving the
Judicial Council, he became the Deputy Court Executive Officer overseeing court finances and
public affairs for the San Bernardino Superior Court. There, Mr. Fleshman gained direct
experience in administering trial court services at the local level. Presiding Judge Ortiz stated
the following about the selection decision, “It was Mr. Fleshman’s wealth of relevant experience
and leadership qualities along with his energetic personality that made him an effective fit for
this critical position in our court. All of the judicial officers and staff look forward to him
joining our court team and leading us into the future.”

Mr. Fleshman holds a Bachelor of Science Degree in Political Science from Chapman
University, is an active member of the Government Finance Officers Association, and serves as
faculty for the Institute of Court Management. He will begin his service in Napa on Monday,
November 5, 2018, and looks forward to serving the Napa community stating, “I am both
honored and humbled to accept this new role. I look forward to supporting the Court’s bench
officers and staff, as well as helping to ensure access to justice for the people of Napa County.”

Outgoing Court Executive Officer, Richard Feldstein, will retire on November 19, 2018, after 20
years of service to the Superior Court of Napa County. He initially served as Assistant Court
Executive Officer and was appointed as Court Executive Officer in 2010. The judges and staff
of the Court express their gratitude to Richard for his many years of exemplary service and
dedication to our court and the administration of justice. We wish him good health and much
happiness in retirement.
