1. EXECUTIVE SUMMARY
The Indonesia flagged Split Barge SB 54 was inspected on the 05 Feb 2015 at the Rukindo
Yard / Indonesia as required by client for purpose of establishing the general technical
condition and upgrading repair cost estimation of the vessel based on the superficial
condition survey of the vessel at the yard.
The vessel was inspected when she was safely moored alongside other ships at Rukindo
yard berth just arrived at the same day from operation point at Tanjung Priok.
The vessel’s crews were generally helpful in assisting the inspector throughout the inspection
process as much as possible where they know and provide all information as requested. The
inspectors were also accompanied by the Rukindo company staff during the ship inspection.
In inspectors’ opinion, the vessel is assessed to be in a very poor state of standards and
assessed to be not sea worthy even she just arrived from operation. An up gradation proposal
and estimated costs basis the superficial inspection conducted, is proposed to the client for
further consideration of the future plans for the vessel.

THOME MARINE CONSULTANTS PTE LTD Inspection Report
All trading and class certificates were sighted overdue as vessel maintenance activities
were halted from the company pending further notice.
Below is a summary of the BKI records as downloaded from the class status which indicated
that the vessel class is withdrawn due uncompleted class survey from the ongoing repair
and docking works :
Two powerful hydraulic cylinders on forward and aft of cargo hold enable safe opening an d
closing of entire barge longitudinally. Rubber sealing fitted on closing landing surface prevent
water ingress during loaded condition.
Vessel is fitted with 2 units external propulsion Type Shottel driven directly by diesel engines
There were no reported major modifications conducted for the vessel since in operation.
Below is an overall summary of the condition of the vessel as noted during the time of
inspection.
Deck fittings and load lines items were sighted in very poor condition and partially missing.
On the main deck areas, paint coats were sighted completely worn out on most areas and
apparently no more maintenance since long time. Most of deck platings are subject to be
renewed as sighted to be heavily corroded and pitted, and will be subject to UTM gauging.
Aplenty of deck de-rust blasting will be required to determine further visually the
condition of the deck platings and fittings and apply a new protective coating. Load
line related items such as railings, hatch access, vent heads, watertight doors are
generally sighted in bad condition and will require repair / renewal.
The forecastle deck is sighted in poor condition with heavy severe pitting and corrosion on the
deck plates, and various deck fittings are mostly in frozen condition.
The vessel is fitted with anchor windlass and mooring gears on deck, and they were sighted
in poor condition without evident maintenance regimes and activities.
The workboat onboard seems to be not operated for very long time and the boat davits seem
to be seized and inoperable.
DECK MACHINERY, CRANES
Only forecastle windlasses fitted on both Port and Stbd side and hand operated rope store
drums which observed to be in poor condition. Brake linings worn out and require to be
renewed.
Heavy rusty scales observed at the cargo hold hatch and structural members. The hydraulic
cylinders for opening of cargo hold – splitting of barge reported to be in good condition
however required to be generally overhauled. The split hinges found to be with large and not
acceptable clearances and need urgent recondition
BALLAST TANKS
No ballast tanks and void spaces were available for detail close up inspection this time round.
They were just opened on inspectors request and visually sighted from above the manhole
and noted that the tanks coating is completely broken down or not been applied at all and no
anodes fitted. Most of the structural members mainly found wasted and tinned – stiffeners,
brackets, longitudinals and frames.
Further UTM gauging will be required to establish actual and more accurate steel condition
and renewal repair scope.
During time of inspection, the vessel is connected with shore electrical power supply and
engine room machineries were not operated. The engine room is painted, and general
appearance assessed as poor condition. Engine bilges were sighted with heavily oily stains
as some leakages are sighted on misc. valves and various engine room pumps, strainers etc.
The generators are generally sighted to be free from oil stains and leakages, Exhaust trunking
laggings were sighted poor and required to be renewed
A separate Hydraulic room is fitted. The compartment is sighted poorly maintained and of
poor housekeeping practice.
Rubber mats are not sighted on some local electrical panel and are recommended to be
placed in front of these electrical panels for good marine safe practice.
MAIN ENGINE, GEARBOX AND SHAFTING
The vessel is fitted with 2 units of 4 strokes, marine engine, coupled to a Schottel propeller via
an intermediate shaft and a reduction gearbox.
The port side Main Engine reported to use only in emergency as the gear coupling slips and
the Schottel propulsion leaks oil.
Below are the details of main engines:
The total running hours were not sighted and seems not be available as per engine log book.
Besides the sighted engine log book on the running hours, most other maintenance
documents and records, such as LO analysis, performance reports, last overhaul service
report were not sighted nor retrieved during time of inspection onboard.
OEM service reports etc, were not sighted nor found during time of inspection onboard.
AUXILIARY ENGINE/S
The vessel is fitted with 2 units of auxiliary diesel driven engines.
Besides the sighted engine log books on the running hours, most other maintenance
documents and records, such as LO analysis, performance reports, last overhaul service
report, measurements etc, were not sighted nor retrieved.
EMERGENCY GENERATOR
An Emergency Diesel driven Generator Engine is provided onboard as per SOLAS
requirement and located at the poop deck in between two Main Engines. It was reported to be
in operational condition
BOILER/S
None Fitted.
STEERING SYSTEM
Steering with Schottel propulsion units and reportedly functional since last deployment.
MARPOL EQUIPMENT
All the MARPOL equipment majority missing and were not operated for a long time and thus
full reactivation servicing checks will be required.
The engine room pipes and valves were sighted generally still intact though some sections
such as the cooler inlet / outlet elbows, overboard valves etc will be required for renewal.
Apparently it is understood that the operating hours of the machineries are not high
comparing the age of the vessel, though this needs to be checked against the running hours
records to ascertain the details.
AIR COMPRESSOR/S
Small portable air compressor available on board and reported to be in good condition
No central refer plants fitted and portable large refrigerators fitted in ships galley
ACCOMMODATION
The vessel’s accommodation decks are designed as typical Asian standard. There 2 men / 4
men cabins for crew and single berth cabin with attached toilets for ship Master, and Chief
Engineer.
The mess rooms were sighted to be generally in clean condition. Cooking equipment and hot
plates were reportedly in order though galley floor tiles sighted broken and pest control to be
done.
Some of the light fittings, toilet fittings, general cleanliness should be done as per MLC
guidelines.
The vessel is fitted with one PC located at Mess room but not sighted function of same.
There is no central cold rooms fitted onboard, and in place some portable fridge / boxes used.
Some roaches were sighted in the galley areas.
A fire detecting system is originally fitted on ship but it’s not in operation and required
complete and extensive testing and repair.
IMO symbols on weather deck and outside accommodation areas are sighted rather worn out
and are recommended to be replaced for improved cosmetic appearance.
