    Abstract

    MANILA, Philippines – President Rodrigo Duterte delivered his 3rd State of the Nation

    Address (SONA) on Monday afternoon, July 23, where he told Congress he wants the

    second package of tax reforms passed before the end of the year.

    Duterte also asked for the passage of laws for the creation of a disaster management

    department, national land use rationalization plan, universal health care system, and

    a ban on contractualization, among others.

    He warned that his administration's war on drugs would remain relentless, and that

    irresponsible miners and rice cartels would suffer consequences if they don't shape up.

    Citing his order to close tourist destination Boaracay to rehabilitate its environment,

    \he told local government executives not to make him do their jobs.
