1 SCOPE
This Method of Statement specifies the detailed requirements for the process installation the cathodic
protection system, all safety measures, and precautions are taken into consideration during the execution
of the work.

2 DEFINITIONS

2.1 Project Parties


COMPANY LUKOIL MID-EAST LIMITED (LMEL)
CONTRACTOR Consortium of ENTREPOSE PROJETS & RAFIDAIN OIL SERVICES COMPANY
(EPRO)
CONTRACT Refers to the contract awarded by COMPANY to CONTRACTOR for the work
and services of project management, engineering, procurement, supply,
transportation, construction, pre-commissioning, mechanical completion and
hand-over to COMPANY of the PROJECT.
PROJECT Refers to TUBA TANK FARM EXTENSION comprising three (3) tanks of

66,000m each which forms part of the development of the West Qurna (Phase 2)
Contract Area.
SUBCONTRACTOR Entity, company or group of companies entrusted by the CONTRACTOR to
perform part of the PROJECT.
VENDOR means any and all persons, firms, partnerships, companies, bodies, entities or a
combination thereof including sub-vendors and VENDOR’S, who are providing
Goods & Services to perform duties specified by CONTRACTOR.

7 Responsibilities
Project Manager
It is the responsibility of Project Manager to support all the project site, provide all the resources
which required at the site and execution of the project in compliance to project specification in
particular and engineering practices in general with quality, safety and schedule commitments.

C.M (Construction Manager)


It is the responsibility of S.M that construction activities are executed as per project
specifications, in compliance with quality, schedule & safety requirements.

Site Engineer
SE will ensure that all the works are performed as per latest Issued For Construction
(IFC) drawings & specifications.

QC Engineer / QC Inspector / NDE Examiner


It is the responsibility of QC Engineer & QC Inspector to ensure all the work to be done as per
project specific plan and as per ASME Boiler & Pressure Vessel Code, Section V

Safety·
Construction activities to be carried out with safe working environment & in accordance
with approved project specific HSE plan.

8 STATUS OF THE WORK


Installation will take place once cable route is completed.

9 INTERFACES
• Project site, is devoid from interfaces; anyhow permit will be obtained from Tuba Tank Farm
authority prior to the execution of any works.
• Coordinate with Tuba Tank Farm Managements the interface with their day to day internal activities
if any and the interference with the other progressing activities as per the Project Schedule.
• Coordinate the excavation with the existing services (piping, roads.... ..) including the tie in points.

10 RESOURCES

10.1 Personnel
Works will be carried out by well experienced personnel as below:
• Electricall engineers with 5 to 10 years of experience.
• QC Engineers 5--10 years Experience
• Surveyor with 3 to 5 years experience.
• Electrical Forman with 3 to 5 years experience.
• Labours.

10.2 Equipment
In accordance to work requirements, the following machineries and equipments will be used in general:

• Millimeter with test leads


• Copper/Copper Sulphate portable reference electrode
• Hand tools as required Client
• Test meters utilized during commissioning of the Cathodic Protection system shall be
calibrated to National or International measurement standards

11 PROGRAM OF WORK

11.1 Mobilization
Mobilization will be carried out within 2 days from the date of receiving the acceptance to commence the
works and approval of work permit from Tuba Tank Farm authorities for each task.

11.2 Sequence of work


11.2.1 Test point procedures
11.2.1.1 Pipe cable connection
• Ensure that all relevant site conditions and working practices are observed. If necessary obtain a
work permit as required by the site.
• Locate the site and clear any undergrowth.
• Check for buried services with a pipe/cable locator.
• Excavate to expose the pipe.
• Remove the coating over an area suitable for the type of connection to be used
• Carefully with a hot knife, scraper or grinding burr. Do not use a chisel or other
• Instrument that could damage the pipe. The area should be cleaned to a bright finish.
• Make a connection to the pipe using an approved method. This may vary according
• to the pipeline operator. Generally, this will be by pin brazing. See separate method
• Statement which details the appropriate pin brazing procedure.
• Test the connection by pulling the cable using body weight in the direction that the
• Cable lies.
• Coat the pipe and cable to waterproof the joint. The repair should be to the same
• Standard as the original coating.
• Backfill the excavation and re-instate the ground.
• Excess spoil to be removed from site.

11.2.1.2 DC Cables
• Cable connections to the pipe should be made.
• Buried cables should lie at a depth that will protect them from disturbance by
• Ploughing or other excavations. Cable tiles or cable warning tape should be used to
• Warn of the presence of the cable during any subsequent excavation.
• Cables should be color coded or marked to identify them.

11.2.1.3 Sacrificial Anode


• Installation of sacrificial anodes should be in accordance with BS7361.
• Ensure that all relevant site conditions and working practices are observed. If
• necessary obtain a work permit as required by the site.
• Locate the site and clear any undergrowth.
• Check for buried services with a pipe/cable locator.

• Excavate to the required depth, and excavate trench for cable as required.
• Ensure that any plastic covering is removed from the anode. The muslin bag should
be left intact.
• Place the anode in the required position and water thoroughly. (A bucket of water is
ideal)
• Terminate cables as required.
• Backfill the excavation and re-instate the ground.
• Excess spoil to be removed from site. Client: Method Statement

11.2.2 Transformer-Rectifier Procedures

11.2.2.1 Ground bed


• Ensure that all relevant site conditions and working practices are observed. If
necessary obtain a work permit as required by the site.
• Locate the site and clear any undergrowth.
• Check for buried services with a pipe/cable locator.
• Excavate to the required depth, and excavate trench for cable as required.
• Arrange the anodes and main cable ready for installation.
• Connect the anodes and the main cable according to the specification. Actual
Connections are usually made by line tap (split bolt) and sealed with an appropriate
Splice kit filled with resin. Ensure sufficient time is allowed for the resin to set.
• Allow sufficient cable to enable either termination in a junction box near to the
Trench or at the transformer. This will be specified according to the design of the
System.
• Test the continuity of the cables.
• Use half the carbonaceous backfill and line the bottom of the trench.
• Place the anodes and main cable on the carbonaceous backfill.
• Use the remainder of the carbonaceous backfill to cover the anodes.
• Backfill the trench and re-instate the ground.
• Excess spoil to be removed from site.
• Terminate the cables appropriately.

11.2.2.2 DC Cables

• Cable connections to the pipe should be made.


• Positive or ground bed cables should be treated with great care to prevent any
Damage to the insulation.
• Buried cables should lie at a depth that will protect them from disturbance by
Ploughing or other excavations. Cable tiles or cable warning tape should be used to
Warn of the presence of the cable during any subsequent excavation.

• The specification may call for above ground installation of cables. In this case, the
Cable should be installed as required in the specification.
11.2.2.3 AC Cables

• Generally AC mains voltage cables will be provided by the electricity supplier and
Terminated by them or by a qualified electrician. If it is necessary to install mains
Voltage cables then the requirements of BS7671 should be observed and advice
Sought from a qualified person.

11.2.3 Transformer Rectifier

• Ensure that all relevant site conditions and working practices are observed. If
necessary obtain a work permit as required by the site.
• Locate the transformer rectifier at the planned point of installation. This may be on a
prepared concrete plinth, on a wall, or on a pole.
• Fix the unit in place using appropriate fixings.
• Test the unit according to the specification.
• Terminate DC cables to the appropriate connections. Take particular care to observe
the polarity of the pipe and ground bed cables.
• Energize the system and carry out any testing procedures.
• Commission the system.

Cleaning
After completion of installation, remove burrs, dirt, and construction debris and repair any damages,
scratches and abrasion.

11.3 Demobilization
As soon as the construction works are completed, machinery and equipments which are not necessary
for the successor activity will be demobilized from work site.

12 QUALITY
• The works shall be executed in accordance with 8015-0151-ENTR-00-000-QC-PN-00001,
Consortium Project Quality Plan.
• The works shall be executed in accordance with approved Inspection Test Plan (ITP) Document
• The contractor QA/QC engineer will be monitoring the entire activities and as per the inspection
level in the aforementioned ITP.
• Quality Control department shall retain all Material Certificates, tests, and inspection records.

13 HSE

General
• Work is to be carried out in a safe manner and in accordance with the H.S.E Program and Safety
Policy. Site operatives shall be well inducted for the safe operation of the machineries, equipment
& tools to be used.

• Personnel Protective Equipments will be used by all staff & labours. The minimum personal
protective equipment is as follows:
• Safety helmet
• Safety footwear
• Eye protection
• Gloves
• Overalls
• Any other equipment required by the site operator or deemed necessary by the task.
• Before carrying out the field works, work permit will be obtained from Tuba depot authority, daily
or as per the regulation implemented.
• All regulation implemented by Tuba depot authority at site will be respected.
• Proper barricades and traffic signs shall be placed around the work site location whenever
required.
• Trained people with banner to regulate the traffic passages of vehicles and machineries.
• "Tool Box" talk or "Safety Talk" shall be conducted prior to the commencement of each activity.
• If weather will be dusty in some times during the work periods, then water will be sprayed
whenever required on dusty areas to prevent blowing and spread of dust.
