Care facility and is still missing a week later.
Mr Smith, from Mt Doran, is 88-years old and relies heavily on heart medication
and morphine patches for back pain. He also left without his walking stick or
his walker.
Police say Mr Smith left the Ballan facility between 5.30am and 7.10am on
Monday 8 October.
“A confirmed witness came forward and said they had picked Mr Smith up on
Old Melbourne Road in Ballan and drove him to an address in Mt Egerton just
after 7.30am,” Sgt Michael Kearnes from Ballan Police said.
Mr Smith’s children, Geoff, Helen and Wendy attended two press conferences
at Ballan Police station and said the property at Mt Egerton belonged to a friend
of their father.
The friend was not home and the whereabouts of Mr Smith remained a mystery,
until last Thursday.
Inspector Brendon McCrory from Bacchus Marsh police said the police airwing,
SES, Ballan Police and Moorabool CIU have been conducting searches and door
knocks in the Mt Egerton and Morrisons areas.
“We had a call from a witness who said they saw Mr Smith at the Morrisons
cemetery on the Tuesday morning. Unfortunately, they did not come forward
until two days later,” he said.
“We have no new news or sightings since then and encourage the community
to please be vigilant and check all out buildings and sheds, as we continue our
search for Mr Smith.”
Amid tears and grave concerns, the family said Mr Smith needed to be back in
care for a while.
“He is a fiercely independent man and was determined to get home. He hated
where he was, and we were putting plans in place to get him home,” daughter
Wendy said.
“We feel he has taken the bull by the horns to try and get home himself,” she said.
“Dad has been a very strong-minded man all his life and would be in considerable
pain without his medication.”
Daughter Helen from Maldon said she believed her father may have had “to get
some aid and someone has helped him out, without realising he is an escapee!”
In 2016, Mr Smith received a Certificate of Achievement – Citizen of the Year
in the Moorabool Shire Australia Day awards for his service to the upkeep and
maintenance of the Morrisons cemetery.
Mr Smith had been in the Ballan Aged Care facility recovering from leg ulcers
for the past couple of months, and questions have arisen about his access out of
that facility without supervision.
“We can confirm that a Transitional Care Program (TCP) client left the Ballan
District Health & Care Hostel on Monday morning and is still missing,” an
unsigned and unnamed statement to the Moorabool News read.
“Our priority is to ensure the safety and wellbeing of our client and supporting
the family through this difficult time.
“We are actively assisting in the search effort and reviewing arrangements at the
service to reassure the community of the safety of all residents of our service.”
And one last message from the family.
“Dad give us a call please. You are going home; we were not going to stop you
from going home. We really miss you dad.”

The State Labor Treasurer Tim Pallas made
the funding announcement of $1.6 million
at the Reserve as part of the Community
Sport Infrastructure Loans Scheme, which
provides low-interest loans for councils,
clubs and organisations to deliver and
improve community sport and recreation
infrastructure.
The loan of $1.6 million to Moorabool
council will deliver lighting projects at
Ballan, Gordon, Wallace, Bungaree and
Dunnstown recreation reserves.
Treasurer Pallas thanked the Moorabool
Shire “for the way they’ve engaged with the
state,” and noted the quality of the Shire’s
submission to the scheme.
“The loan will be repaid at a significantly
reduced interest rate; where Moorabool Shire
and the government pick up half each,” he
said.
Moorabool Mayor Paul Tatchell said the
project is a “non-political scheme”.

The white weatherboard All Saints Anglican Church standing on a hill in Blackwood
since 1865 has been sold and deconsecrated.
The church set on 7000 square metres of land (just under two acres), sold for $500,000
on 25th July to Melbourne resident Nigel Edwards, after a calling for Expressions of
Interest.
According to a spokesman for the Anglican Church, All Saints was put on the market
because it was “surplus to requirements.”
By 2016 the church-going congregation had diminished to just two – Judith de Groot
who lived and worshipped in Blackwood for 30 years, and Ballarat resident Bruno
Micic who came to Blackwood for every church service – with Sunday service held
once a month before ceasing altogether.
Mrs de Groot says she is disappointed with the lack of communication from the
Anglican Diocese regarding the sale of the church, a sentiment echoed by long term
Blackwood resident Elizabeth Hall.
“It would have been good if the Diocese had let us know their intentions, even though
the church was closed,” says Mrs de Groot.
The Right Reverend Philip Huggins, Assistant Bishop in the Diocese of Melbourne
officiated at the Church’s deconsecration service, attended by eight Blackwood locals
and ex-residents, on 18 September this year.
Deconsecration is the act of removing a religious blessing from a place of worship in
order for the church to be sold, demolished or used for non-religious activities.
New owner of All Saints Mr Edwards who took possession of the property in September,
plans to use the property as a weekender saying he is “conscious of retaining it as it is.”
“The tennis court will still be open for community use,” he said.
Mr Edwards, familiar with the area having attended the Blackwood Easter Fair for the
past five years, met some of the local residents at a recent BBQ at the post office and has
joined the Blackwood Progress Association.
He says there is considerable work to be done on the building to make it habitable in
order to abide with planning permits and guidelines, with restumping, rewiring and

Want to put your skills to practice?
The CFA has been trialling new Community
Bushfire Scenario Workshops in high risk
areas throughout Victoria, and Bacchus
Marsh has been selected to take part in this
new initiative.
The workshops are designed to inform and
educate, encouraging the community to have
an active role in how they would react, plan,
and survive in a bushfire situation.
“As we are coming into possibly one of
the worst fire seasons for many years, our
Brigade is being proactive to engage the
Bacchus Marsh and Districts community
to make them more aware to be prepared
on how to survive in the event of bushfire,”
said Bacchus Marsh Urban Fire Brigade
Community Safety Manager Scott Pepin.
“It will also give the community a chance
to interact with our volunteer fire brigade,”
he said.
Set inside the Darley Fire Station, the
evening is set up as a three-way role-play
session, where the public interact with the
facilitator to cover a serious topic but will
include a few lighter moments.
The Scenario Workshop will occur on
Tuesday 23rd October at the Darley Fire
Station at 75A Albert Street Darley. There
will be a free BBQ prior at 6pm, followed by
the workshop at 7pm.

An Adoption of the Planning
Scheme Amendment C81 has been
passed at a Special Meeting of
Council, but not without a packed
gallery and numerous speakers to
the item.
Amendment C81 seeks to
implement the Bacchus Marsh
Urban Growth Framework (UGF)
by updating the Municipal
Strategic Statement and inserting
the UGF as a reference document.
In the agenda report for the
meeting it stated the UGF identifies
future residential growth precincts,
new employment precincts and
key infrastructure requirements
within the Bacchus Marsh district.
“Council does not presently
have any growth management
framework for Bacchus Marsh,”
the report read.
“Greater clarity on growth
management is urgently needed,
for the benefit of all stakeholders.”
Prepared by Council, in
collaboration with the Victorian
Planning Authority (VPA),
Amendment C81 was exhibited
for a period of six weeks in late
2017 with a total of 55 submissions
received.
An independent Planning Panel
was appointed, by the Minister
for Planning, to consider the
submissions via a public hearing
conducted in May and June of this
year. The Panel’s report, which
was received in early August,
recommends that Amendment C81
be adopted as exhibited, subject to
some changes.
Bob Levy was neither an objector
nor a supporter to the item but had
a question for council after reading
a prepared statement about the
Special Use Zone 1 (SUZ1).
“The purpose of a SUZ is to protect
an activity carried out in an area
deemed important to protect. Like
a water catchment, or a theme park,
or perhaps an airport, and even a
mine,” Mr Levy told the meeting.
“The SUZ1 here in Moorabool is
in place at Maddingley to protect
the original Maddingley Coal
site/licence. Unfortunately, at its
conception on June 15 2000 it was
also placed over privately-owned
properties that are not part of
Maddingley Brown Coal. There
was no compensation offered.”
Mr Levy asked council if the Shire
would name and address the SUZ1.
“… separating it from the buffers
outlined in this panel report,
and seriously consider reducing
the zone to the borders of the
properties concerned, as is done by
a majority of Shires in the State?”
he asked.
“In essence, Council put aside
$20,000 for the 2018/19 financial
year to be matched by funding from
State agencies to resolve future
planning and infrastructure needs
in and around the Maddingley
Brown Coal site,” Manager
Strategic Planning & Development
Andrew Goodsell said.
“We expect to complete that work
in the current financial year with
any amendment likely to follow
in the year 2019/20 (subject to
funding).”
Councillors voted to accept the
recommended changes to the
exhibited version of the Bacchus
Marsh Urban Growth Framework
and the Local Planning Policy
Framework and will now submit
the adopted amendment to the
Minister for Planning for approval.

Methamphetamine was the
driving factor which left a man
homeless, living in multiple cars
over the last four years.
David Howard was first found
in an unregistered vehicle in No-
vember 2015, which had four un-
roadworthy tyres, and was later
impounded.
In 2017 on October 11, Howard
was intercepted by police on High
Street in Melton with New South
Wales registration plates on his
vehicle which did not match the
registration of said vehicle.
Prosecutor Constable Aimee
Heal told the court the accused
was unlicensed and was asked
to undertake a preliminary oral
fluid test, to which he tested posi-
tive to methamphetamine.
March 30 of this year, the ac-
cused allegedly performed a U-
turn 300 metres away from a pre-
liminary breath testing station on
High Street.
Howard was asked to undergo
a preliminary oral fluid test and
again tested positive for metham-
phetamine and cannabis.
When asked why he took said
illicit substances, he replied, “I
take it while I work for my pains.”
The accused’s lawyer told the
court of Howard’s hardship with
homelessness after being sepa-
rated from his family.
“He was isolated in his car, the
vehicles are what he was living
in,” the accused’s lawyer told the
court.
“He didn’t know he had to at-
tend court due to moving address
and having nowhere to live.”
Magistrate Ron Saines said this
is a serious example of unlicensed
driving on a regular basis.
“But I see it as desperation and
difficulty rather than criminal
activity.”
David Howard was issued a
community corrections order for
15 months, having to do 180 hours
of unpaid community work. He
was also advised to participate in
treatment and rehabilitation for
drug use.

For Indigenous people, grass trees were
used as, and continue to be, an important
resource.
Plant ecologist Dr John Patykowski writes
articles for The Conversation that the resin
secreted by the leaf-bases was used as an
adhesive to attach tool heads to handles,
and the base of the flowering stem was
used at the base of composite spear.
During European settlement, the resin
was also used in the production of medi-
cines, as a glue and varnish, as incense
in churches, and the production of wine,
soap, perfume and gramophone records.

Following the adoption of the Stage 1 Plan, Council is now undertaking a Local Area Traffic
Management (LATM) study of a further area in Bacchus Marsh, with the aim of creating better
traffic flow and safer roads.
Engineering firm Cardno has been commissioned to review traffic, parking and safety issues
within the Bacchus Marsh area and assist with the study. The study area is bound by Main and
Fisken Streets, and the Werribee River and Korkuperrimul Creek.
Input from residents is crucial to achieving good outcomes.This feedback forms part of the initial
community consultation for the project and will assist in developing a draft LATM plan.
Council is seeking feedback on a range of issues, including traffic speed and irresponsible driving,
increased through traffic, heavy vehicle use, lack of infrastructure such as pedestrian crossings,
pedestrian and cyclist safety, and parking issues.
A direct mail-out has been sent to those within the study area, but Council is also seeking input
from those who may not live directly in the precinct, but use the roads and wish to provide feedback.

Geologist Roger Piersons says the Bacchus Marsh area “has never been in a better spot” for
prehistoric discovery.
“Bacchus Marsh is rich in sites that tell the story of extreme events. 480 million years of
geological history has left Bacchus Marsh with some of the most interesting sites in the
world,” he said.
Mr Piersons will be a guest speaker at ‘Bacch-Chat’ in the Lerderderg Library at 10 am on
Saturday 3 November 2018.
The library display is sponsored by the Bacchus Marsh Council Trench Reserve Committee
of Management and the Geological Society of Australia (Victoria).

Fossil Triassic Horsetail: During the Triassic period flowering plants had not evolved.
Fossils of ginkgo, ferns, cycads, conifers and liverworts have been identified at Council
Trench Reserve. This small fossil has preserved the distinctive ribs of Horsetails. They are
220 million years old.

Graptolite 480 m: 480 million years ago our area was under the sea. Small marine
creatures, ‘v’ shaped Graptolites, were washed into sediment deposited on the sea floor.
They were pressed into their shape and preserved in grey slates now found in the Bacchus
Marsh area.

Too close for comfort

A 47-year-old man who was at the end of a four-car pile-up, attended the Bacchus Marsh
Magistrates’ court on Friday October 5 to contest a careless driving charge.
John Galea was allegedly travelling too close to the car in front of his, soon colliding with
said car and contributing to an accident.
According to the accused’s lawyer, Galea was the fourth car in a four-car pile-up and not the
driver who caused the accident.
“It all happened quickly in front of him,” the accused’s lawyer told the court.
“He [Galea] was at a safe distance but the collision was unavoidable. No one else in the
accident faced any charges.”
“I’m not unsympathetic, but in a way, it speaks for itself,” Magistrate Gregory Robinson said.
“He’s meant to be at a distance where he is able to stop without ramming into the back of

Adopt a kitten is in season

Spring, the season of re-birth
awakening after Winter, used to be
the clearly defined time of the year
known as kitten season.
While kittens are now born
throughout the year, Bacchus
Marsh Veterinary Centre (BMVC)
owner Dr Sandy Roberts still sees
a seasonal influx of litters this time
of year being handed into Moora-
bool Shire Council.
BMVC veterinarian Brittany
Sykes, who assists Dr Roberts with
kitten season adoptions, says dur-
ing the ten years the program has
been running they have adopted
out about 2000 kittens and cats.
According to Ms Sykes abandoned
or stray litters or individual kittens
are handed into the council where
they are assessed and held until
claimed or re-housed with people
wanting a kitten.
Those not claimed are passed onto
BMVC for the adoption program.
While Dr Roberts is the master
mind behind the program, Ms
Sykes assists and manages kitten
season adoptions saying, “I am
particularly passionate about it as I
have a fondness for cats.”
Ms Sykes says BMVC work closely
with Moorabool Shire, doing the
veterinary work to have the kittens
de-sexed, vaccinated, wormed and
micro-chipped and health checked
before being put up for adoption.

Ms Sykes says “we house as many
as we can for people to come and
meet.”
She says the centre gets families
wanting a kitten for their kids, old-
er people who want a companion
or anyone who just wants to give a
home and love to a kitten.
“One of the nicest parts of my job
is being able to save the kittens and
get them out into a happy home
where they are loved,” says Ms
Sykes.
“We don’t give up on them. We
pretty much re-home all the kit-
tens and cats brought into us from
council.”
Moorabool Council’s Community
Safety department said before any
feline goes through the kitten re-
homing program (and despite the
name, cats of all ages go through
the program for adoption) they are
held as a stray animal for a mini-
mum of eight days in case their
owner comes forward to reclaim
them.
“Once the kitten has completed
its eight days as a stray and is old
enough and healthy enough, they
go to the vets for a vet work com-
pleted check. This includes de-sex-
ing, microchipping, a vaccination,
health check and worm and flea
treatment.
Council said if any medical issues
are noticed at the time, the Com-
munity Safety team and the local
vets liaise with each other to decide
the best path of treatment.
“Often kittens come in underage
or underweight and are not able to
be de-sexed following their eight-
day holding period. If this is the
case the kittens will be held at the
pound and monitored whilst being
cared for until they are old enough
to have their vet work done.”
The costs of the kitten season
adoption process and program is
covered by BMVC.
Ms Sykes says there is not a simple
way of encouraging cat owners to
have their animals de-sexed.
While sometimes it is a personal
preference of the owner not to de-
sex their cat, domestic and feral
cats have an impact on the natural
animal life (birds and small
mammal) within the shire.
BMVC charges $190 to have a
cat spayed. If financial hardship
precludes de-sexing there are
programs that can assist says Ms
Sykes. Humane Society vouchers
cover some of the cost.

The Centre held their Offi-
cial Opening of the 2018/19
track & field season. Presi-
dent, Maria Downes ex-
tended a warm welcome
to Life Members, Distin-
guished Service Members
and wished all athletes the
best for the season. Centre
Captains, Kayla Downes
and Solomon Miesen were
announced and presented
with Captain badges and
certificates.
Once all the formalities
were completed the compe-
tition meet got underway.
The keen and enthusiastic
athletes produced some fan-
tastic results with three new
Centre records set for the
day. Nelson Banigo bettered
his own 100 metres record,
stopping the clock in a new
record time of 13.82 seconds.
Nelson then backed up with
another top performance in
the Under 10 60m Hurdles
BMLAC 2018/19 Centre Captains, Solomon & Kayla.

for the day, running a time
of 10.37 seconds. Kayla
Downes set her first Centre
record, throwing the Discus
25.13 metres in the Under 16
event.
The Centre hopes to enter
a number of teams into the
upcoming Relay Champion-
ships to be held in Melton on
November 17 and encour-
age all Under 9-16 members
to join the BMLAC Relay
Squad.
Division 3 was at home to
Central Wendouree bowling
club last Saturday and the
weather was perfect for
some great bowls.
Ballan got off to an early
lead and the scores were
never far apart for the
entire afternoon, but luckily
Ballan was able to hold on
to a 16-shot win. The rink
of Stewart, McNaughton,
Jenkins and Smith were the
biggest winner of the day by
21-shots.
The rink skippered by Peter
O’Connell won by 11-shots
while the rinks of skippers
Love and Coffey had close
losses.
Division 9 travelled to
Daylesford and after a very
tight tussle all day were
unfortunately beaten by just
9-shots overall. The winners
for Ballan were the rinks of Gathercole, Peter Bourke (first game), Pitcher, and Barry Robinson
by 5-shots and Hodge, Laverick, Dowling, and Scott won by two. The rinks of D Robinson
and G Cornell both had narrow losses.
Last week the Major draw was won by president David O’Hanlon, while the members’ draw
was unclaimed and will be jackpotted to $100 next Thursday night.

The Darley Lions first grade
outfit has squandered another
opportunity to kickstart their
season on their home deck,
suffering a four-wicket loss to
Wendouree last Saturday.
The day started well for the Lions after winning the toss
and electing to bat. Similar to last week the opening pair of
Michael Alexander (44) and Ryan Ali (18) did the hard yards
early, putting on 40-runs for the first wicket.
Alexander, whose innings included six boundaries, had
the visitors on the back foot before he was bowled trying to
sweep, with the score on tender hooks at 4/95.
While the middle order duo of Joel Cadman (21) and Heath
Pritchard (16) showed some resistance to put on 26 for the
fifth wicket, the tail offered very little. The Lions lost their
last six wickets for just 15-runs to be all out for a vulnerable
136 off 45.3 overs.
Lions playing coach Michael Alexander was frustrated with
the batting performance.
“Even though we were better with the bat this week, we just
gave up any momentum we had too easily,” he said.
“Too many wickets falling too regularly makes it tough
going,” he said.
“I thought we were about 20-runs shy of being right in the
game.
“The wicket was a little drier than last week but overall it
played well, runs were easier to score early when the ball was
coming onto the bat.”
The Lions slim hopes of defending their modest total were
given a boost when Dale Lock (2/21) dismissed Wendouree’s
two opening batsmen in good time to have the visitors
reeling at 2/18.
A steadying third wicket partnership of 60 would relieve
the pressure and ultimately set up the win for Wendouree.
The Lions bowling effort was again stoic and economical
despite ‘wide’ trouble on occasions. Ten-wides didn’t help
the defence even though it was a better return than their 15
the previous week. It took the visitors 48.4 overs to overcome
the run chase.
Lions speedster Dale Lock was ably assisted with the ball
by 18-year-old off spinner Corey Beaton (3/24) and Bradley
Barnes (2/20) from their allotted 10 overs, but defending 136
was always going to be tough against the strong batting line-
up of Wendouree.
Alexander acknowledged that there were problems with the
bat, but to look at the team with a glass half full, he’s been
very happy with the bowling group.
Darley will host East Ballarat this Saturday in what is
looming as a mini crunch game already for the club after two
opening round home losses. East Ballarat have a win and a
loss on the board thus far.

Cricketers receive club awards Ballan Cricket Club

The Ballan Cricket Club has
begun their 2018/19 season,
so it is only appropriate to
acknowledge the presen-
tations from the 2017/18
season.
Club President and senior
coach Noel Heafield was
MC for the evening and
loosened up the crowd of
around 150 with some hu-
mour and laughs.
The U12s and U13s all re-
ceived individual awards
from their coaches, Troy
Connor, Anthony McIlwaine
and Ash Smith.
The U14 awards were pre-
sented by Noel Heafield,
with Daniel Pascoe receiv-
ing the U14 Cricketer of the
Year Award.
Peter McGregor delivered
the U16 awards with his son
Jack winning the U16 Crick-
eter of the Year shield.
Next up were the awards
for the One Day C Grade
side with Captain Rob Lind-
sey doing the honours along
with Noel. Tyler Trickey
won the Chris Mullane 2nd
XI Cricketer of the Year with
Chris presenting the shield.
From the Firsts (1sts) Cap-
tain Michael Snaith and
Noel handed out the awards
with Dave McConnell pre-
senting Michael with the
McConnell Family 1st XI
Cricketer of the Year.
Michael Conroy presented
the Leigh Conroy Memo-
rial Best Clubman award to,
dual winners, Troy Connor
and Anthony McIlwaine for
their tireless efforts behind
the scenes and with the U12
team last season.

line all day, led by Michael Snaith with five
wickets and Ben Loughnane four wickets; they
were well supported by all fielders.
