RE: Destruction of Multi-purpose Drying Pavement (MPDP) of Minanga Este,

Buguey ,Cagayan

Sir,

Thank you so much to your attendance to this matter. Nevertheless, your reply seemed to
be more of a question rather than an insight. I believe that the presumption of regularity
of the donation and its lawful construction should stand and must first be rebutted in
the proper court before they could rightfully destroy the Government property.
Without any court order or proof of their ownership, a status quo prevails.

Also, I would like to make clarificatory statements on the following matters, to wit:

That the only issue here is the “destruction of Government property” and not
issue of ownership.

That the land donated by my family is not a part of their title and it is nowhere near
their land. It is actually on the opposite side.

[Mere presence of title NOT within the metes and bounds of the subjected
property or without a verification survey certified and approved by
DENR to “virtually prove” the location of the property - that it is within
their “Titulo”, proves nothing of a value.]

That the claims of Vice Mayor Leeve Antiporda have not been proven in court - if
their title includes the subjected area.

That although there is a dispute already filed with the proper jurisdiction until and
unless proven otherwise, the Barangay enjoys its lawful possession and cannot
be destroyed by anyone even a claiming Vice Mayor and or Mayor.

That Mayor Lloyd Antiporda had committed grave abuse of authority by

obstructing and or influencing the investigation by wilfully rendering wrong
statements of facts to the DILG.

That the Multi-purpose Drying Pavement was constructed during the

incumbency of Mayor Lloyd Antiporda. Should it be over the lot of his brother
Vice Mayor Leeve Antiporda, they should have halted its construction and not let
the government expensed for its construction and then later on just destroy while
being used for its purpose.

 That the benefits of the (MPDP) Multi-purpose Drying Pavement are as follows:

1. Docking area for the fishing boats

2. Disembarkment area of fishes caught by fishermen

3. Commercial area for fish vendors

4. Solar dryer for crops such as palays (for farmers)

5. Solar dryer to dry salted fishes (for fishermen, fish dealers and personal
consumption)

6. Playground for the youth

7. Parking Area for Public Transportation (tricycles and jeepneys)

8. Freedom Park (designated by former the undersigned)

9. Recreation area during Patronal Barangay Fiesta

10. Alternative area for assembly meetings

Now, its nowhere its uses. And there is a immediate public demand for its absence.
Its destruction also caused the people to lose earnings. Please find images

For public welfare and necessity, I urge you to investigate the matter seriously and
expediently and take the lawful course against our Mayor and Vice Mayor for gross
violation of law.
