JOB DESCRIPTION

Role Audit Manager Team Directorate of Audit, Risk and


Assurance
Reports To A Head of Audit and Assurance Directorate DARA
Post Reference Grade 4
Purpose of the Role (Give a brief overview of the job, its context in MOPAC and the contribution it makes)

To assist senior management of the Directorate of Audit, Risk and Assurance with their responsibilities in
achieving the Directorate of Audit, Risk and Assurance Strategic Plan, by reporting on the adequacy and
effectiveness of the governance, risk, and internal control framework for MOPAC/MPS and shared service
clients as appropriate.

(DARA Client Base: MOPAC, MPS, GLA, LFEPA.)


Main Duties and Key Accountabilities of the jobholder (List the main duties below)

1. Leading, managing and developing an effective audit team.

2. Planning and scoping audit assignments effectively, allocating audit resources, defining deadlines and
ensuring a comprehensive and appropriate terms of reference is set for each review.

3. Managing and undertaking programmed audit assignments effectively and efficiently, ensuring work is
produced to the required standard and deadlines. Identifying key risks to business objectives,
evaluating and testing controls in place and identifying areas for improvement.

4. Liaison with senior/middle MOPAC and client managers in the planning and conduct of audit
assignments discussing findings, emerging risks and actions to address identified risks.

5. Producing audit reports to meet the required standard for reporting to senior management.

6. Contributing to the development of Directorate of Audit, Risk and Assurance policies and procedures.

7. Managing systems development and advisory work of the team and undertaking the more complex
areas of work in this area, informing and advising management of issues that have risk or control
implications.

8. Performing the role of Audit Manager in support of the shared service agreements, as appropriate.

9. Developing expertise in, and advise on, specific aspects of the business.
Working Relationships and Contacts (Outline the important relationships that the jobholder must maintain and
the sort of issues that must be communicated on and/or engaged with)

 Liaison with senior/middle MOPAC and client managers as appropriate in the planning and conduct of
audit assignments discussing findings, emerging risks and actions to address identified risks.

 Managing a team of up to four staff on a matrix management basis with specific line management
responsibilities.

 Utilisation of the services of the Risk and Assurance, Administrative and Analytical Support Teams, and
contract audit staff as and when necessary.

 Liaison with MPS police officers and police staff, and members of staff of other DARA clients as
appropriate, of all ranks and grades whilst undertaking DARA audits.

 To represent DARA on project boards attended by middle and senior managers to provide oral advice on
the risk and control issues that could affect successful project delivery. This also includes the provision of
written risk and control advice covering a diverse range of complex systems, some of which are unique.

 Regular liaison with DARA client nominated single points of contact in each business group to facilitate
effective dialogue on audit related matters and the smooth progress of our annual plan.

 Liaison with middle and senior managers from other agencies, forces and departments including the Home
Office and local authorities to determine funding, governance arrangements and overlaps or gaps in audit
service delivery.

 To ensure effective co-ordination, communication and coverage of relevant issues, liaison with MOPAC
colleagues regarding audits in their areas of responsibility.

Role Requirements Qualifications and Competencies (academic and professional, knowledge, skills and
experience required to do the job)

A recognised qualification in Internal Auditing or Accountancy (at least CIIA or CCAB equivalent) with current
membership of the appropriate professional body, with the following skills, knowledge and experience:

 Experience of leading and managing audit teams


 Demonstrate personal qualities and credibility to lead, develop and motivate staff.
 Demonstrate a good level of practical experience in internal auditing.
 A thorough understanding of systems and risk based auditing.
 Comprehensive knowledge of Internal Audit standards and procedures.
 Good IT skills, competent user of Microsoft Office and IT applications.
 Analytical and enquiring mind with the ability to interpret key data/facts.
 Excellent oral and written communication skills to produce clear and concise factual findings
supporting the reported level of assurance.
 Excellent interpersonal skills and ability to work effectively with colleagues and MPS managers.
 Ability to negotiate and influence senior/middle managers to facilitate change and improvement.
 Effective organisational skills and the ability to lead a busy team working to tight deadlines.
 A personal commitment to, and good understanding of, diversity and equalities in the workplace.

 To ensure, with MOPAC’s COO and, where appropriate, legal advisors, that the Mayor, DMPC and
MOPAC fulfil their legal and audit related obligations, are statutorily compliant and respond efficiently
and effectively to relevant London Assembly committees and sub-committees
 Fully contribute to the effective leadership of the organisation and the development of a delivery
culture which enables MOPAC to improve and innovate and effectively deliver the Mayor and Deputy
Mayor’s visions.
