• Unclear program, delays in project preparation, changes
in projects including suddenly dropping or adding

• Specifications are not the “best” and not for life-cycle
costing
• Domestic content requirements such as “make in India”
• Some sectors are not moving ahead:
• Bangladesh: rail, quite slow. Ports unclear, and airports not
• India: ports and airports on PPP
• Sri Lanka: rail just starting with low capacity
