Chief Swanson Re: Officer Travis Wick On 07-29-08 at approximately 11:30 a.m. Sergeant Bearden came to me and advised that Officer Travis Wick was calling in sick. Sergeant Bearden asked Officer Wick its only 11:00 am. why don’t you wait until closer to the start of your shift and see how you feel then? Officer Wick advised he was sick and woulin’t be in. Sergeant Bearden advised me that Officer Wick sounded very intoxicated when he called. Sergeant Marlin (Officer Wick’s immediate supervisor) advised me that Officer Wick called him on this same day and spoke to him, but everything he said made no sense but he finally figured out that he was calling in sick and that he had told one of the other officers what he thought of him. Sergeant Marlin could tell he was very intoxicated when he spoke to him, because he tried to say more but just trailed off Sergeant Marlin advised ‘me that I needed to speak to Officer Hal Weiner also because he had more information about Officer Wick’s behavior on the 29". I met with Officer Weiner and asked him what happened at his residence with Officer ‘Wick. Officer Weiner advised me that at approximately 3:30 p.m. he was at home putting his daughter down for a nap, when he heard his front door open up and Officer Wick and one of his friends visiting form Minnesota came walking into his home. He advised that both of them were very intoxicated and said” Lets go to the beach! Let’s go to the beach! Officer Weiner told them he was watching his daughter and he couldn’t leave, but they kept on and on finally they left, On 07-30-08 Officer Wick came in for City Court, due to the information I had obtain last date, I advised the Chief that we needed to give Officer Wick a breath test to determine if he was under the influence of a alcoholic beverage before he could appear in court and testify on his cases. At 9:45 a.m. I had Officer Wick, Sergeant Marlin, and Chief Patton in my office when I confronted Officer Wick about calling in sick yesterday to which I told him I had evidence that he wasn’t sick but he was intoxicated is why he didn’t come into work. I then asked him if that was true? He said that he hadn’t had anything to drink since Sunday. I said Sunday are you sure? To which he said, Oh wait a minute I had a beer yesterday. He never denied what I said about him not being sick. I then told him that I could smell an alcoholic beverage on his person, and according to the Locust Grove Personnel Policy chapter 25 (A Drug and Alcohol Free Workplace) section 601.03.6 referring testing Officer Wick was asked to take a breath test, to which he stated he’s tired of being treated like shit by us then went ahead and took the test that resulted in a positive result of .036 percent. 1 then asked him to explain what had happened at Officer Weiner’s residence and he stated nothing had happened at his house, to which I asked you didn’t go over to his house yesterday afternoon? To which he stated “don’t you know why I don’t know what happened? And I said no why don’t you know? To which he asked me again” don't you know why I don’t know what happened? I said no why don’t you tell me? To which he stated I was drunk and don’t remember. At that time, he was asked to tum in his firearm and badge and go home until we notified him. Assistant ffaief Ken Swanson ‘To: The Fille From: Sgt. Jeremy Bennett Subject: Applicant Travis Wick Date: August 18, 2009 On Tuesday, August 18, 2009 at approximately 1000 hours, I went to the Locust Grove Police Department and met with Assistant Chief Ken Swanson to view and obtain the file of applicant Travis Wick that was employed as a sworn police officer with their agency. . There were two incident within his Internal Affairs file. One was a traffic stop where Officer Wick with other officers had conducted a traffic stop a person lawfully and had received a complaint for insufficient probable cause. The result was unfounded. The second incident within the file was where Wick stopped a son of a local Georgia State Patrol Captain as a suspicious person in a construction area where numerous burglaries had occurred in the past. The complaint was filed by the father of the driver and had alleged that the traffic stop was too long in time and that there was insufficient probable cause for the stop. All was unfounded except where Wick had stated that because the driver (was in the Air Force and that Wick had been in the Army) that there was a rivalry between the two branches of the military. Wick was given a verbal counseling The personnel file disclosed three (3) times calling in late to work in six (6) years 1 was for alarm clock reasons, 2™ was for a sick child being up all night, and the 3 was for oversleeping a few minutes. In addition, an incident was disclosed about Wick calling sick the day after he was to return back to work after a vacation, He was called in to municipal court the next day in order to testify on cases when and had the odor of alcoholic beverage about his person. He (Wick) was called into the office and was asked by Asst. Chief Swanson if he had consumed any alcohol today and he advised that he had one last date, He (Wick) was given a portable alcohol sensor and it displayed a.03. He (Wick) then advised that he had to turn in his gun and badge and go home until advised further. In the file closing, Wick had received approximately twenty (20) to thirty (30) commendations! praises for exceptional policing, hard work, etc from supervisors, citizens, and other officers within the department and the community. Wick then called Asst. Chief Swanson and advised that he resigning freely and voluntarily and going back up to Minnesota which he (Swanson) accepted. Sgt. Walter Marlin II (Wick’s immediate supervisor) wrote him a recommendation letter stating that he was a highly motivated, dedicated, and a hard working officer that would be a true asset to any law enforcement agency. (See Attached), A copy of the C-11 is attached which indicates that Officer Wick voluntarily resigned on 07-30-2008 with nothing further to add. (See Attached) JB/3318
