TO: ALL SANGGUNIANG KABATAAN CHAIRPERSONS

RE: SUBARAW FESTIVAL GRAND PARADE

As promulgated by the Republic Act No. 10742, Section 2, otherwise known as “Sangguniang
Kabataan Reform Act of 2015”.

Section 8 (a) further provides that in consultation and with the concurrence of the Katipunan
ng Kabataan (KK), which pertains to 15-30 years old registered youth in the jurisdiction of the
barangay, and within three (3) months from assumption to office, formulate a three (3) year
rolling plan, which shall be known as Comprehensive Barangay Youth Development Plan
(CBYDP) and which shall serve as basis in the preparation of Annual Barangay Youth
Investment Program (ABYIP). This plan shall be aligned with Philippine Youth Development
Plan (PYDP) and other local development plans in every level, municipal, city, and provincial as
is relevant.

Provided in the resolution filed by this representation, SK Councils were hereby directed to submit
your respective CBYDPs and ABYIPs on or before the end of October upon ratification of the
Katipunan ng Kabataan within the barangay and forward to the Pederasyon ng Sangguniang Kabataan
and the City Youth Development Council, as the basis for the formulation of the City Youth
Development Plan, subject for the approval of the Sangguniang Panlungsod prior to the adaptation of
the City Government.

In this light, you are hereby directed to pass your Comprehensive Barangay Youth Development Plan
(CBYDP) and Annual Youth Investment Plan (ABYIP) on or before the end of October, and hereby given a
grace period up to November 5, Monday, at the Office of the Sangguniang Kabataan Federation
President, Sangguniang Panlungsod/Wing, New City Hall Building, Puerto Princesa City.
