CONSULTANCY FOR SCHOOL DEVELOPMENT

The Concept Phase

School Development Consultants (SDC) will conduct a study to define the project's basic concepts. The
specific objectives of the study include but are not limited to:

1. •Conduct a needs assessment of the market. The collection and analysis of this data will
identify the market parameters.
2. •Define the concept of the school including its mission, vision and strategy.
3. •Develop a profile of the market need and the target customer.
4. •Recommend a phasing scheme for starting the school in terms of building as well as school
program.
5. •Suggest a launching/marketing plan for the school.
6. •Define the role of SDC in launching / managing this project.
7. •Outline the business plan of such a project including tuition fees, cost, income, initial
investment etc.

The Management Phase

When School Development Consultants (SDC) contract to fully manage the school, SDC becomes
responsible for the whole entity and reports to the Board of Directors on a quarterly basis. Here, SDC is
the decision-making body that is used within the financial and policy procedures approved by the
Investors/Owners of the school.
In Full Management situations, School Development Consultants (SDC) is responsible for the following
tasks listed herewith under the different dimensions of the entity:

1. 1.Mission and Strategy: With great consideration to the local culture and geographic
location of the school, School Development Consultants (SDC) will design the school mission
strategy, vision and objectives.
2. 2.Processes and Procedures: School Development Consultants (SDC) will design handbooks,
policies and procedures according to the school's needs and feasibility plan.
3. 3.Recruitment and Training of School Staff and Administrators: School Development
Consultants (SDC) will recruit and train all personnel..
4. 4.School Financial and Budget Planning: School Development Consultants (SDC) will
design and supervise all school financial plans in close conjunction with the delegated auditor,
provided by the investors/owners.
5. 5.Public Relations and Marketing: School Development Consultants (SDC) will design and
oversee local and International marketing plans, targeting prospective parents in the community.

school system, that meets their individual needs within the context of the 21st century.

PLANNING PHASE
A. Design and Construction:
1. School Development Consultants (SDC) will work with the owners and an assigned architect to
set plans and designs for the new school(s) to be approved by the governing board or founding
committee. SDC will also compile, price and order capital and the necessary educational school
furniture and equipment for your founding committee’s approval.
B. School Image and Promotion:
1. School Development Consultants (SDC) will work with your founding committee to:
2. •Define the new school’s Vision, Mission, Philosophy and Objectives.
3. •Determine the school’s student target population and design effective strategies to reach it.
4. •Develop marketing and promotional programs
5. •Devise an overall enrolment management plan
6. •Produce school literature, manuals and policies for staff, students, and parents.
7. •Work on requirements for affiliation and/or accreditation agreements with recognized
overseas boards if necessary.

C. School Administration and Financial Systems:


1. Our School Development Consultants (SDC) team will provide advisory services on setting
management and financial systems by way of:
2. •Setting Personnel Policies and Manuals.
3. •Designing Record-Keeping Systems.
4. •Setting Reporting Mechanisms.
5. •Installing Responsible and Accountable Financial Management Systems

D. Personnel Standards and Employment Procedures:


1. School Development Consultants (SDC) will be responsible for:
2. •Recruitment advertisements for administrators and teachers’ faculty.
3. •Job descriptions and organizational charts.
4. •Screening and selection procedures for prospective candidates.
5. •Other documents; i.e. contracts, interview forms.
6. •Design salary scales and compensation packages.

E. Academic Programs Setting-up:


1. School Development Consultants (SDC) will plan and design new International and local
curricula providing the appropriate modifications for bilingual learners. The Curriculum design will
satisfy the requirements of the official National syllabi, as well as the core curriculum required by most
major college-bound degrees, particularly the American High School Programs.
2. Accordingly SDC will:
3. •Design up to date academic curricula that integrate the use of curriculum and information
technology in the classroom.
4. •Set up International, American-style credit based programs and grading systems
5. •Plan to order materials, equipment, and furnishings locally and/or from the United States and
Britain.
6. •Plan to order academic material, curricular software and supplementary material.

F. Evaluation Systems:
1. School Development Consultants (SDC) will establish quality-control evaluation systems to
assure that the school is achieving its objectives efficiently by way of:
2. •Establishing a complete assessment system and conducting strategic plans.
3. •Establishing criteria for student selection and placement.
4. •Devising a comprehensive evaluation system for teachers and administrators.
5. •Providing valid and reliable testing instruments for admission and learning diagnostic
purposes.
6. •Setting an internal assessment program to ensure meaningful communication between and
among departments.

G. Specialized Services for Special People:


1. School Development Consultants (SDC) will also provide services for staff, students and
parents by way of:
2. •Setting Student Affairs’ Policy Manual to deal with academic, personal, social and career
counseling; remedial academic programs; health services; financial aid and other extra-curricular
activities.
3. •Providing professional advice on the legal implication of student’s transfers and
equivalencies.
4. •Planning for facilities and programs for physically disabled and special needs students
including professional assessment.
5. •Establishing a parent involvement program that will support the students’ overall learning
process.
IMPLEMENTATION PHASE
In this phase the school founding committee can opt to take on full responsibility for the
implementation, or request School Development Consultants (SDC), in a consultative capacity, to do
the task. In some cases schools may also wish to ask SDC to be the executive managing body of the
new or upgraded school.

A contractual agreement that delineates the specific services, fees and terms of payment to be
rendered will be signed between School Development Consultants (SDC) and the founding committee.
The duration of the agreement is defined therein, and is renewable under the agreement by mutual
consent.
