Subsidized - As President of the UDPS, I assume he receives some funding for his activities from the UDPS membership. At this
time, I have no direct.knowledge as to the complete picture of his income sources.

8. Describe fully the acti vities the registrant engages in or proposes to engage in on behalf of the above foreign principal.
Pamoja USA, LLC proposes to reach out to various governmental, celebrity, and business leaders whom might have
previously expressed an interest or concern for the welfare of the Congolese people, the country's history of poor
leadership, violence against women, breakdown of society, operating militia groups, illicit mineral trade, misappropriation
of resources, among other issues.
It will create an informational website and further communicate with the public regarding its issues via social media, news
outlets, press releases, etc. It will invite financial contributions via the website to support its work. It will apply for 501 (c)(3)
status.

If yes, describe all such political activities indicating, among other things, the relations, interests or policies to be influenced
together with the means to be employed to achieve this purpose.
Pamoja USA, LLC intends to attempt to engage US legislators and relevant government officials to advise on the person of
Felix Tshisekedi, his campaign platform for government reform, and various issues facing the DRC. Some areas of interest
include garnering support for fair elections in December 2018, conflict mineral trade compliance (Dodd-Frank 1502),
strengthening DRC rule-pf-law and anti-corruption policies, improving security, education and health policies withiri the
DRC. We believe these are important matters for peace in DRC and the surrounding region. We also believe the United
States can and should benefit greatly from a strong relationship with a legitimate government in DRC in terms of security,
economic development opportunity, and critical mineral resources, and it would act as a balance against Chinese and other
groups active in the country.
These interactions will also allow Pamoja USA to act as a sounding board for US interests and relay those issues, hopes,
worries, and frustrations to Mr. Tshisekedi for response.
Initial contact and interaction will be primarily by e-mail, then perhaps face-to-face meetings as available. Supporting
literature is expected to be printed or e-mailed pdf documents.

Congolese Electoral Campaign of Mr. Felix Tshisekedi as President of the Union for
Democracy and Social Progress (UDPS)
(Candidate)
This agreement describes the terms, responsibilities, and obligations of the above named
parties for the mutual goal of promoting the Candidate and his agenda in the United States
and seeking support for nis campaign for President in the Congolese election scheduled for
December 23, 2018.
A significant factor In advocating for the Tshisekedi campaign will be in changing the less than
positive image most Americans have of Africa in general and Congo in particular. Beyond
raising campaign funds,.the more impactful and long-range goal will be to convince US
government and cultural popular 'influence makers’ that a Tshisekedi government will mark a
new beginning for The Democratic Republic of the Congo and bring real reform to the country.
This will be key to raising investor confidence and allow development funds to flow, unlocking
the tremendous potential of the DRC.

Fundraising and Operations:
Donors to fundraising campaigns want to know that their contributions are going to support the
candidate and his agenda, not the fundraiser who takes a percentage of their contributions. To
avoid this conflict of self-interest. Mr. Kabasele and Mr. Karst will work on a limited and
voluntary baste and not receive any commission on monies raised directly from donors.
Contributions and pledges will be forwarded, In whole, directly to authorized campaign officials
and;accounts-. The Candidate's campaign shall provide confirmation of receipt of all donations
and forward such to the. Consultants and the donors.
Monies raised by third-party fundraisers, social media campaigns, website solicitations, and
the like that might be initiated by the Consultants might be levied a 10% commission in
addition to the charge by the third-party.
Mr. Karst and Mr. Kabaseie will provide a biweekly report of them activities to the office of Mr.
Tshisekedt
Term:
This agreement shall be for a term of 6 months beginning July V, 2018 and ending December
31, 2018. It may be terminated without notice and without prejudice by-either party at any
time, it may also be amended as warranted as campaign resources develop over time.
Other Conditions:
Whatever she outcome of the election in the Democratic Republic of Congo and any benefii, or
lack thereof to the campaign, Mr. Tsnisekedi and UDPS will keep a good, friendly, and
privileged relationship with Mr. Kars! and Mr. Kabasele.
Both parties pledge to work an basis of confidence and trust If there is a misunderstanding or
divergence between both parties, the issue shail be resolved in constructive friendship only,
and not through litigation. .

This document represents a letter of introduction and an official MANDATE provided to Mr.
Max H. Karst, a United States citizen, by the campaign of Mr, Felix Tshisekedi, candidate for
the presidency of the Democratic Republic of the Congo in elections scheduled for 23
December 2018. Under this MANDATE, Mr. Karst is duly authorized to advocate on behalf of
Mr. Tshisekedi in seeking support In America and internationally for Mr. Tshfsekedi’s electoral
bid representing the Congolese opposition party known as the Union for Democracy and
Social Progress (UDPS) and to advise the American public regarding the vision and specific
policy Issues put forward by the candidate and his party.
By provision of this MANDATE, Mr. Karst snail be authorized and encouraged to conduct such
activities as:

* Networking with key government, media, NGO, and business leaders
- Raising public awareness through prim, TV. social media
- Organizing Town hall' or university discussion forums
- Encouraging diaspora participation
- Otherwise promote the interests of the campaign.
Congo desperately needs America's support at this crucial time running up to the December
election. Mr. Tshisekedi looks forward to taking every available opportunity afforded by the
efforts of Mr. Karst to promote to the American people, the UDPS promise of reform, hope and
transformation for Congo, to push back the long shadow of history and step forward on a path
