SAVE THESE INSTRUCTIONS

This manual contains important instructions that should be followed during the installation and maintenance of
equipment and batteries. Please read all of the instructions before operating the equipment, and save this
manual for future reference.
A licensed electrician MUST perform connections to the branch circuit of service feed. Installation of the power
supply and batteries must be performed by, or under the direct supervision of service personnel knowledgeable of
the required electrical and battery safety precautions.
If instructions in this manual conflict with local electrical codes, those instructions shall be superseded by the local
code.
The following safety symbols will be found throughout this manual, carefully read all information and abide by the
instructions:

DANGEROUS VOLTAGE
This symbol indicates a dangerous voltage
exists in this area of the product.

GAS HAZARD
This symbol indicates a gas hazard
exists in the area of vented batteries.

NO MATCHES OR OPEN FLAMES


This symbol indicates a fire or explosive hazard
exists in the area of the product.

The following levels of warning will be used with the above symbols:
DANGER: You WILL be KILLED or SERIOUSLY INJURED if instructions are not followed closely.
WARNING: You CAN be KILLED or SERIOUSLY INJURED if instructions are not followed closely.
CAUTION: You CAN be INJURED or equipment can be DAMAGED if instructions are not followed closely.

Mechanical Safety
Keep hands and tools clear of fans. Fans are thermostatically controlled and will turn on automatically.
Power supplies can reach extreme temperatures under load.
Use caution around sheet metal components and sharp edges.
Electrical Safety
WARNING
Hazardous voltages are present at the input of a power system. The DC output from rectifiers and
batteries, though not dangerous in voltage, has a high short-circuit current capacity that may
cause severe burns and electrical arcing.
Before working with any live battery or power system/distribution center, follow these precautions:
• Remove all metallic jewelry; e.g., watches, rings, metal rimmed glasses, necklaces.
• Wear safety glasses with side shields (and prescription lenses if necessary) at all times during installation.
• Use OSHA approved insulated hand tools.

Lethal voltages are present within a power system. Never assume that an electrical connection or conductor is not
energized. Check the circuit with a voltmeter with respect to the grounded portion of the enclosure (both AC and
DC) prior to any installation or removal procedure.
Do not work alone under hazardous conditions.
A licensed electrician is required to install permanently wired equipment. Input voltages can range
up to 240Vac. Ensure that utility power is disabled before beginning installation or removal.
Ensure no liquids or wet clothes contact internal components.
Hazardous electrically live parts inside this unit are energized from batteries even when the AC input power is
disconnected.

Battery Safety
Servicing and connection of batteries shall be performed by, or under the direct supervision of, personnel
knowledgeable of batteries and the required safety precautions.
Always wear eye protection, rubber gloves, and a protective vest when working near batteries. Remove all
metallic objects from hands and neck.
Use tools with insulated handles; do not rest tools on top of batteries.
Batteries contain or emit chemicals known to the State of California to cause cancer and birth defects or other
reproductive harm. Battery post terminals and related accessories contain lead and lead compounds; wash hands
after handling (California Proposition 65).

WARNING
Follow battery manufacturer’s safety recommendations when working around battery systems.

WARNING
Do not smoke or present an open flame when batteries (especially vented batteries) are on
charge. Batteries vent hydrogen gas when on charge, which creates an explosion hazard.

Batteries are hazardous to the environment and should be disposed of safely at a recycling facility. Consult the
battery manufacturer for recommended local authorized recyclers.

1 Introduction

1.1 Scope of the Manual


This instruction manual explains the features, installation, and maintenance of Argus Technologies’ Tempest
Te25xh Outdoor Power Enclosure.
NOTE: Images contained in this document are for illustrative purposes only and may not exactly match your installation.
Enclosure specifications may be found in Argus document #029-006-B1.
Separate instructions will be provided with the batteries as ordered.

1.2 Product Overview


The Te25xh is a multipurpose enclosure optimized for small DC power applications requiring batteries, power
equipment or both.
The Te25xh’s compact size is one of its many advantages. With an area size of 36” x 21” x 20” the Te25xh
completes the Tempest enclosure line to fulfill small power applications. This enclosure is ideal for rural and urban
installations, applications requiring temperature control, and indoor security considerations. Service providers can
easily install onto a pole, wall or pedestal mount increasing the many uses for this enclosure.
Inside the Te25xh’s rugged, graffiti-resistant exterior, optimal temperature is maintained with a fan cooling
system. A solid steel internal equipment rack and a non-corrosive, light aluminum exterior ensures the structural
integrity of the Tempest Te25xh and endorses a NEMA 3R rating. The exterior is fully protected with a
padlockable door and intrusion alarms.

2.1 Ventilation
The Te25xh Compact Power Node enclosure is designed with louvers and a thermostat-controlled fan assembly
(shown above) providing filtered ambient air-cooling to the equipment within the enclosure. The filter is installed in
the front shroud assembly.

2.2 Security
A switch activated by the front door is wired to an intrusion alarm (signal to the front access alarm panel) in the
event of an open door condition. The front door may be secured with a padlock.

2.3 Cabling and Connections


The Te25xh comes pre-cabled for batteries with Anderson-compatible disconnects. DIN rail terminal blocks
provide a common front-access point for Telco connections. See photo above.
The main or master ground bar (MGB) is located at the middle front right of the equipment rack inside the
enclosure. See photo on the next page. The chassis ground is connected to the enclosure frame and equipment
rack and is terminated to the MGB within the enclosure. Located on the outside of the enclosure, are knockouts
for making the site external ground wire connection.
An optional GFCI outlet, located above the MGB, provides an AC convenience receptacle for customer
equipment.

Cable knockouts are provided for access through rear and bottom panels. Refer to outline drawings at the rear of
this manual.

2.4 Battery Tray


A single battery tray is included with the Te25xh Compact
Power Node for installing various battery models such as Alpha
Technologies 85-GXL or similar. The tray dimensions are
470mm D x 432mm W (18.5” D x 17” W).
NOTE: If bottom enclosure cable access is required, the battery tray
will only provide 406mm D (16” D) of useable space.
The battery tray is prewired with cabling for a single 48Vdc
string of batteries.
Also included is a heater mat for maintaining battery
temperature in cold climates. The mat is AC powered (connects
to GFCI) and is independently temperature controlled with a
built-in thermostat.

2.4.1 Battery Shelf Mid-Mount Option


An optional mid-mount battery shelf (037-169-20) is available:

2.5 Enclosure Top Option


The Te25xh is equipped with a removable top cover and integrated lifting brackets.

2.6 Load Center Options


Optional circuit breaker AC load centers may be mounted on the right side of the enclosure. Refer to the
schematic at the back of this manual or in the final system documentation package.

3 Transportation and Storage

3.1 Packaging
The enclosure and components are shipped on individual pallets and shrink wrapped. The pallet is approximately
0.13m H x 1.07m W x 1.07m D (5” H x 42” W x 42” D) and the overall height including pallet and enclosure is
approximately 1.1m (43”). The enclosures and components cannot be stacked.
NOTE: Packaging assemblies and methods are tested to International Safe Transit Association standards.
WARNING
Never transport the unit with batteries installed.
Batteries must ONLY be installed after the unit is transported to the site and secured to the pad.
Transporting the unit with batteries installed may cause a short circuit, fire, explosion, and/or
damage to the battery pack, enclosure and installed equipment. Damage caused by improper
shipping or transporting a unit with batteries installed is not covered by the warranty.
The batteries used in this application may vary slightly depending upon optional configurations, battery types, or
customer requirements. The batteries are typically valve-regulated such as the Alpha Cell. Should a battery be
found damaged, refer to the battery manufacturer's documentation regarding the safe handling of the battery.

3.2 Storage
The weight of the enclosure is listed in the specifications. The equipment pallet can be moved using a forklift.
Do not hoist/lift enclosure with batteries installed.
If the batteries are installed, the warehouse facility may have to be certified for handling such goods. Typically, the
batteries will be on a separate pallet; the same requirements for certification will apply.

3.3 Site Considerations (see Section 4)


It is assumed that the site will be ready for enclosure installation upon arrival. Two able-bodied persons will be
required at the site to lift and place the enclosure and components. The Installation team must assess the
transport path for all obstructions. Use safe lifting practices.

3.4 Inspection
Prior to unpacking the equipment, perform a visual inspection and note any damage. Unpack the equipment and
inspect the exterior for damage. If any damage is observed contact the carrier immediately.
Continue the inspection for any internal damage. In the unlikely event of internal damage, please inform the
carrier and contact Argus Technologies for advice on the consequence of any damage.

4 Site Considerations
The information in this section is intended as a guideline only; there may be site-specific
requirements and other factors that will require individual attention, such as jurisdictional codes
and construction covenants.

4.1 Site Selection


The supporting structure must be designed to support a fully configured enclosure. This will require a concrete
slab and any existing structures to be properly reinforced to support the floor loading. In addition, the mounting
site must be designed and installed in accordance with local building practices and codes.
Site consideration should include the following:
• Areas that may receive hot air exhaust from neighboring buildings or structures should be avoided.
• Any areas with architectural controls or environmental restrictions should be known.
• Areas prone to flooding should be avoided.
• A proper grounding system.

The site must be planned so that the enclosure will receive good airflow. If possible, in areas of extreme heat, it is
best to position the enclosure so that it will be shaded from the afternoon sun. If no shade is available, a factory
installed fan kit is highly recommended. In areas of prevailing winds, it is best that the enclosure be located so
that the sides of the cabinet face the winds instead of the doors. This will greatly reduce the buildup of sand or
snow against the enclosure’s air vents.
In areas of potential flooding, the geographical site and concrete pad must be located above the 100-year flood
plain.
The enclosure must be placed where it will be free of obstructions, allowing easy access to the doors for service
or equipment access. For ventilation and maintenance, allow a minimum space of 36 inches in the front and 36
inches in the rear, between the enclosure and other solid structures.
Place the enclosure well away from sources of forced water, such as underground sprinkler systems and direct
roadway splash.
The concrete pad drawing provided in this manual contains all of the required mounting details, including
electrical service and cable plant entrances. For ease of installation, lightweight polymer concrete pads are
available.
The vapor barrier material (such as 30 lb. felt, neoprene pond liner, or heavy grade tar paper) must initially extend
at least 6" in all directions around the perimeter of the enclosure and be trimmed closer to the enclosure.
Contact local utilities, local building maintenance departments or cable/piping locator services to ensure that
install does not interfere with existing cables or piping.

4.2 Enclosure Protection


Argus Technologies Ltd. cannot anticipate all of the ways a vehicle may potentially threaten an installed system or
the specific type of protection that is appropriate for a particular location. The determination of the threat to the
equipment and the means of protection are the responsibility of the end user of the equipment and the authority
having jurisdiction. The numbers of Bollard posts (or other protection devices) depend upon equipment locations,
site surveys, traffic patterns and local codes. Do not install enclosure within ten feet of a water sprinkler to prevent
water from entering enclosure.

4.3 Enclosure Grounding


In order to provide a ready, reliable source of backup power it is necessary to establish a grounding system that
not only provides for the safety of the service personnel responsible for its operation and maintenance, but also
facilitates the proper operation and protection of the equipment within the network. Such a grounding system will
provide protection with respect to operator safety, system communication, and equipment protection.

5 Tools Required
Various insulated tools are essential for enclosure and DC power system installation. Use this list as a guide:
• Battery lifting apparatus (as required)
• Various crimping tools and dies, to match lugs used in installation
• Digital voltmeter equipped with test leads
• Cable cutters
• Torque wrench: 1/4” drive, 0-150 in/lbs
• Torque wrench: 3/8” drive, 0-100 ft/lbs
• Insulating canvases as required (2’ x 2’, 1’ x 1’, 3’ x 3’, etc.)
• Various insulated hand tools (see Figure 5) including:
-Combination wrenches -Ratchet and socket set
-Various screwdrivers -Electricians knife
-Fine tipped slot screwdrivers (“tweaker”)
• Battery safety spill kit (required for wet cells only) including:
-Protective clothing -Face shields
-Gloves -Baking soda
-Eye wash equipment
• Cutters and wire strippers (#14 to #22AWG) [2.5 to 0.34mm2].

6 Enclosure Installation

6.1 Pedestal Mount Kit with Concrete Mounting Frame


This kit is comprised of two kits: 037-146-20 (Brown Kit) and 037-182-20. See drawings 037-146-04 and 037-182-
04 at the rear of this manual.
1. Unwrap the enclosure and inspect the contents. If items are missing or damaged, contact Argus Technologies
and the shipper immediately.
2. Unbolt the enclosure from the shipping pallet.
3. With no less than 2 installation personnel, lift the enclosure off the shipping pallet, and place over the
mounting studs on the pad.
4. Secure the enclosure to the pad using appropriate mounting hardware.

6.2 Pole Mount Kit


See drawing 037-176-04 (037-176-20 Brown Kit) at the rear of this manual, and specific customer-supplied
hardware to be used for mounting in Section 6.2.1.
The pole mount assembly bracket kit includes (where applicable):
• Enclosure mounting hardware
• Pole mount bracket parts (includes safety ring).

NOTE: Ensure that there is sufficient clearance beneath the enclosure mounting for cable routing.

6.2.1 Pole Mount Installation with Customer-Provided Parts


Use a (customer-provided) suspension bolt as shown below. Size: 5/8” x A, where A is the appropriate length for
the stub pole chosen.

Also required (in two places) is a curved washer as


shown below:

Size: 4” x 4” x 1-1/8”

Install pole mount bracket (item 1) onto pole with


suspension bolts, washers and nuts per Figure 6.
The pole mount bracket will be offset from the rear
of enclosure by 100mm (4”).
Mounting (suspension) bolts are to be cut off with
one thread showing past the nut and treated with a
suitable zinc-oxide paint (SKU: 883255) to prevent
corrosion. Both items are required for worker safety
around the pole.

7 Wiring and Connections
This section is provided for qualified personnel to install and interconnect the power components within the
Te25xh. Regarding battery installation, refer primarily to the manufacturer’s guidelines for more specific
information.

7.1 Grounding

DANGER
An enclosure that is not properly grounded can present an electrical hazard.
A proper grounding system that meets or exceeds the specifications of the equipment must be designed and
installed prior to or in conjunction with the construction of the mounting scenario. The ground system must be
bonded to the enclosure to ensure a “Common” or “Single-Point” Ground; some examples are:
New builds – Buried ground ring with bare solid conductor to ground rods.
Rooftop – Connection to building steel, water pipes, etc.
Refer to local codes and practices from the local power company. Size to suit.
Only a licensed electrician should connect any AC power and grounding to the enclosure. A dedicated ground rod
is required for the grounding the AC panel.
CAUTION
Do not route AC and DC wiring in the same conduit.

7.1.1 Site Ground Wire Entry


Knockouts are provided on the bottom and rear of the enclosure for making the site external ground wire
connection.

7.1.2 Master Ground Bar (MGB)


The master (main) ground bar is located on the bottom right side of the enclosure. Terminate to the MGB and to
the external ground ring with either a compression or exothermic connection. Argus recommends a minimum #2
AWG wire size.

7.1.3 Enclosure Chassis Ground (Factory Installed)


The chassis ground is connected to the enclosure frame and equipment racks and is terminated to the MGB
within the enclosure.

7.2 AC Input Power
Verify electrical codes prior to installation. Codes may vary and contain specific conduit and wire
sizes for AC input power connections.
Connection to utility power must be approved by the local utility before installing the power
supply.

7.2.1 AC Load Centre (Example 1)


This sample system is configured with a 100A 8-position
load centre and a 70A 2-pole main disconnect equipped
with a 30A breaker.

1. Locate the 2-pole main disconnect AC load centre at
the side of the enclosure and remove the front cover
panel to access the circuit breaker interior assembly.
2. Remove appropriate knockout or use hub on the top of
box to accept the power conduit.

4. Locate the line input terminal lugs (L1 and L2) on the
main circuit breaker, the neutral bus bar and the

provision for 2-pole main breaker (comes equipped with a 30A breaker).

1. Locate the combination meter socket on the side of the
enclosure and remove the front cover panel(s) to
access the meter socket and circuit breaker interior
assembly.
2. If this combination meter socket is to be used as the
primary service entrance (when main breaker is
installed), connect bonding wire between the neutral
bus bar assembly and the equipment ground bus bar.
3. Remove appropriate knockout or use hub on the top of
box to accept the power conduit.
4. Install conduit and feed power cables into the
combination meter socket.
5. Locate the line input terminal lugs (L1 and L2) on the G
meter socket base, the neutral bus bar(s) and the
equipment ground bar. Refer to Figure 10. N
6. Connect the black wire to L1.
7. Connect the red wire to L2.
8. Connect the white wire to the neutral bus bar located
at meter socket base (top). Then connect a white wire
from meter socket neutral bus bar to neutral bus bar
located in main breaker section (bottom).
9. Connect the green or bare copper wire to the
equipment ground bar.
10. Label all wires as necessary.
11. Replace front cover panel(s).

7.3 DC Power Connections
DC power connections include customer load/equipment circuit breakers and battery circuit breakers (pre-wired).
Circuit breakers are labeled on the front panel of the DC distribution section of the rectifier shelf and each
corresponding output power load cable set connection is marked on terminal block of system input/output
termination panel.

7.4 Alarm Connections


Alarm output connections are provided on system I/O termination panel.
NOTE: If necessary, configurations changes can be made at the system I/O termination panel. See system schematic
and customer connection drawing (029-006-08) at the rear of this manual for alarm connection details.

7.5 Battery Temperature Sensor Cable


A battery temperature compensation cable with 3/8” lug is included for installation when batteries are installed.
Lug should be mounted to the negative-most centre post as required.

7.6 Customer Equipment Installation


Five RU is allocated to customer or power equipment. As noted above, DC power connection is provided from the
DC distribution section on I/O termination panel.
Cable entry knockouts are provided at the rear or bottom of the enclosure to provide cable routing for external DC
power terminations.
NOTE: Rear access is limited; connections must be made on customer’s ancillary equipment prior to mounting on
equipment rails.

8 Battery Installation
WARNING
Follow battery manufacturer’s safety recommendations when working around battery systems
and review the safety instructions provided in this manual.

8.1 Preparation/Mounting
The enclosure must be mounted before installation of the batteries may be completed.
Batteries should be located in a temperature-controlled environment; i.e., Tempest. The temperature should be
regulated at approx. 25°C (77°F). Significantly lower temperatures reduce performance and higher temperatures
decrease life expectancy.
Before assembly, clean cells (where applicable) as per the battery manufacturer's recommendations. First
neutralize any acid with a baking soda and water solution. Rinse with clear water, then wipe dry.

8.2 Installation of Batteries in Argus Tempest Power Systems


Verify that all battery breakers, DC circuit breakers, and fuses on the distribution panels are either
in the OFF position or removed. For each of the following steps, verify that the rubber terminal
caps / plastic covers are on and are completely covering the positive and negative terminal
connections.
Use a corrosion-inhibiting agent, such as NO-OX-ID “A”™, on all battery terminal connections.
1.
Check the battery block voltage (typically >12.6V).
2.
Disconnect Anderson connectors.
3.
Slide the battery blocks onto the battery tray.
4.
Ensure that the battery output cabling will reach the [+] and [–] terminals of the series battery string and that
the batteries are oriented correctly for easy installation of the inter-unit “series” connectors.
5. Remove any NO-OX-ID “A”™ grease from battery terminals.
6. Burnish terminal posts with a non-metallic brush, polishing pad or 3M Scotch Brite™ scouring pad.
7. Apply a light coating of NO-OX-ID “A”™ grease to the terminal posts.
8. If lead plated inter-unit connectors are used, they should also be burnished and NO-OX-ID “A”™ grease
applied as above. Install the inter-unit connectors.
9. Connect the batteries to the pre-installed cables.
10. Customer connection – Attach sensor probe to battery negative terminal in middle of string.
11. After all battery connections are completed, torque per battery specifications (typically 100 in-lbs).
12. Verify polarity and voltage at Anderson connectors.
NOTE: See system startup procedure before connecting batteries online.

After assembly, batteries should be numbered and “as received” readings should be taken; such as, battery
voltage and temperature. Refer to manufacturer's literature for guidelines.

The Te25xh is designed to supply power from three 650W rectifiers plus one additional for n+1 (four modules in
total) when operating at an ambient temperature of 46°C (114.8°F).

10 Maintenance
Although very little maintenance is required with Argus systems, routine checks and adjustments are
recommended to ensure optimum system performance. Qualified service personnel should do repairs.
The following table lists a few maintenance procedures for this system. These procedures should be performed at
least once a year.
WARNING: HIGH VOLTAGE AND SHOCK HAZARD.
Use extreme care when working inside the enclosure/shelf while the system is energized.
Do not make contact with live components or parts.
Circuit cards, including RAM chips, can be damaged by static electricity. Always wear a grounded
wrist strap when handling or installing circuit cards.

10.1 Fan and Filter


IMPORTANT
It is recommended that filter maintenance (every two to six months) be promptly scheduled, to
eliminate failure possibilities.

10.2 Batteries
It is recommended that checks are made every three months for battery voltage, conductance, temperature,
impedance, connections, etc.
See battery manual for general maintenance information.

10.3 Enclosure Surge Arrestor


The surge arrestor should be checked every three to five years for failure. Lamp indicator signals replacement
required.

STEP 2: LADDER BRACKET INSTALLATION


W/ PLATFORM STYLE POLE MOUNT BRACKET

1. Install ladder bracket below enclosure by aligning obround holes


with holes in bottom pole mount bracket.
2. Use 3/8"-16 hardware (Item 11,17,18 and 26) to bolt together as
shown. Ensure the position of the ladder bracket is adjusted to
properly grip the pole.
Torque screws to 20 ft/lbs.

3. See page 3 for a general overview of installed ladder in position.
