Define the following

1. Politics – The activities associated with the governance of a country or other area,
especially the debate or conflict among individuals or parties having or hoping to
achieve power.
2. Government - A group of people that governs a community or unit. It sets and
administers public policy and exercises executive, political and sovereign power
through customs, institutions, and laws within a state.
3. Constitution – Body of rules and principles in accordance with witch the powers of
sovereignty is regularly exercised
4. Political Science – The branch of knowledge that deals with system of government:
the analysis of political activity and behavior
5. State – A nation of territory considered as an organized political community under
one government
6. What are the 4 elements of the state?
 Population - State is a community of persons, a human political institution.
Without a population there can be no State. Population can be more or less
but it has to be there. We the citizens of the Philippines
 Territory – includes not only the land but also, rivers, lakes, canals inland
seas if any, a portion of coastal sea—territorial waters or maritime belt,
continental shelf, mountains, hills and all other land features along with the air
space above the territory. (The Philippines)
 Government – Government is the organization or machinery or agency or
magistracy of the State which makes, implements, enforces and adjudicates
the laws of the state. (Philippine government)
 Sovereignty – The basis on which the State regulates all aspects of the life of
the people living in its territory

7. The 3 inherent powers of the state:


 Police power - State's constitution-granted power to govern, and to make,
adopt, and enforce laws for the protection and preservation of public health,
justice, morals, order, safety and security, and welfare. It also gives a
government the right to take private property for public use under the doctrine
of eminent domain. Although police power is fundamental and essential (and
cannot be surrendered or transferred) it is subject to constitution-imposed
limitations such as due process and supremacy of the law of the land
 Power eminent domain - the power of the government to take private property
and convert it into public use. The Fifth Amendment provides that the
government may only exercise this power if they provide just compensation to
the property owners.
 Power of taxation - Constitutionally-granted power of a government to impose
and collect taxes, as the means of raising revenue within its jurisdiction.
