SUBJECT : ADVERSE WEATHER/ MONSOON OPERATIONS
PURPOSE * TO APPRISE ALL CONCERNED REGARDING THE SUBJECT.
REFERENCE : 1. CAR SECTION 8, SERIES C, PART |, ANNEX.1,

DESCRIPTION
During summer and pre-monsoon seasons there are likelihood of dust/thunder
storm and gale. The high wind condition tends to cause damage to aircraft and
Ground equipments if precautions are not taken to secure them properly,
In India, normally the monsoon season starts w.ef 1st June till
15th September, during which certain precautions for the Adverse Weather
/Monsoon season Operations are required to be taken as reiterated below:~
A. General Precautions during Adverse Weather Conditions:
The following precautionary measures shall be initiated whenever weather
warning messages are received from Control Tower or Met Office.
1. Stop refuelling, if under process, and ensure that bowzer is removed
from the vicinity of the aircraft.
2. Ensure that all_movable equipments like trolleys, trestles,
Passenger steps, Ground Power Units, Air conditioning Units, Fire
Extinguishers, Water and Tollet servicing carts etc. are removed
from the vicinity of the aircraft and parked at a safe location with
ground locks/brakes applied, as applicable, so as to restrain their
movement due to high wind conditions.
3. Ensure that all inlets and outlets of the aircraft and engines are
covered with proper covers.
4. Wheel temperature permitting, parking brakes of the aircraft to be
kept ON during storm warning,
5. Ensure aircraft electrical power is put off and all aircraft doors and
Cockpit sliding windows are closed.
6. During night the aircraft navigation lights may be kept ON, if
Necessary, specially while carrying out any maintenance activity on
aircratt.
7. For obviating any possibility of aircraft movement during high wind
conditions refer to ATA Chapter 10 of Aircraft Maintenance Manual.
B. Standard Maintenance Practices during Monsoon Operations :
Lof3The following amended standard practices and precautions during the
Adverse Weather / Monsoon Operations are required to be followed:
1. Windshield Wiper System should be checked for serviceability in
all respect.
2. Weather radar system should be serviceable and Radome should
be in good condition with drain holes clear.
3. Checks on aircraft fuel, during refueling and night stop, should
be meticulously carried out to avoid water contamination.
4. Sliding window / Crew Escape Hatch should be correctly
adjusted so as to prevent any water ingress into the cabin.
5. All doors, & sliding windows and Crew Escape Hatch should be
kept closed during maintenance as far as possible to prevent
rainwater from entering the cabin or any other compartment.
Suitable arrangement may be made to cover pax. seats near tho
entry doors and passage areas near them to avoid soaking the
water.
6. To avoid any damage during weather wamings, all precautions
as enumerated in various circulars from time to time must be
observed. This must be prominently displayed at all the activity
centers, like Hangars, Shift VC Rooms, AME / Technician Rooms
etc,
7. All ground equipment such as vehicles, step ladders, baggage
trolleys etc. should be locked and properly parked away from the
maneuvering area. Such ground equipment which are required in
operational area should not be left unattended during flight
operation.
8. No chocks should be left abandoned on apron.
9. Chocks should be positioned on both the sides of all the aircraft
wheels (minimum six in number) to obviate any possibility of
aircraft movement.
10.High-rise vehicles of variable height should be parked and
moved in low (down) position. Immediately after use this
equipment should be moved away from the aircraft and secured
at the designated areas.
11.In case, any damage to the aircraft, equipment and installation is
observed, the same shall be promptly reported to the competent
authority.
12.Aircraft Flap System must also be serviceable during monsoon
period
13. Tyre/brakes system should be meticulously maintained
C. MEL Requirements:
The following equipment must be serviceable during the period w.e.f 1st June
to 15th September i.e. the Adverse Weather / Monsoon Operations within India:
1, Thrust reverser must be serviceable.
2. Anti-skid system must be serviceable.
3. Windshield wipers on both sides must be serviceable.
2of34. Anti-icing and de-icing must be serviceable.
5. Weather RADAR must be serviceable
6. Groove on tyres must be visible especially when aircraft is
departing from main base.
The following items even though un-serviceable, could be accepted “to
return direct to base station for maintenance” (i.e. one landing only)
subject to acceptable weather conditions at departure and destination stations:
1. One Thrust reverser - Subject to additional margin of
minimum 1000 feet field length requirement for take-off and
landing.
Anti-skid system — Subject to performance limitations.
Windshield wipers - Subject. to the PIC side (LHS) being
serviceable.
Anti-icing and de-icing — Subject to performance limitations.
Weather RADAR — Atleast one side display being
serviceable.

Note : Clubbing of (1) and (2) is not permitted.
The above waivers to MEL restrictions will in any case never be applied, if
the MEL/ other regulatory requirements are not permitting the same for any
other specific operations,
