announced recently that the $5 fee for the plastic cards will
be reduced to $2.50, and that to help things process smoothly,
new cards would come pre-loaded with a $2.50 credit.
The fare reduction had been slated for August, but was
delayed after officials realized the lower fee might rouse
trouble – such as scams that would allow commuters to ride
trains at a value more than that of their card. The change
would also enable commuters to exit the rail with their card
showing a negative balance. As a result of the loopholes,
Metro would face a $1 million loss.
Ward 1 Councilman Jim Graham, who sits on the Metro
board, described the situation as a “very upsetting” process.
“We have been given so much misinformation on this
and how much it’ll cost for a SmarTrip card to be produced,”
Graham said. “And the last information I had was that it
would be a dollar or more in excess of what we’d previously
been told by [Metro] staff. So I don’t know where we are
with things at this time.”
Metro spokeswoman Angela Gates said the plan still is to
reduce the card fares. “Basically, there were different options
that staff had looked at,” Gates said, “and the reason the price

the decision is being made sooner, rather than
later because with the decision in limbo, it could
have resulted in the school system being in limbo

Henderson, who has worked in the
District’s public schools for the past 13 years,
is also known for her reformist ways. She
was instrumental in the system’s firing of
about 100 teachers back in 1998. She has a
background with the New Teacher Project,
having headed its D.C. operation. Like Rhee,
she has also taught with Teach for America.
Henderson described Rhee as her friend
and mentor and in brief comments, said she

The importance of the Black vote in re-
electing Black Capitol Hill lawmakers or even
adding to the ranks—there’s the potential
to pick up House seats in states such as
Louisiana, Arkansas, Illinois, Alabama and
Florida—pales in comparison, however, to its
impact on several gubernatorial races, political
experts say. Black voters can be the saviors
of the Democratic Party in several of the 37
contests.
“If Black people don’t turn out and vote,
a lot of Democrats don’t keep their jobs,”
Johnson told the AFRO. He added, “The Mid-
west is the most dangerous area for Democrats
to lose governorships. [For example,] Ohio,
Pennsylvania and Michigan all look like they
can go Republican and these are critical ‘blue’
states.
“These are all places where Black voters
are key.”
At stake for Democrats—especially
the White House—is the political strength
needed to enact policies at the federal and
state level, said Democrat Congresswoman
Donna Edwards, who represents the Fourth
Congressional District in Maryland, another
battleground where Black voters can
determine whether Gov. Martin O’Malley,
a Democrat, is re-elected or usurped by
Republican candidate, former Gov. Robert
Ehrlich.
“An energized and activated Black
electorate in the Fourth Congressional
District in Maryland could make a difference
in our election for governor; it could make
a difference in the direction of our state,”
Edwards said, using the 2010 census and
its resulting redistricting process—which
determines political representation—as an
example. “What happens going into these
governor’s races is important to how we’re
represented and where these lines are drawn
for our representation.”
The centrality of Black voters to
Democratic hopes was confirmed last week
by President Barack Obama’s personal appeal
at an Oct. 7 rally at Bowie State University,
located in one of the state’s majority-Black
counties.

be able to work on something would keep in

school year, because I don’t think it benefits
anybody to change it now,” Smith said. “But
noticing that Rhee and Gray never had a very
cordial relationship, we knew her days were
numbered as the chancellor.”

excitement and fervor would continue forever,
but it can’t. So what you have is disaffected
African Americans; White liberals who are
angry because ‘he didn’t give us “don’t ask,
don’t tell” and the public option [in health
care];’Black political elites, who are saying,
‘He lost us on that Shirley Sherrod thing’….
People’s expectations were way too high.”
Among her constituents and those of the
other CBC members, Edwards said, “People
are understandably frustrated with the pace of
change and with the state of the economy and
I think that has had a tremendous effect on
concerns about voter turnout and the strength
of the electorate going into the mid-term
elections.”
However, she added, she believes voters
will turn out and will vote to give the president
a chance to live up to his promises.
“[Black voters] have been really concerned
about the obvious backlash against this
president and are looking at casting their
vote in this mid-term election as a statement
of support for President Obama,” she said.
“We want to send a really strong message
into Washington that we support the direction
this president is going and we didn’t think it
was just about 2008, we know it’s about 2010
and we also know it’s about continuing these
policies.”

Longer School Day Proposed
for D.C. Public Schools

Act of 2010 would extend the DCPS school

On Oct. 6, astronaut and physician Mae C. Jemison addressed nearly 200 business,
education and government leaders at Fairfax Futures’ School Readiness Leadership Forum.
The event, held at the Capital One Financial Corp. headquarters in McLean, Va., allowed
Jemison to speak in support of increased science, technology, engineering and math (S.T.E.M.)
education for America’s youngest students. According to the astronaut, who was the first Black
woman to enter space, children are innate scientists with a love of learning.
“You don’t have to instill curiosity in children – they are already excited, motivated and
interested,” Jemison said at the event. “Science is misunderstood. Science is the search for
understanding. With understanding we can develop solutions to our problems and technology
puts that understanding to practical use.”
The program included remarks by Dr. Joan Lombardi, the U.S. Department of Health
and Human Services’ Deputy Assistant Secretary and Inter-Departmental Liaison for Early
Childhood Development Administration. She echoed Jemison’s sentiments and said early
childhood education is essential to the nation’s success.
 “Children are excited about math and science because they help them understand and
navigate their world,” Dr. Lombardi said.
“Early childhood education is the engine of education reform,” she said, adding that her
work with communities is “aiming for a culture that focuses on early learning from birth
through age eight.”

Painting A More Accurate Picture of
HBCUs
I read with great interest
Dr. David Wilson Jason Riley’s commentary on
historically Black colleges
and universities (HBCUs) [“Black Colleges Need a New
Mission,” Sept. 28, 2010] in which he refers to Black colleges
as “academically inferior.” Mr. Riley uses data convenient
to his case that HBCUs should be shuttered by citing the
number of Blacks that now attend these schools and rankings
comparing them with some of America’s most elite colleges
and universities. His data is cited without context and does not
paint a clear picture of HBCUs, or acknowledges the basis for
their continued existence.
HBCUs continue to graduate a disproportionate share
of African Americans in this country. If he took the time to
adequately research his topic, Mr. Riley would find that the
majority of today’s leaders of color, including many members
of Congress, entrepreneurs, bankers and, indeed, college
presidents, are graduates of HBCUs. Despite their small
number, these schools still account for nearly 25 percent of all
degrees conferred to African Americans, according to Hale, a
recognized expert in higher education. In addition, they have
been the launching pads for three-fourths of African Americans
who hold doctorate degrees, three-fourths of Black officers
in the military, and four-fifths of African-American federal
judges. In fact, what Mr. Riley fails to tell his readers is that
50 percent of African-American faculty in predominantly

background – it’s easy to come up with the conclusions Jason
Riley spewed in the Wall Street Journal in his article titled,
“Black Colleges Need a New Mission. Once an essential
response to racism, they are now academically inferior.” But
a review of pertinent facts reveals that the “Ivory Tower”
researchers he’s quoting are so focused on their desired
outcome that they have missed all the clues about the success
of Black colleges.
This is an old song, sung by administrators at traditionally
White colleges in state higher education systems: Since
historically Black colleges and universities are vestiges of the
discrimination of the past, they no longer have viable roles.
Moreover, since they have had historically lower graduation
rates, we’re doing a better job with Black students. Finally,
since we in the traditionally White educational programs are
under intense pressure to support diversity, closing the HBCUs
or merging them into our campuses would solve that problem.
Examine such claims up close, however, and the picture
looks entirely different.
1. Historically Black colleges and universities are still the
only institutions willing to accept many of the poorest Black
students from very underserved communities. Not only are
these institutions more willing to consider students whose
academic backgrounds and records make them less attractive
to the so-called mainstream schools, they also cost less to
attend than many mainstream schools.
2. The success of the NAICU schools (National
Association of Independent Colleges and Universities) in
supporting “Need-Blind” admissions programs and privately

of attacking  The Wall Street Journal and defending and
rationalizing the shortcomings and problems of historically
Black colleges and universities, the AFRO should acknowledge
them and propose corrective plans of action. While the AFRO
sees fit to impugn WSJ, unimpeachable data exist documenting
that some HBCUs are failing. For example, data collected by
the Maryland Higher Education Commission show that of
the 601 students who enrolled at Coppin State University in
2004, 5.2 percent graduated in four years – one of the lowest
graduation rates in the country. Such a low graduation rate is
simply unacceptable.
The graduation rate at Baltimore’s Frederick Douglass
High School, my alma mater, is also unacceptable. The 2010
High School Assessment report shows that of the students
who attended Douglass—a school once known for academic
excellence—only 39.2 percent  was able to pass the state-
wide graduation requirements.  Clearly, race and class cannot
be used to rationalize the poor performance of Douglass’
students. At Carver High School, which draws from a similar
population to Douglass, 83.2 percent of students met the
requirements; at Paul Laurence Dunbar High School, 89.7
percent meet the goal.
Indisputable data show that Coppin and Douglass must do
better.  Excuses should not be tolerated.

The Bishop Long Controversy
On Sunday, Sept. 26, Bishop Eddie Long held a news
October 16, 2010 - October 22, 2010, The Afro-American
White research universities received their bachelor’s
degrees at an HBCU (Hale, 2006).
I have attended and worked at a number of
traditionally White institutions (TWIs) and can
testify to the fact that little stands between them and
HBCUs, save that which a large endowment will
buy. I have found HBCUs, such as Morgan State
University in Baltimore where I am now president,
to be quality-rich institutions, leading their states
and, in some cases, the country in many fields. For
example, Morgan is ranked second in Maryland
in the percentage of its students who graduate and
go on to graduate school – and that is ahead of
the state’s flagship institution, the University of
Maryland. Morgan also is a national leader in the
number of Fulbright scholars it produces. This does not sound
like an institution that should be closed. And, I am absolutely
certain that our 35,000 alumni, many of whom would not
have received a college education without a Morgan State
University, would concur.
I challenge Mr. Riley to compare HBCUs with other
schools of their size and nature, and not just to the most elite
of colleges and universities in the country. If he is going to
compare HBCUs to the Harvards and MITs of the world, then
he also must compare those schools with the smaller, less
well-endowed, traditionally White institutions. As a member
supported financial aid for nearly all of their students is but a
back-handed reflection of that reality. Ronald Reagan and his
right-wing cohorts’ signal success in higher education was the
bogus idea that college education is not a public good – with
benefits for the whole society – but a private good, narrowly
benefitting only the graduate and his or her immediate family.
Thus, it was okay to cut financial aid for those needing it the
most—the families languishing in underserved communities,
for whom education is the only viable pathway to
improvement in economic participation and better participation
in society at large.
3. The idea that traditionally White institutions somehow
do better at educating Black students falls completely apart
when you look closely at two facts: First, HBCU graduates
STILL are vastly more likely to pursue post-graduate study;
and second, that over the quarter of a century CCG and the
Council of Deans of the HBCU Engineering Schools have
been hosting the Black Engineer of the Year Awards, a large
majority of the corporate and government top performers
marching across the winners’ stage have been HBCU
graduates. Those corporate go-getters like Rod Adkins and Art
Johnson certainly were not held back by having completed
their educations at HBCUs, and their employers clearly
were not held back from hiring them, appreciating their
contributions and promoting them, despite what the would-be
researchers Riley is quoting believe.
4. Let’s sharpen the focus here. Bellcore, before it was
bought out and merged into a larger concern, wanted to try out
some HBCU students in the mix of high-performing students
from elite colleges writing network control interfaces and
other software. The Morgan State students completed their
assignments brilliantly and early, heading back to supervisors
to ask for more work. Sanjiv Ahuja, Bellcore’s president and
COO, was so impressed that he journeyed to Baltimore to see
conference to address the allegations of his sexual misconduct
committed with young men of his congregation. Those four
young men had filed a lawsuit against Bishop Long alleging
At the news conference, Bishop Long was introduced by
his attorney, who was a White man. I took that as an affront
to Black America that this Black minister, who has become
wealthy off the tithes and donations of his Black congregation
would retain a White lawyer. There are many in his
congregation who will never live the lavish lifestyle that they
have afforded Bishop Long.
I also found it difficult to understand that of all the many
great lawyers in the Atlanta area and in this country, why
could not Bishop Long have found one Black lawyer who was
capable enough to have represented him and his church.
There are Black members in evangelist Billy Graham’s
congregation, but I would venture to say that neither the church
nor the ministers of that congregation are represented by Black
attorneys.
Bishop Long, seemingly, has a slave mentality because he
feels that since he must have the best and can afford to have the
best in material goods that he too must have the best in legal
representation. Hence, according to Bishop Long, he thinks that
the best legal representation he can get for himself and for his
church is a White lawyer. Poor Bishop Long.

My Baltimore Connection
Although I have moved from Baltimore, I still subscribe to
your great newspaper. In the Sept. 18 edition of your paper, I
enjoyed reading the article about Judge Marcella Holland being
sworn in as the new chair of the National Bar Association’s

of President Obama’s Board of Advisors on historically Black
colleges and universities, I know that what the president is
really trying to do is give HBCUs access to that which will
help them compete in today’s marketplace – better marketing,
management assistance, fundraising expertise and more.
President Obama understands what Mr. Riley clearly does not;
that is, without every genre of higher education seeking ways
to educate more Americans, our nation will continue to fall
farther behind the rest of the world.

for himself what kind of institution had trained them so well.
“I decided to come here and recruit more students to come to
Bellcore,” he said. “I want all of you to come to work for us.”
The Morgan students had not only matched their counterparts
from the elite schools Riley touts – they had outperformed
them.
5. Black colleges are expanding, not shrinking. Look
at Howard’s aggressive building activity over the Patrick
Swygert years; look at Morgan’s, under the estimable Dr. Earl
Richardson. Look at Hampton’s growth, or the addition of new
engineering schools at Virginia State, Norfolk State, Alabama
A&M and Jackson State. Their students’ SAT scores would
get them into many of the traditionally White institutions they
eschewed. But as the National Institute of Medicine pointed
out in its short report on Blacks in the sciences, and as the
more recent Bayer study showed, Blacks enter traditionally
White “mainstream” institutions with the same inclination
to pursue STEM careers as White students, but then they
get dissuaded by White faculty and administrators. That just
doesn’t happen at HBCUs.
So, enough of Riley’s balderdash. We’ve rebutted it time
and time again. At the end of the day, Black colleges are not
going to dry up and blow away, despite the earnest wishes
of Jason Riley and his “Ivory Tower” friends. The need for
HBCUs is still extant, their achievements are unassailable,
and their graduates continue to march on into the bright blue
future.

Border Patrol Incident
Today while traveling from Dallas to San Diego via
Greyhound Bus, approximately 50 passengers were subjected
to a half an hour delay at a border patrol inspection facility.
First, a K9 drug dog searched the luggage bay. Four suitcases
alerted the dog and no one admitted ownership. Total
evacuation and further search of the passenger area turned up
two backpacks which ended in the arrest of three passengers.
Having seen the effort of the patrol officers, I became
concerned to the point that I am suggesting we take this action.
Send the returning troops from Iraq and Afghanistan to
South America. Once they have been deployed, make the entire
continent our 51st state governed by U.S. law. By acquiring
assets and land where illegal crops are grown and processed,
our boarder problems will be eliminated and lives which are
now enslaved to drugs and oppression will be freed.

The occasion was the seventh annual
awards benefit gala “Saluting Survivors…
Promoting Life,” a night devoted to
celebrating survivors and health
advocates hosted by national health
advocacy organization, Institute for
the Advancement of Multicultural
and Minority Medicine (IAMMM).
“Each of these courageous survivors
agreed to share their personal stories to
emphasize the importance of prevention, early
detection and healthy lifestyles,” said Madeline
Lawson, president/CEO, IAMMM. “Their uplifting
messages were inspiring and indeed affirm the
Institute’s commitment to continue our work in
research, education and advocacy to address the
many challenges that confront racial and ethnic
health care.”
The Health Leadership Award for “Promoting
Life” was presented to Margot James Copeland,
national president, The Links; Dr. Anne C. Beal,
MD, MPH, president, Aetna Foundation and D.C.
Councilmember At-Large David Catania for his
leadership as chair of the Committee on Health

Hip-Hop Heads Get Political with Area Concert Launch

District-based hip-hop artist Head-Roc,
known nationally as “The Mayor of D.C. Hip
Hop,” has teamed with grassroots community
organization Empower DC for a series of
outdoor concerts urging city residents to
turn out in droves for the Nov. 2 General
Elections.
However, the organizers’ mission doesn’t
stop there. The concert series was also
established in hopes of encouraging D.C.
residents to join an activist organization
and become educated about city officials’
agendas and plans for the city. Empower DC
hopes to fulfill its mission - promoting self-
advocacy among low- and moderate-income
DC residents –by participating in the concert
series. In addition, the group has led efforts to
uphold the rights of public housing residents,
prevent the closing of public schools, ensure
accountability from government officials
and challenge the privatization of public
properties in the District.
A number of the area’s progressive
groups are co-sponsoring the tour and will
be on hand to disperse information about
their campaigns, distribute voter education
materials and hand out surveys describing
where candidates stand on a plethora of
issues.
“It’s the perfect opportunity to connect
with fellow Chocolate City residents here in
Washington, D.C., and have a real discussion
about what we’re facing if things keep going
the way they’ve been going for poor Black
and Brown families working to fulfill the
American Dream in the Nation’s Capital,”
said Head-Roc in a statement.
Head-Roc will perform songs from his
recently completed release, The Empower DC
Project comprised of songs inspired by what
he describes as “the most fearless community
organizing group in D.C.” The project
includes a theme song for each of Empower
DC’s primary organizing campaigns, focusing
on affordable housing, child care, education
and saving public property.

Black Music Group Revived in Spirit of Esteemed Baritone

The plight of an African-
American musician in 1919 was a
far cry from the glamorous journey
to superstardom many performers
now enjoy. Racism shuttered
many doors, limited educational
opportunities and stunted the careers
of performers who’d otherwise
make powerful footprints on
America’s musical fabric.
In 1919 a conglomerate of
musical performers and teachers
joined forces with a common
mission: to become masters of
their craft. They shared notes with
musicians from around the nation,
held workshops and discussed ways
to enhance private music studios by
hosting scholarship competitions
for students. Their efforts evolved
into the National Association of
Negro Musicians (NANM), the
country’s oldest coalition dedicated
to preserving all facets of Black
American music.
NANM branches proliferated
around the country, including
the District, city home to a crop
of Black musicians like Duke
Ellington, pianist Shirley Horn and
saxophonist Frank Wess. However,
the local branch dwindled and was
inactive for many years until 2010
when former Cheyney University
professor Damon Dandridge
approached District-based singer/
musician Patrick D. McCoy
about the chapter’s revival. After
informational meetings, the chapter
was revived with the approval of
NANM’s national organizers.
Now the branch’s president,
McCoy said the new D.C. affiliates
have developed their own distinct
chapter with its own culture. “This
is a new branch,” said McCoy, a
freelancer, performer and columnist
who currently serves as minister
of music at Takoma Park Baptist
Church in Northwest. “It is a revival
of NANM in D.C., in the sense
that we are present once again,
but not in the sense that we are a
continuation of the old branch that
once existed. We pay homage to the

Samuel Ratliff, pastor of Brentwood Baptist Church of
Houston, preached during the anniversary worship services
on the first Sunday in September, and Davis’ father-in-law,
the Rev. Dr. Harold A. Carter Sr., pastor, New Shiloh Baptist
Church in Baltimore, Md., concluded the celebration during
an evening service on the same day.
Reflecting on his 10 years as pastor of First Baptist
Church of Highland Park has Davis III teetering between
humility and pride. He acknowledged that church
membership has grown to more than 3,000 as five spirit-
filled worship assemblies are now held each week. “The
Park,” as Davis has nicknamed the church, has provided
money, supplies and physical assistance to aid survivors of
various international disasters like the earthquake in Haiti.
“It’s hard for me to measure the growth that has taken place
over the past 10 years as I’ve simply sought to be faithful
to God,” said Davis, who’s known for his power-packed
sermons and people skills. “I fully realize that everything is
in the hand of God. I’m grateful for how our church reaches
beyond our walls to touch persons in our neighborhood and
across the world in very tangible ways.”
Davis said his messages reach thousands via the Internet,
through the church’s website, www.fbhp.org, which was not
in place prior to his coming to “The Park.” Davis recently
launched a “Faith Forward” campaign that will lead to
building a new $30 million worship center, complete with
state-of-the-art amenities, including a basketball court and
fitness center.
In other evangelistic efforts, Davis started broadcasting
on WAVA- 105.1 FM nearly eight years ago. The sermons
can be heard on Sunday mornings at 7 a.m. The church also
has a Sunday morning broadcast in New York City that
reaches listeners in Connecticut and New Jersey on WLIB –
1190 AM.

Suitland Holds off Flowers, 14-7, in Battle of Unbeatens

It was a play that Suitland quarterback Nyema
Washington said the team runs in practice all the
time: a simple roll out to the right and a throw back
to the left. But Washington didn’t expect it to work
against a tough opponent in double overtime Oct.
9.
With Washington’s unbeaten Suitland team tied
7-7 with the Charles Herbert Flowers Jaguars in
double overtime, the junior signal caller put away
his worries and put his faith in his coaches. And
though receiver Robert Burke nearly put the pass
on the ground as he fumbled the catch, he regained
control and put Suitland in the end zone and into
first place in the Prince George’s 4A Division with
a 14-7 win.
In a game that Suitland (6-0) seemingly tried to
give away, Flowers (5-1) always gave it right back.
Both teams were heavily penalized throughout the
contest, and each school took turns committing
costly fumbles and drive-killing mistakes.

But it was only a matter of time before
Washington found Burke for the score that came
on a third and 20 drive. After Lawrence’s fourth-
down pass was batted down on the following

celebrate an unbeaten start.
“It feels real good,” Washington said. “We
knew coming in we were going to be expected to

overtime there was no doubt, we came in ready to
dominate.”
It wasn’t necessarily a dominant performance,
but Suitland head coach Ed Shields was just
said. “We were just fortunate to come out on top after all the
mistakes we made.”

Say It Ain’t So, Allen
Iverson Close to Playing
Overseas

Michael Jordan; Magic Johnson; Kobe Bryant, whatever.
Give me Allen Iverson. No championships, no titles and no
celebratory speeches, but it doesn’t matter. If you were an ‘80s
baby then you know exactly what I’m talking about. In his
prime, Iverson was the most polarizing figure in basketball. A
rapper-styled character armed with a slick crossover and major
street appeal. Who didn’t like the Philadelphia 76ers when
Iverson was hooping for them? He single-handedly turned
basketball popular again in the “City of Brotherly Love” and
familiarized you with scrubs like Aaron McKie, Tyrone Hill
and Eric Snow.
Iverson changed the game—maybe for the worst—like no
other. His No. 3 jerseys became popular from high school to
the city leagues. Cornrows took on new life in ‘hoods across
America and even managed to sneak into a few corporate
offices. The elbow sleeve, the high dribble, the headband, I
mean seriously, Iverson could’ve retired just off copyright

Fast track to Oct. 12, 2010, news just broke that Iverson
is close to an agreement to balling overseas for the Turkish
team Besiktas Cola Turka. Say what? Yahoo! Sports reported,
Oct. 12, that the former Georgetown star is close to signing
a one-year, $2 million deal that would ship him out of the
states and into foreign land. Clearly, a last-minute desperate
act by Iverson. He was lucky to get back in the league last
season after the 76ers opened their hearts to their adopted son.
He wept at his re-introductory press conference like a baby
because he simply couldn’t understand why it came down to
a team feeling sorry for him for the former All-Star to play
again. Nobody wanted Iverson on their team last year, nobody.
Not the Miami Heat, not the Detroit Pistons and not even the
Memphis Grizzlies. And nobody wants him again this year
either, apparently.
Say it ain’t so, Allen. A one-time premier sports figure
forced to migrate across the waters because he can’t find an
NBA home. Sure, he had his attitudes, hated practice and came
off like a thug whenever the opportunity presented itself, but I
just find it insane that a player of Iverson’s stature is no longer
wanted in a league he helped mold.
Could his attitude really be that bad? Are his skills that
diminished? A team’s chemistry is so great that it wouldn’t risk
adding Iverson to the fold? Who knows? All I know is that a
former childhood hero is ready to call it quits on the league
and take his talents to Turkey. For everything he’s done for the
NBA – right or wrong – this is the thanks he gets? America
really is cold. Say it ain’t so, Allen.
