Source Parameter Description Value Range Range and Step
Indicates whether this cell will be reserved for operator use. If it
is reserved, only UEs assigned to Access Classes 11 or 15 can
treat the cell as candidate for cell selection and cell reselection if RESERVED;
the cell belongs to the home PLMN. For other UEs the cell is NOT_RESERVE
barred. The parameter is defined per cell. D

Used by the UE to calculate the FACH measurement occasions

(see fachmeasoccasion). The parameter is defined per cell. If
fachMeasOccaCycLenCoeff is set to a value > 0, the UE
performs inter-frequency and inter-RAT measurements during
FACH measurement occasions. FACH measurement occasions
are defined as being the frames where the following equation is
fulfilled:

SFN = C-RNTI mod n * 2^k, n = 0, 1, 2, etc

k is an integer defined by the parameter

fachMeasOccaCycLenCoeff

0..12 step 1

Indicates if the UE is required to perform measurements and

evaluate the cell reselection criteria for Interfrequency neighbors
in state CELL_FACH. The parameter is defined per cell. If the
parameter interFreqFddMeasIndicator is set to TRUE, the UE
will evaluate cell reselection criteria on inter-frequency cells in
state CELL_FACH.

If the parameter interFreqFddMeasIndicator is set to FALSE, the

UE will neither perform measurements nor evaluate cell
reselection criteria on inter-frequency cells in state CELL_FACH.

FALSE; TRUE
UE maximum transmission power on the RACH when accessing
the system. The parameter is also used to calculate the cell
selection criteria Srxlev. It is defined per serving cell and per -50..+33 dBm
WCDMA neighbor and GSM neighbor. step 1

Hysteresis value of the serving cell to be used for cell ranking

based on CPICH RSCP. 0..40 step 2dB
Hysteresis value of the serving cell to be used for cell ranking
based on CPICH Ec/No. 0..40 step 2dB
Signal strength offset between source and target cell to be used
for cell ranking based on CPICH RSCP. The parameter is
defined per WCDMA neighbor relation and per GSM neighbor
relation. -50..50 step 1dB
Signal strength offset between source and target cell to be used
for cell ranking based on CPICH RSCP. The parameter is
defined per WCDMA neighbor relation and per GSM neighbor
relation. -50..50 step 1dB
Signal strength offset between source and target cell to be used
for cell ranking based on CPICH Ec/No. The parameter is
defined per WCDMA neighbor relation. -50..50 step 1dB

Minimum required quality level in the cell measured in the UE.

The parameter is defined per serving cell and per WCDMA
neighbor. -24..0 step 1dB
Minimum signal strength level received in the UE. The parameter
is defined per serving cell and per WCDMA neighbor and GSM -119..-25 step
neighbor. 2dBm

Quality measure (CPICH RSCP or CPICH Ec/No) used in UE

functions for cell selection and reselection in Idle and Connected CPICH_RSCP;
modes. The parameter is defined per cell. CPICH_EC_N0
-105..91 (A
negative value is
Decision on when measurements on GSM neighbors are interpreted as 0
performed which is made using this parameter in relation with by the UE) step
Srxlev. The parameter is defined per cell. 2dB

Decision on when measurements on Interfrequency neighbors

are performed. The parameter is defined per cell. 0; 1..27 step 1dB

Decision on when measurements on Intrafrequency neighbors

are performed. The parameter is defined per cell. 0; 1..27 step 1dB
-32..20 (A
negative value is
Decision on when measurements on GSM neighbors are interpreted as 0
performed which is made using this parameter in relation with by the UE) step
Squal. The parameter is defined per cell. 2dB
Reselection time control of cell selection and reselection. The
time-to-trigger for cell reselection occurs in seconds. The
parameter is defined per cell. 0..31 step 1s

Periodic Update Timer for LA update. The parameter is defined 0; 1..255 step
per Location Area. 1decihour
Parameter that facilitates the avoidance of unnecessary paging
attempts. The parameter is sent on BCCH and informs the UE if
IMSI attach and detach is applied. It is defined per Location
Area. FALSE; TRUE

Indicates if the RNC supports Inter RAT Handover. FALSE; TRUE

Indicates if the RNC supports Inter-Frequency Handover. FALSE; TRUE

Parameter set per Cell. Indicates if Inter RAT Handover or Inter- IFHO_PREFERR
Frequency HO or None shall be evaluated in case both Inter ED;
RAT and Inter-Frequency neighboring cells have been GSM_PREFERR
configured. ED; NONE

If a cell cannot be added to the active set, and this cell is

stronger than the AS + releaseConnOffset, then the call shall be -30..250 step 5
released. (1=0.1dB)

Defines the priority of a neighbor cell, where 1 is the highest prio

to be used for the most important neighbors. 0..Large Integer

Defines the priority of a neighbor cell, where 1 is the highest prio

to be used for the most important neighbors. 0..Large Integer

Hysteresis used in addition-window in evaluation criteria for 0..15 step 1

event 1a to avoid ping pong effects. (1=0.5dB)

Hysteresis used in the drop window in evaluation criteria for 0..15 step 1
event type 1b. (1=0.5dB)
Hysteresis used in replacement threshold in evaluation criteria
for event 1c (A non-active primary CPICH becomes better than 0..15 step 1
an active primary CPICH). (1=0.5dB)
Hysteresis used in replacement threshold in drop window in 0..15 step 1
evaluation criteria for event 1d (Change of best cell). (1=0.5dB)
Cell parameter. The offset is added to the measured quantity
before the UE evaluates whether an event has occurred.
Improper use of non-default values may result in instability and -100..100 step 5
unequal cell borders. (1=0.1dB)

Maximum number of cells allowed in the Active Set. Used in the

RNC evaluations of event 1a, 1c, and 1d. If the number of cells
in the Active Set is equal to maxActiveSet, the handover
evaluation algorithm proposes a cell replacement (event 1c and
1d); otherwise it proposes a cell addition (event 1a). 2..4 step 1
