are service providers through which e-commerce merchants can process their
payment transactions. Aggregators allow merchants to accept credit card and bank
transfers without having to set up a merchant account with a bank or card
association.
The Payment aggregators typically hold consumer credit card detail to allow
for faster purchases or hold money in an account to allow for future
purchases.
Merchants must thoroughly analyze the costs and benefits associated with
each provider to ensure they obtain the best payment solution.

processing rate from the underlying payment processor or bank. In return, it,
generally, assumes the risk ( a financial liability) for its entire portfolio. Consequently,
aggregator becomes responsible for any transaction fraud or chargeback associated
with its sub-merchants.
Conclusion
An aggregator is preferred for a smaller business. While it is the goal of any business
to grow better, it’s not necessarily every merchant’s goal to grow bigger, so
aggregators are optimal for businesses content on staying micro. However, for
those businesses that want to expand, processing needs will outgrow an aggregator.
Jakarta - Menteri Koordinator Bidang Perekonomian Darmin Nasutionakhir pekan
lalu menggelar rapat koordinasi terbatas tentang gerbang pembayaran nasional
(GPN). GPN dibahas karena disebut masuk dalam evaluasi produk generalized
system of preferences (GSP) yang dilakukan pemerintah Amerika Serikat (AS).
GSP adalah fasilitas atau hak istimewa yang diberikan kepada produk-produk
ekspor dari seluruh negara ke AS dan sudah diterapkan sejak 1974. Setidaknya ada
112 negara merdeka dan 17 teritori yang mendapatkan hak istimewa dengan jumlah
produk yang diberikan sekitar 5.000-an.

GPN adalah sistem yang dibuat oleh Bank Indonesia (BI) untuk mendukung
interkoneksi dan interoperabilitas sistem pembayaran nasional. Sudah lebih 20
tahun Indonesia mengkaji dan akhirnya diluncurkan akhir 2017 lalu.
GPN juga diharapkan bisa meningkatkan perlindungan konsumen antara lain melalui
pengamanan data transaksi nasabah dalam setiap transaksi. Hal ini juga terkait
dengan pemrosesan yang akan dilakukan dalam negeri, sehingga data nasabah
tidak akan pergi keluar lalu kembali.
Sebab selama ini pemrosesan transaksi pembayaran menggunakan kartu baik debit
atau kredit masih dilakukan di luar negeri.
BI menyebutkan, meskipun ada GPN nantinya Payment Gateway asing yang sudah
ada akan berjalan beriringan dengan GPN.
Untuk mencapai sasaran tersebut Bank Indonesia telah menerbitkan Peraturan Bank
Indonesia No.19/8/PBI/2017 tanggal 21 Juni 2017 dan Peraturan Anggota Dewan
Gubernur No.19/10/PADG/2017 tanggal 20 September 2017 tentang Gerbang
Pembayaran Nasional
Gerbang Pembayaran Nasional (GPN) atau National Payment Gateaway (NPG)
dituding menjadi salah satu alasan Amerika Serikat ingin lakukan perang dagang
dengan Indonesia dengan mencabut fasilitas tarif khusus atau generalized system of
preferences (GSP). Bank Indonesia pun menjelaskan bahwa GPN tidak
menimbulkan kerugian sebab transaksi lintas negara masih tetap dibebaskan.

Gubernur Bank Indonesia, Perry Warjiyo, menjelaskan GPN sama sekali tidak
mengatur atau membatasi transaksi antar negara. "GPN tidak mengatur atau
membatasi cross border transaction, jadi tetap bebas," kata Perry, di
Kantornya,Jakarta, Kamis (19/7).
Perry mengungkapkan, GPN hanya mengatur kewajiban interkoneksi dan
interoperated untuk transaksi domestik dalam kartu debit yang wajib diselesaikan di
dalam negeri. Dengan tujuan memudahkan dan mengefisiensi proses transaksi
dalam negeri sehingga tidak perlu diproses di luar negeri lagi.
Perry melanjutkan, efisiensi dari GPN sudah mulai terlihat. Terbukti dari tarif
merchant discount rate (MBR) kini menjadi hanya 1 persen dari sebelumnya 2
persen -3 persen.
"Dia punya daftar permintaan, ini kita (AS) kok dihambat di Indonesia. Ada mengenai
asuransi, national payment gateway, ada mengenai data processing center,
intellectual property right, pertanian. Nah tadi kita itu membahas 3 yang pertama tadi
itu, untuk merumuskan kita tawarannya apa," ujar Menko Darmin.
