Payment Aggregator is also known as Merchant Aggregator.

Payment Aggregators
are service providers through which e-commerce merchants can process their
payment transactions. Aggregators allow merchants to accept credit card and bank
transfers without having to set up a merchant account with a bank or card
association.

 The payment aggregator is facilitating the collection of payment from the


consumer via credit cards, debit card or bank transfer to the merchant. The
merchant is paid by the aggregator in 1-3 working days. These services are

 In case of sub-merchant aggregator (sub-merchant funding) the aggregator


processes transactions of the smaller businesses under different MIDs, remits
the funds to sub-merchants and withholds the fees but still bears financial
responsibility for all the accounts.

Due to the increased possibility of fraud with the straight aggregator model, the sub-
merchant aggregator is a preferred way to organize processing.

and differentiate from other alternative payment providers.

 Google, Payubiz, Paytm, PayPal, Google Checkout and Amazon Payments


have all gone different routes to in payment aggregator business satisfy

Jakarta - Menteri Koordinator Bidang Perekonomian Darmin Nasutionakhir pekan
lalu menggelar rapat koordinasi terbatas tentang gerbang pembayaran nasional
(GPN). GPN dibahas karena disebut masuk dalam evaluasi produk generalized
system of preferences (GSP) yang dilakukan pemerintah Amerika Serikat (AS).

GSP adalah fasilitas atau hak istimewa yang diberikan kepada produk-produk
ekspor dari seluruh negara ke AS dan sudah diterapkan sejak 1974. Setidaknya ada
112 negara merdeka dan 17 teritori yang mendapatkan hak istimewa dengan jumlah
produk yang diberikan sekitar 5.000-an.

"Untuk mengevaluasi mereka punya daftar permintaan kita kok dihambat-hambat di


Indonesia. Ada yang mengenai asuransi, national payment gateway (Gerbang
Pembayaran Nasional/GPN), ada mengenai data processing center, ada mengenai
intelectual property rights, pertanian. Nah tadi itu kita membahas 3 yang pertama itu
untuk merumuskan kita tawarannya apa," kata Darmin.

Sebenarnya apa GPN itu?

GPN adalah sistem yang dibuat oleh Bank Indonesia (BI) untuk mendukung
interkoneksi dan interoperabilitas sistem pembayaran nasional. Sudah lebih 20
tahun Indonesia mengkaji dan akhirnya diluncurkan akhir 2017 lalu.

GPN juga diharapkan bisa meningkatkan perlindungan konsumen antara lain melalui
pengamanan data transaksi nasabah dalam setiap transaksi. Hal ini juga terkait
dengan pemrosesan yang akan dilakukan dalam negeri, sehingga data nasabah
tidak akan pergi keluar lalu kembali.

Sebab selama ini pemrosesan transaksi pembayaran menggunakan kartu baik debit
atau kredit masih dilakukan di luar negeri.

Sekedar informasi sebelum menggunakan GPN Indonesia masih menggunakan


sistem pembayaran milik asing seperti Visa, MasterCard, JCB, hingga UnionPay.
Karena seluruhnya pemrosesan di dalam negeri, maka biaya-biaya yang
sebelumnya dibebankan bisa dihemat karena Indonesia memiliki GPN sendiri.

BI menyebutkan, meskipun ada GPN nantinya Payment Gateway asing yang sudah
ada akan berjalan beriringan dengan GPN.

Untuk mencapai sasaran tersebut Bank Indonesia telah menerbitkan Peraturan Bank
Indonesia No.19/8/PBI/2017 tanggal 21 Juni 2017 dan Peraturan Anggota Dewan
Gubernur No.19/10/PADG/2017 tanggal 20 September 2017 tentang Gerbang
Pembayaran Nasional
Gerbang Pembayaran Nasional (GPN) atau National Payment Gateaway (NPG)
dituding menjadi salah satu alasan Amerika Serikat ingin lakukan perang dagang
dengan Indonesia dengan mencabut fasilitas tarif khusus atau generalized system of
preferences (GSP). Bank Indonesia pun menjelaskan bahwa GPN tidak
menimbulkan kerugian sebab transaksi lintas negara masih tetap dibebaskan.

Gubernur Bank Indonesia, Perry Warjiyo, menjelaskan GPN sama sekali tidak
mengatur atau membatasi transaksi antar negara. "GPN tidak mengatur atau
membatasi cross border transaction, jadi tetap bebas," kata Perry, di
Kantornya,Jakarta, Kamis (19/7).
Perry mengungkapkan, GPN hanya mengatur kewajiban interkoneksi dan
interoperated untuk transaksi domestik dalam kartu debit yang wajib diselesaikan di
dalam negeri. Dengan tujuan memudahkan dan mengefisiensi proses transaksi
dalam negeri sehingga tidak perlu diproses di luar negeri lagi.

"Dengan interconnectivity dan interoperatibiliy dimaksudkan meningkatkan efisiensi


melalui sistem pembayaran khususnya penyelesaian transaksi lebih murah, mudah
dan cepat," ujarnya.

Perry melanjutkan, efisiensi dari GPN sudah mulai terlihat. Terbukti dari tarif
merchant discount rate (MBR) kini menjadi hanya 1 persen dari sebelumnya 2
persen -3 persen.

"GPN juga diperlukan untuk memfasilitasi, mendorong, mendukung kesuksesan


program pemerintah dalam menyalurkan bantuan sosial."

Sebelumnya, Menteri Koordinator Perekonomian Darmin Nasution menggelar rapat


tertutup dengan sejumlah menteri untuk membahas rencana evaluasi Amerika
Serikat terhadap fasilitas keringanan bea masuk atau generalized system of
preferences (GSP) terhadap produk ekspor Indonesia. Untuk diketahui, akan ada
124 produk yang akan dievaluasi oleh AS.

Menko Darmin mengatakan, ada beberapa penyebab AS melakukan evaluasi


perdagangan dengan Indonesia. Salah satunya gerbang pembayaran nasional
(GPN) atau National Payment Gateway (NPG).

"Dia punya daftar permintaan, ini kita (AS) kok dihambat di Indonesia. Ada mengenai
asuransi, national payment gateway, ada mengenai data processing center,
intellectual property right, pertanian. Nah tadi kita itu membahas 3 yang pertama tadi
itu, untuk merumuskan kita tawarannya apa," ujar Menko Darmin.
