Police seek witnesses in hit-and-run collision
San Mateo police are on the lookout for someone
involved in a hit-and-run crash in the area of 40th Avenue
and Edison Street that sent a Belmont woman, 52, to the
hospital Thursday morning.
At about 6:40 a.m. Nov. 15, police responded to the area
on the report of a woman lying on the ground with a head
injury. There was evidence she was struck by a car and she
was transported to the hospital with moderate injuries,
according to police.

cancer-free and thriving. On the five-year anniversary of
the day that then-5-year-old Miles Scott
captured the hearts of millions by saving

his Make-A-Wish Foundation dream
accomplished at last — the fifth-grader is
healthy and active. The Bay Area chapter
of the Make-A-Wish Foundation provid-
ed the encouraging and heartwarming
update Thursday.

Miles had battled leukemia for years when he took over as

prison escape from Alcatraz Island, the FBI has created
replicas of decoy heads that inmates used to distract guards
from a plan that still captivates researchers and tourists.
Authorities on Thursday unveiled 3D-printed copies of

Clarence Anglin constructed with soap, plaster and human

Lime accused of violating labor laws

A San Mateo man who collects Lime
electric scooters has sued the rental
company in San Francisco Superior
Court, alleging that it violates state
labor laws by classifying him and sim-
ilar workers as independent contrac-
tors.
Lime, formerly known as LimeBike,
rents dockless electric bicycles and
scooters in a number of cities. It is
based in San Francisco and operates
using the business name Neutron
Holdings Inc. a
The company calls people who col-
lect the scooters “Juicers.” The Juicers
pick up scooters where users have left
them, recharge them and return them to
designated Lime parking locations.
Yassin Olabi, who has worked as a
Juicer since August, claims he should
be treated as an employee rather than
an independent contractor and that
because he is an employee, the compa-
ny is violating labor laws including
minimum wage and expense reim-
bursement requirements.
He says in the lawsuit that his earn-
ings, after the expenses he has to pay,
amount to $2 to $5 per hour. The state
minimum wage for large businesses is
$11 per hour.
The lawsuit was originally filed on
Sept. 11 and revised in an amended
complaint filed on Wednesday.
It asks for a court order requiring
Lime to cease the alleged labor viola-
tions and to pay statutory fines to
present and former Juicers and to the
state.

The lawsuit claims that Lime is will-
fully disregarding the definition of an
independent contractor clarified in a
California Supreme Court ruling earli-
er this year.
In that decision, the high court said
an independent contractor must be free
from the control of the hiring compa-
ny in the performance of the work;
must perform work outside the hiring
company’s usual business; and must
have an independently established
occupation or business of the same
nature as the work performed.
“Lime, which is a sophisticated
company based in California with
prominent California investors, is or
should be aware of these require-
ments,” the lawsuit claims.

Town’s wildfire evacuation plan raises questions

MAGALIA — Ten years ago, as
two wildfires advanced on
Paradise, residents jumped into
their vehicles to flee and got stuck
in gridlock. That led authorities to
devise a staggered evacuation plan
— one that they used when fire
came again last week.
But Paradise’s carefully laid
plans quickly devolved into a pan-
icked exodus on Nov. 8. Some sur-
vivors said that by the time they
got warnings, the flames were
already extremely close, and they
barely escaped with their lives.
Others said they received no warn-
ings at all.
Now, with at least 56 people
dead and perhaps 300 unaccounted
for in the nation’s deadliest wild-
fire in a century, authorities are
facing questions of whether they
took the right approach.
It’s also a lesson for other com-
munities across the West that
could be threatened as climate
change and overgrown forests
contribute to longer, more destruc-
tive fire seasons .

conduct claims. “Despite taking
some steps to address the prob-

it’s making progress on detecting
hate speech, graphic violence and
other violations of its rules, even
before users see and report them.
Facebook said that during the
April-to-September period, it dou-
bled the amount of hate speech it
detected proactively, compared
with the previous six months.
The findings were spelled out
Thursday in Facebook’s second
semiannual report on enforcing
community standards. The reports
come as Facebook grapples with

Sheriff Kory Honea said evacua-
tion orders were issued through
5,227 emails, 25,643 phone calls
and 5,445 texts, in addition to
social media and the use of loud-
speakers. As cellphone service
went down, authorities went into
neighborhoods with bullhorns to
tell people to leave, and that saved
some lives.
Honea said he was too busy with
the emergency and the recovery of
human remains to analyze how the
evacuation went. But he said it was
a big, chaotic, fast-moving situa-
tion, and there weren’t enough law
enforcement officers to go out and
warn everyone.
“The fact that we have thousands
and thousands of people in shel-
ters would clearly indicate that we
were able to notify a significant
number of people,” the sheriff
said.
Some evacuees were staying in
tents and cars at a Walmart parking
lot and in a nearby field in Chico,
though volunteers planning to
close the makeshift shelter by
Sunday were working to transition
people to other locations.
A Sunday closure “gives us
enough time to maybe figure
something out, ” said Mike
Robertson, an evacuee who
arrived there on Monday with his
wife and two daughters.

restrictions for pesticide
LOS ANGELES — California
regulators recommended new
restrictions Thursday on a widely
used pesticide blamed for harming
the brains of babies.
The Department of Pesticide
Regulation issued temporary
guidelines for chlorpyrifos that
include banning it from crop dust-
ing, discontinuing its use on most
crops and increasing perimeters
around where it’s applied.
The DowDuPont pesticide cur-
rently used on about 60 different
crops — including grapes,
almonds and oranges — has
increasingly come under fire from
regulators, lawmakers and courts.

Pacifica man who attacked testifying
witness in court enters no contest plea
A 22-year-old Pacifica man who attacked a witness in court
who was testifying against him pled no contest Tuesday to
charges stemming from the in-court
attack that occurred this summer, accord-
ing to the San Mateo County District
Attorney’s Office.
Michael Anthony Cereghino entered a
no-contest plea to assault and witness
dissuasion — both felonies — on
Tuesday, prosecutors said.
Cereghino’s recent legal troubles
Michael began when he was charged with assault
Cereghino and assault with a deadly weapon for
allegedly attacking two victims in
Pacifica on Oct. 15, 2017, according to prosecutors. Then,
almost eight months later, on June 11, Cereghino attended
his preliminary hearing at the courthouse in South San
Francisco. The two victims he allegedly attacked in Pacifica
were scheduled to testify.
The first victim testified without incident, but when the
second witness testified, Cereghino screamed, charged the
witness stand and punched the victim in the head three to
four times, according to prosecutors.
Pacifica police Detective Ryan Bianculli, the investigat-
ing officer on the case, was in the courtroom at the time of

the attack and managed to subdue Cereghino, prosecutors
said. Deputies with the San Mateo Sheriff’s Office arrested
Cereghino and took him to a holding cell. Amid the confu-
sion, a court bailiff tripped over a cord in the courtroom and
suffered an injury to his knee.
At the time of the courtroom attack, Cereghino had been
out of custody on $35,000 bail. Following the in-court
attack, he was booked into the county jail.
Cereghino’s attorney with the Private Defender Program
declared doubt that he was mentally competent to stand trial,
according to prosecutors. As a result, criminal proceedings
were suspended and Cereghino was ordered to return to court
to begin proceedings to determine his competency. The
court appointed two doctors to evaluate Cereghino’s compe-
tency to stand trial and in August, both doctors concluded
that he was competent to stand trial.
Cereghino remains in jail on $50,000 bail, prosecutors
said.
The conditions of his no-contest plea that he entered
Tuesday include no state prison sentence, up to a year in jail
and referral to the Pathways Mental Health Treatment Court.
Boy, 14, arrested for
shooting two people at a party
A 14-year-old boy was arrested Wednesday after allegedly
shooting and injuring two people at a party in East Palo Alto
on Saturday, police said.
The shooting happened on the 1900 block of Manhattan
Avenue at 11:54 p.m. Saturday. One of the victims has been
released from the hospital while the other is still recovering
from his gunshot wound, police said.
Two days earlier, the 14-year-old boy and another suspect
had allegedly attempted to rob an ice cream vendor. Police
said the boy struck the vendor on the head with the gun
before fleeing the area without any money.
East Palo Alto and Gilroy police arrested the boy in the
early morning on Wednesday and booked him into juvenile
hall in San Mateo County on suspicion of attempted murder.
Police said the boy, whose name is not being released, is
on probation for bringing a gun into a school and assaulting
a staff member, and may also be charged with possession of
a stolen gun and attempted armed robbery for the ice cream
vendor case.

Woman found dead on
Belmont roadside identified
The San Mateo County Coroner’s Office identified the
woman who was found down on a street in Belmont Monday
morning as Maria Alicia Castro, 61, of Belmont.
Belmont police Capt. Patrick Halleran said previously
Castro was carrying a plastic bag when a passing motorist
found her at about 7 a.m. at the intersection of Cipriani
Boulevard and Newlands Avenue. The victim appeared to suf-
fer mostly head injuries, he added.
Halleran said the woman lived in the area, and she would
routinely take morning walks and collect bottles and cans to
recycle. 
At this point, the police department hasn’t ruled anything
out as to cause of death, but it appears unlikely that she was
assaulted or struck by a car because of her injuries and
because the condition of her clothing is not consistent with
being struck by a car, Halleran said.
Halleran said there were no sidewalks where the woman
was found and the shoulder of the road was uneven there.

Whitaker told Graham
Mueller probe to go on

WASHINGTON — Acting Attorney
General Matt Whitaker told
Republican Sen. Lindsey Graham in a
meeting on Thursday that special
counsel Robert Mueller’s investiga-
tion will proceed, according to a per-
son familiar with the meeting.
The meeting with Graham and
Whitaker comes as a bipartisan group
of senators is pushing legislation to
protect Mueller’s job. The senators are
concerned about Whitaker’s past criti-
cism of the Mueller probe, which is
looking at Russian interference in the
2016 election and ties to President
Donald Trump’s campaign. Those con-
cerns were only amplified after Trump
appointed Whitaker as acting attorney
general last week.
Whitaker told Graham the investiga-
tion would be allowed to proceed, the
person said. The person wasn’t author-
ized to speak publicly about the meet-
ing and spoke to the Associated Press
on condition of anonymity.
Senate Democratic leader Chuck
Schumer and other Democrats have
called for Whitaker to recuse himself
from overseeing the Mueller investi-
gation.
A Justice Department spokeswoman
said earlier this week that Whitaker
will follow Justice Department proto-
cols and consult with senior ethics
officials “on his oversight responsi-
bilities and matters that may warrant
recusal.”

Senate lets Bahrain weapon
sale proceed; Yemen unease grows
WASHINGTON — The Senate rejected an effort Thursday
to block $300 million in weapon sales to Bahrain, but
there’s growing unease in Congress about the U.S. role sup-
porting the Saudi Arabia-led coalition’s military campaign
in Yemen.
Sen. Rand Paul, R-Ky., forced the vote to send a message
to President Donald Trump that the United States is “done
with the war in Yemen.” Facing a veto threat from the White
House, the resolution failed 77-21.
But Paul, who remains close to Trump, is not alone in
raising concern about the toll the war is taking in Yemen. In
the House, Democratic lawmakers voiced frustration
Wednesday after Republican leaders blocked consideration
of a resolution from Rep. Ro Khanna, D-Calif., that would
direct the president to end the U.S. military’s support of
Saudi-led forces within 30 days, and until Congress author-
izes such support.
“It is long overdue that we end U.S. complicity in Saudi
Arabia’s atrocities,” said Rep. Tulsi Gabbard, D-Hawaii.
“We must end all U.S. support for Saudi Arabia’s genocidal
war in Yemen now.”
Bitter battle for Florida
Senate seat goes to hand recount
TALLAHASSEE, Fla. — Florida’s acrimonious battle for
the U.S. Senate headed Thursday to a legally required hand
recount after an initial review by ballot-counting machines
showed Republican Gov. Rick Scott and Democratic Sen.
Bill Nelson separated by less than 13,000 votes.
But the highly watched contest for governor between
Republican Ron DeSantis and Democrat Andrew Gillum
appeared to be over, with a machine recount showing
DeSantis with a large enough advantage over Gillum to
avoid a hand recount in that race.
Gillum, who conceded the contest on Election Night only
to retract his concession later, said in a statement that “it is
not over until every legally casted vote is counted.”
The recount so far has been fraught with problems.

Migrants fill Tijuana shelters,

TIJUANA, Mexico — Members of a
migrant caravan started to meet some local
resistance as they continued to arrive by the
hundreds in the Mexican border city of
Tijuana, where a group of residents clashed
with migrants camped out by the U.S. border
fence.
About 100 migrants declined offers of
rides to shelters and had camped out late
Wednesday by the steel border fence at
Tijuana’s beach area, when a similar number
of local residents marched up to the group
shouting, “You’re not welcome,” and, “Get
out!”
Police kept the two sides apart.
Vladimir Cruz, a migrant from El
Salvador, said Thursday, “These people are
the racists, because 95 percent of people
here support us.”
“It is just this little group that doesn’t
support us,” Cruz said. “They are uncomfort-
able because we’re here.”
Playas de Tijuana, as the area is known, is
an upper-middle-class enclave, and residents
appeared worried about crime and sanita-
tion. One protester shouted, “This isn’t
about discrimination, it is about safety!”
There are real questions about how the city
of Tijuana will manage to handle the
migrant caravans working their way up
through Mexico, and which may total
10,000 people in all.
“No city in the world is prepared to
receive this number of migrants, ” said
Mario Osuna, the Tijuana city social devel-
opment director. He said the city hopes the
federal government “will start legalizing
these people immediately” so they could get
jobs and earn a living in Tijuana.
The migrants, who slept in overcrowded
shelters and in tents with a view of armed
U.S. Border Patrol agents, said they will
wait for other migrants to join them before
making their next moves.

California’s fire heroes deserve our gratitude

Imagine being a witness to this
scene. Take it further: Imagine having
to make it stop. When someone who
does not live in fire country sees hell
on earth through their television
screen, it is a surreal vignette, a
movie special effect, but not one that
most of us would ever directly experi-
ence. But thousands of courageous
firefighters and other first responders
are staring directly into the inferno in
California each day.
Many of these firefighters sleep on
the ground because they are too
exhausted to make the return trip to
their base camp. Then they get up and
do it again, day after day. All
Californians should be profoundly
grateful to them.
Forty-four people have lost their
lives in the Camp Fire, making it the
worst fire in the state’s history.

As parents of children at Adelante
School, we feel it important to
address the opinions in the story,
“School Closure Plans Alarm
Redwood City Families” in the
Friday, Nov. 13, edition of the San
Mateo Daily Journal.
We are concerned about our school
moving to the Selby Lane campus.
We are concerned about stress the
upheaval will cause to staff, students
and families at both sites. We are con-
cerned about new traffic patterns and
how they will affect our crowded
streets. We are concerned about dis-
placing students and being seen as
colonizers on a new-to-us campus. We
are concerned that our community
will lose some current members and
have growing pains as we gain new
ones. We are concerned that the dis-
trict will move us and then forget us,
leaving us flailing with too few of the
resources needed to make the new
combined community successful.
However, we are not concerned
about “different demographic
groups.” We embrace diversity, and
not only because a diverse population
is necessary for a dual immersion pro-
gram to thrive. We want our school to
reflect the diverse community of

Rescuers fear the number will be much

Close to 9,000 firefighters are on
the ground battling the Butte County
Camp Fire and the Woolsey Fire cen-
tered in Malibu. That figure doesn’t
include police, sheriffs, hospital per-
sonnel, EMTs, coroners and volun-
teers helping to feed and support
them. They’re not just from
California, either. Firefighters from
Oregon, Idaho, New Mexico, Texas,
Utah, Washington and Montana are
pitching in, too. No red states, no
blue states: states, united.
Tragically, 90 firefighters and first
responders have lost their homes in
the Camp Fire as they struggled to
contain the flames. In Butte County,
30 sheriffs alone are now homeless
due to the conflagration. Butte
College Police Chief Casey Carlson
lost his house, along with the houses
of several of his officers.
“When we got the evacuation order,
I went up to grab a few things, and
houses (on the block) were on fire
when I was leaving,” Carlson said.
“You kind of have to accept it. You
know you are helping folks, and that
is what matters. I have my kids, the
Redwood City. We have staff and stu-
dents from many different back-
grounds, and this is part of what
makes our school one of the desired
and successful campuses in Redwood
City School District (RCSD).
Moving to a new campus is not our
first choice. But should RCSD decide
that it is the best fiscal option, we are
ready to come together to ensure suc-
cess of the new Adelante at Selby
Lane.

Maximize affordable housing

I was pleased to see the Daily
Journal cover the controversy over
the Peninsula Health Care District and
the wide variety of local leaders who
are encouraging the PHCD board to
make affordable housing a priority in
its plans for 8 acres of land near
Trousdale Drive. However, I was dis-
mayed that the board is still consider-
ing devoting the majority of the site
to market-rate development, which is
unnecessary and largely fails to use
public land for public good.

responsibility, and they have per-
formed brilliantly, yet again. We ask
Cal Fire to take the ultimate risk, and
they inspire us with their efforts.
In Paradise, Allyn Pierce manages
the intensive care unit at Adventist
Health Feather River. He has spent
days helping fire victims, even mov-
ing patients from the hospital into a
caravan out of town when fire threat-
ened the structure.
“This is what we do,” Mr. Pierce
said. “I’m not trying to be brave, but
any nurse, any health care worker,
any cop, they were there and they all
did their jobs and they all did it well.”

work low-to-middle-wage, skilled
health care jobs — like home health
care aides, phlebotomists, EMTs and
nurses — on the Peninsula when they
can’t afford to live here?
To truly serve our community’s
health needs, the PHCD’s No. 1 goal
should be maximizing the number of
affordable housing units on public
land. As part of this, the district could
explore giving priority to housing
both health care workers and seniors
on low fixed incomes who would ben-
efit from proximity to medical servic-
es.

Election post mortem
T
here is a challenge of writing an election post
mortem column when all the results are not known.
However, with the understanding that results could
still change Friday, and possibly Wednesday of next week,
here goes.
The mood of the electorate in this particular election was
difficult to determine, but it seems people wanted some
change, but that they weren’t exactly sure what type of
change they wanted.
It’s not common for incumbents to be ousted unless
something strange happens, but it appears as if South San
Francisco Councilman Pradeep Gupta will miss out on
serving another term. Perhaps voters in South San
Francisco wanted to send a message that they are tired of
all the new development. Trouble is, one of the candidates
who appears to be on track to replace him, Mark Nagales,
is also pro-development, at least when it comes to hous-
ing.
Another incumbent who was
ousted was Jack Hickey, who
has sought to dissolve the
Sequoia Healthcare District for
the entire 16 years he has
served on the Board of
Directors. Hickey was a peren-
nial candidate before that, run-
ning for everything from
county supervisor to governor.
A Libertarian, Hickey has
often recruited fellow conser-
vatives to run for seats with
the ultimate goal of getting
enough votes to dissolve it.
His thinking is that the dis-
trict no longer operates a hospital and simply doles out
tax money for health causes — and simply no longer nec-
essary. His challenger, Aaron Nayfack, won in convincing
fashion with about two-thirds of the vote. It could be that
Nayfack was that good of a candidate, or that voters tired
of Hickey and his inability to fulfill his mission. And by
the way, is it too soon to talk about the Nayfacks as an
emerging San Mateo County power couple? Aaron’s wife
Michelle currently serves on the San Carlos Elementary
School District Board of Trustees.
In the San Mateo County Community College District
board Area 4 race, voters were faced with a Sophie’s
Choice, but appeared to ultimately choose Richard Holober
over Tom Mohr, both incumbents, who were running
against each other because of the new district elections.
It is becoming increasingly apparent that Sanjay Gehani
will be joined by Richa Awasthi in Foster City and Giselle
Hale and Diane Howard will be joined by Rick Hunter in
Redwood City. What is notable about the two races is that
one could say they were particularly contentious and, at
times, nasty, but that the candidates had very little to do
with it. In fact, the candidates in these two cities were
remarkably civilized, which was refreshing. It was those in
favor, or in opposition, of a particular candidate that
sometimes got nasty. It would be nice if some of that ener-
gy was put toward the power of good, but then I’m dream-
ing.
Measures still being closely watched, and that might
actually get some more clarity when the next round of
results come out today, are V and W. Measure V, a $298 par-
cel tax that would generate about $10 million a year for the
San Mateo-Foster City Elementary School District, is still
hanging on below the two-thirds threshold to pass. If it
fails, look for the school district to try again but also face
some fairly substantial cuts. Measure W, a half-cent sales
tax for SamTrans and transportation improvements is also
just below the two-thirds threshold to pass.
I’ve taken some heat for the Daily Journal’s no position
on Measure W, but I stand by it. I invite anyone to re-read
the editorial but I can recap the reasons why here. The
main issue it was trying to solve was a SamTrans funding
shortfall. It could have left it at that, and asked for a quar-
ter-cent sales tax increase. Or added a substantial project
that currently doesn’t have enough funding. I suggested
fixes to the Highway 101/State Route 92 interchange. No
one can argue it needs immediate help right? But it patched
together a bunch of possible projects with the other half
of the money rather than focus on something big.
If it does end up failing, might I also suggest thinking
about a head tax for businesses over a certain size? It cer-
tainly warrants a look to ask the contributor to our traffic
woes to pay for some of the solutions — especially as our
sales tax gets perilously close to 10 percent.

P.S. For those super excited by the Legislative Analyst’s
report that there is a $15 billion surplus tax revenue pro-
jected for next year’s budget, I might point you to
Controller Betty Yee’s report of Nov. 9 that said the state
received $6.57 billion in revenue in October, falling short
of assumptions in the 2018-19 fiscal year budget by 5.9
percent, or $412.2 million.

Tech, banks lead rebound for stocks

A rebound in technology com-
panies and banks helped reverse
an early slide for U. S. stocks
Thursday, breaking a five-day los-
ing streak for the market.
Health care and industrial stocks
also rose, offsetting losses in
retailers, homebuilders, utilities
and other sectors. Energy stocks
also helped lift the market as the
price of U.S. crude oil rose for the
second straight day.
British bank stocks plunged and
the British pound slumped amid
discord over a new deal for
Britain’s departure from the
European Union next Spring.
The late-afternoon market
rebound marked the latest episode
of volatile trading for the market
this week.
“We’re going back and forth
between days when investors are
taking risk-off and days when
they’re taking risk back on,” said
Jason Pride, chief investment
officer of private clients at
Glenmede. “We’re probably going
to go through a period of this
basically because it’s hard for
investors to figure out where we
are at this stage of the economic
cycle.”
The S&P 500 index rose 28.62
points, or 1. 1 percent, to
2, 730. 20. The Dow Jones
Industrial Average gained 208.77
points, or 0. 8 percent, to
25,289.27. The Nasdaq composite
climbed 122.64 points, or 1.7
percent, to 7,259.03. The Russell
2000 index of smaller companies
picked up 21.62 points, or 1.4
percent, to 1,524.12.

Walmart fights back against Amazon

NEW YORK — Walmart may be bruised by
Amazon, but it’s learning how to fight
back.
The world’s largest retailer delivered
strong third-quarter results Thursday,
extending a streak of sales growth into its
11th straight quarter that was helped by
services such as online grocery pickup. It
also raised profit expectations for the year
heading into the holiday shopping season.
Like other retailers, Walmart is benefiting
from a strong job market and rising con-
sumer confidence. But retailers are also ben-
efiting from the misfortunes of others. Toys
R Us and Bon-Ton Stores have gone out of
business, while the Sears bankruptcy is cre-
ating more opportunities to grab sales. J.C.
JC Penney withdraws profit
Penney, still floundering, on Thursday with-
drew profit guidance and lowered its sales
expectations for the year.
Walmart posted strong sales across a wide
range of products from toys and back-to-
school items to fresh food. That helped
sales at stores open at least a year rise 3.4
percent, a bit slower from the previous quar-
ter’s 4.5 percent at Walmart’s U.S. division,
which marked its best performance in more
than a decade. The measure, an indicator of a
retailer’s health, was helped by a 1.2 per-
cent increase in customer traffic and a 2.2
percent increase in transactions.
Since buying Jet.com two years ago,
Walmart has been expanding online by
acquiring brands and adding thousands of
items. It’s also been ramping up grocery
delivery and pickup options.

NEW YORK — J.C. Penney withdrew its
profit guidance and lowered its sales expec-
tations for the year, leading to a big drop in
its stock in early trading before shares
recovered.
Sales at stores open at least a year, a key
gauge of a retailer’s health, declined 5.4 per-
cent during the third quarter. That was much
worse than the analysts’ prediction of a 0.5
percent decline, according to FactSet.
J.C. Penney’s poor performance is an out-
lier at a time when the strong economy is
helping retailers from Walmart to Home
Depot. Many are also benefiting from strug-
gling peers like Sears or Bon-Ton who are
either fading or going out of business.
They’re heavily investing in online servic-
es and bolstering their merchandise assort-
ment. Instead, Penney has been flounder-
ing, weighed down by debt that limits how
much it can aggressively reinvent its opera-
tions.
Retail sales rose a solid
0.8 percent last month

WASHINGTON — U.S. retail sales rose at
a solid pace in October, though the gains
were boosted by one-time factors such as
hurricane recovery spending and higher gas
prices.
Retail sales rose a seasonally adjusted 0.8
percent last month, following two months
of slight declines, the Commerce
Department reported Thursday. Excluding
gasoline sales, which were inflated by high-
er prices, sales climbed 0.5 percent.
The figures suggest that consumers are
pulling back a bit on their spending, which
is likely to slow growth in the final three
months of the year. Americans had lifted
their spending over the summer and fall at
the fastest six-month pace in four years. Yet
business spending on machinery, comput-
ers and buildings barely increased in the
July-September quarter, leaving consumers
shouldering more of the burden of maintain-
ing growth.
Economists saw Thursday’s report as evi-
dence that Americans won’t be able to spend
as freely in the fourth quarter as they did in
the previous two. Excluding volatile cate-
gories such as gas, auto and food services,
retail sales rose just 0.3 percent.
“This looks very much like the end of the
boost from the tax cuts, and it strengthens
our conviction that (economic) growth has
peaked,” Ian Shepherdson, chief economist
at Pantheon Macroeconomics, wrote in a
research note.
Most analysts forecast economic growth
will slow in the final three months of the
year, to a roughly 2.5 percent pace, after
robust increases of 4.2 percent in the second
quarter and 3.5 percent in the third.
Investors also registered their disappoint-
ment as they sold off stocks of retail com-
panies, including Walmart, despite the fact
that the company reported healthy earnings
Thursday. Walmart shares fell 2.2 percent in
midday trading, while Target’s fell 3.5 per-
cent. Home Depot, which continues to reg-
ister huge sales, also dropped 2.2 percent.

CCS not waiting, implements contingency plan

The Central Coast Section is not waiting
until today to make a decision. That contin-
gency plan for CCS playoffs the section
released Wednesday? It was implemented
Thursday as the powers-that-be decided not
wait to see what the weather was going to be
like Friday and made the move.
The plan for the CCS football schedule has
been set. The remaining 15 first-round games
will be dispersed between five high school
sites in Salinas, Watsonville and Monterey.
CSM’s spark? Special teams Rockets rout

Jalen Lampley’s explosive 96-yard kick-
off return set the tone for the College of San
Mateo’s regular-season finale.
That comes as no surprise. The freshman’s
legs have made the difference for the three-
time Bay 6 Conference champion Bulldogs
all year.
“He’s great,” CSM head coach Tim Tulloch
said. “He’s electric with the ball in his hands
every time he touches it.”
With the game deadlocked 15-15 at the
half, the CSM kick-receiving unit retooled
its blocking scheme just a tad, but it made
all the difference as Lampley shot a gap
through the middle of the field to bolt for his
second longest return of the season. The
Bulldogs maintained the lead over City
College of San Francisco for the rest of the
afternoon en route to a 32-29 victory.
“At halftime, I told my linemen I’m going
to put it all on the line for you guys because
you’re my brothers,” Lampley said. “Then,
right before the kickoff, we were all in the
huddle, I said, ‘We’ve all got to give it our
all. … It’s just for five seconds, but we have
to give our all for five seconds.’ And then we
went out there and scored.”
It’s the third scoring return for Lampley
this season, but by far his most impactful.
Oct. 19 in a 27-18 win at Laney, he reeled off
a career-high 98-yard kickoff return. That
one capped a dominant start to give the
Bulldogs a 27-0 lead. And Sept. 29 at
Modesto, he took a punt return 62 yards for
the score to chip away at a two-score deficit,
but CSM went on to lose that non-confer-
ence matchup 28-18.
Sunday’s game-changer propelled CSM to
an energized second half of football though,
one that played out like a dogfight. The
Bulldogs corralled the energy into a per-
formance in which they produced the big
plays when they needed them. And that all
started with the true freshman out of
Franklin High School-Elk Grove.

Boston’s Betts, Milwaukee’s Yelich MLB MVPs

NEW YORK — Mookie Betts is ready to
become an ambassador for baseball, now that
he’s won a batting title, World Series and Most
Valuable Player award with Boston.
“I enjoy being kind of a face around the
game. I’ve kind of used this pedestal or whatev-
er you want to say to spread knowledge that the
game is fun,” he said Thursday after his runaway
victory for the AL MVP award.
The CCS Open Division boys’ water polo
championship match between No. 1 Sacred
Heart Prep and No. 2 Bellarmine, which was
postponed to Thursday morning, was canceled
early Thursday morning, with no makeup date
scheduled.
“I think what will happen, CCS will deter-
mine (if the game will be played) after the Nor
Cal tournament,” said Frank Rodriguez, SHP
assistant principal-athletics, noting that SHP
will be off next week because of the
Thanksgiving holiday.
The Northern California polo champi-
onships are scheduled to begin Friday in

delays are just a matter of time, cross country
athletes are finely tuned to be running their
best when the races matter the most —  the
postseason. Runners spend most of the year,
in general, and the last couple weeks of the
regular season, in particular, to be peaking for
the playoffs.

Rockets 107, Warriors 86

HOUSTON — James Harden scored 27 points
and the Houston Rockets routed the Golden
State Warriors 107-86 on Thursday night in a
rematch of last season’s Western Conference
finals.
The Rockets (7-7), who announced before
the game that they were “parting ways” with
10-time All-Star Carmelo Anthony, have won
three straight and six of their last eight games
after starting 1-5 to reach .500 for the first time
since they were 1-1.
The Warriors, who were without Stephen
Curry for the fourth straight game, have lost
two of their last three. Curry has already been
ruled out for Golden State’s next two games
because of a groin injury.
Houston had a 13-point lead at the end of the
third and opened the fourth quarter with a 12-2
run to make it 88-65 and spur Golden State
coach Steve Kerr to call a timeout. The Warriors
had two shots blocked and committed two
loose ball fouls in that span to help Houston
pad the lead. The Rockets got 3-pointers from
James Ennis and Isaiah Hartenstein to cap the
run.
The Rockets then scored the first nine points
after the timeout, with six from Ennis, to make
it 97-65 midway through the quarter and put the
game out of reach. Both teams cleared their
benches a couple of minutes after that.
Kevin Durant had 20 points for the Warriors
on a night they were just 4 of 18 on 3-pointers.
Draymond Green had five rebounds and five
assists in his return after serving a one-game
team-imposed suspensionWhile the Warriors
dealt with the drama between Green and Durant,
the Rockets were left to answer questions about
the decision to move on from Anthony.
Anthony played just 10 games for the
Rockets after signing a one-year, $2.4 million
deal during the offseason.
“In the summer we tried to hit a home run and
it didn’t work out,” coach Mike D’Antoni said.

Late score lifts Seattle over Green Bay

SEATTLE — After a shaky beginning,
Russell Wilson got hot in the fourth quarter
and kept the Seattle Seahawks in the middle
of the NFC playoff race.
Wilson threw for 225 yards and his 15-
yard touchdown pass to Ed Dickson with
5:08 left was the difference in the
Seahawks’ 27-24 victory over the Green
Bay Packers on Thursday night.
In a key matchup in the battle for the two
NFC wild-card spots, Seattle (5-5) snapped a
two-game losing streak by overcoming an
early 14-3 deficit. Wilson was shaky at
times early game, but was outstanding in
the fourth quarter, capping the winning
drive by recognizing a blitz and hitting
Dickson quickly for his second TD pass of
the night. Seattle still has not lost three

Kevin Harvick and Martin Truex Jr. sat on a
bench, scrolling through their phones,
oblivious to their surroundings and the
stakes.
Joey Logano was a room away, mingling
in the back of a ballroom, grinning ear-to-
ear and totally at ease.
“It’s the Big Three and me, ” Logano
shrugged. “I might be the underdog in the
stats standpoint, but we sure don’t feel like
we are.”
Logano is the outcast, statistically and
socially, of Sunday’s championship field.
He wasn’t picked to advance to the
Homestead-Miami Speedway finale but he’s

Pulisic’s return doesn’t stop loss to England

LONDON — Christian Pulisic played just
his second match with the U.S. national team
in 13 months, and the Americans failed to
muster much of an attack in a 3-0 loss to
England on Thursday night that marked Wayne
Rooney’s farewell with the Three Lions.

GENEVA — Amid growing conflict between
swimmers and their world governing body, an
international swimming meet was canceled on
Thursday after threats to ban athletes who
took part seeking better prize money.
The Italian swim federation called off the
Dec. 20-21 competition it was organizing in
Turin, saying it acted to protect athletes from
FINA.
The Turin meet was linked to a proposed
International Swimming League, a privately
run operation which aims to operate outside
FINA’s control and pay higher prize money.
“FINA declared the event ‘non-approved’ .

Laney College — scheduled for Saturday at 6
p.m. — the Bulldogs closed the regular sea-
son on a five-game win streak, running the
table in Bay 6 play for the third straight sea-
son. What sets this year’s team apart
though is the way CSM rose to the top with-
out so much as one blowout individual per-
formance on offense.
The Bulldogs managed over 400 offensive
yards just once during their Bay 6 schedule,
this in their conference opener, a 41-9 win
at home over Santa Rosa Junior College,
with CSM gaining 412 yards of offense.
And through all five victories, they did not

championships that were held the first week-
end of November, but now it’s been two weeks
since anyone has run a race. Carlmont head
coach John Lilygren hopes his team will actu-
ally be rested and primed for big performanc-
es.
“I’m hoping (the time off) will actually be a
benefit. … At this point, they’ve already put
in the long miles. … You just wanted to be
rested and be fresh,” Lilygren said. “Last year
when we had the fires up in wine country, we
missed about a week and a half (of training).
My boys were so amped for their next race,
they all ran PRs at Crystal (Springs course).
“Just having the time off, they may actually

had just one player surpass 100 yards
receiving with Elijah Harper going for 101
yards on four catches Nov. 3 at Chabot; and
not once did a CSM running back reach 100
rushing yards in a conference game.
Lampley, during his prep football career
at Franklin, was the picture of versatility. In
two varsity seasons, he played mainly run-
ning back on offense — he surpassed 1,000
rushing yards as a junior — but also saw
time at quarterback and slot receiver. As a
senior, he doubled as a cornerback. And, of
course, he was a dynamic presence on kick-
off and punt returns.
While Lampley has totaled just one offen-
sive touchdown this season, he has still
been a key contributor. He remains versa-
tile, flexing between the backfield and the
slot. His only score on offense came in his
only substantial rushing game, Oct. 27 in a
49-7 home win over Diablo Valley, taking
five carries for 52 yards and a score. In
CSM’s other four Bay 6 games, he has
totaled 12 catches for 155 yards.
This grinder-type performances have been

Both Chen and Lilygren said they have had
Pollack’s scheme this year.
“The defense gives us different looks, so
we just take what the defense gives us,”
Lampley said, “and Coach Pollack does a
really good job of spreading the ball out.”
The secret to CSM’s success this season?
Good, old-fashioned blocking — a facet of
the game in which Lampley takes plenty of
pride.
“I enjoy blocking,” Lampley said. “So,
when I’m not getting the ball, I go out there
and block my hardest. … I just like having
a ‘W’ at the end of the day.”

sive line faced the challenge of playing
wire-to-wire. It was a lot to ask, considering
the wavering air quality that had forced CSM
to conduct two indoor practices leading up
to the game.
“Feeling good,” said Qobti (6-foot, 255
out of San Mateo) after the game. “We’ve
been conditioning since January. So, I feel
fine.”
Not only did the offensive line persevere
though the conditions, they excelled,
according to Tulloch.
“That offensive-line crew, these guys are
warhorses,” Tulloch said. “That’ve really
come together as a unit as we’ve come into
conference. That’s a position you’ve got to
know guys are in sync … and this was their
biggest performance as an O-line unit in our
biggest game.”

Lilygren said when it comes time for big
meets, most last-minute preparation is men-
tal. He tries to keep his runners calm and
focused on the task at hand and then lets their
training take over. Having the race moved to a
different course at the last minute only adds to
the anxiety.
“When you get to a big meet like CCS, part
of (the goal) is not panicking. Not going out
too fast. You have to run your own race,”
Lilygren said. “I’m emphasizing just sticking
to a plan. But now it’s a matter what’s the
strategy for Toro and trying to execute that.”

Rockets ‘parting ways’
with 10-time All-Star Anthony
HOUSTON — Carmelo Anthony is done in
Houston.
Rockets general manager Daryl Morey
released a statement Thursday saying the team is
“parting ways” with Anthony and “working
toward a resolution.”
Anthony played just 10 games for the
Rockets after signing a one-year, $2.4 million

ATLANTA — Baseball owners have locked
down their commissioner and their main broad-
cast partner, too.
Any decisions on speeding up the game and
perhaps making it more enjoyable to watch
will have to wait.
After wrapping up two days of meetings at a
hotel next to the Atlanta Braves’ SunTrust Park,
the owners announced a new contract for
Commissioner Rob Manfred, keeping him on
the job at least through the 2024 regular sea-
son. The 60-year-old started a five-year term in
January 2015.
“It seems like about 15 minutes ago I was
spending a really dreadful day in a not-very-
nice hotel suite in Baltimore waiting to see if I
could get vote number — what was I looking
for, 23 right?” quipped Manfred, who won the
vote to succeed Bud Selig in August 2014 after
beating out two other contenders. “It seems
almost impossible that four years have gone
by.”
The owners also signed off on a new televi-
sion deal with Fox, which still has three sea-
sons to go on its current eight-year contract
that pays baseball an average of $525 million
per season.

Major League Baseball and the players’
association ended a footwear flap Thursday,
agreeing to loosen restrictions on the col-
ors of spikes that may be used.
Ben Zobrist, Kyle Schwarber and Steve
Cishek of the Chicago Cubs wore black
spikes in May despite a warning from the
commissioner’s office that they were violat-
ing a regulation requiring that at least 51
percent of the exterior of a player’s shoes be
the club’s designated primary shoe color.
For the Cubs, that color is blue.
The majority requirement was eliminated
under the new agreement. Players may now
wear shows with black, white, any colors on
the team’s uniform and additional colors
approved by the team.

Authorities were making the list public so
people could see if they were on it and let
authorities know they were safe, Honea
said.
“The chaos that we were dealing with was
extraordinary,” he said of the early crisis
hours last week. “Now we’re trying to go
back out and make sure that we’re account-
ing for everyone.”
Honea released the list as others ques-
tioned the chaotic evacuations of Nov. 8.
Ten years ago, as two wildfires advanced
on Paradise, residents jumped into their
vehicles to flee and got stuck in gridlock.
That led authorities to devise a staggered
evacuation plan — one that they used when
fire came again last week.
But Paradise’s carefully laid plans quickly
devolved into a panicked exodus last week.

Some survivors said that by the time they
got warnings, the flames were already
extremely close, and they barely escaped
with their lives. Others said they received
no warnings at all.
Now authorities are facing questions of
whether they took the right approach.
It’s also a lesson for other communities
across the West that could be threatened as
climate change and overgrown forests con-
tribute to longer, more destructive fire sea-
sons .
Reeny Victoria Breevaart, who lives in
Magalia, a forested community of 11,000
people north of Paradise, said she couldn’t
receive warnings because cellphones
weren’t working. She also lost electrical
power.
Just over an hour after the first evacuation
order was issued at 8 a.m., she said, neigh-
bors came to her door to say: “You have to
get out of here.”
Shari Bernacett, who with her husband
managed a mobile home park in Paradise
where they also lived, received a text order-
ing an evacuation. “Within minutes the
flames were on top of us,” she said.

her husband and another neighbor knocked
on doors, yelling for people to get out. The
couple grabbed their dog and drove through
12-foot flames to escape.
In the aftermath of the disaster, survivors
said authorities need to devise a plan to
reach residents who can’t get a cellphone
signal in the hilly terrain or don’t have cell-
phones at all.
In his defense, Honea said evacuation
orders were issued through 5,227 emails,
25,643 phone calls and 5,445 texts, in
addition to social media and the use of loud-
speakers. As cellphone service went down,
authorities went into neighborhoods with
bullhorns to tell people to leave, and that
effort saved lives.
Honea said he was too busy with the emer-
gency and the recovery of human remains to
analyze how the evacuation went. But he
said it was a big, chaotic, fast-moving situ-
ation, and there weren’t enough law enforce-
ment officers to go out and warn everyone.
“The fact that we have thousands and
thousands of people in shelters would clear-
ly indicate that we were able to notify a sig-
nificant number of people,” the sheriff said.
Some evacuees were staying in tents and

cars at a Walmart parking lot and in a nearby
field in Chico, though volunteers are plan-
ning to close the makeshift shelter by
Sunday.
A Sunday closure “gives us enough time to
maybe figure something out,” said Mike
Robertson, an evacuee who arrived there on
Monday with his wife and two daughters.
On Thursday, firefighters reported
progress in battling the nearly 220-square-
mile blaze that displaced 52,000 people and
destroyed more than 9,500 homes. It was 40
percent contained, fire officials said. Crews
slowed the flames’ advance on populated
areas.
California Army National Guard members,
wearing white jumpsuits, looked for human
remains in the burned rubble, among more
than 450 rescue workers assigned to the
task.
President Donald Trump plans to travel to
California on Saturday to visit victims of
the wildfires burning at both ends of the
state. Trump is unpopular in much of
Democratic-leaning California but not in
Butte County, which he carried by 4 per-
centage points over Hillary Clinton in the
2016 election.

former home of the Black Mountain Spring
Water company. Though the developer sub-
mitted a pre-application with the city earli-
er this year, Dragonfly is aiming to submit
a final application for the 11.5-acre site
before the end of 2018. Submitted June 12,
a separate pre-application put together by
Wanmei Properties proposed to build some
40 single-family homes and 20 duplexes on
the 12. 3-acre site just north of the
Dragonfly project.
The properties where nearly 130 resi-
dences are now planned were the subject of
2015’s Measure V. Aimed at protecting the
sites from development and preserving
them for open space and recreational use,
the Measure V effort sought to raise the
some $86 million required to purchase and
improve the land but ultimately failed, gar-
nering less than 40 percent of the vote
when it needed two-thirds majority to pass.
Of the 11. 5-acre site included in the
Dragonfly project, some 6 acres are expect-
ed to be open space and feature a network of
trails and outdoor gathering spaces,
explained Dafna Ben Porat Akiva,
Dragonfly’s chief operating officer.
Architectural designs drawn with considera-
tion of the hilly terrain will include green
rooftop decks and solar panels in an effort
to ensure the community is sustainable and
fits within its natural surroundings, she
said, adding that exercise stations and trails
will also be incorporated into the site.
“We tried to build a community where

most of the open space, it’s a community
space,” she said.
The developer is also planning to use
steel framing and build prefabricated panels
at an off-site location to expedite construc-
tion and minimize its impacts to neighbors.
Though including on-site affordable hous-
ing units is not currently part of the plans,
the developer is still in talks with city offi-
cials to determine the housing in-lieu fee to
fund them off site, explained Will Mollard,
partner with Workshop1. Also the project
manager for the development, Mollard said
the in-lieu fees the developer pays to the
city could reach $4.7 million.
Concerns
Bill Mecham, who lives just south of the
project at 916 Heather Drive, had several
concerns about the proposal following
Dragonfly’s Wednesday meeting, among
them traffic management on Alameda de las
Pulgas, parking for residents and visitors of
the new housing and the loss of wildlife
habitat and open space when the units are
built.
Having seen deer, owls and coyotes find
habitat in the Black Mountain properties,
Mecham wondered where they will go once
the project takes shape.
“It’s all open and that’s why we love it,”
he said.
Across Alameda de las Pulgas from the St.
Charles School at 850 Tamarack Ave. and
Brittan Acres Elementary School at 2000
Belle Ave., the project sparked concerns
about traffic congestion on the busy city
thoroughfare among several residents who
attended the meeting. Though the developer
said a crosswalk allowing residents to cross
Alameda de las Pulgas at the project’s
entrance is planned, some residents noted
many drivers travel at high speeds on that
stretch of the road and advocated for a stop-
light to be installed there to protect pedes-
trians.
But others, like Mecham, wondered
whether a stoplight at the project’s entrance
just north of Bauer Drive would lead to long
queues of cars backed up on the road. The
number of parking spaces available to visi-
tors and whether those wishing to use open
space and trails on the site will have access
to them were also a concern for others.
George Miers, partner with the architect
Swatt Miers Architects, said each of the 68
townhouses will be built with a two-car
garage with space in each driveway large
enough to park two cars, and added 43
uncovered spaces will be distributed
throughout the site. Akiva noted some of
the amenities will be available to the public
while others may be open only to residents.
Northern property
Several neighbors of the project sought
more information about what is planned for
the 12. 3-acre site just north of the
Dragonfly project, citing concerns about
the paths residents would take out of the two
sites in case of emergency. Though Mollard
said another developer is working on a sep-
arate set of plans for the northern property,
he said they have been in communication.
Dennis Liu of Wanmei Properties said he
has been refining plans for the 40 single-
family homes and 20 duplexes he is plan-
ning for his site in the last few months and
is hoping to submit a formal application
sometime in the next three months.
Though he said common areas and com-
munity gathering spaces are expected to be
among the amenities included in his proj-
ect, Liu said more detailed plans about the

specific amenities included in his project
are forthcoming. With the main entrances
of his project planned for Madera and
Coronado avenues, Liu said he has been
studying possible connections between the
two projects and the neighborhoods sur-
rounding them.
Liu advocated for increasing access to the
sites so residents have multiple ways in or
out of the properties and can walk or drive
easily to nearby schools or to open space
on the properties, and looked forward to
future conversations with Dragonfly and
city officials to explore ways to facilitate
this.
“Wanmei Properties is fully committed to
opening up all the roads connect with any
existing neighborhoods,” he said. “This
will help with any potential hazardous situ-
ation.”
Dragonfly spokesman Sean Gibson said
in an email that a second access for the
developer’s project has not been indicated
as a requirement after initial discussions
with city and fire officials, but the develop-
er has discussed the possibility of a second-
ary emergency access, which will be further
evaluated as part of the formal planning
application process.
A resident of Bauer Drive just south of the
Dragonfly project, Cassie McGraw said she
shared many of the concerns residents at the
meeting raised about increased density
planned for the site and its effect on traffic.
But she said she didn’t agree with some who
disliked the look of the structures as por-
trayed by a model and renderings of the
project, noting she liked their modern
design.
“Some people didn’t like the design, but I
think it’s the way of the future,” she said.

“Fantastic Beasts” sequel isn’t modeled
on President Donald Trump.
But the stars of “Fantastic Beasts:
Crimes of Grindelwald,” the film written
by J.K. Rowling about a dark wizard who
becomes a divisive leader in the magical
world, tell the Associated Press that there
are some similarities.
The film is set in the “Harry Potter” uni-
verse and finds Depp’s character, Gellert
Grindelwald, seeking to gain power and
divide “pureblood” wizards from humans
in 1920s Paris.
“It’s shining a light, isn’t it, on things
that have happened before as well,” said

Like the bottomless trunk totted by
“magizoolologist” Newt Scamander,
“Fantastic Beasts: The Crimes of
Grindelwald” is a mixed bag of wonders.
Newt (Eddie Redmayne) can reach into
his suitcase and, like Mary Poppins before
him, pull out just about anything. And it
sometimes feels as though J.K. Rowling
— a screenwriter here for the second time
— is similarly infatuated by her unending
powers of conjuring. In this overstuffed
second film in the five-part Harry Potter
prequel series, every solved mystery
unlocks another, every story begets still
more. Narratives multiply like randy
Nifflers (one of the many species of crea-
ture in Newt’s bag).
The usual problem for spinoffs is their
thinness or their unfulfilled justification
— especially ones that stretch an already
much-stretched tale. (There were eight
Potter movies.) But neither are issues in
the two “Fantastic Beasts” films, each
directed by former “Potter” hand David
Yates. Both movies are rooted in purpose.
“The Crimes of Grindelwald,” especially,
is an impressively dark and urgent parable
of supremacist ideology aimed squarely at

Apple crisp gets an unlikely
boost from adding cranberries

Although it’s hard to imagine that
apple crisp needs much improvement,
we liked the tartness and texture that
cranberries added to one of our favorite
standard dessert recipes. The chal-
lenges were balancing the fruit flavors
and making sure that the filling baked
evenly while the topping stayed crisp.
We achieved the perfect fruit mix by
combining fresh and dried cranberries,
and we precooked all the fruit and added
tapioca to thicken the juices. This step
shortened the oven time and ensured
that the classic butter, flour, sugar,
cinnamon and oat topping lived up to
the name “crisp.”
If you can’t find Braeburn apples,
Golden Delicious will work. While old-
fashioned rolled oats are preferable in
this recipe, quick oats can be substitut-
ed; do not use instant oats. Serve with
vanilla ice cream or whipped cream.
CRANBERRY-APPLE CRISP
Servings: 8
Start to finish: 1 hour 30 minutes
Topping:
3/4 cup (3 3/4 ounces) all-purpose
flour
1/2 cup packed (3 1/2 ounces) light
brown sugar
1/2 cup (3 1/2 ounces) granulated
sugar
1 teaspoon ground cinnamon
12 tablespoons unsalted butter, cut
into 1/2-inch pieces and chilled
3/4 cup (2 1/4 ounces) old-fashioned
rolled oats
Filling:
1 pound (4 cups) fresh or frozen cran-
berries
1 1/4 cups (8 3/4 ounces) granulated
sugar
1/4 cup water
2 1/2 pounds Granny Smith apples,
peeled, cored, and cut into 1/2-inch
pieces
2 1/2 pounds Braeburn apples,
peeled, cored, and cut into 1/2-inch
pieces
1 cup sweetened dried cranberries
3 tablespoons Minute Tapioca
For the topping: Adjust oven rack to
middle position and heat oven to 400
F. Pulse flour, sugars, cinnamon, and
butter in food processor until mixture
has texture of coarse crumbs (some
pea-size pieces of butter will remain),
about 12 pulses. Transfer to medium
bowl, stir in oats, and use fingers to
pinch topping into peanut-sized
clumps. Refrigerate while preparing
filling.
For the filling: Bring cranberries,
3/4 cup sugar, and water to simmer in
Dutch oven over medium-high heat and
cook until cranberries are completely
softened and mixture is jam-like, about
10 minutes; transfer to bowl. Cook
apples, remaining 1/2 cup sugar, and
dried cranberries in now-empty Dutch
oven over medium-high heat until
apples begin to release their juices,
about 5 minutes. Off heat, stir in cran-
berry mixture and tapioca.
Transfer filling to 13-by 9-inch bak-
ing dish set on rimmed baking sheet.
Smooth surface evenly with spatula
and scatter topping evenly over fill-
ing. Bake until juices are bubbling and
topping is deep golden brown, about
30 minutes. (If topping is browning
too quickly, loosely cover with piece
of aluminum foil.) Let cool slightly.
Serve warm or at room temperature.

ther film lacks in density of detail, character
or story.
No, the only real crime of “Gindelwald” is
its sheer abundance. In zipping from New
York to London to Paris (with ministries of
magic in each locale), this latest chapter in
Rowling’s pre-Potter saga feels so eager to
be outside the walls of Hogwarts (which
also get a cameo) that it resists ever settling
anywhere, or with any of its widely scat-
tered characters — among them Newt, the
conscientious dark magic investigator Tina
(Katherine Waterston), the New Yorker no-
maj Jacob (Dan Fogler), Tina’s sister and
Jacob’s sweetheart Queenie (Alison Sudol)
and the haunted former schoolmate of
Newt’s, Leta Lestrange (Zoe Kravitz)
No one does the foreboding sense of a

tive and easy things can take a turn for the
worse. And not just be specific to any one
moment.
“That’s the question. Why are we — peo-
ple being seduced in that way? What is it in
the moment, in the zeitgeist, what is that?
And that’s what is interesting about that —

looming battle better than Rowling. Now,
it’s the rise of Gellert Grindelwald (Johnny
Depp), freshly escaped from prison, who
casts a lengthening shadow over the land.
With a blond shock of hair and a ghostly
white face, Grindelwald is Rowling’s magi-
cal version of a white nationalist, only he
believes in the elevation of wizards —
“purebloods” — over those who lack magi-
cal powers, or “no-majes.”
It’s 1927 and the dark clouds of fascism
are swirling; World War II feels right around
the corner. In one the movie’s many tricks,
Grindelwald drapes Paris in black fabric,
like a wannabe Christo.
Despite the gathering storm, the pacifist
Newt (Redmayne, cloyingly shy), resists
drawing battle lines. When pushed by his
brother Theseus (Callum Turner), who like
Tina is an “Auror” who enforces magic law,
Newt responds: “I don’t do sides.”
The events of “The Crimes of
Grindelwald” will test Newt, just as they
will anyone trying to follow its many

Katherine Waterston, who plays a magical
law enforcement agent, says the villain
crafted by the politically outspoken
Rowling is more “subtle” than the real-life
president.
“Every bad guy is more nuanced and subtle
than Trump. He is like the most overt bad
guy of all time,” she said. “But it’s amazing
because she was actually writing this long
before the election happened — this chapter
of the story. So yeah, it’s interesting actual-
strands. The hunt is on for at least three
characters — the missing Queenie, the on-
the-lam Grindelwald and Credence Barebone
(Eza Miller), the powerful but volatile
orphan who spends much of the film seek-
ing answers to his identity. He’s the Anakin
Skywalker of “Fantastic Beasts,” whose
soul is fought for by both sides.
If all of this sounds like a lot, it most def-
initely is, and that’s not even mentioning
Jude Law joining in as a young Albus
Dumbledore, who turns out to be awfully
roguishly handsome under that ZZ-top
beard. But our time here with him is short,
just as it is with so many characters who —
to the film’s credit — we yearn for more of

Rowling’s only source material going
into the “Fantastic Beasts” films was a slen-
der 2001 book in the guise of a Hogwarts
textbook. But she has, with her mighty
wand, summoned an impressively vast if
convoluted world, one that’s never timid in
exploring the darkness beneath its enchant-
ing exterior. And, with Yates again at the
helm, “The Crimes of Grindelwald” is often
dazzling, occasionally wondrous and
always atmospheric. But is also a bit of a
mess. Even magic bags can be overweight.
“Fantastic Beasts: The Crimes of
Grindelwald,” a Warner Bros. release, is
rated PG-13 for some fantasy action vio-
lence. Running time: 134 minutes. Two and
a half stars out of four.

sion; expanding the Roosevelt
Elementary School enrollment bound-
aries to consume Hawes Elementary
School; and moving Orion Elementary
School to John Gill Elementary
School.
But in the wake of dozens of school
community members sharing fears that
closing both Taft and Fair Oaks elemen-
tary schools would compound the hard-
ships faced by many neighborhood res-
idents, officials ultimately agreed to
compromise.
Instead, officials will look to merge
the two schools — likely on the Taft
campus, which would shutter Fair Oaks
— in an effort to preserve one location
relatively accessible for those who
struggle with reliable transportation.
Officials initially considered closing
both, halving the amount of neighbor-
hood schools down to two.
Fears over difficulty of reaching a
campus far from their homes were pack-
aged by some with frustrations regard-
ing perceptions that officials were
inequitably concentrating the pain of
school closures in a community home
to mostly Latino families.
“It is unfair, discriminatory and it a
hardship for too many,” said Mary Jane
Vallejo, a teacher at Hawes Elementary
School, which is slated to be closed to
make more space for the expansion of
Roosevelt Elementary School’s pro-
gram.

throughout the meeting which lasted
five hours and into the early parts of the
next morning, as some shared concerns
that many would not be able to get their
kids to school if nearby campuses were
closed.

the schools in the more affluent part of
the city were left untouched, raising
questions over the board’s inspiration

extinguish perceptions that they are
working in the favor of one population
at the expense of another.
“There is an opportunity to present a
districtwide vision rather than padding
the wealthy schools,” he said.
For her part, board President Maria
Diaz Slocum tried to downplay the con-
cerns of playing favorites.
“I think we need to lift all schools
because all students and all families are
important. We have to make some deci-
sions that are not going to be popular,”
she said. “Some people are not just
being inconvenienced — they are
going to have a hardship. So how are
we going to minimize that hardship?”
Trustee Hilary Paulson though illus-
trated the interest in attempting to
address a portion of the frustrations
raised.
“I’m very concerned about closing
Fair Oaks and Taft at the same time,”
said Paulson. Officials are planning to
overhaul the Taft campus through a
bond building campaign, but trustees
discussed attempting to keep the cam-
pus open to students during construc-
tion to not exacerbate the hardship
feared by residents.
Officials are examining the variety of
efforts to trim an estimated $4 million
from the budget over the next two
years, which in tandem with other ini-
tiatives could help take a chunk out of a
nearly $10 million deficit.
The source of the district’s funding
issue is primarily a dwindling enroll-
ment, draining the budget as much of its
Haven and East Palo Alto.

Officials for years have attempted to
apply Band-Aids, leading to limited
success and an eventual proposal to
transform the budget through school
closures and consolidations, giving
way to staff cuts and revenue opportuni-
ties through renting vacated campuses.
Beyond the recommendations target-
ing campuses, officials are interested in
moving the district office and renting
the downtown space for additional
income. More discussions remain on
the table too, such as whether the dis-
trict should move away from a model
built on kindergarten through eighth-
grade schools to one with a larger focus
on middle schools.
Officials must also determine the
future of North Star Academy, as some
feel the award-winning program serv-
ing third- through eighth-graders on an
accelerated path is receiving special
treatment amidst the overhaul.
An initial recommendation suggested
a committee of school parents and
administrators develop a vision for the
site, which draws students from across
the district and other neighboring com-
munities.
Critics of that plan though noted no
other campus was granted such an
opportunity, fueling arguments that the
school was receiving outsize considera-
tion while others were directed to close
without advance warning. Ultimately,
in recognition of those positions, offi-
cials agreed the committee should be
expanded to consider a wider variety of
perspectives.
Reflecting on the larger process,
trustees detailed the variety of difficult
choices they are facing.
“This is absolutely the hardest thing
we’ve ever had to do,” said trustee Alisa
MacAvoy.

Research suggests children, the elderly
and those with existing health problems are
most at risk.
Short-term exposure to wildfire smoke can
worsen existing asthma and lung disease,
leading to emergency room treatment or
hospitalization, studies have shown.
Increases in doctor visits or hospital treat-
ment for respiratory infections, bronchitis
and pneumonia in otherwise healthy people
also have been found during and after wild-
fires.
Some studies also have found increases in
ER visits for heart attacks and strokes in
people with existing heart disease on heavy
smoke days during previous California wild-
fires, echoing research on potential risks
from urban air pollution.
For most healthy people, exposure to
wildfire smoke is just an annoyance, causing
burning eyes, scratchy throats or chest dis-
comfort that all disappear when the smoke
clears.
But doctors, scientists and public health
officials are concerned that the changing

face of wildfires will pose a much broader
health hazard,
“Wildfire season used to be June to late
September. Now it seems to be happening
all year round. We need to be adapting to
that,” Dr. Wayne Cascio, a U.S.
Environmental Protection Agency cardiolo-
gist, said this week.
In an overview published earlier this year,
Cascio wrote that the increasing frequency
of large wildland fires, urban expansion into
wooded areas and an aging population are all
increasing the number of people at risk for
health problems from fires.
Wood smoke contains some of the same
toxic chemicals as urban air pollution,
along with tiny particles of vapor and soot
30 times thinner than a human hair. These
can infiltrate the bloodstream, potentially
causing inflammation and blood vessel dam-
age even in healthy people, research on
urban air pollution has shown. Studies have
linked heart attacks and cancer with long-
term exposure to air pollution.
Whether exposure to wildfire smoke car-
ries the same risks is uncertain, and deter-
mining harm from smog versus wildfire
smoke can be tricky, especially with wind-
swept California wildfires spreading thick
smoke hun-
dreds of
miles away into smoggy big cities.
“That is the big question,” said Dr. John
Balmes, a University of California, San
Francisco, professor of medicine who stud-
ies air pollution.
“Very little is known about the long-term
effects of wildfire smoke because it’s hard to
study populations years after a wildfire,”
Balmes said.
Decreased lung function has been found in
healthy firefighters during fire season. They
tend to recover but federal legislation signed
this year will establish a U.S. registry track-
ing firefighters and potential risks for vari-
ous cancers, including lung cancer. Some
previous studies suggested a risk.
Balmes noted that increased lung cancer
rates have been found in women in develop-
ing countries who spend every day cooking
over wood fires.
That kind of extreme exposure doesn’t
typically happen with wildfires, but experts
worry about the kinds of health damage that
may emerge for firefighters and residents
with these blazes occurring so often.
Whether that includes more cancer is
unknown. “We’re concerned about that,”
Balmes said.

Smoke from the fire that decimated the
Northern California city of Paradise dark-
ened skies this week in San Francisco, near-
ly 200 miles southwest, and the air smelled
“like you were camping,” said Michael
Northover, a contractor.
He and his 14-year-old son have first-time
sinus infections that Northover blames on
the smoke.
“We’re all kind of feeling it,” Northover
said.
Classes were canceled Thursday in at least
six universities in Northern California as
smoke from the fire continued to blanket all
nine counties of the Bay Area. Some were
closing all buildings but others, including
Cal State East Bay said libraries, health cen-
ters and dining halls would stay open.
At Chico State University, 11 miles from
Paradise, ash was falling this week and
classes were canceled until after
Thanksgiving.
