Oxycodonepillsf' rom DYKES dlzringN ovember/Decem ber2016. SO1haspurchased as
little as4-5 pillsand asm any as 40-50 pillsfrom DY K ES atonce. SOIw ould collect
m oney from otherpeopletoptlrchaselargerquantitiesofpills9om DYKES.According
tothe SO1,DYKES travelsto the areaon thefirstandthird ofevery m onth to distribute
Pills,Cocaineand CrystalM ethamphetamineto num erouspeople.DYKES comeson the
firstand third ofeach m onth becausethatiswhen peoplegettheirgovernm entand state
subsistencechecks.Recently,DYKES hasdriven rentalcarstom eetthe SOI.DYKES

takenofDYKES2016blackF-150,GA:CFG-9809,referredtoastheSubjectVellicle.
TheSubjectVehicleisregisteredtoDYKESwife,LeilaVarettaHECTOR (AKA:Rita
HECTOR-DYKES),1060FullerRoadW atkinsville,GA 30677.DYKES usuallydrives

exited thepassengerside oftheM ercedesand gotinto ATF Cl'svehicle. A black female
exited thedriversideoftheM ercedesand wentintothegasstation.DYKES saidthe
femalewaslliswife,identifiedasLeilaVarettaHECTOR.DYICES pulled outaclear
plasticbag containing lCE and Oxycodone30mg pills.DYICES saidtheICE is
Gssupposedto bethetop ofthetop''.ATF C1handed DYKES $2,100 in US currency.
DYKES handsATF C1thebag ofICE and Oxycodonepills. DYICES exited ATF Cl's
Vehicleandgotback intotheM ercedes.HECTOR gotbackintotheM ercebesaswell.
SA s identified the M ercedes,GA :PZC 1403,2015 black M ercedesBenz E350,registered
to LeilaVarettaHECTOR,1060 FullerRoad W atlcinsviile,GA. W hen ATF SAsopened
the bag of1CE and Oxycodone 30m g pills,they fotm d fotzrseparatezip lock baggies of
1CE and 20 Oxycodone 30m g pills. SA s w eighed al1fourbagsof ICE,w eighing atotal
of29 gram s. SA Levesque conducted a field teston one ofthe ICE bags,testing positive
forM etham phetam ine.

BREW ER.BREW ER and SOI#2 areco-defendantsin afederaldrug conspiracy case.
BREW ER said hehad aconnection with a supplierfrom Georgiannm ed Roy,identified
asRoy D YK ES.SO I#2 haspm vhased ICE from D Y IQES,w ith BREW ER two tim es.
DYKES wasdriving aFordpickup truck. SOI#2 saidDYKES travelsto SW VA twicea
week to sellICE,Cocaineandan assortmentofprescription painpills.DYKES hasan
endless supply ofOxycodone pills according to SOI#2. BREW ER hasbeen purchasing
narcoticsfrom DYKES forthelastyear.

9. OnOctober27,2017,atthedirectionofVirginiaStatePolice(VSP)SA Nichols,
southwestVirgirlia(SW VA)DnlgTaskForce(DTF),aconfidentialsourceof
information(CSI),referredtoasDTF-CSI,conductedarecordedphonecalltoDYICES,
706-612-7300.DYKES stated hewouldbe comingto SW VA on 11/1/17.
10.On October30,2017,DYICES and ATF CIcom mtm icated through textm essagessetting
up anarcoticspurchasefor11/1/17 in SW VA.
11.OnNovem ber1,2017,atapproximately 6:15am ATF CIreceived aphone callfrom
DYKES. DYKES saidhewasin W eberCity,VA sitting attheM arathon GasStation.
SAsidentifed a 2018black Chevy Silverado GA :CHF-1356,parked attheM arathon gas
station.ThevehiclewasregisteredtoEAN HoldingsLLC (Enterpdse).A Law
Enforcem entLiaison w ith Enterprise notified A TF SA sthatRoy DY K ES had a 2018
black ChevroletSilverado,GA:CHF-1356,rentedon Novem ber1,2017.ATF CIand an
ATFUndercoverIUCItravellçdtotheM arathon gasstation.SAsobservedLeilaVaretta
HECTOR exittheSilverado. HECTOR walked into the gasstation asATF CIgotinto
theSilverado.ATF CIpurchased ten 30m g Roxicodonepillsand ten 2m g Xanax pills
from DYKES for$380.DYKES then agreedto m eetwith ATF C1sfriend,ATF UC.
ATF C1exited theSilverado. M inuteslater,ATF UC entered theSilverado.ATF UC
purchased oneounceofICE f'
rom DYICES for$1,500.ATF UC then exited the
Silverado asHECTOR entered it.SAsobtaineda napkin from ATF CI,wllich contained
ten Oxycodone and ten X anax pillsptlrchased from D YK ES. SA Levesque w eighed and
field-tested the 1CE plzrchased from DYKES. Thebag of1CE weighed 28.3 gram sand
tested positive form etham phetnm ine.
12.Onthe sam eday,11/1/17,DTF SAssurveilled theSilverado from Duo eld,VA to
Pennington G ap,VA . A DTF CSIintroduced D Y K ES to a D TF U C SA .The DTF U C
purchased oneotmceof1CE f'rom DYICES for$1,500.Afterthe controlled plzrchase,
SAssurveilled DYKES and HECTOR asthey drovethe Silverado arotmd SW VA

narcoticsdealfor 11/8/17.DYKES agreedto bring one otmce oflCE and twelveXanax
pillsto A TF U C in SW VA .
14.OnNovember7,2017,atapproximately 10:30am,ATF TaskForceOffker(TFO)Bodie
Dickerson observedDYKES'S2016black F-150,GA :CFG-9809,at1060FullerRoad
W atldnsville,GA.
15.OnN ovember8,2017,ATF SAsconducted slzrveillancein W eberCity,VA anticipating
a scheduled narcoticspurchasewith DYKES. Atapproxim ately 8:06- ,ATF SAs
identifiedtheDYKES F-150(GA:CFG-9809)pullintotheM arathonGasStationin
W eberCity,VA .LeilaVaret'taHECTOR exitedtheF-150 and wentinsidethegas
station.ATF UC gotintotheF-150. Afterbriefconversation,ATF CIhanded DYKES
$1,600.DYKES gaveATF UC an otmceoflCE thirteen Xanax Pills.ATF UC exited
theF-150 asHECTOR entered. SA Levesqueobtained thenarcoticsf' rom ATF UC. SA
Levesqueidentised onebag ofICE,weighing 28.2 grnm sand field-testingpositivefor
M ethamphetamine. SA Levesquealso identified thirteen Alprazolam Gtxanax''pills.
Afterthecontrolledptlrchase,SAssurveilledDYKES and HECTOR asthey drovetheF-
150 around SW VA m eeting w ith know n drug usersand distributors. D YK ES'Stext
m essageswere subsequently reviewed and corroboratedthatheengaged in dnzg
trafficldng activity whilehewasin SW VA on 12/29/17.DYKES and HECTOR drove
back to GA thatsam e day.
16.OnNovem ber19,2017,accordingto records,DYKES cellphonetraveled from his
residencein W atlcinsville,GA totheareawhereHarrah'sCasino islocated in Cherokee,
NC. DYKES sentDTF UC atextmessagesayinghewouldbeintown (SW VA)the
following day. Accordingto Harrah'sCasino records,DYKES usedthecasino cashier
cagethatday(11/19/17)tocash in$1,500,exchanging$20billsfor$100bills.
17.On Novem ber20,2017,ATF SAsm adecontactwith Harrah'sCherokeeCasino
personnel,to includehead ofsecurity,theRegionalComplianceM anagerandthe
Executive D irectorforCherokee TribalG am ing. Persozm elatthe casino verified both
RoyDYKESandLeilaHECTOR weregamblingatthecasinothedaybefore(11/19/17).
D YICES leftHECTOR atthe casino thatm olming w hile he traveled to SW VA .
A ccording to records,D YK ES m etw ith know n dnzg users and distributors in SW VA .
W hen D Y K ES returned to the Casino from SW VA ,he again used the casino cashiercage
to cash in $700,exchanging $20 billsfor$100 bills.DYKES and HECTOR then sat
downatablackjacktable,eachbuyinginfor$200,both using$20bills.DYKESand
HECTO R then traveled back to W atkinsville,GA .

distributorsheusually m eetsin SW VA,stating hewouldbein town thenextday
(12/1/17).DYKEStextedthesesubjectsthequantitiesandtypesofdrugshewouldhave
with him . DYKES agreed to meetATF UC in W eberCity,VA foranarcoticsdeal.
19.OnDecember1,2017,ATFandDTF SAsconductedsutweillancein SW VA (W eberCity
andDuffield)anticipatingaschedulednarcoticspurchasewithDYKES.At
approxim ately 7:35= ,ATF SAsidentified asilverChevy Silverado,GA:CHK-8177,
registeredtoEAN HoldingLLC (Enterprise)pullintotheM arathonGasStation in
W eberCity.A few minuteslater,ATF U C arrived to theM arathon GasStation and
m ade contactwith DYKES,who wasdrivingthe Silverado.ATF UC gotintothe
backseatofthe Silverado because arlunknown black m ale,lateridentified asTimothy
PEEK,occupied the frontpassengerseatofthevehicle.PEEK rem ained in theSilverado
during thetransaction.DYICES showed ATF UC abag containingICE,Oxycodonepills
and Xanax pills.ATF UC cotmted out$1,930 and handedittoDYIQES.DYKES handed
ATF UC thebag ofdrugs. SA Levesque opened thepackage of-drtzgsptlrchased by ATF
UC from DYKES.In thepackagewasonebag ofICE,wllich weighed 28.5 gram sand
feld-tested positive form ethamphetam ine. Also in thepackagewasthirteen 2m gX anax
pillsandten 30m g Oxycodonepills.Afterthecontrolled ptlrchase,SAssurveilled
DYKES and HECTOR asthey drovethe Silverado around SW VA m eeting with known
dnzgusersanddistributors.DYKES'Stextm essagesweresubsequently reviewed and
colw boratedthatheengaged in drugt' raffcldng activity whilehewasin SW VA on
12/29/17. DYKES andHECTOR rettmled to GA the sam eday.Recordsfrom
Enterprise showsDYKES had rented the silverChevy Silverado,GA :CHK-8177,from
11/30/17 to 12/1/17.
20.On Decem ber7,2017,DYKES senttextm essagesto lcnown narcoticusersand
distributorsheusually meetsin SW VA,statinghewould bein town thenextday
(12/8/17).DYKEStextedthesesubjectsthequantitiesandtypesofdrugshewouldhave
with him .DYKES agreed to sellDTF UC oneounceofICE.
21.On December8,2017,DTF and ATF SAsconducted surveillance in the Pelmington Gap
(PG),VA areaanticipatingaschedulednarcoticspurchasewithDYKES.At
approximately 8:52= ,DYKES contacted DTF UC asldng to m eetatM cDonaldsin PG.
Shortly after,SAsobserved DYKES atHardeesin PG.DYKES wasdrivinghisF-150
with an unknom lwhitem ale in thepassengerseat,lateridentified asJamesLee
CLEGHORNE.DTF UC m etDYKES atM cDonalds.DYKES gotinto DTF UC's
vehicle.DTF UC ptzrchased oneotmceofICE from DYIQES for$1,500.Afterthe
controlled purchase,SAssurveilledDYKES and CLEGHORNE asthey drovetheF-150
around SW VA m eeting w ith know n dnzg users and distributors. D YK ES'Stextm essages
weresubsequentlyreview ed and cozw borated thathe engaged in drug traffcking activity
whilehewasin SW VA on 12/29/17.

23.On December29,2017,ATF SAsconducted sulweillance in Gray,TN,W eberCity,VA
and Gate City,V A . A tapproxim ately 1:00pm ,SA slocated D YK ES F-150 driving past
W eberCity. SAsidentifed DYKES drivingtheF-150 with anotherllnknown wllitem ale
in thepassengerseat,lateridentified asBrettM CKINNEY. SAssurveilled DYKES and
M CKINNEY astheydrovetheF-150arotmdSW VA andEastem Kenmcky (EKYI
m eeting with known drugusersand distributors. DYKES'Stextm essageswere
subsequently reviewed and corroboratedthatheengaged in drugtraffckingactivity
whilehewasin SW VA on 12/29/17.
24.On January 1,2018,DYKES exchangedthefollowing textm essageswith cellphone,

DYKES wasdriving hisF-150.BrettM CKINNEY wasridingwith DYK ES.DYKES
said hecould supplyDTF UC with largerquantitiesofICE,atareduced price.
Followingthecontrolled plzrchase,according to records,DYKES traveled from SW VA
to W atkinsville,GA.Recordsshow DYKES anived to W atkinsville,GA between
approxim ately 3:15pm and 3:25pm .Atapproyimately 3:30pm,ATF SAsobserved
DYKES'SF-150parked athisresidence,1060 FullerRoad W atkinsville,GA.
27.On January 23,2018,atapproxim ately 6:15pm ,ATF SAsobserved DYKES,TIECTOR
and M CKINNEY leave 1060FullerRoad in theF-150.DYKES andHECTOR dropped
M CK IN N EY offat6364 Harlem Grovetown Rd.A ugusta,GA . D YK ES and H ECTOR
then drovetotheirtownhouse,2329 GreengateDriveAugusta,GA arriving at
approxim ately 8:15pm .
28.O n January 24,2018,SA sobserved D Y KES and HECTO R driving the F-150 m erge onto
lnterstate 20 W est. SA sstuweilled D Y KES and HECTOR to Greenville,G A ,w here
visualsurveillance w aslost. According to records,D YK ES cellphone anived to

driving south.Atapproximately 12:50pm ,DYKES arrived atW estchesterDriveAthens,
GA,wherehestayedfor22minutes.Accordinjtorecords,DYKES andHECTOR
purchased 359 W estchesterDriveAthens,GA on Jtme 19,2017.
30.On February 1,2018,an ATF UC pm chased oneotmceoflCE and .5 pamsofheroin
from DYKES in W eberCity,VA. DYKES wasdriving a Jeep Patriothehad rented from
Enterprise.

31.OnFebnlary16,2018,atapproximately4:00= ,recordsshow DYKESdepartedhis

residence,1060 FullerRoad,W atkinsvllle,GA and traveled to southw estVA .ATF SAs
observed DYKES meetwith Tim BARR in Bristol,VA.BARR isaknown narcotics
distributor.DYKES then m etwith M athew ELLIOT in Johnson City,TN .

Offcerm estedELLIOT forpossessionofaschedulednarcotic(OxycodoneandXanaxl.
ELLIOT stated to ATF SAshem etwith DYKES on the sideofI-26E and purchased fotlr
Oxycodone 30m g pillsand fiveXanax pills.According to records,aftermeetingwith
ELLIOT,DYKES drove straightto hisresidence,1060 FullerRoad W atkinsville,GA.

32.Based upon thefactssetforth above,Ibelievethere isprobable causefortheissuance of

an arrestwarrantforRoy LeeDYKES.
