GREETINGS …

LADIES AND GENTLEMEN, GOOD MORNING!

ALLOW ME TO PRESENT TO YOU THE QCPD’S ACCOMPLISHMENTS

FOR CY 2015 IN CONNECTION WITH THE IMPLEMENTATION OF THE
PNP P.A.T.R.O.L PLAN 2030.

BEFORE PROCEEDING FURTHER, WE PREPARED AN AUDIO-

VISUAL PRESENTATION ON HOW QCPD ATTAINED GOOD
GOVERNANCE THROUGH PNP P.A.T.R.O.L PLAN 2030 /

(SLIDE 2) SHOWN ON THE SCREEN IS THE SEQUENCE OF MY

PRESENTATION / 3 SEC /

(SLIDE 3) CONTEXT SETTING /

(SLIDE 4) I NOW PRESENT TO YOU THE CURRENT REALITIES AND

QCPD’S REASONS FOR ADOPTING GOOD GOVERNANCE

1. /29.1% PERCENT OF THE TOTAL CRIME VOLUME IN NCR

OCCURED IN QUEZON CITY LAST 2017 AND;

1
2. /THE TAKING ADVANTAGE OF TECHNOLOGY IN COMMISSION
OF CRIME. /

(SLIDE 5) FIRST, FROM JANUARY TO DECEMBER 2017 IT SHOWED

THAT THE/27% OR A TOTAL OF 141, 338 OUT OF THE /520, 389
TOTAL CRIME VOLUME IN THE COUNTRY OCCURRED IN NCR.
/QCPD CONTRIBUTED /29.1% OR 40, 999 OF THE TOTAL CRIME

VOLUMES IN NCR LAST YEAR, /5, 742 ARE INDEX CRIMES WHILE
35, 257 ARE NON-INDEX CRIMES. SOME OF THE NON-INDEX
CRIMES ARE POLICE INITIATED THRU/ ENFORCEMENT OF
SPECIAL LAWS AND IMPLEMENTATION OF CITY ORDINANCE.
ALTHOUGH THE CRIME HAVE GONE DOWN TO ITS LOWEST, QCPD
BELIEVES THAT THROUGH EFFECTIVE ENFORCEMENT OF
ENHANCED MANAGING POLICE OPERATIONS (EMPO) WE WILL BE
ABLE TO REDUCE THIS FURTHER/.

(SLIDE 6) SECOND, TAKING ADVANTAGE OF TECHNOLOGY IN

COMMISSION OF CRIME, VERY FEW WOULD HAVE PREDICTED
THE SEISMIC IMPACT OF INFORMATION TECHNOLOGY ON CRIME.
/MODERN TECHNOLOGY IS ALMOST INSEPERABLE FROM OUR
DAILY LIVES, HOWEVER CRIMINALS OFTEN TAKE ADVANTAGE OF
VULNERABILITY IN CYBER TECHNOLOGY, / SOME OF WHICH ARE
ONLINE BLACK MAILING, ONLINE SOCIAL NETWORKING TRAPS
AND ONLINE BUSINESS FRAUD. TO ADDRESS THIS ISSUE /QCPD
INITIATED THE FIRST ANTI CYBERCRIME TEAM ACT), AIMED TO

2
COMBAT AND INTENSIFY THE CRACKDOWN OF CRIMINALS USING
INFORMATION TECHNOLOGY. /

(SLIDE 7) STRATEGIC CHANGE AGENDA /

(SLIDE 8) FOR PROCESS EXCELLENCE, OUR STRATEGIC SHIFT

FOR COMMUNITY PERSPECTIVE IS FROM /LIMITED COMMUNITY
ORGANIZATION AND MOBILIZATION TO A MORE AGGRESSIVE
ORGANIZATIONAL WORK, MOBILIZATION AND INTERVENTION FOR
CRIME PREVENTION.

OUR STRATEGIC CHANGE AGENDA FOR INTELLIGENCE /IS FROM

UNDER UTILIZATION TO FULL UTILIZATION OF BIN FOR CRIME
PREVENTION WITH STRATEGIC OBJECTIVE AS SHOWN ON THE
SCREEN.

ANOTHER STRATEGIC CHANGE AGENDA FOR INTELLIGENCE/ IS

FROM PARTIAL IMPLEMENTATION TO FULL IMPLEMENTATION OF
INTELLIGENCE OPERATIONS TO ENHANCE CRIME PREVENTION.

STILL FOR PROCESS EXCELLENCE, /ONE OF OUR STRATEGIC

CHANGE AGENDA FOR POLICE OPERATIONS IS THE SHIFT FROM
PARTIAL IMPLEMENTATION TO FULL AND SUSTAINED
IMPLEMENTATION OF PIPS…/

(SLIDE 9) AND FROM A LESS EFFECTIVE ENFORCEMENT OF

FIREARM CONTROL LAWS AND ACCOUNTING OF /LOOSE
FIREARMS TO MORE EFFECTIVE AND STRICTER ENFORCEMENT
OF FIREARM CONTROL LAWS AND ACCOUNTING OF LOOSE

3
FIREARMS WITH THE OBJECTIVE OF STRENGTHENING OF
FIREARM CONTROL PROGRAM TO ENHANCE CRIME PREVENTION.

/IN CRIME INVESTIGATION, WE SHIFTED FROM HAVING

UNTRAINED INVESTIGATORS TO EMPLOYING SUFFICIENT
NUMBER OF COMPETENT AND TRAINED INVESTIGATORS WITH
THE OBJECTIVE TO ENHANCE CRIME SOLUTION. /
ANOTHER, IS A SHIFT FROM OPERATING UNDER A SENSE OF
URGENCY TO IMPROVE RESPONSE TIME FOR THE ENHANCEMENT
OF CRIME SOLUTION.

/TO IMPLEMENT STANDARD AND INVESTIGATIVE SYSTEMS AND

PROCEDURES, THERE’S A NEED FOR A SHIFT FROM DEPENDING
ON INVESTIGATOR NATIVE TALENT TO A HINGE ON ORGANIZED
INVESTIGATORS. /

ANOTHER IS A SHIFT FROM INADEQUATE TO ADEQUATE

INVESTIGATIVE INFRASTRUCTURE TO ENHANCE CRIME
SOLUTION. /

(SLIDE 10) MAJOR ISSUES ENCOUNTERED IN STRATEGY

PERSPECTIVE, OUR KEY SUCCESS FACTORS WERE DETERMINED
BY THE NUMBER OF COMMUNITY AWARENESS ACTIVITIES THAT
WERE INITIATED AND THE NUMBER OF SECTORAL GROUPS THAT
WERE ORGANIZED AND MOBILIZED UNDER PCR PROGRAMS
