Capacity Building Implementation

Capacity building includes three levels of intervention as well confirmed by Grindle (1997)
and UNDP (1999): (1) System level, intervention in work program settings and policies in the regional
government system; (2) Institutional level, intervention in arrangement of organizational structure,
organizational decision making processes, work procedures and mechanisms, management
instruments, and relationships or network between organizations; and (3) Individual level,
intervention on improvement individual quality of local government apparatus so that they have
skills, knowledge, attitudes, ethics, and work motivation so capable of carrying out good governance.
The example that I would like to explain is the first level of capacity building i.e. capacity building to
strengthen poverty alleviation program through workshop of public expenditure analysis for
alleviating poverty in local level.
This program is a national program conducted by The National Team for Alleviating
Poverty (TNP2K) in which several municipalities and regions became its pilot project, one of which is
Lubuklinggau municipality. At the beginning, Focus Group Discussion was held on November 24,
2016 in Palembang where the representatives of each pilot projects in South Sumatera Province
attended to adjust perceptions about this program; then, they joined on Training on Trainers (ToT)
at the end of January 2017. Afterward, local government of Lubuklinggau municipality continued this
program and held two-day workshop about public expenditure analysis for alleviating poverty for 16
institutions such as Local Development Planning, Research and Development Board, Department of
Public Works, Education, Health, and so forth facilitated by The Regional Poverty Eradication
Coordination Team (TKPKD) of province level and local level.
In this workshop, participants were divided into four groups of people based on the sector
of development: health, education, employment and economy, and basic infrastructure. TNP2K gave
some material to understand about poverty and fiscal, and model of poverty analysis and public
expenditure. They started with analyzing the poverty condition in Lubuklinggau municipality through
the planning documents to find the root problem and theory of change (ToC) that discussed later.
The output of this workshop was the recommendation of programs and activities along with the
budget plan stated in the workshop report. This will be used in the next planning of poverty
alleviation program in Lubuklinggau municipality and model of analysis for other regions.
Through this capacity building program participants are more focused on being able to
work together in teams and foster a high sense of solidarity among participants and their application
in work so that there is tolerance between each related institutions and selflessness. Capacity
building will form an independent, strong person, a high sense of solidarity with friends and good
friendship so that a target will be more easily achieved if done in a compact and directed manner.
