The supply of electricity to projects has been taken for granted. It is always assumed that at the end of a project and before handing over to the clients that
electricity supply will be available too. General perception is that this is a sole responsibility of CKE.
In actual fact, the supply of electricity to a project requires thorough planning and coordination among all the various technical discipline involved in the project
namely, architects, structural engineers and mechanical engineers.
Various audits and reports, such as “Laporan Pemantauan Projek”, have indicated that among causes of projects delay was delay in construction of substation
buildings. While CKE’s Flying Squad, BSFB’s Pre Handing Over Report have pointed out several problems that relates to the size/and/or locations of switch
rooms; namely inadequate room size that renders difficulty in maintenance; and inappropriate location that complicates construction and increase chances of
defects.
Thus, the guideline is meant to provide other discipline some insights into the requirements of spaces, locations and other criteria that would enable a functional,
maintainable and sustainable electricity supply system to all projects.

1.1 Generation stage Electricity generation is the process of generating electric energy from other forms of energy.
Electrical power starts at the power plant, in almost all cases the power plant consists of a spinning electrical generator. A
generator is a machine that transforms mechanical energy into electric power.
Something has to spin that generator; it might be a water wheel in a hydroelectric dam, a large diesel engine or a gas turbine. But
in most cases the thing spinning the generator is a steam turbine.
The steam might be created by burning coal, oil, natural gas or the fission of nuclear fuel. And some generating stations use
renewable energy sources like sun & wind.

1.2 Transmission Electric-power transmission is the bulk transfer of electrical energy; from generating power plants to substations located near
stage population centers.
The 3-phase power leaves the generator and enters a transmission substation at the power plant. This substation uses large
transformers to convert the generator's voltage (which is at the thousands of volts level) up to extremely high voltages for long-
distance transmission on the transmission grid. Typical voltages for long distance transmission are in the 132,000 to 500,000 volt
range in order to reduce line losses.
Transmission stage may include sub-transmission stages (secondary transmission) to supply intermediate voltage Levels. Sub-
transmission stages are used to enable a more practical or economical transition between transmission and distribution systems.
1.3 Distribution stage Electricity distribution is the final stage in the delivery of electricity to end users. A distribution system's network carries
electricity from the transmission system and delivers it to consumers.
For power to be useful in a home or business it comes off the transmission grid and is stepped down to the distribution grid in a
power distribution substation, and this may happen in several phases as follows:
a) Primary distribution system (HV distribution)
b) The secondary distribution system (LV distribution)
Revision : -
Page : A 3 of A 24
1.3.1 Primary It is that portion of the network between the Sub-transmission substations and secondary distribution system. The primary
distribution system consists of step-down transformers and sometimes embedded generation can be used at voltage levels which range from
system (HV 33 KV to 6.6 KV.
distribution)
1.3.2 The It is that portion of the network between the primary feeders and utilization equipment. The secondary system consists of step-
secondary down transformers and secondary circuits at utilization voltage levels which range from 400V to 230V.
distribution Note: Residential secondary systems are predominantly single-phase, but commercial and industrial systems generally use three-
system (LV phase power.

In Malaysia there are 3 electricity supply companies:
a. Tenaga Nasional Berhad (TNB)
b. Sabah Electricity Sdn. Bhd. (SESB)
c. Sarawak Electricity Supply Company (SESCO)
TNB operates in Peninsula Malaysia while SESB and SESCO operate in Sabah and Sarawak respectively.
The following excerpts are outline to provide better understanding of the processes and requirements of TNB, and thus expedite
connection of power supply to a project.

1.4 TNB Electricity The transmission voltage networks are 500kV, 275kV and 132kV, whilst the distribution voltages are 33kV, 11kV and 400/230
System volts. However, in the case of certain parts of Johor & Perak the distribution voltages may also include 22kV and 6.6kV.

b. Licensee Supply Regulations 1990
c. Electricity Regulations, 1994

Generally, supplies to domestic premises are given at single phase 2-wire or three phase 4-wire. However, the actual supply voltage
provided depends on the magnitude of the individual applicant’s load requirements:
a. Low Voltage
i. Three-phase, three-wire and 11 kV for load of 1,000 kVA maximum demand and above
ii. Three-phase, three-wire, 22 kV or 33 kV for load of 5,000 kVA maximum demand and above
iii. Three-phase, three-wire, 66 kV, 132 kV and 275 kV for exceptionally large load of above 25 MVA maximum
demand
It should be noted that voltages other than the above classifications couldn’t be provided by TNB. However, consumers can make
their own transformation arrangements where necessary.

1.5 Types of Supply All new applications and upgrade of supply requirement can be classified into two (2) types
of supply applications.
1.5.1 Supply
Application a. Supply Application for Load Up To 100 KVA
Based on - Supply from existing supply mains or establishment of new supply system (subject to System capability).
Load
b. Supply Application For Load Exceeding 100 KVA
- Supply from existing supply mains or establishment of new supply system
Note: Establishment of new supply system may require the construction of a new sub
Station/substations and its related ancillaries.

1.5.2 Supply The lead-time for supply connection depends on a number of factors including the type of
Project Lead Time Premises, the electrical load required and the location of the premises and approval from the Local Authorities. The typical supply
project lead time required by TNB is as follows:

Distribution Sub- capacity injection into 11kV network through a
Station (Pencawang
Pembahagian standardized transformation of 33/11kV
Utama- PPU)
1.6.3 Main SSU at 33kV, 22kV and 11kV are established to serve the following function:-
Switching Station

1.6.4 Distribution Distribution sub-stations are capacity injection points from 11kV, 22kV and sometimes 33kV systems to the low voltage network
Sub-station (400V, 230V). Typical capacity ratings are 1000kVA,750kVA, 500kVA and 300kVA.
(Pencawang
Elektrik – P/E) Note: Service cable from the TNB 33 and 11 kV substation (whereby the metering room is within TNB’s control area) to the
consumer substation shall be laid and maintain by TNB if the service cable is within 30 metres. For service cable above 30 meters
shall be laid and maintain by the consumer.
1.6.5 Conventional Conventional substation designs are of indoor type (equipment housed in a permanent building) and out-door type (ground-
Substation mounted or pole-mounted). Standardized M & E design of SSU 11kV and 11/0. 4kV sub-station is available at TNB offices.

is insufficient to provide electricity due to the high load demand.
b) The TNB sub-station building housed the HT switchgear and transformers.

The designation is based on the number or transformers to be installed in the
sub station.
e) Accessibility to the building is strictly for TNB personnel only.

This section provides specification of the recommended requirements for the design of ICT and Telecommunication System rooms. Basically, there are two (2)
systems involved in the ICT and Telecommunications System which is Computer Communication System (related to digital data communication) and
Telephone System.
Both systems have their own room requirements in ensuring the efficient functioning of the systems. It is need to be optimally located in the building complex
with the proper size. In addition, it is also need to consider factors related to security, fire resistance, noise, heating, electrical fields, water piping conduit
paths, equipment transport, floor loads and any extrinsic general building structures.
Figure 6.1 (a) shows the basics overall room requirement for ICT and Telecommunication System. These include Data Centre/Server room,
Telecommunication Closet (TCR) room, Subscribers Distribution Frame (SDF) room, Private Automatic Branch Exchange (PABX) room, ICT Riser room
and Telephone Riser room.
