1. TECHNICAL PROPOSAL REQUIREMENTS

This part of the bidding document covers the requirements related to the preparation and
submission of the Bidder's Technical Proposal.

The Technical Proposal must be prepared in a fully consistent manner in which Bidder's
provide a complete and comprehensive bid in response to this bidding document. No
prices or other commercial terms of any nature shall be included in this Technical
Proposal.

Based on the Scope of Work and all other provisions included in this bidding document,
Bidders shall provide all information requested by completely and explicitly responding to
the items specified below, using the attached forms and formats as instructed.

Responses to each item shall clearly and specifically refer to the items to which the
response is being given and should make reference to the specific requirements
stipulated in bidding document. Bidder shall number all sections, paragraphs,
subparagraphs and pages of responses to correspond as closely as possible to the
numbering in this bidding document to facilitate evaluation of the bid. Bidder's name must
appear on each page of the bid documents.

The successful Bidder must clearly demonstrate that it and its selected Project Team
have significant prior experience in providing comprehensive Engineering, Procurement,
Construction. Pre-Commissioning. Commissioning. Start-up and Performance Test
selVices in successful implementation of similar projects on an international basis. Using
this prior experience, Bidder must clearly and comprehensively describe in the bid how it
will successfully execute this Project covering all aspects of implementation, including
identification of specific risks during all stages of the Project and proposal of necessary
mitigation steps to ensure successful completion of the Project.

1. PROJECT TEAM EXPERIENCES

Owner strongly believes a fundamental requirement for successful implementation of


the Project will be its execution by a Project Team of the highest quality expertise and
experience of the personnel executing the Work. Accordingly, Owne~s evaluation of
Bidder's proposal will be strongly influenced by the expertise and experience of
personnel Bidder proposes to rely ,on for performance of the Work.
Owner expects Bidder to make available the strongest possible management and
technical team for the Project, and places particular emphasis on the proposed Project
Team's experiences of successfully managing refinery projects, especially RFCC Unit
with license processes. Owner has a preference for equivalently qualified Indonesian
personnel, where available.
Owner expects that the personnel who will undertake the Key Positions listed below
will have previous experience pelforming that role on prior international projects.
Bidder shall provide resumes (CVs) of Management that would be assigned to this
Project, consistent with the key positions highlighted on the organisation chart provided
under "Management Plan". Bidder to referred Management Qualification Personnel
stipulated in Appendix -1.

CVs should be submitted to inc.lude the following Management positions:

Manager, Construction Manager, Project Control Manager, System Completion
Manager, QAlQC Manager and Interface & Integration Manager
Owner will also conduct individual Interview via video conference for Management
Personnel as follows: Procurement Manager, HSE Manager, and Risk Manager.

1. IMPLEMENTATION STRATEGY OF THE PROJECT

1.1. Management Plan and Implementation Strategy


The completeness and viability of Bidders proposed project execution strategy for the
Project will be a significant element of Owner's evaluation of Bidder's proposal. Bidder
must give narrative description in detail as to how the work coordination within its
consortium shall be perfonned to succcesfully complete the Project and must explain
how Bidder will manage the interrelationship between its Consortium members up to
Operation Acceptance.

Based on Bidder past success project experience, Bidder to develop EPC Organization
Chart showing Key Management, inter Department relationship and technical functions
for all phases of the Project. Bidder to describe Duty and Responsibilities of all Key
Pos,itions indicated in the organizat,on chart. Bidder to describe duties and
relationships of each department including project management, engineering,
procurement, construction, planning, safety, QA/QC, Pre-
commissioning/CommissioningIStart-Up (System Completion), administration and
document control.

Bidder shall clearly describe, on the tabulation list, the responsibility of Scope of Work
("SOW") of each member of the Consortium/Joint Operation in executing the Project,
including what part of the SOW will be carried out by each Consortium/Joint Operation
member and the location where it will be performed, especially where Bidder Work
location for Engineering activity. Bidder to demonstrate that there is no grey area or
gaps where no one of the Consortium/ Joint -Operation Members are responsible for
some portion of Scope of Work of the Project.

The scope of work and responsibilities of each Consortium/ Joint Operation Member
shall be in accordance with the project experiences of that Consortium! Joint Operation
Member.

The owner expects Bidder to explain the method used for implementation, but not
limited to:
• Project Execution Plan
• Work Execution Plan
• Constructability
• Lifting plan
• Heavy Vehicle Plan
• Identification for sequence of erection for all critical equipment
• Identification of Construction Equipment,
• Provide Risk Assessment and Mitigation Measures
• Estimated time to complete the activity(s)

Bidder shall clearly describe Key challenges of implementing the Project starting from
developing Pre-Commissioning, Commissioning, and Start-Up sequence and
schedule including Black Start-up process to achieve Operational Acceptance as a
whole which drives all sequencial activities from detail Engineering, Procurement,
Construction and Precommissioning, commissioning, start-up, normal operation until
handover, including critical path and issues, identification critical is.sues, mitigation
strategies for any potential risks which affect to the project schedule (duration), quality
and cost extension.

1.2. Project Interface


The Technical Proposal shall include Bidders explanation of interfaces with External
Interface (Owner, Owner's Associated Works Contractors, Third Parties and
government bodies) and Internal Interfaces (between Contractor and its
SUbcontractor). In particular, Bidder shall explain how it is going to fulfill all
requirements related to the obtaining of required permits, licenses and certificates and
to the execution of construction work. A clear understanding of permit requirements
and license requirements is key to the success of the Project.

Bidder to provide Interface Responsibilities Matrix in the proposal.

Bidder shall also provide Bidder's past succesfull project interface experience with the
current consortium/joint operation member or with other composition member.

The explanation of Project Interface in Bidder proposal shall in-line with requirement
stipulated in Part 4: SOW Point No.13.4.lnterface Management and Coordination.

1.3. Integration Management

The Technical Proposal shall include Bidder's explanation of integration with the
existing Refinery.
The explanation shall contain Bidder's interface and coordination strategy with RU V
Refinery operation for Tie-In and modification work during engineering, construction,
pre-commissioning, commissioning and start-up during project execution.
Bidder shall explain in detail how to manage interface between existing unit in
operation, Tum-Around activity and project activities (SIMOPS/Simultaneous
Operation) and ensure & warrant there is no delay for turn around completion and

project completion that caused of miss management and miss control of the interface
activity.
Bidder are responsible for Physical Integration, Data Integration, and Process
Integration.
The explanation of Integration Management in Bidder proposal shall in-line with
requirement stipulated in Part 4: SOW Point No.13.q. Refinery Integration
Management

1.4. Resource Availability

Using the Schedule of Work outlined in EPC Project Schedule, Bidder is required to
provide an analysis of resource availability, including graphs/charts, of its;
• Current and projected workload by Consortium member for all other Work
• Assessment of available resources
• Manpower staffing curves showing management, technical, engineering,
procurement, and other office personnel
• Equipment, including construction equipment, plant, machinery, vehicles, and
any other equipment proposed for use in performing the Work with details
• Assembly and module fabrication yards, offices, transport and logistics fleet
with details, and
• Warehousing

The schedule analysis shall include available resources in appropriate level of


contingency and how this can be implemented during the proposed Project execution
schedule. Bidder also requested to explain the strategy to provide sufficient resources
such as; Man, Material, Machine, Money (Budget), Method to ensure and warrant the
EPC Commissioning & Start-Up can proceed smoothly, and perfectly executed on
Schedule, on Budget, on Quality and Zero Fatality.

2. PROJECT EXECUTION PLAN


Bidder shall give detailed execution plans describing how Bidder would address the
following critical aspects of the Project.

2.1. Understanding and Conformity Scope of Work


2.1.1. Bidder's understanding of the project Revamp Work:
The technical proposal shall explain Bidder's understanding of the Project
Revamp Work (as stipulated in Part 4: Scope of Work Point 3.1), include
Strategic Alignment of Project Revamp Scope to the Turn Around ("TA")
Activities, Operation existing unit (SIMOPS) to comply the TA Schedule &
Duration.

In addition to the enchancements required to the existing utility systems to
cater for the new requirements for the revamp units above, the following
new utilities will be added to support the new process units:
• Fuel Gas & Fuel Oil System (Unit 315)
• Flare System - Offshore South (Unit 319) - RDMP RFCC Flare
• Flare System - Offshore North (Unit 319) RDMP HCC Flare (portions
of this work belong to Contractor, and portions belong to Associated
Works Contractor for Early works (Owner's scope)).

offshore flares and Technip Units.
• Plant Feed and Product Tankage including Blending System (Unit

• Balikapan transfer pumps facilities to Tanjung Batu BBM Terminal

Areas (Unit 321)

2.2. Design and Engineering Plan

Bidder shall describe in detail its Design and Engineering Plan including the following:
• Verifying, endorse and develop from the BED, Pre-FEED & FEED design package
documentation into the detailed design engineering/work and detail engineering
deliverables.
• How to execute the required EPC design and detail engineering work.

• Verifying the Pre-FEED Package into the detailed engineering design using the
engineering specifications provided for Licensed Units, and incorporated licensor
recommendations and requirements.
• Verifying and developing the detail engineering design/work for the Non Licensed
Units and Facilities following the FEED engineering design deliverables provided
in the Bidding Documents.
• Explain how Bidder develop and perform detail engineering, design, and work to
comply with the Part 4: Scope of Work ("SOW"), International Engineering Codes
& Standards and Engineering Best Practices, and with Government Regulation.
• Provide the detail engineering design protocol to explain the sequence of detail
engineering work, quality of engineering documents, engineering document
submission schedule in compliance with international Engineering best practice.
• Bidder shall confirm to use Engineering Tools and Software with the latest edition
stated in Part 4: Scope of Work (See Appendix XIV)
• Bidder to provide detail Engineering Execution Plan including Chart, snake
diagram and critical path, man power loading, engineering document development
sequences such as (BEDD, PFD, UFD, PID, MSD, MFD, Hydraulic Calculation,
PDS, Template PFD, PID, PDS, MSD, UFD, Single Line Diagram, etc.) for all
Discipline (Process, Instrument, Mechanical & Stationary, Rotating, Electrical,
Piping, Architecture, Civil and Structure, Project Control, Document Control, etc.)
• Explain how Bidder will ensure safety requirements, ease of construction,
mechanical integrity and reliability requirements are incorporated into the design
of the Facilities operability, and maintainability and reliability principles during
engineering reflected at Bidder proposed Plot Plan.
The propose Bidder Plot Plan's submitted during technical proposal shall be
binding during project execution.
• Bidder's Engineering Plan shall ensure and warrant the quality and control of
design development to achieve highest standards of operability, reliability,
maintainability and safety and flexibility operation.
• Explain how Bidder process simulation capabilities and approach to detail design
work.
• Bidder to propose and present Expander and Generator System for RFCC Project
that consider maintenance during RFCG Unit operation.

2.3. Procurement Plan

Bidder is to provide a plan outlining the methods and procedures that will use for the
procurement of the equipment/materials and subcontractors required for the Work.
Bidder shall develop Project Procurement Organization Chart based on previous
successful project experience.

This Procurement plan must address the principles of the procedures to be used for
activities and including, but not limited to:
o A listing of packages (material requisitions and subcontract scopes) planned for
purchase and subcontract agreements.
o Procurement Plan and Strategy for Long Lead Items ("LLI"), Package
Machinery/Equipment, Bulk Material, Lubricants, Chemicals, Catalysts,
Procurement of concrete batch plant, sand, aggregate, and cement.
o Selection of Manufactures/Supplier and Evaluation Method.
• Quality System controls for vendors and subcontractors
• Material control organization and techniques.
o Expediting Strategy, including vendor print checking and follow up.
o Managing Inspection (Pre-Inspection, Inspection at Vendor Workshop
(Oversea/Local), FAT, MIGAS)
o Traffic & Logistic Plan include Shipment (Oversea/Local) and Transportation (via
Air, Sea, & Inland) , Insurance, preservation method to control moisture arid
potential corroded during shipping, Packaging of equipment, tools, devices,
materials to comply with International best practices and standards and ensure the
equipment, tools, devices and materials shall be shipped protected against
potential corrosion, damage or defects during handling, shipping and transporting
to the Site.
o Loading and Unloading at Port.
o Free Trade Agreement ("FTA")
• Import and customs Clearance.
• Procedure of storing and maintaining the equipment and material at Site to prevent
loss, damage, corrosion and deterioration.
o Checking, registering, monitoring and recording of arrival and receipt of equipment,
devices, tools, materials to ensure there is no defect or damage to the equipment,
tools, devices, materials purchased and shipped
• Preservation and maintenance of materials
• Strategy to secure and manage Vendor Representatives for LLI and major
equipment during Pre-Commissioning, Commissioning & Start-up
• Proposed spare parts philosophy.

The above Procurement Activities shall in-line with project schedule Critical Path.

Sample procedures and forms currently used by Bidder should be included for
clarification. Bidder shall highlight how Bidder will ensure that the Procurement and
Subcontract requirements set forth in the Contract will be fully complied with, including
completeness of supporting letters from Suppliers.

In addition sample of Procurement report (Purchase Order ("PO") Status Report


include with Country of Origin, Material Take Off vs. PO, Subcontract Status Report,
Expediting Status Report, Inspection Report, Logistic Status Report, Warehouse
Report, Commissioning & Start Up and 1 (one) year Spare Part Report used by Bidder
from previous successful project shall be provided in the technical proposal.

For Local Content ("TKON"), Bidder must maximize the Indonesian Content
Percentage (lCP) for local products that meet quality criteria and delivery schedule.
Bidder shall specify in detail how it proposes to organize and manage each portion of
the Work in order to maximize the required Indonesian Content.

The minimum Project requirement for Local Content is 30%.

The explanation of Procurement in Bidder proposal shall in-line with Project


requirement stipulated in Part 4: SOW Point NO.8.4 and Exhibit No XVII for Local
Content Guideline.

2.4. Construction Plan

Bidder to provide a comprehensive and detail plan for the construction work, including
construction strategy, construction sequence and method, for all stages of
construction.

For Soil Investigation, Bid Committee will provide the Geotechnical Survey Resort as
reference for Bidder to prepare the technical proposal. However, if Bidder calculation
required further additional Geotechnical Survey during Project Execution, then the
additional cost shall be already consider in Bidder proposal. Owner will NOT accept
additional Change Order regarding this matter.

Bidder shall describe the strategies, methods and sequences to be provided for each
construction operation:

• Execute the Work


• Comply with HSE (Health, Safety, and Environment), requirements
• Comply with Government Regulations
• Comply with Owner's and Project Specifications
• Provide S~e Organization Chart
• Provide S~e and Land Clearance, and preparation
• Provide Off-site pre-assembly and module fabrication Plan
• Provide erection method & sequence. and identify construction critical issues.
• Provide dismantling and re-installment method
• Provide mobilization and maneuvering heavy equipment, heavy vehicles, rigging
plan. Bidder shall identify construction equipment to be used during the operation
• Provide environment and waste handling management to ensure no riot or local
residence strike due to pollution that caused of construction activities
• Provide tie-in method and procedure including NDT method and procedure to
ensure those activities will not interfere the existing Complex operations
• Provide risk assessment and mitigation measures

o Provide procedure for handling sociocommunity at work locations on Site and off
Site.
o Provide Transportation Plan from Warehouse/Laydown area to construction site.
• p'rovide reporting for expediting construction progress, project meeting; daily
progress meeting, weekly progress meeting, monthly and quarterly progress
meeting.
• Provide list of modular section that will be implement during construction to
optimize schedule and considering laydown area constraint.
• Manufacture's service/technical assistance

The Construction Plan shall include description of mobilization and early site activities,
infrastructure, Civil Works, temporary facilities and services plan, utilities, personnel
handling as well as a description of the plans for all supporting disciplines and facilities
such as Information Technology, communications, document management and any
other required support. Bidder shall state its Security Plan tailored to meet Owner's
security requirements.
Bidder shall describe how it will integrate and tie-in the new process units and utilities
to existing unit plant and Bidder is requested to propose stop duration of existing unit
plant related to each equipment mention above to integrate and tie-in.

The plan shall indicate and represent Bidder's construction competence, experience
and commitment to construct the Facilities in a safe, efficient manner demonstrating
appropriate consideration of the surrounding environment.

Bidder shall describe in detail its Man Power Planning for Labor Mobilisation and
Demobilisation Program including:
• Mobilization for early site activities; labor recruitment and retention plan.
• Availability on Site, including parking and transportation arrangements where
necessary
o Plan for training and orientation prior to commencement of work
• Plan for accommodation during the Project, if labour is planned to be sourced from
beyond the vicinity of the Site
• Plan for housing and food faCility inside the Project Area.
• Procurement and arrangement of Construction Heavy Equipment.
o Entrance Point for Worker at Site,

Bidder shall describe the Heavy and Critical Equipment of the Project and how it will
identified on a tabulation list. Bidder shall describe the Rigging Plan for heavy and
critical equipment.

The Heavy and Critical Equipment minimum shall include criticality of delivery time,
criticality of transportation from manufacture to the site (installed location) and criticality
of erection of the equipment. Bidder shall describe the methods that will be employed

at the time and for the duration required by Bidder. Explain how the manufacturing
progress df each equipment item will be monitored from material selection to delivery
to the Site.

Bidder shall describe transportation method will be use.d for Heavy and Critical
Equipment, induding LLI equipment from manufacturer to site, and how Bidder will
select the transporter services.

Bidder shall describe the Bidders Plan for offloading of the heavy and critical
equipment, including LLI equipment at the vicinity of the Site, and installation on the
foundations. Equipment maintenance during construction must be considered. The
proposal must describe the mobilization plan of heavy cranes and explain the
availability of those cranes for implementation.

Bidder shall describe the Bidder's plan for maintenance of all Construction Plant and
Equipment, fixed or mobile, until the Facilities tumover and identify the maintenance
and special tools to be provided for heavy equipment and critical equipment.

Bidder's acknowledges it is familiar with all local attitudes in Balikpapan Indonesia


regarding performance of the Work and shall perform the Work in a manner which is
in harmony with such local attitudes. The Technical Proposal shall include Bidder's
proposed Sustainability Plan pursuant to Part 4B, Point 13.10. Bidder shall describe
how Bidder plans to maintain and manage the local issues where the Project will be
perfonmed related to,

Bidder to provide a plan for overall control of the Project, including provisions for

clarify the procedures Bidder would use- in order to satisfy Owner's project Control

Bidder Technical Proposal shall be evaluated using criteria as a measure of the Bidder
ability to successfully complete the project scope of work.

On a scheduled date, each Bidder will be asked to provide a presentation regarding its
Technical Proposal. Bid Committee will be conducting the interviews with Bidder's Key
Management Team and hold individual clar~ication meetings in Bid Committee Jakarta
Offices. The results of these, as recorded in agreed notes and minutes, will become
part of Bidder's proposal.

Only Bklders that obtain the Technical Evaluation equal or more than 90 (ninety) will

3. MILESTONE PLAN
a. In addition to the Physical Progress of the Plan, Contractor is also required to
achieve the Contract Milestones the achievement of milestones as the a basis for
payment tenm plan for the work has been carried out as further explained in Part 3

5. GUIDELINE FOR MEASUREMENT OF PHYSICAL PROGRESS


a. Based on the cost breakdown structure, Bidders are required to make the
Classification of Cost Category consisting of: Engineering, Procurement,
Construction, Commissioning complete with grouping each such costs in the cost
breakdown structure.
b. Bidder shall submit a proposal to the weighing of the above-mentioned cost
classification categories.
c. Bidder shall propose guidelines for measuring progress of each category of costs as
the following example:
i. Engineering
Bidder shall submit a proposed percenlage of the stages of progress
measurement for engineering.
Deliverables and the weight-factor to be allocated to each deliverable shall be
proposed by Bidder on a man-hour basis.

ii. Procurement
Representing this cost category, stage of the procurement process of
materials! goods are to be used as the yardstick for measurement progress.
Th e Bidders must submit a proposed percentage of progress measurement for
stages of procurement of materials I goods as approved by Owner.

Bidder shall propose guidelines for measurement of construction progress of
Work directly achieved. Inline with a Eamed Value Measurement System

iv. Commissioning
Bidder shall submit a yardstick for measuring the progress of the Work of
commissioning.

d. Owner will evaluate and equalize Bidder's proposed guidelines for measuring the
progress of the work.
e. The equalized progress measurement guidelines will become a reference for the
Stage-2 Proposal (Commercial).

6. THE EVALUATION OF PRICE PROPOSAL (TECHNICAL PASSING GRADE +


LOWEST PRICE)

The Price Proposal should be submitted in accordance with the requirements as set out
in Part 2C of this Bid Documents.

In the event of correction the breakdown of Price Proposal's calculation due to arithmetic
errors, the total Price should not be changed. The changes only be done on the volume
of the work or the unit price, and all the risk due to the correction of arithmetic to be the
sale responsibility of the Bidder.

Bidder are not allowed to add, subtract or to change the Price Proposal after its Price
Proposal is opened, except if requested by the Bid Committee to provide answers of any
errors summation and multiplication, or because of the clarifications that change the
previous Price Proposal.

In the event the LOWEST proposal price:


a) Less than eighty percent «80%) of Owner Estimate (OE), then Bid Committee has
right to conduct reasonability of price evaluation;
b) More than one hundred percent (>100%) of OE, then negotiation will be conducted
to All Bidders.

If the result of reasonability of price evaluation which is conducted by Bid Committee, is


not reasonable, then the proposal can be disqualified by the Bid Committee;

The Bidder with the lowest price which is less than or same with Owner Estimate (OE),
may be proposed as the successful bidder.
