Issue: Realignment of Funds for Road Projects on Fund Overlapping


Issue Description:
Overlapping of KALSADA 2016 and CMGP 2017 Road project and the DPWH project
along the identified Provincial Roads of the Province of Zamboanga del Sur.
Background:
The national and local road networks are the largest and most important infrastructure to
support for the socio-economic development of the local government units. Road
networks provides connectivity between the production areas to the market centers and
supports the effective delivery of health and education services. The construction and
rehabilitation of roads become one of the mandated functions under Section 17 (a) and
Section 17 (b)(c)(vii) of the LGC on the provision of basic services and facilities, including
infrastructure facilities such as road and bridges. The construction of climate resilient road
and bridges and other support infrastructure entails a huge investment of which the
affordability of the LGUs are at stake.
However the provision of Section (17) (f) of the LGC provides that the national
government may augment the basic services and facilities assigned to an LGU when
these are inadequate to meet the requirements of its inhabitants. This provision is the
anchorage of the Department of Interior and Local Government (DILG) and the
Department of Budget and Management (DBM) for the Conceptualization of Program for
the Provincial Road Repair, Rehabilitation and Improvement thru the the Konkreto at Ayos
na Lansangan tungo Sa Daang Pangkalahatang Kaunlaran (KALSADA) in 2016 and the
Conditional Matching Grant to Provinces for Road Repair, Rehabilitation and
Improvement (CMGP) in 2017.
Both programs are incentive based programs that requires the provincial government to
adhere Governance Reform Program of the both departments- DBM and DILG. The DBM
requires the PLGU to have self-assessment on the Public Financial Management through
its assessment tool called the Public Financial Management Assessment Tool (PFMAT)
looking into the seven critical dimensions with 20 indicators and its output is the Public
Financial Management Improvement Plan (PFMIP) which we religiously submitted the
same to the DBM. On the other hand, the DILG requires Assessment of Seal of Good
Local Governance (SGLG) and the minimum requirement is to pass the Seal of Good
Housekeeping to access the project.
The province is a recipient of worth Php 100,415,707.00 for the KALSADA 2016 in the
following road sections as reflected in Table 1.

While on CMGP 2017, the province had total approved program funding of Php
306,447,930.00 in the following section as reflected in Table 2:

On the other hand, the Department of Public Works and Highways (DPWH) had also
funded two segments of our provincial road specifically the Salambuyan to Lapuyan
Provincial Road segment within the Bulawan-Pobalcion Lapuyan Provincial Road bearing
Road ID No.09ZAS039 of the KALSADA 2016 and the Tawagan Norte –Sta. Cruz Road
segment within the Junction National Highway Tawagan Norte of Labangan to Datagan
of Bayog Road, all of the province of Zamboanga del Sur bearing Road ID No. 09ZAS001
of the CMGP 2017.

Problem Statements:
1. Lack of feedback mechanism of the DPWH as to the approved projects listed
under TIER 2 which leads to overlapping of projects and misleads Local
Government Units in the investment preparation for the ensuing years.
2. Bidding of the DPWH infra projects is 3 to 6 months ahead of the schedule year
of implementation while bidding of LGU projects will be based on the download of
funds from the partner line agencies.
3. No coordination of the Project Engineer of the DPWH to our Provincial
Engineer’s Office in the implementation of infrastructure projects of local
significance.
4. The Local Road Management Team has difficulty in completing the required
governance reform on the Road Asset Management or booking of roads as an
asset under the local book of accounts as required by the DILG and the COA for
absence of data specifically construction cost of local roads funded by DPWH and
other convergence program like TRIP, ROLL –IT and FARM to MARKET ROADS.
5. Modification/Realignment of project already endorsed to DBM under the CMGP
shall not be allowed under section 5.11 of JMC 2017-2 dated April 26, 2017.

Recommendation and Proposed Policy Amendments:


1. There must be strong feedback mechanisms as to the approved projects
funded by the national line agencies.
2. The implementation of all infra programs and projects with local significance
must be coordinated with the local government units together with the provision
of POWs and Designs for proper accounting, recording and monitoring.
3. That there is need for an amendment of the provision of JMC 2017-2 specifically
section 5.11 that LGUs are allowed to modify the location, specifications and
design of projects encountering overlapping.
