3 Ductilitl'classes
The need to provide reinforcement with ductility appropriate to earthquake-resistant
concrete structures, coupled with recent investigations into the structural consequencesof
the relatively low ductility of cold-u,orked reinforcement, has led to the introduction of

Adjustments have been made to the chemical composition, carbon equivalent, and
mechanical properties parameters, as necessary, to satisfy the (sometimes conflicting)

FOREWORD
Prior to 1995, responsibility for the Austraiian/New Zealand Standardson steel reinforcing
and prestressing materials lay with Comminee BD-023, Structural Steels, whose interest
and expertise were mainly oriented toward materials for steel structures ratirer than for
concrete structures. In recognition of this and in pursuance of the Memorandum of
Understanding between Standards Australia and Standards New ZeaIand, a new joint
Australian/New Zealand committee (BD-084) was formed in December 1994 to take on the
specific responsibility of upgrading and harmonizing the relevant reinforcing and
prestressingmaterials Standardsof both countries.
At about this time, the results of international and local research indicated markedly
different ductile behaviour between concrete members containing either hot-rolled or cold-
rolled reinforcement. As this has consequent implications in the design and detailing for
both normal and earthquake-resistantstructures,concerns were being expressedregarding
the status of the current high strength steelsand, in particular, welded rnesh.
The Australian Standards most directly affected by the latter material are AS 2870,
Residential slabs and .footings, and AS 3600, Concrete structures. The Committees
responsible for those Standards (BD-025 and BD-002 respectiveiy) have reviewed the
implications of the proposals in this Standard and as a result have taken the following
actions:
(a) T h e l a t e s t e d i t i o n o f A S 2 8 7 0 ( J u n e 1 9 9 6 ) p e r m i t s t h e s u b s t i t u t i o no f r i b b e d - w i r e
meshes, on an equivalent strength basis u,ith a minimum uniform elongation
requirement, for the plain-wire meshes generally specified in that Standard and
foreshadou'sthe introduction of this Standard.
(b) Committee BD-002 has set up a special Working Group to investigate the
c o n s e q u e n c e si,n b o t h d e s i g n a n d d e t a i i i n - er e q u i r e m e n t so, f u s i n g l o w d u c t i l i t y s t e e l s
for reinforcement. As an interim measure,An'rendmentI to AS 3600-1994 (August
1996) introduced limitations on the use of this material in negativemoment regions
and flag-eed other areas where caution in its use should be exercised. When the
investi,tations have been completed and all the results assessed.it is anticipated that
further amendments will be necessarvand that they u'ill be published at or about the
samctime as this Standard.

Converscly, Normal class steels are unlikely to be used in New Zealand where the

6 MANUFACTURINGMETHODS
6.1 Production
production methods, including method of deoxidization of the steel, shall be at the
ciiscretionof the steel producer and shall be reported if so requested.
6.2 Processing
6.2.1 Bars and coils
processing methods for bars and coils shall be at the discretion of the steel processor and
shall be reported if so requested.
Processing of coiled steel shall only be carried out in such a way that ensuresthe material
properties of this Standardare met.
6.2.2 Mesh
All mesh shali be factory made and machine welded. The joints at the intersectionsof the
longitudinal bars and the transversebars shall be made by electrical resistancewelding to
prouid. shear resistant connections complying with Clause 7.2.5. Mesh that includes butt
welded bars shall be permitted.

7.2 Mechanical properties
7.2.1 General
\,lechanical properties of the standard grades of reinforcing steels shall be deterrnined in
accordance u,ith the relevant itern of Clause 8 and the values obtained shall satisfy the
a p p r o p r i a t ec r i t e r i a g i v e n i n T a b l e 2 .
In all determinations of mechanical properties. the condition of test pieces at the time of

7.2.2 Tensileproperties
The yield stress (.R"),maximum tensile strength (R,) and uniform elongation (l*,) shall be
determined in accordancewith Clause 8.
The values for n. and R. shall be calcuiated using the nominal cross-sectionalareas of the
reinforcing steels.
For the yield stress (R.) speciiied in Table 2, the lower yield stress shall apply. If an
observable yield phenomenon is not present,the0.2Yoproof stress(npo.z),orthe stress for a
total elongation of 0.5% (R,05) shall be determined.
In casesof dispute, the 0.2o/oproof stress(Rpo.:)shall apply.

7.2.3 Bending and rebending properties
This property applies to deformed reinforcing steels only. The suitability of bars for
bending or rebending shall be determined by bending around the stated mandrel diameters
a n d a n g l e ss p e c i f i e di n T a b l e 4 .
For bars subject to the rebend test. after the initial 90' bend, the bars shall be aged and

cooled and then bent in the reverse direction through the appropriaterebend angle specifieci

I A2 STATISTICALSAMPLING
Statistical sampling is a procedure which enablesdecisionsto be made about the quality of
batches of items after inspecting or testing only a portion of those items. This procedure
will only be valid if the sampling plan has been determined on a statistical basis and the

If any of the additional test results demonstratenon-conformance, then the batch shall be

C3.3.3 Procedure
The procedure for determination is as follows:
(a) Cut a test specimen from each of three bars randomly selected from the batch, the

(d) Calculate the average value of the mass per unit length to three significant figures,
