 Observations moving forward…
I proposed a tax-compliant mechanism for the city to address its waste without touching city
assets or credit. Inasmuch as Mr. Wand deliberately offended every opportunity for clean energy
revenues and environmental remediation, as I constituent I expect Mr. Wand to meet the
promises I offered through such ways and means as Mr. Wand brings to the table. He felt
comfortable enough to destroy the cooperation I offered, so he must have alternative means to
achieve tax compliant recycling, green energy revenues, no city assets or credit, and no
smokestacks.

Much has been made this campaign season about whether or not Mr. Wand supports more taxing.
The logic is that because Mr. Wand combines events with Americans for Prosperity, an organization
pressing for a sales tax, that Mr. Wand is assisting them. I have this to offer. Whether or not Mr.
Wand explicitly supports additional taxes, whenever Mr. Wand was offered the opportunity to engage
in manner that could provide reversing of tax-burden, Mr. Wand suppressed and fought against it.
This is the record for all the east county ZESC proposals. As a result, the West Columbia Gorge
Consortium, the Reynolds School District and the City of Troutdale have no ZESC revenues to look
forward to and must depend on taxes.

The record says that when Mr. Wand has the choice of whether or not to tax, Mr. Wand
chooses to tax and eliminates the non-tax revenue option.

Inasmuch as Mr. Wand does not want to serve honestly and has attacked me in a press release with
information that he knew was false, I not only do not want Mr. Wand as my State Representative, I
do not want him as my City Councilor. Knowing Mr. Wand only in his official capacity, I think he is a
menace to society because he holds and misuses public office.

Councilor Hartmann’s account of those interviews was that Mr. B deliberately avoided full understanding of the story in order to “line
up” the Oregonian endorsement for Mr. Wand. I am profoundly disappointed in the Oregonian.

• The record doesn’t suggest that Mr. Wand just stretches truth, it suggests that Mr. Wand uses his public office in a predatory way. I
have worked with both republicans and democrats and I have yet to find a match for manipulative, abusive behavior. Printing the
libel *after* Mr. Wand had already admitted that key items were false, is an example of how little Mr. Wand cares about the
individuals in the District. I believe that to Mr. Wand, I am a problem to be destroyed rather than a constituent to be respected.
