Constitution 

Article I Name  
The name of this organization shall be called Alabama United Residence Halls, hereafter 
referred to as ALURH.  

Article II Purpose 
The purpose of this organization shall be:  
A) To bring residence hall students in the state of Alabama together to voice common 
concerns and ideas 
B) To develop programs to strengthen and benefit each member school as well as develop 
leadership and responsibility among our residence hall students 
C) To act as a united voice for all residence hall students in the state of Alabama  
D) To recognize the excellent work of our residence hall students throughout the state 
E) To serve as a resource for all schools in the state 
F) To promote involvement on a regional and national level 

Article III Membership  


Membership shall be given to any school in the state of Alabama that:  
A) Has paid annual affiliation dues  
B) Has completed the online affiliation form 
C) Has an established Residential Living program or is in the process of developing one 
D) Has or is in the process of developing a Residence Hall Association, hereafter referred 
to as RHA, or equivalent 
E) If the schools has a current NRHH or RHA a constitution must be submitted to the 
ALURH Associate Director for Retention, Recruitment and Development. 

Article IV Officers 
Section 1 
The elected officers of ALURH shall be:  
A) Director 
B) Associate Director 
C) Associate Director of Administration (AD-ADMIN) 
D) Associate Director of Retention, Recruitment, and Education (AD-RRE) 
E) Associate Director of Recognition (AD-REC) 
F) Advisor 
Section 2  
These six officers shall comprise the ALURH Executive Board and shall have authority to 
appoint such assistants as are necessary to facilitate the operations of their offices 

Section 3 – Officer Qualifications 


A) All ALURH executive board officer host schools must be affiliated with, SAACURH and 
ALURH  
B) All ALURH executive board officers must reside in a residence hall  
C) The ALURH State Advisor must be employed by a college or university housing office 
that is affiliated with SAACURH, ALURH, and ALAHO   
D) No National Communication Coordinator may be on the ALURH Executive Board 
E) No ALURH executive board officer may hold more than one office on the executive 
board at a given time 
F) No ALURH executive board member may serve as an ALURH conference committee 
chair, co-chair or hold any other significant conference committee position without 
the consent of the ALURH state Director and Advisor 
G) Each ALURH officer must maintain a 2.5 GPA in order to remain on the ALURH State 
Board. 

Section 4  
A) All ALURH Executive officers with the exception of the Advisor shall be elected at the 
annual ALURH Conference held in January and shall serve a term of one year 
B) The ALURH Advisor shall be elected at the annual ALURH Conference held in January 
and shall serve a term of two years. 

Section 5 - Nomination Procedures 


A) Any member school planning to nominate a candidate for office must present a typed 
bid to the state Director at least two weeks before the annual ALURH conference in 
January 
B) Bids must be submitted to the State Director via email two weeks before the conference 
C) Bids must include the following:  
I) Letter of support from the administrator directly responsible for the 
member school’s RHA or equivalent  
II) Qualifications/Resume of the candidate 
III) Goals the candidate has for ALURH 
D) In the event that an office is vacant, nominations will be taken from the floor.  
E) All nominated candidates must be present at the conference  
   
Section 6-Duties of Officers 
A) The Director shall:  
I) Be the chief executive officer of ALURH  
II) Preside over all ALURH general meetings and SBD meetings. 
III) Develop agendas for meetings. 
IV) Represent ALURH to all other related organizations. 
V) Maintain communication with the SBD. 
VI) Have the power to establish committees as needed throughout the year 
VII) Receive and disperse all bids from interested schools 
VIII) Assist the Associate Director for Recruitment and Retention in recruiting 
school memberships 
IX) Provide interpretations of the ALURH Constitution and Policy Book as 
requested. 
X) Oversee the completion of all ALURH projects. 
XI) Appoint individuals to SBD vacancies with the approval of the current SBD. 
XII) Maintain biweekly communication with the conference chair following the 
summer business meeting. 
XIII) Act as the ALURH liaison to SAACURH and stay on top of regional and 
national issues. 
XIV) Attend Mini ALURH, ALURH, SAACURH, No Frills, ALAHO, NACURH, and 
ALURH Summits. 
XV) Assist all executive board members 
XVI) Preside over the ALURH Years of Service Award application process 
XVII) Submit a comprehensive written report at the annual ALURH conference 
detailing all activities throughout the year 

B) The Associate Director shall:  


I) Serve in the absence or vacancy of the ALURH Director until a new director 
is appointed. 
II) Prepare and distribute a regular newsletter to ALURH member schools. 
III) Develop team-building activities at SBD meetings. 
IV) Maintain and support the web page. 
V) Maintain ALURH multimedia and document archives and provide historical 
information when requested. 
VI) Maintain and update the ALURH Resource Guide Page. 
VII) Preside over a review of the ALURH Constitution and Policy book during 
Mini ALURH. 
VIII) Maintain the ALURH Email Account through Google Apps. 
IX) Assist the Director in performing his/her duties 
X) Serve as the Supervisor of Elections.   
i. If the Associate Director is running in the election, this responsibility 
will go to the next ranking officer not running. 
XI) Submit a comprehensive written report at the annual ALURH conference 
detailing the activities of the Associate Director throughout the year 
   
C) The Associate Director for Administration   
I) Serve as the chief financial officer for the state with clearance by state 
advisor 
II) Keep and maintain all financial records of ALURH, and handle all 
transactions except those of the conference 
III) Develop the annual ALURH Budget with the SBD 
IV) Maintain the ALURH directory including the voting status records of the 
ALURH member schools and maintain the ALURH membership affiliates 
records. 
V) Keep track of the SBD officer binders, and flash drives 
VI) Record and distribute minutes and records of all ALURH general meetings 
and SBD meetings. 
VII) Aid schools with fundraising efforts on their campuses and with 
conferences 
VIII) Be responsible for collecting affiliation dues 
IX) Submit a financial report to ALURH at least twice a year at the No Frills and 
SAACURH conferences 
X) Submit a financial update in the newsletter each quarter 
XI) Approve all Funds Request and maintain expenditures  
XII) Assist the Director in performing his/her duties 
XIII) Submit a comprehensive written report at the annual ALURH conference 
detailing the activities of the Associate Director throughout the year 

D) The Associate Director for Recognition shall:  


I) Recognize the accomplishments and achievements of institutions and 
individuals affiliated with ALURH 
II) Coordinate the Alabama Monthly Housing Awards 
III) Coordinate all ALURH award processes such as distributing award 
information and receiving nominations for end of the year awards 
IV) Be a member of the National Residence Hall Honorary 
V) Serve as a resource in establishing a National Residence Hall Honorary at a 
member school 
VI) Coordinate information in the ALURH newsletter concerning events and 
happening of NRHH 
VII) Maintain contact with the regional NRHH Regional Associate Director (RAD) 
and Advisor 
VIII) Be responsible for keeping current the state NRHH President’s roster 
IX) Submit a comprehensive written report at the annual ALURH conference 
detailing the activities of the AD-REC throughout the year 

E) The Associate Director of Recruitment, Retention, and Education shall:  


I) Actively pursue new recruitment possibilities and work with the director to 
organize a stable recruitment plan for ALURH 
II) Disseminate information and publicity to promote ALURH 
III) Assist new schools in their structuring and beginning phases of their RHA 
IV) Communicate with affiliated schools to ensure that ALURH is meeting their 
needs 
V) Work with the Associate Director on creating resources for schools, and 
updating the resource page 
VI) Submit a comprehensive written report at the annual ALURH conference 
detailing the activities of the Secretary throughout the year  

F) The State Advisor shall:  


I) Serve as a resource to the SBD. 
II) Attend all conferences and board meetings of ALURH. 
III) Provide transition for the newly elected SBD. 
IV) Support and motivate the continuation of ALURH. 
V) Audit the ALURH financial records twice per year. 
VI) Work directly with RHA or equivalent advisors in the state. 
VII) Should attend the Alabama Housing Officer’s meetings to give a compiled 
report concerning ALURH 

Section 7-Elections 
A) Elections shall take place at the annual ALURH conference in January 
B) All elections shall be by secret ballot with the State Director and advisor compiling and 
announcing the outcome immediately after the vote has been taken 
C) A majority vote of all member schools present shall be required to elect officers 
D) A quorum must be present to vote on any election of business. A quorum constitutes a 
majority of the voting membership of ALURH 
E) In the case of a tie, the Director shall break the tie. If the Director is involved in the tie, 
the Advisor shall break the tie.  
F) Runoff elections shall take place as necessary to determine two candidates so that one 
candidate will clearly receive a majority 
G) Each member school will receive ONE vote in the form of their National 
Communication Coordinator (NCC). If a NCC is involved in an election and a 
representative from his/her school is not present, the NCC must provide a written 
ballot to the Director before discussion begins on the election.  
H) All newly elected officers shall be installed in front of the ALURH conference  

Section 8- Vacancies of Office 


A) If the Director should leave office, the Associate Director would assume the Director’s 
position  
B) If any other office should become vacant, the Director shall notify the NCC’s from all 
member schools within one month of the vacancy. The Director shall then email a 
ballot to each member school. A majority vote will decide who will fill the vacancy.  
C) If no nominations are received for a position, then the State Advisor will appoint 
replacement officers to fill the vacancy with the approval of the rest of the executive 
board 
Section 9-Business Meetings 
A) All ALURH business meetings shall follow Robert’s Rules of Order.  
B) The Director shall appoint a parliamentarian for business meetings if deemed 
necessary. The decision of the parliamentarian is final.  

Article V Impeachment 
Section 1 
Any elected or appointed officers may be removed from office for the following:  
A) Acting in violation of the ALURH Constitution 
B) Acting in a way that is extremely detrimental to the best interest of ALURH and its 
member schools 

Section 2 
Impeachment may be initiated at any time by any member school of ALURH. The school must 
obtain support from at least one-third of ALURH member schools in the form of a written 
petition. The petition must state the charges against the officer. The petition should then be 
sent to the ALURH director who will notify the officer as well as the other board members and 
member schools. A hearing will be scheduled by the State Advisor to make the final decision 
on the accusations. The Director shall chair the hearing unless he or she is the one on trial. If 
the Director is on trial, the State Advisor shall chair the meeting.  

Article VI Finances 
Section 1-Affiliation 
Affiliation dues for ALURH shall be $35 

Section 2 
Membership shall be from the January ALURH meeting the January ALURH meeting. Dues 
may be paid to the ALURH Associate Director for Administration each year by the ALURH 
meeting in January. A late fee of $5 per delegate or $30 per school (if they do not attend the 
conference) will be charged.  

Section 3  
The executive board, with the State Advisor and AD-ADMIN being the official signatories of the 
transactions, shall approve all ALURH funds. 
Section 4  
A budget shall be submitted each year by the AD-ADMIN to be approved at the state 
conference in January.  

Article VII Amendments 


Section 1  
Amendments to this document may be proposed by any ALURH member school. A copy of the 
proposal must be given to the executive board as well as each member school. 

Section 2 
All amendments must be approved by a 2/3 vote of all member schools.
