Id: ED/CAP/2018/200215/CAPC/PROC CAPG CERTIFICATION OF ATS PERSONNEL CIRCULAR NO. 15 of 2018 ATS Instructor requirements and authorisation at ATSTO-Amendment Introduction: Manual of ATS Personne! Ratings and Certification-Part 3: Air Traffic Services training Organisation (ATSTO) stipulates the provisions for determining the requirement of ATS instructors, their qualification and authorisation as Theory and Simulator Instructors in ATSTOs. The ATSTOs in Airports Authority of India determine the requirement of ATS instructors for a course taking into account provisions contained in para 4.4.3 and establishes the qualification requirement for ATS instructors in accordance with para 4.4.6 in MARC-Part 3, Purpose: Purpose of this CAPC is to amend the provisions contained in para 4.4.3 and 4.4.6 of MARC-Part 3 regarding the criteria for determining the requirement of ATS instructors and qualification respectively in ATSTO. Scope: The CAPC is applicable to all the ATS instructors at Air Traffic services training organisations of Airports Authority of India. Procedures: The para 4.4.3 in Chapter 4 of MARC-Part 3 is amended as follows: “4.4.3 ATSTO shall determine the requirement of ATS instructors for a course taking into account: i, One instructor per classroom session consis Trainees, of a maximum of Twenty Four -_-_eeeeeee—————e ee _ 20-07-2018 ED/CAP/2018/200215/CAPC/PROC. One Instructor and one or two Instructor Pseudo Pilots* (IPP) depending upon requirement of the exercise) per simulator session in non-surveillance courses and per simulation position in the surveillance courses. Note: Instructor meeting other qualification criteria to be eligible for instructor in a course may undergo On-the-job-training while working as Instructor Pseudo pilot 10 ‘meet the requirement of ATC Simulator instructor in para 4.4.8 i. iii, Instructors’ engagements in ancillary duties such as invigilation, evaluation of examination sheets, course development ete. 4.2 The para 4.4.6 in Chapter 4 of MARC-Part 3 is amended as follows: “4.4.6 The person engaged in the instructional duties as an Instructor at an ATSTO shall: i) hold a graduate degree in science with Physics and Mathematics or a graduate degree in engineering; have held a valid air traffic service unit rating of the concemed ATS unit and have atleast 3 years of experience in providing air traffic services in that unit; have successfully undergone an Instructional Technique Training programme conducted by AAl or any such course conducted in aviation/management training academies in India or abroad or shall have demonstrated the instructional skill in a manner acceptable to the Head of the ATS training. iv) hold an English Language Proficiency Level 4 or above.” 5 Queries: 5.1 Any queries or further guidance required on the contents of this CAPC should be addressed to: Executive Director [CAP] Ainports Authority of India Rajiv Gandhi Bhawan Safdarjung Airport New Delhi-110003 E-mail: edeap@laai.aero 6.1 This CAPC comes intoorce with immediate effect and will remain in force until further EXECUTIVE DIRECTOR [CAP] AIRPORTS AUTHORITY OF INDIA Dated: 20-07-2018. as 20-07-2018 ED/CAP/2018/200215/CAPC/PROC.
