Dear Honorable Wood,

My name is David Stover and I was born on 07/06/1971. I serve in the Georgia House of Representatives for
District 71 as 1 of 180 elected State Representatives in Georgia representing 55,000 souls. I have been serving
my state for the past 5 years in this capacity.

I have three stepdaughters whom I raised for twenty years. , a Director of Communications, holds a
Master’s Degree in Psychology from the University of Northern Illinois. , a practicing lawyer, holds a
Juris Doctorate from John Marshall Law School. is in her last year of University and is pursuing a
Bachelor’s degree in Business with an emphasis in Marketing.

I currently own a 5400 sq ft home located just two miles from my family.

Lisa and I were engaged to be married on December 29, 2017. I intend to marry Lisa and raise and care for
and as my own; whilst insuring their relationship is maintained with their father as I did with my
stepdaughters over the twenty-year period in which I raised them.

I will provide for them in the same manner as I would any child born to me. Lisa, and will be an
integral part of my family’s life. My mother, father, brother, and sister-in-law all have strong bonds with them.

Lisa and I will ensure and receive the best education possible, participate in sporting clubs, have
activities with their friends, and participate in fun adventures. Should we live in Georgia, and will
participate in the sporting clubs in the church where my family is extremely active, which is also the church I’ve
attended since I was 13 years old.

and call me stepdad when speaking about me to their friends and at school. Our relationship is a
strong one, and it is important to me that the relationship remain strong.

Once they are in my co-care with Lisa, we will establish an investment plan to save for university to ensure the
children receive the best education possible with the lowest out-of-pocket spend for their education which will
hopefully allow them to graduate from University without debt.

If raised and educated in Georgia, the children would qualify for a full scholarship to University which will
cover the costs of tuition and books every semester they attend University as long as they maintain their grade
point average. The additional costs, such as fees and living expenses, would be borne by myself and Lisa
through the aforementioned Savings plan. If said savings plan is not sufficient, we will assist the children in
paying for school to ensure as close to zero debt upon graduation as possible.

I own 3.69 acres which is attached to my parent’s and brother’s properties. I intend to build a home with Lisa,
and if permission is granted so we can be even closer to my family. Our home will include space
for the maternal family to reside for extended periods of time when visiting with us.

Lisa currently has an offer of a fully supported Visa to the United States for her, and . If
permission is not granted to Lisa, , and , I will begin the application for a Visa to the U.K. I will
resign from my office with the State and will have a waiting period of at least 6-9 months before I can work, but
we will endeavour to make our situation work.

Should I move to the U.K., Lisa and I would relocate to a bigger property for our larger family and ensure we
locate in an area with good schools for and .

Lisa and I intend to be married this year. , and our respective families will fully participate in our
wedding ceremony and celebrations.
