affirmed the rights of human beings to protect lesser species,
like trees, in a case which stemmed from the cutting of trees
along several streets here.

Civil Service Commission
(CSC), Commission on Au-
dit (COA), and Department
of Budget and Manage-
ment (DBM) have issued a
joint circular to clarify the
guidelines on the extension
of contract and increase
in the salary of contract of
service(COS) and job order
(JO) workers in government.

COCO-BASED EXPORTS
WEAKEN - Volume of major coco-
based exports dropped for the third
consecutive month, this time by 17%
year-on-year, to 132,089 metric tons
in copra terms, according to UCAP.
Figures also showed that exports

January to September, shipments of

Philippine navy ship draws visitors

rule, Courts do not adjudicate
moot cases, judicial power be-
ing limited to the determination
of actual controversies.”
“Nevertheless, Courts will
decide a question, otherwise
moot, if it is “capable of rep-
etition yet evading review”.

formulate guiding and control-
ling constitutional principles,
precepts, doctrines, or rules. It

Furthermore, in the recent years, reflective clinical supervision
practice paves the way to distinguish from traditional supervision
scheme in the field. Colossal to the clinical supervision, the reflective
processes involved are as follows: setting the scene is first phase
wherein practicing pricipal should describe the classroom situation,
other persons and possible reactions, and review the steps or
procedures, while the teacher should listen carefully to his or her
clarifying questions and mentally rehearse responses; practice
is the segment wherein the principal should follow the clinical
supervisory procedure while the teacher should respond based on
his or her reflection; and, feedback and reflection is the ultimate
rung wherein both the principal and teacher provide personal
reflection, feedback, and follow reflection guidelines in adopting the
supervisory scheme.
Morover, in response to the trends and new policy direction of
the Department of Education (DepED), the adaption of Classroom
Observation Tools (COT), along with the implementation of Philippine
Professional Standards for Teachers (PPST) and Result-Based
Performance Management System (RPMS), has been expected
to have significant impact on the performance of teachers through
their engagement into reflective practice in everyday teaching. It is
indeed with clinical supervision that teachers will be guided by the
principal through the provision of “technical assistance” to enhance
or improve their pedagogical practices in their own respective
classrooms. Technical assistance (TA) is normally done by the
school principals and even supervisors to uphold the quality of
instruction, support curriculum implementation and evaluate and
monitor performance of teachers handling basic education level.
Henceforward, with clinical supervision, as a friendly approach in
providing technical assistance to teachers, they will become more
effective, efficient and ethical educators of the 21st century learners.
Thus, clinical supervision becomes a path for reflective practice
among principals, teachers and supervisors in celebrating success
in every classroom of the public schools.
