Introduction

“We will not stop until the last drug lord…and the last pusher have
surrenderedor are put either behind bars or below the ground, if they so wish…”-
President Rodrigo Roa Duterte (SONA 2016, July-2016).

The past decades have seen increasing concern for substance use, and the
United Nations Office of Drugs and Crime (UNODC) reports that 2.3 % of the world’s
population abuses illicit substances (UNODC, 2014). The Philippine Drug
Enforcement Agency (PDEA) also reported 92% of barangays in the National Capital
region are affected by illicit drug uses (PDEA, 2015).

In July 2016, the newly elected President of the Philippines Rodrigo Duterte
declared a ‘war’ against illicit drugs. Dubbed ‘Operation Double Barrel’ or Oplan
Tokhang, the campaign involved efforts at demand reduction and supply reduction.
Supply reduction involved shutting down drug laboratories and arresting drug
suppliers. Demand reduction activities involved community officials and/or local
police going to the homes known users and asking them to voluntarily surrender and
receive treatment. (Raymundo, 2017)

On September 19, 2016, the Dangerous Drugs Board passed Board Regulation
No. 4, Series of 2016, entitled “OPLAN SAGIP – Guidelines on Voluntarily Surrender
of Drug Users and Dependents and Monitoring Mechanism of Barangay Anti-Drug
Abuse Campaigns. Apart from establishing clear guidelines in dealing with drug
personalities who voluntarily submit themselves to authorities, the regulation also
mandated Local Government Units (LGUs) through their Anti-Drug Abuse Councils
(ADACs) to facilitate the establishment of community-based treatment and
rehabilitation services and interventions to surrenderees found to be of low-risk or
having mild substance use disorder. Based on statistics, this comprise at least 90% of
drug users. (GOVPH, 2016)

The Duterte administration proudly cited a report from the Philippine


National Police (PNP) public information office that crime incidence posted in July
2016 was only 50,817, compared to 56,339 in the same month last year. As a result, a
31-percent decrease in index crimes in July 2016, recorded at 11,800, compared to
17,105 in July 2015, was achieved. With this evidence, the government, as well as Sen.
Alan Peter S. Cayetano, would want us to believe that the promised change of the
government has already arrived. This decrease in crime index comes at the heels of
the unrelenting war on drugs that had been imposed even before the inauguration of
the President. Reminiscent of the martial-law era, the administration, in effect, is
presenting the observed decline in criminality and the consequent peace and order
as a justification for the alleged violations of human rights caused by this drug war
(Lanzona Jr., 2016).

This study aims to: 1) To describe the lived experiences of the teenage drug
surrenders; 2) To identify the reasons why the participants surrendered; and 3) To
determine the outcomes after surrendering.

Significance of the Study

This study aims to determine the effectiveness of Oplan Tokhang to the lives of
teenager who are experiencing being surrendered.

Youth, to let you know what are the possible benefits that you get being surrendered.

Parents, to those parents who have a child that are experiencing being surrendered,
this study helps you to guide your children to avoid and not to take illegal drugs again.

Future Researchers, to those future researchers hope this study help you to
motivate and let you convince to have this study or to have knowledge about the
certain phenomena and maybe your mind will catch up all this study.

The Researcher, we can also benefit this study to gain more knowledge and to be
aware of that thing.

METHODOLOGY

The type of research used in this study is qualitative. A qualitative research assumes

that some fundamental aspects of human social experiences are missed when data are

reduced to numbers and therefore produces findings that are not arrived at by means of

statistical procedures (Denzin & Lincoln, 2012; Maxwell, 2012; Reed, 2007). The study

employed phenomenological study approach in depicting the lived experiences of the

teenage drug surrenderes school year 2017-2018. A phenomenological study is an approach

that tends to capture and describe the lived experience of several individuals about a concept

or a phenomenon (Creswell, 2007). Phenomenology was applied since the researchers

intended to examine the experiences of the participants.

Letter of request were sent to the office of the Brgy. Captain of Tigbao, Libagon,

to ask who are the youth surrenderers and permission for the conduct of the study.

After getting information and the approval from brgy. Captain. The consent of the

participants was discussed and elaborate thoroughly. After that conduct of the study

immediately begin.

The researchers chose the purposive sampling technique since the

researchers intended to interview the drugs surrenders. Purposive sampling is used

to select the subjects who are “information rich” for the study (Reed, 2007; Denzin &

Lincoln, 2003).
After the data gathering, the data will be read and review by the researchers

and significant statement of each transcript will be extracted. The significant

statement will be sorted and formulated into categories and themes. The findings will

be simplified into brief description of the phenomenon study.

The study was use of interview questionnaire. Structured questionnaire

includes the low level of involvement of the researcher and high number of

respondents or the individuals who answer the questions (Trochim 2006).These will

be the basic in finding out the result on the effectiveness of Oplan Tokhang in the year

2017-2018. The researchers also used voice recorders as for documentation

purposes.
