During this time period, many South American colonies had gained their
independence from European powers. In the 19th century, Central and
South America turned to revolution. The idea of liberty had stirred the
people of Latin America from the time the English colonies gained their
freedom. Napoleon's conquest of Spain in 1808 provided the signal for
Latin Americans to rise in revolt. By 1822, ably led by Simon Bolivar,
Francisco Miranda, Jose de San Martin and Miguel Hidalgo, all of
Hispanic America, from Argentina and Chile to Mexico and California, had
won independence from the mother country. The Latin American
independence movements confirmed America’s own belief in
self-government
To Congress for the European countries to warn them to stay out of the
United States and the Western Hemisphere
President James Monroe who was in office from 1817 to 1825. He is very
hostile towards the European powers and during this time, they were always
fighting so Monroe was trying to put an end to it. His being president allowed
him to have the influence to create and enact this doctrine

European nations can colonize. Fortifies the fact that the Unites states are
their own independent nation even though they had just gained their
independence, they should be respected.
