Flame Screens standards on Air Pipes/Vent outlets.

Dear Captains and Chief Engineers;
Below observation was noted during a SIRE Inspection on Mt Blue

Inspector Observations:
Mesh used on air pipe heads for ballast tanks was of coarse, protective screen type and not of fine,
flame screen type and thus could not be considered effective for intended purpose.

The Master checked and reported that the original gauze wire used on ballast tanks’ vent outlets
was of 10x10 square mesh per linear inch. We must note that the vessel was delivered from the
build-yard with this standard outfitting.

We consulted the class society and learned that;When flame screens are required in applications
in cargo area other than the cargo venting systems, the praxis has been to follow the standard in
USCG 46 CFR 30.10-25, as given below:

The term flame screen means

- a fitted single screen of corrosion-resistant wire of at least 30 by 30 mesh, (threads going
orthogonal per square inch) 
or
- two fitted screens, both of corrosion-resistant wire, of at least 20 by 20 mesh(threads
going orthogonal per square inch) , spaced not less than 1⁄2 inch or more than 11⁄2 inches
apart 

As a corrective action, the vessel Mt Blue already supplied 30x30 square mesh gauze wire at the
port of inspection and replaced the flame screens on ballast tanks’ vent outlets with a single
layer.

As a preventive action, during the regular maintenance you please kindly check & confirm the
existing situation onboard your vessels and ensure compliance accordingly. You can coordinate
with your Responsible Superintendents, if supply of gauze wire needed.

This guidance has been incorporated in to the relevant job descriptions.
