As you know, the URP Monitoring and Evaluation (M&E) Team submitted the 2nd Quarterly
Prqresc Repst{c+vs!*g thc quarter}y rercrtir€ perid fr.enn Jtdy n"t.* $e$ernber 3S, 2818}
to PCMU on I lrlovember 2018 for its review and comments. It has since been shared with the
other implementing agencies (lAs) and the World Bank by PCMU.
Please allow me to explain this request with some background. ln preparing the 2d QPR, the
M&E Team requested a progress update from PCMU on October 21d of any progress it had
made for the nine (9) "Key Agreed Actions" (KAAs) which it is responsible for during the
previous quarterly reporting period. However, PCMU did not provide us with adequate
information of its progress under Component D. I then wrote an email to you on October 23'd
expressing the M&E Team's dissatisfaction with the information suhmitted to us by PCMU.
We then invited PCMU to work with us to supplement that submittal with more complete
information so that we could more accurately and fully report on any progress that PCMU had
made during the previous quarter, but we received no response to our invitation from PCMU.
We are now in the process of revising the 2nd QPR and are engaged in conversations with all
of the lAs to determine if any of the information in our draft QPR needs to be changed.

As part of that process- we shared our analysis of PCMU's progress in the 2nd QPR with Mr.
Khayrul Hasan yesterday. He asked the M&E Team to formally request that information from
PCMU be submitted in a written letter. This letter represents our compliance with that request,
but we do not think this formality should be necessary since submitting quarterly monitoring
data to the M&E Team is the known responsibility of all implementing agencies, including
PCMU. Therefore" we will not comply with such requests that formal letters be prepared for
PCMU in the future. None of the other lAs require such letters, and they are able to provide
us with the data we require to perform our contractual duties to report on lA performance and
their progress in completing the World Bank's list of KAAs.
By this letter, we are again asking your staff to provide us with the information, as described

Sunday, November 18th. We will submit that Revised QPR to you next week (by Nov. 25s)
