8 Recalling its resolutions 2216 (2015), 2342 (2017), and 2402 (2018);

10 Reaffirming its strong belief that multilateral conversation in a spirit of cooperation and a sense
11 of shared destiny shall be necessary for a smooth transition of power within the Republic of
12 Yemen;
13
14 Remembering the Fourth Convention of Geneva that seeks to protect unarmed civilians in zones
15 of armed conflict: particularly Article 55: “To the fullest extent of the means available to it, the
16 Occupying Power has the duty of ensuring the food and medical supplies of the population;”
17
18 Alarmed by reports of a bus attack on 9 August that took the lives of 40 children, and other
19 reports of attacks on unarmed civilians and noting that these actions may constitute a war crime;
20
21 Deploring any unilateral action taken by any side particularly those which endanger the lives of
22 civilians, innocent men, women, and children and further noting people with disabilities whether
23 or not as a direct result of the conflict, physical, mental, or of any other nature that renders unable
24 or weakens the person’s ability to defend themselves;
25
26 Further noting with concern the presence of road bombs of Russian make; and further distressed
27 by the Russia veto of the resolution to block Irani missiles into the Houthi insurgents
28 Appreciative of the efforts made so far by the Gulf Cooperation Council in ensuring the
29 continuation of the peace process, particularly the continued open channels of communications;

31 Optimistic of the continued conversation between Houthi and Hadi forces for the bilateral peace
32 process and transition process, and the cooperation of a majority of Member States to the
33 previous resolutions made by this Committee, as per the recommendations made by the Special
34 Envoy of the Secretary General to Yemen;

37 Henceforth,

39 1. Draws attention the worsening humanitarian, economic and political situation in Yemen;
40 2. Condemning any human rights violation against the civilians in Yemen, especially women
41 and children such as targeted attacks, force displacement, sexual violence, mutilation etc;
42 3. Strengths the humanitarian response to the protection needs of civilians in armed conflict:
43 a. Requests all states to provide food, shelter, water and medical assistances to the affected
44 civilians in Yemen,
45 b. Calls the international non-government organizations and civil society organization to
46 support any action that will help protect the affected civilians in Yemen,
47 c. Promotes accountability and transparency in distributing humanitarian aid to the Yemeni
48 people, and
49 d. Calls for systematic humanitarian negotiation with non-state actors in armed conflict
50 situations;
51 4. Ensures both involved parties to fully respect and obey international humanitarian law:
52 a. Notes that the lack of political will to fully respect the humanitarian law remained the
53 main hindrance to protecting civilians in times of armed conflict,
54 b. Expresses its hope that the armed conflict will be put to an end by the concerned parties
55 obedience to international law,
56 5. Recommends the Economic and Social Council and other related United Nations agencies to
57 supervise the current development plan regarding the effective protection of the civilians in
58 Yemen;
59 6. Requires all the involved parties to ensure the protection of women and children encourages
60 women to participate and fully involve in the inclusive and peaceful political process;
61 7. Demands a stronger political solution to address and solve the armed conflict between the
62 warring parties in Yemen:
63 a. Urge the Hadi government and the Houthi rebels to renegotiate terms of agreement
64 towards a peaceful end,
65 b. Encourage making a timetable to schedule future meetings for negotiation,
66 c. Request top political figures to take part in the negotiations, and
67 d. Recommend to come up with a compromise in terms of political interests;
68 8. Emphasizes protection of human rights of both civilian and humanitarian elements:
69 A. Condemn the act of killing innocent civilians and aides,

70 B. Deplore the act of terror of any kind in Yemen,


71 C. Take note of the accidents that have caused multiple casualties of civilian, and
72 D. Solemnly affirm the commitment of warring parties to uphold the International
73 Humanitarian Law;
74 9. Calls for stronger partnership with different regional organizations such as the European
75 Union, Gulf Cooperation Council etc. in providing technical and humanitarian assistance;
76 and,
77 10. Creates an Evaluation Committee focused in monitoring the compliance of concerned parties,
78 especially the Houthi rebels, and planning any action that addresses conflicts that may arise if
79 parties involved refuse to adhere to the agreements formed.s
