Additional directions for improvement of road safety in the States/Uts

2 (i) Set annual targets of not less than 10% for reduction of road related fatalities on the
basis of analysis of the accident data. Take specific measures to address problems in
the stretches where maximum fatalities occur.

(ix) Identify the total number of intersections of lower hierarchy roads with higher
hierarchy roads after every 2 years and set annual targets for providing Traffic Calming
Measures on lower hierarchy roads as required.

(x) Inspect all existing barriers on hilly roads, near water bodies and other vulnerable
locations to identify that required barriers, in number and quality, exist and set
targets for installation of new barriers, wherever required and for replacement for
barriers which are not as per the IRC standards. Arrange for periodic maintenance of
the barriers to ensure that they remain compliant with IRC standards.
(xi) Check all the bridges within the States including the bridges on NHAI stretches to
see whether they are safe. Draft an annual program for repairing/replacing the bridges
and indicate the time within which all the bridges will be made to conform with IRC
standards

(xii) Prepare a time bound programme to audit all the existing roads where accidents
occur the most and indicate the time frame within which the Audit recommendations
in respect of these roads/stretches would be implemented.

Observation of Committee
Chief Engineer (DPI & Roads): The Committee notes that Chief Engineer (DPI & Roads) has
not been undertaking the exercise of identification and rectification of Black Spots every
year as per Protocol for Black Spots. The Committee directs
the State to ensure that Chief Engineer (DPI & Roads) should conduct the exercise every
year as prescribed in the protocol.

Chief Engineer (DPI & Roads):


A. The Committee notes that the State will provide with adequate traffic calming
measures on the remaining 1012 junctions on SHs and MDRs by end of November, 2018.
B. The Committee notes that Road Safety Audit of 6791 Kms of SHs and MDRs has been
completed. Details of roads where audit has been completed should be intimated to the
Committee. The Committee desires that the State should set/fix a timeframe within which
the necessary traffic calming measures as recommended by Audit will be taken on 6791
Kms of audited roads. The timeframe set by the State for itself should be intimated to the
Committee.
C. Noted. The State should monitor the implementation of the DPI & Roads letter dated
14.03.2018. The State should direct the Police authorities to enforce the speed limits.
D. The Committee notes that the Internal Auditors of the Department will audit the
remaining roads.

Noted. The Committee reiterates its observation that the number of engineers trained in
road safety in the State is inadequate and directs the State to train adequate number of
highway engineers in road safety in a phased manner.

The Committee notes that Chief Engineer (DPI & Roads), Chief Engineer (NH) and NHAI
have complied with the Orders of the Hon'ble Supreme Court.
i) Chief Engineer (DPI & Roads) and Chief Engineer (NH) and NHAI:
a)Noted. The Committee directs that the State/NHAI should review all ongoing EPC/BOT
or other projects and provide pedestrian facilities like FOBs, underpasses, footpaths etc
on NHs and SHs near habitations wherever EPC/BOT or other projects do not provide
these facilities near habitations.
b) The State/NHAI should draw a timeframe for providing pedestrian facilities at other
locations near habitations. The time frame should be intimated to the Committee.
ii) (c ) Chief Engineer (DPI & Roads) has not intimated action taken by it in respect of State
Highways. The State Government should obtain reports from the Chief
Engineer (DPI & Roads) and take similar action

Compliance

Due to delay in compliance and data receipt from


Police, identification of black spots for the year 2016 &
2017 have been delayed. However, it has been
instructed to rectify these spots by taking immediate
cautionary measures , the compliance of which will be
received from Divisions for 28 blacks of 2016 and 138
black spots of 2017 within December 2018.

A. Compliance will be received by end of November


2018.

B. Intimated to STA. Time frame for implementing


recommendations have been set in Road Safety Action
Plan.

C. NO comments.

D. Instructions have been issued to Divisions to engage


internal Auditors to conduct Road Safety Audit on all
ODRs.

Already 355 Works Department Engineers have got


Training on Road Safety and Road Safety Audit since
2015-2018. For subsequent years, in Road Safety Action
Plan, 120 Engineers will be imparted such training each
year.

Complied and instruction issued to Divisions.


All such facilities for pedestrian, NMT users , vulnerable
road users are being planned to keep in the scope of
subsequent road development contract since inception/
design stage. Specific provisions have also been
proposed in the Road Safety Action Plan.
