This method of measurement has been adopted in preparation of the provisional Bills of Quantities
(BoQ) issued by the Customer for tendering purposes and is to be applied as measurement principle
for site measurement of actual quantities executed.

1.0 GENERAL

1.1
The provisional BoQ have been prepared in accordance with this Method of Measurement.

1.2
Only major items are measured in the BoQ and the unit rates and prices entered therein are to cover
everything necessary to carry out the works complete, whether or not expressly identified elsewhere in
the contract specification, drawings and documents.

1.3
Item descriptions in the BoQ simply identify the work; they do not attempt to define the extent of the
work.

1.4
The exact nature and extent of the work to be carried out for each item shall be ascertained by
reference to the Working Drawings, Specifications and the Conditions of Contract for Civil Works
(CCC) read together and in conjunction with this Method of Measurement.

1.5
Drawings 'For Construction', issued by the Customer or the Contractor according to the contractual
scope of design responsibilities, will be issued progressively to suit the programmed development of
design and construction works. Tender drawings prepared by the Customer are for information and
tendering purposes only and reflect the general scope of the works. Changes in scope, detail, or
complexity between Tender Drawings and “For Construction” drawings shall not of themselves entitle
the Contractor to changes of unit rates or grounds for variations.
The latest revision of construction drawings from Customer shall be used by Contractor to incorporate
redlines of the actual as-built status.

Unless expressly otherwise defined elsewhere in the Contract, the unit rates and prices entered in the
BoQ shall be deemed inclusive of the full cost of the work covered by each item, including but not
limited to overheads (off-site and on-site) and profit, taxes, fees, bonds, insurances, management,
surveying and supervision costs, tools and construction equipment, mobilisation and demobilisation,
site installations and running costs thereof, all labour on-costs, labour and plant, Health & Safety and
Environmental measures, fixed price allowances on material etc.
The Contractors Health & Safety and Environmental measures include but are not limited to the
following: H&S-engineer and supervision staff permanent on site, personal protection equipment
( PPE ), scaffolding, temporary warning signs and protections measures, temporary signs for all
buildings and all rooms according to designation system, participation of all personnel on induction
courses, preparation of H&S-reports.
Please also refer to the site regulations which are part of Annex 3.
Furthermore the following shall also be deemed included in the unit rates: maintenance of temporary
roads and drains including wheel washing of Contractor’s vehicles, sedimentation pond, if provided, in
good operational conditions including repair, cleaning, water spray for dust suppression from handover
of the facilities/roads until completion of the works for usage. The same shall be applicable for
damages only if these were caused by the Contractor.

1.7
Generally no separate items are listed in the BoQ for temporary works or methods of working and their
design and provision costs shall be deemed included in the unit rates and prices for the permanent
works. For special areas temporary works may be provided in the BoQ and will be paid separately.
Separate payment of temporary works are limited to these items only and do not entitle the contractor
to claim for payment in other areas even if similar temporary works become necessary.

The whole of the Works shall be re-measured for the final account and the final cost shall be
computed by application of the unit rates inserted in the BoQ. All items shall be set down in
accordance with this Method of Measurement and, unless varied by a change instructed in
accordance with the CCC, descriptions shall be as the BoQ. The unit rates shall be deemed to cover
all work required by the Drawings, Specifications and Terms and Conditions of Contract including
works not measured or stated in item descriptions and no revised or additional items shall be included
in the final account to cover such works.
In cases where no BoQ item exists to cover a work item executed, a rate therefore shall be
established by interpolation with existing unit rates for similar work items. In such cases, the
Contractor shall provide a detailed break-down of those unit rates used for interpolation purposes.

1.9
The whole of the quantities will be measured net, as finished or fixed in accordance with the drawings
issued for construction. No allowance has been made, or will be made for working spaces, laps, waste
or enhancement of the quantities by the Contractor to suit his method of working whether or not the
Customer has approved the method. Nor shall any revision to unit rates be made for any changes to
such included aspects as a result of alteration to depths or dimensions, which may be introduced by
the Customer.

1.10
All measurement and quantities required for the ordering of materials or for any other purpose are to
be taken on site and no payment will be made for anything ordered in excess of the net quantity
actually used. Nothing in the BoQ shall be read as an instruction or taken as an authority to do the
work described either in whole or in part.

1.11
The site installation shall be paid as follows:
20% after completion of site mobilization (separate for Main Civil Works and Structural Steel and
Cladding Works) approved by the Customer’s Site Management;
70% distributed linearly on the construction period until the end of the construction period as defined in
this Contract. Value shall be invoiced with the monthly progress invoice;
10% after the end of the construction period, latest PAC, and hand over of the final documentation.

1.12
Access to and from the Works during the project will be shared with other Contractors directly
employed by the Customer. The unit rates and prices shall include for coordinating access with others
and for working in such a manner that the other Contractors can also carry out their work. It may be
necessary for the Customer to issue instructions permitting access or clarifying working in a shared
working area and any instructions issued under this preamble item shall not entitle the Contractor to
additional payment.

1.13
No alteration, deletion or amendment in any form to the BoQ or other Contract documents will be
recognised by the Customer unless authorised by him in writing.

1.14
BoQ items against which no price has been entered by the Contractor shall be deemed to be included
in other prices or unit rates in the BoQ.

1.15
Additional works eligible for reimbursement under the provisions of the Contract shall be re-measured
in accordance with this Method of Measurement by the Contractor. The Contractor’s measurements
will be checked by the Customer. Full supporting calculations and information such as marked-up
drawings or hand-drawn sketches shall be submitted to the Customer for this purpose. The accepted
quantities shall be keyed in a BoQ spread sheet for each payment application by the Contractor and
summed up on a summary sheet.
This procedure is described in detail in Contract Annex 2.1.1.5.

1.16
The above general requirements of this Method of Measurement for Civil Works are not repeated in
the following trade sections but shall be held to apply throughout the document.

2.0 SITE CLEARANCE, DEWATERING

2.1
Site clearance is measured by gross site area and the unit rate shall include for removal off site
(including tipping charges and taxes) of vegetation layer 150mm deep, clearing away all trees,
hedges, ditches, fences, shrubbery, etc. The unit rate shall also include for any intermediate handling,
transport, etc.

2.2
Disposal off-site of any encountered contaminated material, which is to be carried out by registered
operatives to registered disposal sites in accordance with applicable regulations, shall be separately
measured by volume. The unit rate shall include for all tipping charges and taxes, licences, approvals,
intermediate handling of material, transport, etc.

2.3 Dewatering
Dewatering, in connection with the works subject to measurement of quantities and reimbursement
according to BoQ unit rates, shall be deemed included in respective excavation unit rates and no
separate payment for same will be made.

2.4
In addition to dewatering requirements referred to in item 2.3 above, the Contactor shall be deemed to
have included in his unit rates and prices for the works for the keeping of completed structures and all
other site areas (and/or parts thereof) free of water until such time as these have been certified by the
Customer as being ready for further erection works by others.

3.0 DEMOLITION

The unit rates for all demolition works are to include all works involved including permits required by
legislation, survey, excavation if necessary, removal of all materials from site to a tip or dumping place
off site including all permits, fees, taxes, intermediate handling, transport, etc.

3.1
Demolition of minor structures, hard-standings etc. is to be measured by total ground area covered
including foundations. The number of structures shall be given in the item description.

3.2
Where demolition operations are separately measured, these shall be regulated as follows:

3.2.1
Buildings or closed (roofed) structures shall be measured by enclosed volume calculated from the
outer dimensions. The unit rates shall include demolition and removal of superstructure and the
breaking up and removal of foundations and slabs.

3.2.2
Surface pavements including roads, hard-standings or pavements of concrete or reinforced concrete,
bitumen, block pavement, gravel etc. shall be measured by area. Kerbs limiting the surface pavements
shall be included in the measurement between the outer faces of the kerbs and the unit rates for
demolition of surface pavements shall thus also include demolition of kerbs and the concrete
foundations thereto.

3.2.3
Manholes and pits to be removed shall be enumerated and the unit rates shall include for compacted
backfilling with suitable material.

3.2.4
Removal of services on the ground surface such as open drains, cable ducts and pipes shall be
measured by length along the centreline of the route.

4.0 EXCAVATION & EARTHWORKS

4.0.1 General

4.0.1.1
Excavation volumes shall be measured as the undisturbed volume in the condition found on site. For
backfill and fill of areas, all volumes measured shall be the compacted volumes according to
specifications. All items of excavation, backfilling and filling shall include finishing the surface to the
required line and levels and slopes including compaction where necessary.

4.0.1.2
All excavation unit rates shall be deemed to include temporary shoring or any other method of
stabilising sides of excavations which may be employed by the Contractor to suit his execution
methods, dust suppression measures and for keeping the excavation free of water until backfilling.

4.0.1.3
Where backfilling is measured separately (for example, under section 4.2 and 4.3 below), the unit
rates for same shall also include for dust suppression measures during the backfilling and for
compaction.

4.0.1.4
Only shoring system instructed by the Customer will be measured separately. This shall not apply
where such instruction results from inadequate or unsafe method proposals by the Contractor.

4.0.1.5
Included in the unit rates for excavation is the location and marking of existing services, notification,
hand digging around existing services and protection and support of existing services.

4.0.1.6
All excavation unit rates shall include for the stockpiling and separation of suitable material including
intermediate stockpiling if necessary, and all operations for a later use of the material. All rates shall
further include excavation through geotextile as well as pipes and cables out of operation.
Disposal of surplus material off-site shall be measured under separate item by volume (or on-site
where so instructed by the Customer). Disposal off-site of any encountered contaminated material
which is to be carried out by registered operatives to registered disposal sites in accordance with
current regulations shall be separately measured by volume and the unit rates shall include all
handling, transport, tipping charges and taxes, etc.

4.0.1.7 Disposal of material offsite


All unit rates for excavation except contaminated material shall allow for stockpiling on site for later
reuse. Handling of surplus material arising from various sources on site (excavation for buildings or
trenches) shall be included in the unit rates as stated above. Payment for the disposal of surplus
material offsite shall be based on a site wide Earthworks Reconciliation Statement prepared by the
Contractor. The measured volume of the disposed material shall be limited to the sum of all measured
excavation volume reduced by (a) the sum of all measured backfill volume of items using exclusively
excavated material and (b) the amount of disposed contaminated material. Imported material for filling
shall not be considered in the disposal volume. The unit rates shall also include transport, tipping
charges and taxes etc.

4.1 Excavation & backfill for foundations and underground structures ( see also attachment 1 )

This section refers to foundations of buildings, concrete plinths, single foundations, basements,
manhole chambers, underground ducts, cable pulling pits, concrete channels, concrete cable ducts,
concrete pits and the like if not stated otherwise in the BoQ.

4.1.1
Excavation of topsoil will be measured as volume and shall include for stripping and transportation of
topsoil to stockpiles for later incorporation into the works, including trimming, shaping of stockpile. The
unit rate shall include for keeping the stockpiles free of vegetation and contamination prior to the re-
use of the topsoil.

4.1.2
Excavation unit rates shall include for excavating in any material (including rock), supporting the sides
(or any other method of stabilising sides of excavations as adopted by the Contractor to suit his
execution methods), multiple handling and backfilling with suitable material as specified.

4.1.3
Unless otherwise described, all backfilling to structures is deemed to be carried out using suitable on-
site excavated material. In the event that insufficient suitable on-site material is available, the supply
and transport to site of suitable and approved imported material shall also be deemed included in the
excavation and backfilling unit rates for foundations and underground structures.

4.1.4
Excavating soft spots, soil exchange and the like, below formation level is measured as the actual
volume required to be excavated below the formation levels shown on drawings and in accordance
with the Customer's instructions. The unit rates shall include for backfilling with specified suitable
material. Soft spots caused by improper performance of the Contractor (inadequate dewatering, non-
removal of unsuitable material etc.) shall not entitle the Contractor to any extra compensation.

4.1.5
In areas requiring top soil strip, the commencing level for excavation (payment purposes) is defined as
the level after removal of the top soil. In all remaining areas, the commencing level shall be the original
ground or filled level as per readings of the surveyor.

4.1.6
Excavation measured cube is measured as the volume replaced by the contours of the structure
(including mass concrete) in contact with the ground grouped in depth stages and is limited to the
depth between the bottom of the structure and the commencing level. No allowance for blinding,
working space or backfilling of working space will be made. If soil has to be backfilled which covers
parts or whole of a structure this backfill shall be paid according to 4.2.3.

4.2 Excavation & backfill of trenches for drains, pipes, cables and conduits.

4.2.1
Excavation of trenches for drains, pipes, cables and conduits shall be measured by volume of the
trench stating the depth from commencing level to bottom of excavation grouped in depth stages. The
volume to be measured shall be strictly limited to the volume resulting from multiplying the width at
bottom level of the trench by the depth from commencing level to the bottom of the trench and the
length along the centreline of the service. The measurement of the width is limited to the nominal
diameter of the drains or conduits plus 30cm on either side. For a group of conduits the width is
measured as distance from edge to edge of the most external service plus 30cm (if not otherwise
dimensioned on construction drawings) on either side.

4.2.2
The excavation unit rate shall also include for ancillaries such as excavation in stages and short
lengths, keeping the excavation open, maintenance of the excavation including removal of fallen
material, safety barriers and liaison with the Contractor employed to lay the pipes, cables etc. (where
laid by other Contractors). The unit rate is also inclusive of maintaining access to and from the
trenches for others to lay the pipes, cables etc., supporting the sides of excavation (or any other
method of stabilising sides of excavations as adopted by the Contractor to suit his execution
methods), pumping, dewatering and all other works during pipe/cable laying until completion of
backfill.

4.2.3
Backfill of services trenches will be measured cube based on the compacted shape specified for
excavation in accordance with 4.2.1 above, deducting the volume of the services and their bedding
and haunching and including additional works (e.g. warning tape) and also considering works by
others like laying of earthing wires above conduits before completion of backfill.

4.3 Excavation & backfill for large diameter pipes

This section refers to pipes with diameters more than 1500 mm.

4.3.1
Excavation shall be measured as the actual volume excavated based on the detailed design.

4.3.2
Temporary sheet piling (only where instructed by the Customer) shall be measured in accordance with
section 9.2.3. The unit rates shall include for the provision of the temporary sheet piles and for all
mobilisations, pile driving and demobilisation activities as described in item 9.2.2 below. A separate
item shall be given for the unit hire cost of temporary sheet piling materials (including strutting and
bracing).

4.3.3
Bedding and haunching up to a level of minimum 30cm above pipe crown will be measured by
compacted volume deducting the pipe volume and the rates shall allow for hand compaction as
necessary.

4.3.4
Backfill above top of haunching up to ground level shall be measured by compacted volume.

4.4 Bedding and haunching of services laid by others in trenches ( see also attachment 1 )

Excavation and backfill is described under 4.2.1.

4.4.1
Bedding and haunching by the Contractor of services laid by others shall be measured as per
released design with the pipes deducted and according to material specified. The unit rates shall allow
for hand compaction as necessary. Bedding and haunching of services laid by the Contractor are
regulated in section 5.0 below. Backfill in excess of bedding and haunching shall be measured as per
4.2.3.

4.5 Fill for areas, site areas, embankments, dykes and bunds

4.5.1
The unit rates shall allow for importing material, loading, transport, placing and compaction, providing
tests as specified including tests for evaluation of quarries, complete survey to a grid of 10m x 10m
before and after filling. Payment, by volume, shall be based on the difference between the formation
level and the corresponding levels after completion of the fill.

4.5.2
Settlement or heave is to be allowed for during the construction period.

4.5.3
Geotextile membrane shall be measured by net area, flat on surfaces with no allowance for overlaps,
tuck ins and wastage. The unit rates shall allow for placing on horizontal, sloped or vertical surfaces
and in trenches.

5.0 DRAINS, DUCTS AND WATER MAINS (see also attachment 1)

This section refers to the following buried or concrete embedded services, such as:

- Sewage water (Concrete, PVC, UPVC, Vitrified Clay, PP, PE),


- Storm water (Concrete, PVC, UPVC, PP, PE),
- Oily waste water (Steel, Vitrified Clay, ABS, Hot dip galvanised cast iron),
- Effluents (HDPE, PVC, UPVC, Vitrified Clay, GRP, cast iron, PP, PE),
- Cable conduits (PVC, UPVC, PP, PE),
- Unpressurised Pipes,
- Cast iron pipes.

For services laid by others refer to section 4.4 above.

5.1
Services are measured linearly along the centreline of the service with the diameter, type and material
of service stated. Concrete or reinforced concrete for service bedding, anchor blocks and haunching
are measured separately by volume in accordance with section 11herein.

5.2
The unit rates for services shall include for detail design for installation, temporary supports, supplying,
laying including survey and jointing the service, watertight construction including testing, provisions for
penetrations of walls and slabs. The unit rates shall also be inclusive of cutting, fittings, short lengths,
rockers, bends, reducers, tees, junctions, draw wires, plugs, concrete markers, timber markers, flange
connections, gaskets, warning tapes sterilisation and testing including all temporary facilities and
works. For services embedded in concrete the unit rates shall further include fixing against buoyancy
or any other type of movement during concreting.

5.3
The unit rates for services in trenches (except cable conduits) shall include laying and jointing the
service, ensuring watertight construction including testing, cutting, fittings, terminations (e.g. including
hoppers, covers, rodding eyes, etc.) short lengths, plugs, warning tape and including all temporary
facilities and works. The unit rate is also inclusive of a layer of sand or gravel bedding of depth 100mm
plus one tenth of the nominal diameter in mm (but 150 mm minimum) and haunching with sand up to a
height of 300 mm above the top of the service, unless noted otherwise in drawings. The bedding and
haunching shall include compaction of sand or gravel in a manner that will not undermine the integrity
of services. Concrete bedding and surround to services, where necessary, shall be measured
separately by actual volume placed as specified.
Remuneration of conduits shall be paid per single conduit and per metre ( e.g. package 3x3 and 2m
long, means a total length of 18 m).

5.4
The unit rates for cable conduits shall include laying and jointing the conduit, ensuring watertight
construction including testing, cutting, fittings, manufactured bends, short lengths, end caps to protect
openings, draw wires and plugs, warning tape and sand surrounding at the sides of 300 mm and
below/above of minimum 150 mm or as specified on the construction drawings with clear spacing
between adjacent conduits, including careful compaction of sand and testing if required. Concrete
bedding and surrounds will be as directed and shall be measured separately by volume as indicated
on the construction drawings and in accordance with section 11 herein.

5.5
The unit rates for services within buildings shall include supports, fixing to the structure, supplying,
laying and jointing the pipe, cutting, pipe fittings, hoppers, rodding eyes, rockers, short lengths, bends,
draw wires, plugs and testing.

5.6
Manholes, pump chambers, draw pits, septic tanks, earthing pits and similar structures shall be
enumerated and classified in depth stages in the BoQ. The depth is measured as distance from cover
level to pipe invert for man holes or surface of base slabs for other pits. The unit rates shall include
excavation, shoring, bedding, backfilling, step irons, access ladders, manhole identification, cover of

the appropriate class, gully trap, manhole lifting irons/keys (6 sets per type of cover) and watertight
connection with pipes and conduits.

5.7
Gullies, oil separators, sewage treatment plants and similar connected specials shall be enumerated
and the unit rate shall include for the item complete including the following items where applicable:
excavation, backfilling, shoring, blinding, concrete, formwork, reinforcement, commissioning cover of
the appropriate class, gully trap, fixing against buoyancy or any other type of movement and
connection to the main runs.

6.0 RAINWATER INSTALLATIONS

6.1
Metal gutters as specified shall be measured linearly along the centre line. The unit rate shall include
flashing, ends, dishing to outlets, chutes, balloon guards, connections, outlet grilles, brackets and
fittings and specified corrosion and/or decorative coatings.

6.2
Metal rainwater pipes as specified shall be measured linearly along the centreline and the rates shall
include for rainwater hoppers, swan necks, rainwater spouts, connections, brackets and fittings as
required and specified corrosion and/or decorative coatings.

6.3
Roof outlets in concrete roofs shall be enumerated stating the type.

7.0 ROADS AND PAVED AREAS

Detail design is to be included in the unit rates for roads and paved areas.

7.1 Road sub base


Road sub bases with aggregate mixes shall be measured by actual volume according to detail design,
the unit rate shall include for providing the aggregate mix, placing, trimming, levelling and compaction.

7.2 Wearing course

7.2.1 Concrete construction


This shall be measured by volume as the area of the finished road width multiplied by thickness of
pavement. The unit rate shall include cleaning and preparing the sub base surface, minor damage
repairs, saw cutting, joint preparation, joint sealing, working around gullies and the like, wearing
course and reinforcement including dowels, surface broom finish and ramps.

7.2.2 Concrete paving block construction


This shall be measured by area as the area of the finished road width between the kerbs. The
thickness of paving blocks shall be stated. The unit rate shall include for cleaning and preparing the
sub base surface including minor damage repairs, grit bedding and installation of paving blocks in
approved decorative patterns.

7.2.3 Bituminous roads and parking areas


Hard-surfaced roads and parking areas shall be measured by area stating the type of top surface
construction. The area shall be measured as the area between the inner faces of kerbs and/or the
visible top surface area. The unit rate shall include for the construction of the roads and parking areas
complete within the measured area (road gullies, kerbs, road marking and road signs will be measured
separately). The unit rate shall further allow for re-mobilisation costs for execution of the layers and
kerbs at the end of the Contractor’s presence on site and after completion of all major construction
works.

7.2.4 Gravel and crushed rock
Gravel roads and hard-standings are measured by volume according to the area of top surface and
depth of construction shown on the drawings. The unit rates shall include for all the work complete.
Kerbs and road signs will be measured separately.

7.2.5
Repairs to sub base prior to application of the wearing course and as directed by the Customer shall
be measured by net area of repairs and the unit rate shall include breaking out, preparation of joints
and all materials, labour and equipment.

7.3 Kerbs, drains

7.3.1 Kerbs
Straight, transition, low and curved kerbs will be grouped together and will be measured per linear
metre in accordance with the details on the drawings. In the case of kerbs with drainage openings,
concrete sealing of the gaps to allow for surface water run off to the drain shall be included.
Measurement of kerbs shall be without deduction of the gaps along the kerbs. The unit rates for kerbs
shall include any kerb foundations, any excavation, cutting of road construction and making good road
construction to face of kerb.

7.3.2 Drains
Measurement will be per linear metre in accordance with the details on the drawings including
provision, installation, sealing and specified covers. The unit rates for drains shall include drain
foundations, excavation, cutting and making good road construction to face of drain.

7.4 Footpaths
Footpaths shall be measured by area stating the type. The unit rates shall include for sub base and
finish complete. Kerbs, where required shall be measured separately in accordance with item 7.3.1
above.

7.5 Road gullies


Shall be measured by number and shall include for concrete shaft structure or basement and
incorporation into kerbs/road surface as well as final levelling in a separate operation where
necessary.

7.6 Road markings


Road markings will be measured per linear metre, width as indicated on the drawings. Arrows, letters
and the like shall be enumerated.

7.7 Road signs


Road signs will be enumerated and described as either fixed to structures or free-standing. The unit
rate shall include for foundations, installation and fixings.

7.8 Ancillary

7.8.1 Ramps
Traffic speed ramps shall be enumerated and the unit rate shall include for installation complete with
two re-locations per ramp during the course of the works. Ramps will be either bolt on or formed and
the unit rate shall also include for associated signs.

7.8.2 Guardrails
Guardrails shall be measured per linear metre and the unit rates shall include for supply and
installation.

7.8.3 Maintenance and protection


The unit rates for permanent roads, hard-standings, walkways, etc. shall include dust suppression and
maintaining them in clean condition until the end of the Contractor’s presence on site.

8.0 FENCING

Detail design is to be included in the unit rates for fencing.

8.1
Fencing shall be measured linearly along the centreline of the fence and the unit rates shall include for
grading the area, fencing complete including excavation and fence posts, concrete foundations, anti-
burrow guards, fixing to structures and disposal of surplus excavated material. The type and height of
fence shall be stated.
The gates and doors have to be deducted from the length of the fence.

8.2
Gates will be enumerated stating dimensions and operational type. The unit rates shall include
concrete foundations, posts, hinges, fasteners, stops, electric closing mechanisms, locks and
commissioning.

8.3
Traffic barriers will be enumerated and the unit rate shall include for all necessary work and materials.

8.4
Remote operation / security access facilities where required for gates or barriers will be described as
an item and the unit rate shall include for supply and installation and commissioning of all electrical
equipment (motors, sensors, card or fob readers, etc.) local to the gates or barriers included in the
system. Cable ducts for remote operation shall be separately measured in accordance with the
appropriate methods of measurement set down herein above.

9.0 PILING

9.1 Stone columns

9.1.1
The nominal diameter is defined as average between two longest perpendicular dimensions.
Stone columns are measured per diameter and per running metre and shall include boring,
penetration of different materials (such as qualified fill, geotextile, original soil), disposal of spoils from
boring offsite and survey. Trial installation and testing are measured separately.

9.2 Permanent steel sheet piling

9.2.1
Only sheet piling instructed by the Customer will be measured.

9.2.2
The unit rates for permanent sheet piling are to allow for piling rig and generator mobilisation,
demobilisation, consumables, testing, pile driving by vibration, fabrication of special interlocking piles
(corner piece, junction, closure, taper piles and the like). The unit rates shall also include for making
temporary holes for tiebacks or drainage purpose, partial damage of sheet piles, survey, cutting to
level or as directed by the Customer and other associated sheet piling works.

9.2.3
Steel sheet piling is measured by net area. The area of sheet piling shall be calculated by multiplying
the mean depth of the piles formed, by the net width of group of interlocking piles. Depth is measured
as average depth of each pile measured from the commencing level to the toe according to detail
design. Net width of interlocking piles is considered as straight length from edge to edge of the most
extreme piles within the same plane. Corrugation and profiled section are not measured. Coating of
permanent sheet piling shall be measured separately.

9.2.4
Permanent strutting and bracing will be measured by weight, according to the detail design of the
Contractor.

9.2.5
Sandblasting and coating of sheet piles with epoxy shall be measured by net area, described in item
9.2.3 above.

9.3 Driven piling

9.3.1
Fabrication and supply of Precast Reinforced Concrete or Precast Prestressed Reinforced Concrete
piles are measured lineal by type. The unit rate shall include for the net length in metres according to
design and pile cross section, reinforcement, fabrication, factory tests and recording as well as
delivery to site. Fabrication of pile splices and pile shoes shall be measured separately.

9.3.2
Driving of piles shall be measured lineal according to the actual driven length from the level of the pile
toe to the level of the driving platform stating the cross section of the pile. The unit rate shall include,
handle, pitch, transfer and drive piles up to 2 m below the driving platform level, including any pre-
boring, and moving the piling rig between the pile positions and dealing with water.
The unit rate shall also include for technical supervision and maintaining pile-installation records.

9.4 Bored cast-in-situ piling

Bored cast-in-situ piles are measured lineal. The unit rate shall include for all materials in the net
length in metres from piling platform to toe level stating the diameter of each pile. The unit rate shall
include, boring, temporary casing handling and installing cage reinforcement or any other type of
reinforcement, placing of concrete, clearing and disposal offsite of material from boring ,dealing with
and removal of water and moving the piling rig between the pile positions. The unit rate shall also
include for technical supervision and maintaining pile installation records. The unit rates shall also
allow for boring in soil and rock and for special pile toe penetration in hard stratum such as rock by
chiselling etc.

9.5 Pile cutting & pile heads preparation ( see also in attachment 1 )

Cutting of piles and preparation of pile heads to the design cut off level is enumerated and includes for
excavation (including any necessary hand excavation) and backfill around piles for cutting, bending
reinforcement to tie in with pile cap reinforcement, connect pile reinforcement to earthing bars and
removing cut off surplus and debris to a tip provided by the Contractor including tipping charges and
taxes. Pile cutting other than at design cut off level will not be paid.

9.6 Pile tests

Compression, horizontal shear and integrity and dynamic tests are measured separately by number
with the type of test stated. The unit rates shall include for setting up, providing equipment, carrying
out tests, monitoring, recording and reporting in accordance with the specification.

9.7 Datum piles

Datum piles will be enumerated. The unit rate shall include a protective sleeve with driving shoe
approximately 15.00 m long, a datum reference tube with side spacers, casting in datum reference
tube with concrete, brass datum point and finishing off metal protective sleeve at finished ground level
with a lockable metal cover including lock.

10.0 COOLING WATER PIPEWORK

10.1
Cooling water, make up water and purge water pipes are measured lineal along the centre line with
the diameter stated. The unit rates shall include for supply and detail design, temporary supports,
laying, jointing, wrapping and testing. Jointing refers to any approved joint. Excavation, bedding,
surround, backfilling, reinforced concrete thrust blocks and associated formwork will be measured

separately in accordance with the appropriate Method of Measurement herein. The unit rate shall also
include for full time technical supervision from the manufacturer of the cooling water pipework during
the whole installation and testing period.

10.2
A crossing by cooling water pipework over adjacent services or structures shall be enumerated and
the unit rates shall be inclusive of all work as defined in item 10.1above and for any work necessary to
protect such other services or structures.

10.3
A road crossing is measured as a single item and the unit rate shall include for cutting through the
road, excavation, temporary support, bedding, surround and backfilling, diversions including any
necessary lighting, all temporary and permanent reinstatement of the road. The unit rate shall also
include for the possible execution outside normal working hours.

10.4
Fittings and man access provisions for cooling water, make up water and purge water pipework shall
be measured separately and enumerated in accordance with item 10.1 above. The unit rate shall
include for supply and detailed design, temporary supports, laying, jointing, wrapping and testing.
Jointing refers to any approved joint.

11.0 CONCRETE AND CONCRETE ANCILLARIES

11.1 Concrete

11.1.1
The quantities of concrete shall be the net quantities according to design, measured by volume with
no deduction for reinforcement or for holes, pockets, etc. not exceeding 0.50m³, chamfers or nosings,
not exceeding 100mm wide and pipes not exceeding 100mm internal diameter. Blinding shall be
measured by cubic metre and dimensions shall be limited to the projected area of the structure.

11.1.2
The volume of concrete in floor slabs shall include thickening where shown on drawings. Separate
items are given in the BoQ for different compressive strength and areas, such as blinding,
foundations/floor slabs, walls, columns, beams, suspended slabs/plinths, stairs and landings and the
like and for thrust blocks and concrete bedding and haunching for services.

11.1.3
Unit rates for concrete shall include for all works and measures required in fulfilment of the
specifications whether or not expressly stated such as, but not limited to:

- Laying to falls and slopes


- Unformed finishes and wood float finishes
- Surface preparation to receive grout, including removal of water and debris
- Chamfers
- Construction joints visible in execution drawings
- Temperature and moisture control during construction

11.2 Screed

Screed shall be measured by area with the type and thickness stated. Screed laid to fall will have the
average thickness stated. The unit rates will include for the works complete, including expansion
joints, working in small areas, working out of sequence, protection and cleaning.

11.3 Formwork

11.3.1
Formwork shall be measured by area as the actual surface area of the finished structure to be
supported during the placing of concrete. No deduction shall be made for voids or openings not
exceeding 1.00 m². Unit rates for formwork shall include for support structure, scaffolds, cutting,

surface preparation, false work, safe access throughout. Waste and separate items shall not be
included for differing widths of shuttering.

11.3.2
Formwork is measured to bottom and sides grouped together, irrespective of size for holes, pockets,
sumps, draw pits, trenches, sinkings, rebates and the like, whose volume is more than 0.50m³ where
these occur in structural concrete. Formwork for such items whose volume is 0.50m³ or less is
deemed included in the concrete unit rates.

11.3.3
Formwork to ground and / or blinding concrete shall not be measured.

11.3.4
Single sided formwork where required or employed will not be measured separately.

11.3.5
All formwork is to straight vertical sides and / or to level underside unless otherwise stated.

11.3.6
Formwork shall be separately grouped according to the different classes of finish to the concrete
surface as specified and required by the Customer. Payment will only be made for the class of finish
required notwithstanding the use by the Contractor of formwork which gives a higher standard of
finish.

11.4 Reinforcement

11.4.1
Fabric reinforcement shall be measured by weight in tonnes as the weight calculated from the
drawings or specified on the basis that steel weighs 7,85 to/m3 nominal cross - sectional area per
metre and no allowance shall be made for waste, rolling margins or binding wire. Unit rates for fabric
reinforcement shall include for all cutting, bending and fixing in position including spacers, chairs and
supports. Quantities shall be calculated to the nearest two decimal places.

11.4.2
Steel bar reinforcement shall be measured by weight in tonnes. No allowance or measurement shall
be made for waste, rolling margins or binding wire, spacers, chairs, supports, couplers and coupler
boxes. Unit rates for steel bar reinforcement shall include for all cutting, bending and fixing in position
including spacers, chairs and supports. Quantities shall be calculated to the nearest two decimal
places.

11.5 Concrete ancillaries

11.5.1
Expansion joints will be measured lineal and the depth or width of the structural member is stated. No
adjustment shall be made for trenches and the like. The unit rates shall include for any necessary
formwork, and the additional cost of split formwork, water stops, dowels, joint filler and sealer and
constructing through floor finishes, screeds etc. Construction joints shall not be measured.

11.5.2
Dynamic movement joints will be measured lineal and the depth or width of the structural member is
stated. No adjustment shall be made for trenches and the like. The unit rates shall include for any
necessary formwork, and the additional cost of split formwork, water stops, cover plates, dowels, joint
filler, sealer and constructing through floor finishes, screeds etc.

11.5.3
The forming of trenches in floor slabs etc. is defined in item 11.3 above.

11.5.4
Waterproofing and methane barrier membranes to concrete shall be measured as the area in contact
with the concrete and the unit rates shall include for surface preparation of the concrete, all laps,
joints, fillets and edge preparations together with the specified protection. Separate items are
provided for vertical and horizontal waterproofing membrane stating the type and grade of membrane.
Rebates formed in the sides of foundations for the keying in of membranes shall be deemed included
in the unit rates for the foundation concrete.

11.5.5
Grout, dry packed mortar, dry packed fine cement and non-shrink grout, stating the type, shall be
measured by volume in litres and the unit rates shall include for preparatory and cleaning works
(including, but not limited to, surface scabbing), pan mixers, grouting to pockets, machine base
frames, sleeves and all other areas instructed by the Customer, including all necessary formwork,
working in small quantities and out of sequence and after completion of main concrete works and
erection works by respective other Contractors.
The measurement shall be done according to the execution drawings with the volume calculated from
the size of the pockets deducting the steel beams with base plates and similar parts. Bolts, dowels,
nuts, washers, drillings, screws and other small parts will not be deducted to ease calculation.

11.5.6
Items measured as "Receive and cast in" shall unless otherwise stated be measured by weight and
shall include taking delivery on site, temporary storage and protection on site, unpacking, disposal of
packing, transportation on site and fixing to specified tolerances. Should any additional sub frames be
required to be provided and installed by the Contractor to support such assemblies, these shall be
measured by weight in accordance with item 11.5.7 below.

11.5.7
Items measured as "Provide and cast in" shall unless otherwise stated be measured by weight and
shall include supply, fabrication, bringing to site, unpacking, disposal of packing, transportation on site
and fixing to specified tolerances including drilling of holes, corrosion protection and protection against
damage. (For example, holding down bolt assemblies for steelwork and the like; including any cast in
sub frames and / or templates).

11.5.8
Unless otherwise stated precast concrete structural members shall be measured by volume stating the
number and the unit rates shall include for reinforcement, pre-stressing, formwork, fixing in position,
jointing and sealing, neoprene seating, embedment and grouting. No deduction from the volume shall
be made for reinforcement or for holes, pockets, etc. not exceeding 0.025m³ and chamfers or nosings
not exceeding 150mm wide.

11.5.9
Sand bitumen surfacing laid to specified levels is measured as the surface area stating the thickness.

11.5.10
Secondary concrete filling around connection points or penetrations by pipe work or other services
shall be measured by volume and the unit rate shall include all ancillary works, whether permanent or
temporary.

12.0 STEELWORK ( not applicable here )

13.0 METALWORK

The unit rates for all metalwork, unless otherwise described, shall include for supply, fabrication, detail
design, workshop design, installation, protective or decorative coatings and, if specified, for hot dip
galvanising.

NOTE: Designs of many doors have special dimensions.

13.1
Metal doors, glazed metal entrance doors, metal windows or screens shall be measured by area of the
clear opening and the unit rates shall include frames, frame infill, fixing, bedding, pointing, sealing,
flashing, architrave, grounds, ironmongery complete i.e. hinges, door closers, door stops, handles,
panic devices, push plates, kicker plates, glazing, vision panels, fire door certification where required,
signs and the like and surface finish. The unit rates shall further include for the provision of temporary
locking cylinders until replacement of same with the final cylinders according to the structured master
key system.

13.2
Sliding, folding, multi-hinged and roller shutter doors shall be measured by area of the clear opening
and the unit rates shall include for fixing, frames, tracks, electrical and manual operation, integral
personnel doors (with panic devices), integration in structured master key system, ironmongery,
protective coatings and finishes, signs, door stops and thermal and acoustic insulation as required by
the technical specifications. The unit rates shall further include for the provision of temporary locking
cylinders until replacement of same with the final cylinders according to the structured master key
system.

13.3
Louvres shall be measured by area, as the area of the structural opening and the rates shall include
for trimming, flashing, protective coating and finish, bird screens and the like. The unit rates for louvres
shall be deemed to allow for triple-bank construction unless otherwise stated.

13.4
Metal screens shall be measured by area and the type stated. The unit rates shall include for the item
complete, including gates and associated ironmongery and including, where required, integration in
the structured master key system and the provision of temporary cylinders as described in item 13.1
and item 13.2 above.

13.5
Roof lights/smoke extraction units shall be enumerated stating the size. The unit rate shall include
fixing, bedding, pointing, sealing, flashing, finishes and manual opening controls. Where required,
automatic control shall be separately described.

13.6
Solid forged balustrades and tubular 2 or 3 steel rail systems and wall handrails shall be measured as
complete construction by length along the line of handrails both level and sloping and the unit rates
shall include for intermediate uprights, returned ends, ramps and the like, including fixings, galvanising
and finishes.
Where provided around openings, pits etc., where no steel flooring is incorporated, kicker plate shall
be included in the unit rate for the handrail and balustrade, including all work required in fixing same to
structure.

13.7
Cat ladders shall be measured by length.
The unit rates shall include for fixing, safety landings (where necessary), supporting steelwork,
handrails incl. self-closing safety barriers/gates and galvanised finish. Safety cages to cat ladders are
to be measured separately by length including hoops, etc.

13.8
Steel framed removable height-restricting structures over roads (goal posts) will be enumerated and
the unit rate shall include for the item complete including foundations, painting and signage.

13.9 Duct and access covers

Duct and access covers shall be measured by area as the exposed area seen. The unit rates shall
include for supporting steel, frames, ends, angles, intersections, cutting and notches for cables, pipes
and the like, galvanised finish, identification plates, lifting keys/irons (6 sets per type of cover) and

covers of the appropriate duty for its location including where necessary concrete infill. Type will be
stated.

14.0 BRICKWORK AND BLOCKWORK

14.1
Walls shall be measured by area as the net area measured on centreline with the type and thickness
stated and openings over 1.00 m² deducted. The unit rates shall include for all labours, cutting and
bonding to the main structural frame (columns, slabs, beams) and wall ties at junctions with dissimilar
materials, expansion joints, cutting, jointing and pointing, fire stopping / compressible filler material
and the like, damp-proof course (horizontal sealing of walls by damp-proof bituminous barrier), wire
mesh, reinforcement, mortar in-fill, concrete stiffeners and its formwork, cutting and pinning to soffit
and making good after work by others to openings (including later re-visits to workfaces for same).
The unit rates shall also include providing frames as necessary for, and forming of, openings not
exceeding 1.00 m².

14.2
Cavity walls shall be measured by area as the net area measured on centreline with the thickness
stated and openings over 1.00 m² deducted.
The unit rates shall include for all labours, cutting and bonding to main structural frame (columns,
slabs, beams) and wall ties at junctions with dissimilar materials, expansion joints, cutting, jointing and
pointing, fire stopping / compressible filler material and the like, damp-proof course (horizontal sealing
of walls by damp-proof bituminous barrier and/or vertical damp-proof barrier at cavity closures), wire
mesh, reinforcement, mortar in-fill, concrete stiffeners and its formwork, cutting and pinning to soffit
and making good after work by others to openings. The unit rates shall also include providing frame
and forming opening not exceeding 1.00 m².
The unit rates are also inclusive of forming the cavity, closing the cavity at edges, top and opening,
insulation, weep holes and concrete fillet as required.
Where openings over 1.00 m² occur in cavity walls and extend to the full height of the wall then each
section of the wall will be measured separately and no forming opening items or closing of cavities will
be measured.

14.3
Forming openings will be measured by area only when exceeding 1.00 m². A measurable opening in
brickwork is only where the opening is wholly within the body of the brickwork. For permanent
openings in solid walls, the unit rates shall include for the forming of fair reveals. For permanent
openings in cavity walls, the unit rates shall include for closing of cavity (including damp-proofing
measures) and for fair reveals. The unit rates for temporary openings in both solid and cavity walls
shall include for the later closure of same around penetrating services, etc.
Forming openings over 1.00 m² are measured separately by number according to the following size
groups:

Exceeding 1.00 m² up to 2.00 m²


Exceeding 2.00 m² up to 4.00 m²
Exceeding 4.00 m² up to 10.00 m²
Exceeding 10.00 m²

14.4
Piers are measured by volume.

14.5
Cement rendering to masonry and concrete surfaces will be measured by surface area. The unit rate
shall include for all preparatory works, binding materials, damp-proofing measures, glass fibre, plastic
or metal mesh reinforcement, steel beads, lathe and other ancillary items required to complete the
work.

14.6
Lintel beams and columns for support of masonry shall be measured by length stating the thickness
and type of the masonry. The unit rates shall allow for all materials and installation.

14.7
Chipping shall be measured by area and hacking (e.g. recesses/box outs for cables) shall be
measured by volume.

15.0 DRY LINING SYSTEMS

15.1
Dry lining systems, metal stud partitions are measured by area with the thickness stated. The unit
rates shall include for all labours, cutting and notches around steelwork, pipes and the like, joint filling
and finishing with one coat drywall topcoat as well as necessary detail design for installation. The area
of openings over 1.00m² shall be deducted.

15.2
Forming openings up to, but not exceeding 1.00m² will not be measured. Forming openings over 1.00
m² are measured separately by number and the unit rates shall include for all work necessary. The
sizes shall be grouped as:

Exceeding 1.00 m² up to 2.00 m²


Exceeding 2.00 m² up to 4.00 m²
Exceeding 4.00 m² up to 10.00 m²
Exceeding 10.00 m²

15.3
The unit rates shall include for any elements of support to sanitary or other fittings and the supply and
installation of conduits including termination boxes and draw-wires where required.

16.0 WALL CLADDING AND ROOF DECKING

A temporary access to roofs (e.g. to machine houses) by a platform stair tower has to be provided and
maintained by Contractor for his own works and is included in respective unit rates.

16.1
Wall cladding and roof decking according to type shall be measured by area with no allowance for laps
and openings under 1.00 m². Openings over 1.00 m² shall be deducted. The area shall be measured
on the face of the sheeting and along the centreline of the material with no allowance for corrugations
or other shaped profile.

16.2
Unless otherwise described in the BoQ, the unit rates for wall cladding and roof decking shall include
for thermal/acoustic insulation as prescribed by the technical specifications including provision of
acknowledged tests (thermal, sound and water-tightness demonstrating conformity with the specified
requirements), inner cassette (or lining sheet as appropriate), external form sheet, anti-vibration tape,
paint finishes, special fixings, anchorage points for falling protection, support rails and spacers,
moisture barriers, closures, cavity fire barriers, cutting, flashing to edges, corners and forming and
flashing openings up to 1.00 m² (including watertight sealing with closure plates and soakers etc.
around penetrating services installed after respective mechanical/electrical works) as well as
detail/workshop design.

16.3
Openings in wall cladding and roof decking systems shall be enumerated within the following size
ranges:

- Exceeding 1.00 m² up to 5.00 m²


- Exceeding 5.00 m² up to 10.00 m²
- Exceeding 10.00 m² up to 20.00 m²
- Exceeding 20.00 m² up to 25.00 m²
- Exceeding 25.00 m² up to 50.00 m²
- Exceeding 50.00 m² up to 100.00 m²
- And in 100.00 m² stages.

The unit rates shall include for sealing, cutting and flashing to edges. The unit rates shall also include
for closing and sealing after completion of respective mechanical or electrical works including the
cutting of closure plates around pipework and supply and fixing of soakers and collars as necessary to
seal the opening. Temporary weather tight closing of the openings until M&E erection shall also be
allowed for in the unit rates.

16.4
Louvres shall be measured by area stating the type and material and the unit rates shall include for
steel trimming, flashing and forming openings, bird screens and the like. Unless otherwise specified,
louvres shall be deemed to be of triple-bank construction. Roof ventilators shall be measured by
number and the unit rate shall include for steel trimming, flashing and forming openings, bird screens
and the like.

17.0 ROOF FINISHES ON CONCRETE

17.1
Roofing shall be measured by area with all openings over 1.00 m² deducted. The unit rates shall
include for all elements of the roof finish applied to the roof but excluding the structural concrete slab.
The unit rates shall also include for all flashing, angle fillets and forming openings up to 1.00 m² as
well as detail design.

17.2
The unit rates shall include for gutters and sinking to outlets which are formed within the roof finish.

17.3
Opening in the roofs shall be enumerated within the following size ranges:

- Exceeding 1.00 m² up to 5.00 m²


- Exceeding 5.00 m² up to 10.00 m²
- Exceeding 10.00 m² up to 15.00 m²
- Exceeding 15.00 m² up to 20.00 m²
- Exceeding 20.00 m² up to 25.00 m²
- Exceeding 25.00 m² up to 50.00 m²

17.4
Metal cappings and flashings to parapets, where required, shall be measured by visible surface area
with no allowance for laps and stating the material to be used.

18.0 CARPENTRY AND JOINERY

Detail design is to be included in the unit rates for carpentry and joinery works.

18.1 Internal doors

Internal doors are measured by area of the clear opening and the unit rates shall include for all
materials and labours to complete the work including frames, frame infill, fixing, bedding, pointing,
circumferential sealing gasket, flashing, architrave, grounds, ironmongery complete i.e. hinges, door
closers, door stops, handles, panic devices, push plates, kicker plates, glazing, vision panels, fire door
certification where required, signs and the like and surface finish. The unit rates shall further include
for the provision of temporary locking cylinders until replacement of same with the final cylinders
according to the structured master key system.

18.2 Skirting

Skirting of the same material as the floor covering is deemed included in the floor covering unit rate.

Skirting of different material to that of the floor covering is measured lineal, stating the type (e.g.
softwood or hardwood) and includes for the works complete including grounds, fixing, plugging,
stopping and surface finish as specified.

18.3 Window boards

Tile window boards are deemed included in the unit rates for the wall finish, only timber or terrazzo
boards are measured under this item. Window boards are measured by area as the area between the
cheeks of the reveal, and between window frame and the edge of the board. The unit rates shall
include for projecting beyond the cheeks, for scribing and all works necessary to fix into position.

19.0 PLUMBING AND SANITARY INSTALLATIONS

Detail design is to be included in the unit rates for plumbing and sanitary installations.

19.1
Hot and cold service pipes are measured linearly. The unit rate shall include for all materials and
fittings and work necessary to complete the installation including cleanout of the system from an
external cold water supply point to each domestic or industrial sanitary appliance; either via storage
tanks or direct. Domestic or industrial sanitary appliances are measured separately.

19.2
Waste pipework and foul drainage pipework are measured linearly and the unit rate shall include all
materials and fittings and work necessary to complete the installation including cleanout from each
domestic or industrial sanitary appliance (domestic or industrial sanitary appliance measured
separately) to a manhole (measured separately) external to the building. The unit rate further includes
for the venting of each system from the stack to a point on the external face of the building.

19.3
Domestic sanitary appliances, WC's, showers, disabled persons WC's, sinks, kitchen sinks, vanity
units, fountains, urinals etc. will be enumerated. The unit rates shall include chromium fittings where
visible, fittings like, but not limited to, taps, traps, plugs, electric or thermostatic shower heaters/mixers
(including spray set and rail), shower curtains and shower rails.

19.4
Industrial/medical sanitary appliances drench showers and eye wash etc. will be enumerated and the
unit rates will include for all fittings as described in item 19.3 above.

19.5
Water storage tanks and header tanks will be enumerated with approx. nominal capacity only given.
Actual capacity will be dependent on the Contractors designed scheme. Unit rates shall include for all
connections and supports.

19.6
Hot water heaters will be enumerated (excluding shower heaters included in 19.3 and 19.4 above)
stating the type.

19.7
WC partitions shall be measured by partition elevation area (including the area of doors) and the unit
rates shall include for doors and all fixtures, fittings and ironmongery. This will include one toilet brush
holder, one toilet roll holder and one coat hook per cubicle.

20.0 FLOOR FINISHES

Detail design is to be included in the unit rates for floor finishes.

20.1
Floor finishes shall be measured by area of finished surface only. The unit rates shall include the
necessary items to produce the complete floor finish as applied. The net area will be measured with
openings over 1.00 m² deducted. The unit rates shall include for skirting if the same material as the
respective floor covering is used. If skirtings of different material are used, they shall be measured
separately in accordance with item 18.2 above.

20.2
Work to reveals, thresholds, straight and circular cutting, expansion joints, contraction joints,
construction joints, dividing strips, carpet retaining bars, in situ margins, angles, making good around
frames, pipes, fittings, junctions of finishes, stair stringers, protection, cleaning etc. are deemed
included in the unit rate for the floor covering. Work to removable covers and finishes to raised floors
shall not be measured separately.

20.3
Raised flooring is measured by area stating the height above subfloor.
Raised floor unit rates shall include for fixing to the concrete subfloor, frames, penetrations, fixing
electrical termination boxes, bracing, fire barriers, edge finishes, skirting, stepped access, earthing,
lifting devices, anti-dust floor finish to subfloor, grilles and temporary finishes. The unit rates shall
further include for a multi-visit erection sequence to cover such operations as re-alignment and
replacement of damaged components and for the installation of cables by others.

21.0 WALL AND CEILING FINISHES

Detail design is to be included in the unit rates for wall and ceiling finishes.

21.1
Wall and ceiling finishes shall be measured as the surface finish only and the unit rate shall include all
the necessary items to produce the complete wall and ceiling finish as applied to the respective
surfaces. The net area shall be measured with all openings over 1.00 m² deducted. The unit rates
shall include for any kind of scaffold and/or lifting device, for work to columns, sills of any width if sill
material is the same as the wall finish, reveals, wall tops and ends, stair edge faces, angles, making
good around frames, boxing in of pipes, fittings and the like including cleaning. The type of finish will
be stated. Timber sills are measured separately. No separate items will be measured for the forming
of openings, irrespective of size.

21.2
Suspended ceilings are measured by area with all openings over 1.00 m² deducted. The unit rates
shall include for forming all penetrations, notches, etc. and all necessary hangers, fixings, edge
details, sub grids, forming of access panels and the integration and co-ordination of modular lighting,
heating and ventilation units provided and installed by others. The unit rates shall further include for a
multi-visit erection sequence to cover such operations as re-alignment and replacement of damaged
components. No separate items will be measured for the forming of openings, irrespective of size.

21.3
Plaster, painting and decorative plaster, chemical resistant coating, anti-static floor sealer and epoxy
coating will be measured by actual area coated stating the nature of surface to which it is applied.

The unit rate for painting and coating shall include surface testing prior start of works,
cleaning/preparation of surface, protection of embedded parts, repair of damages (spallings, cavities,
gravel accumulations), protection during and after painting, execution in low temperatures, thickness
measurements (per layer), documentation and certificates.

22.0 INTERNAL SOUND ABSORBTION LINING

Detail design is to be included in the unit rates for internal sound absorption lining.

Except where already specified as such for internal liner sheets to wall cladding and roof decking
systems, internal sound absorption lining to walls and roofs shall be measured by area of the exposed
face of the lining. Deductions to the area will not be made for openings of less than 1.00 m².

22.2
The unit rates for sound absorption lining to walls and roofs shall include for cutting, flashing, trimming,
support profiles and fixings.

22.3
Openings of size greater than 1m² in internal sound absorption linings to walls and roofs shall be
enumerated within the following size ranges:

- Exceeding 1.00 m² up to 5.00 m²


- Exceeding 5.00 m² up to 10.00 m²
- Exceeding 10.00 m² up to 15.00 m²
- Exceeding 15.00 m² up to 20.00 m²
- Exceeding 20.00 m² up to 25.00 m²
- Exceeding 25.00 m² up to 50.00 m²
- Exceeding 50.00 m² up to 100.00 m²
- And in 100.00 m² stages.

The unit rates shall include for trimming steelwork, cutting, flashing, support profiles and fixing.

23.0 ROOF ACCESS

Access to plant and equipment mounted on roofs shall be measured in accordance with the details
shown on the drawings and in accordance with the measurement rules embodied herein for respective
materials and works.

24.0 DIAMOND DRILLING, CHIPPING AND HACKING OF REINFORCED CONCRETE

This section refers only to items instructed by the Customer.


All unit rates shall include for dust prevention, cleaning before/after the works and protection of
existing facilities and works already in place.

24.1
Diamond/core drilling for holes through reinforced concrete shall be measured lineal in cm and size
grouped.
The unit rates shall include for all necessary labour, out of sequence working and at short notice,
supervision and attendance and for the removal and disposal of drill cores and debris
Scaffolding will be paid according to item 99.04 in BoQ.

24.2
Chipping shall be measured by area and hacking shall be measured by volume.
The unit rates shall include for all necessary labour, out of sequence working and at short notice,
supervision and attendance and for the removal and disposal.

25.0 SPECIALIST INSTALLATIONS

25.1
Domestic electrical and mechanical installations are separately measured as an item and the unit rate
shall include for all materials and work necessary to complete the installation including all work in
attendance by the Contractor upon his subcontractors.

25.2
Earthing installation and lightning protection systems are measured as items and the unit rates shall
include for all materials and work necessary to complete the installation including all work in
attendance by the Contractor upon his subcontractors in accordance with the details given in the
Annex 2.1 – Scope of Works Rev. 2014_11_12

specifications. The standard and typical details in the specifications are representative only and the
unit rates shall include all necessary items whether or not expressly mentioned in the specifications or
elsewhere.

25.3
All specialist installations shall be measured as an item and the unit rates shall include for the works
complete.

26.0 DAYWORK (WORK PAID BY HOURS)

Work paid by hour shall only be provided if instructed by a written order from the Customer.

26.1 Labour
Rates for labour shall allow for labour provided during 10 h a day and six days per week, personal
tools and health & safety and personal protection equipment of labourers (PPE), all labour associated
costs such as transport, allowances and others.
Labour is measured by full hour or day as detailed in the BoQ and the category of labour stated. Only
the labour hours provided for the works instructed shall be measured. Waiting hours, time spent for
transport to site or the work places or other non-productive time shall not be measured.

26.2 Plant hire


Rates for plant hire shall allow for works provided during any time, consumables, maintenance and all
other cost associated with the plant. Plant hire shall allow for working hours provided during 10 h a
day and six days per week.
Plant hire is measured by full hour or day as detailed in the BoQ and the category of plant stated. Only
the plant hours provided for the works instructed shall be measured. Waiting hours, time/cost spent for
transport to site or the work places, maintenance and repair or other non-productive time shall not be
measured.
All the above is also applicable for operators/signaller ( who guide the lorry ) who are measured
separately.

26.3 Material
Rates for material shall allow for delivery to site including appropriate storage. Measurement
according to type of material and unit stated in the BoQ.

26.4 Scaffolding
The unit rates for scaffolding are for extra standing time and usage by other Contractors as instructed
by Customer.
