(Gury MedgwiciTiw Aveion Workahon} ENCE FO * AUSTRALIAN DEFENCE FORGES GARY MADGWICK SURVEYS THE AIR ASSETS OF THE RAAF, RAN AND AAAC IN THE 1990s AMONGST the most modem and potent ‘Armed Forces of the 1990s in the Far Eastern Region are those of Australia. The ‘Australian Defence Forces (ADF) have developed a strtegy of ‘Defence in Depth’, ‘demanding that they have the forces capable ‘of meeting an adversary with a comprehen- sive range of military capabilites, both offensive and defensive, "No country in the region presently has the capability oF reason t carry out a major strike on Australian soil since none have a larger or better equipped force to launch such an attack. Even if intentions were to change, « long period of preperation would bbe necessary which could not be carried out in secret. There i the capability however to carry out low level actions, including intru- sion into sea and air space, harassing ait- craft, 3; remote areas and offshore resources, as Well as attacks in the lightly- populated northem installations and. infra- structure. Because the capability to launch these altacks exists, the ability to counter them is taken very seriously. For these ‘threats the Australian Defence Forces are continuously trained and equipped. The [ADE comprises the Royal Australian Navy (RAN), the Australian Army, the Royal ‘Australian Air Force (RAAF) and a ti-ser- ‘vice headguarters known as HQ ADE. All three operational elements have air assets 10 support their roles within the Australian Defence Policy as laid down in the 1987 ‘White Paper. ‘Since the Vietnam war, in which all three branches of the armed forces were actively involved, no further large seale action has been undertaken. However, Australian ‘armed forces have been involved in a num- ber of United Nations peace-keeping duties in the Middle East, South East Asia and also the 1991 Gulf War, DEFENCE STRATEGY ‘The Policy of ‘Defence in Depth’ has shaped the Armed Forces and its equipment capabil- ity to perform distinct roles: imelligence and surveillance; strike and interdiction of hos- tile forces in sea and air approaches; and and and inshore defence. Training is planned 0 as to prepare forthe most likely defence scenarios, and over the last few ‘years the Australian defence industry has ‘manufactured most ofthe day-to-day materi- ‘als required for combat operations together with local ‘Hi-tech’ equipment like the Homets, Black Hawk and Sea Hawk heli ‘copiers, submarines and surface warships. ‘New defence orders from abroad are to have 4 high proportion of local manufacture or assembly, British Aerospace, for example, expanding their Australian’ interests. for ‘greater influence in this part ofthe world, ‘The defence forces are the guardians of the peace and maintain a highly capable and professional military to protect territorial ‘boundaries, sea lanes, communications and trade, and, when necessary, to assist allies as they have done so valiantly in the last two World Wars. ‘These days Australia is closely allied 10 the US, which shares many defence facilities in Australia, and in any major war would anticipate considerable help from there as well as from other allies including Britain, ‘The ADF also have close military involve- reat inthe Five Powers Defence Agreement with Malaya, Singapore, New Zealand and Great Britain, and would also help to defend apoa New Guinea in the event of any threat as it was part of Australia until it gained Independence in 1975. 109
