‫עמותות נתיבי רשת ולוקחים אחריות פועלות למתן מענה רחב להתמודדויות‬
‫עם ההשפעות והסיכונים בסביבה הדיגיטלית‪ ,‬עבור ילדים ובני נוער‪.‬‬

‫כחלק מהפעילויות הרבות של העמותות לצורך קידום המוגנות ברשת‪ ,‬עורכות‬

‫העמותות בקרות תקופתיות לבדיקת יעילותן של תוכנות הסינון ותוכנות בקרת‬
‫הורים‪.‬‬

‫בשנים ‪ 2014‬ו‪ 2016-‬הגישה עמותת נתיבי רשת למשרד התקשורת דו"חות‬

‫מפורטים על מצב הסינון באינטרנט בישראל לצורך שיפור איכות הסינון הניתן‬
‫על ידי ספקיות האינטרנט‪.‬‬
 Who We Are

The foundations work to provide a response to dealing with the affects

and threats in a digital environment, for both children and teenagers.

As part of the numerous activities of the to advance online protection,

the foundations perform regular checks to determine the level of
effectiveness of filtering and parental control software.

Between 2014-2016 the ”Netivei Reshet" foundation submitted to the

Ministry of Communication of Israel detailed reports on Internet filtering
levels in order to better the filtering provided by ISP's.

‫לקו החם של עמותת נתיבי רשת הגיעו פניות בנוגע לילדים שנחשפו‬
‫לתכנים פורנוגרפיים קשים בווטסאפ‪ .‬הילדים נחשפו גם בקבוצות פתוחות‬
‫שהנושא שלהם הוא שיתוף פורנוגרפיה‪ .‬בשל כך התחלנו ביולי ‪2018‬‬
‫לבדוק את אפשרויות הסינון בווטסאפ‪.‬‬

‫עריכת בדיקת סינון בקבוצות ישראליות פתוחות לשיתוף פורנוגרפיה‬ ‫•‬

‫בדקנו כיצד מתפקד הסינון של חברת נטספארק בקבוצות ישראליות‬
‫המשתפות תכנים פורנוגרפיים‪ .‬מצאנו שבקבוצות הפתוחות קורים דברים‬
‫מאוד חמורים כמו שיתוף סרטונים בצילום עצמי הכוללים אלימות מינית‬
‫‪ ,‬יחסים עם חיות‪ ,‬חומרים פדופילים והתכתבויות בין קטינים למבוגרים‬
‫בקבוצה‪ .‬את החומרים הפדופיליים שעלו במהלך הבדיקה בקבוצות‬
‫הישראליות‪ ,‬מסרנו לנציג המשטרה במערך מאו"ר בתאריך ‪.30.7.18‬‬

‫ב‬ ‫שלב גילוי מגוון עצום של קבוצות פתוחות לשיתוף פדופיליה‬ ‫•‬
‫‪ 17.8.18 -‬התחלנו לבדוק האם גם באפליקציות עולמיות‪ ,‬המציעות קבוצות‬
‫בווטסאפ על פי תחומי עניין‪ ,‬מוצעות קטגוריות של קבוצות למבוגרים‬
‫‪ .‬לתדהמתנו גילינו בקטגוריה למבוגרים תופעה ענקית של מאות או אלפים‬
‫של קבוצות‪ ,‬אשר באופן מוצהר משתפות פדופיליה‪ .‬לא האמנו שאנחנו‬
‫נמצאים בווטסאפ ולא ב‪.Darknet -‬‬

‫מעקב אחר קבוצות פתוחות עולמיות המפיצות פדופיליה‬ ‫•‬

‫בעקבות גילוי תופעת הקבוצות הפתוחות המשתפות פדופיליה‪ ,‬החלטנו‬
‫לתעד את התופעה כדי לפעול להפסקתה‪ .‬השתדלנו לתעד באופן רחב ככל‬
‫הניתן כדי להוכיח שלא מדובר בתופעה שולית‪ .‬תיעדנו את שמות הקבוצות‬
‫והתחברנו למדגם של קבוצות כדי להראות כי הקבוצות פעילות ומתבצעת‬
‫בהן פעילות פלילית‪ .‬הקפדנו לצלם את החומרים הפדופיליים כאשר מופיע‬
‫מספר הטלפון של השולח‪ ,‬כדי שיתאפשר גם מיצוי הדין עם אלה ששיתפו‬
‫את החומרים‪ ,‬למרות שידענו כי מדובר רק בקצה הקרחון‪ .‬הבדיקות נמשכו‬
‫עד ‪ 22.10.18‬עם כמה הפסקות‪ ,‬נטו זמן הבדיקות היה כ‪ 20-‬ימים‪ ,‬מכמה‬
‫מכשירים שונים‪ .‬בתקופה זו עקבנו בצורה רצופה אחרי כ‪ 10 -‬קבוצות‬
‫פעילות‪ ,‬ובעשרות נוספות לפרקי זמן קצרים‪.‬‬
 Testing Phases
What led us to check it?
The Network Paths hotline received many calls regarding children who were
exposed to hardcore pornographic materials on WhatsApp. The children were
exposed in open groups as well, who's topic is the sharing of pornography. It is
for that reason we began, in July 2018, to check filtering methods on
WhatsApp.

Conducting filtering checkups in Israeli groups that are open to pornography

sharing.
We checked how the NetSpark filtering works on Israeli groups that share
pornography. We discovered troubling content sharing within these open
groups, such as self-made videos that include sexual violence, bestiality,
pedophilia and correspondence between adults and children, and more. The
pedophilia related materials were handed over to the police on July 30th 2018.

Discovering a variety of open groups for the sharing of pedophilia related

materials
On August 17th 2018 we began to check if global applications, offering public
groups on a variety of topic categories, offer adult categories as well. To our
amazement we discovered, within the adult categories, hundreds and
thousands of groups that promote pedophilia openly. We found it hard to
believe that this is WhatsApp and not the dark web.

Tracking open global groups that share pedophilia

Upon discovering the phenomena of said open groups, we decided to
document with intent to make it stop. We went to great lengths to document
as broadly as possible to prove that this is not some minor activity. We
documented group names and joined a few of them to show that they are all
active and engage in criminal activities. We made it a point to take snapshots of
pedophilia related materials when the sender's phone number appeared, so
that justice can be done with those that shared it as well, even though it was
evident that this is just the tip of the iceberg. These checks were continued
until October 22nd 2018. The total time spent on checking this was
approximately 20 days, from several different devices. During this period we
monitored continuously 10 active groups, and dozens more for short intervals.

‫מצאנו שכמעט כל אפליקציה שמציעה קטגוריות של קבוצות בווטסאפ‪ ,‬מציעה גם‬ ‫•‬
‫קטגוריה של מבוגרים בלבד‪.‬‬
‫אופי השיתוף בקבוצות פורנוגרפיה רגילות )לא פדופיליה(‪ ,‬גורם לאנשים לשתף‬ ‫•‬
‫תכנים פורנוגרפיים קשים שלא היו מועלים באתרים פורנוגרפיים רגילים )תיעוד של‬
‫אונס‪ ,‬אלימות קיצונית כמו סרטונים של עריפת ראשים של דאעש(‪ ,‬בשל תחושת‬
‫האינטימיות שיש בקבוצות וההצפנה מקצה לקצה‪.‬‬
‫בקבוצות הישראליות גילינו שיש אינטראקציה בין קטינים למבוגרים בהתכתבות‬ ‫•‬
‫סקסיסטית והזמנה של צעירים מצד מבוגרים לעבור לתקשורת באופן פרטי‪.‬‬
‫בתחילת אוגוסט גילינו שקיימת כמות עצומה של קבוצות שמשתפות פדופיליה באופן‬ ‫•‬
‫גלוי‪ .‬שמות הקבוצות מעידות על התוכן הפדופילי‪ ,‬דוגמאות מובאות בהמשך‪.‬‬
‫בתוך קבוצות פורנוגרפיות רגילות מתפרסמים קישורים להצטרפות לקבוצות‬ ‫•‬
‫פדופיליה‪ ,‬וכל העת נפתחות קבוצות חדשות‪.‬‬
‫מתוך החומר הפדופילי שהגיע מהקבוצות רואים תופעה רחבה מאוד של ילדים‬ ‫•‬
‫שמצלמים את עצמם בצורה גסה‪ ,‬ילדים שמחקים פעילויות מיניות ופוגעים בילדים‬
‫אחרים‪ .‬החלק האחר עוסק במבוגרים שפוגעים מינית בילדים‪ ,‬לעיתים ניתן להבחין‬
‫שמדובר בהורים ובקרובי משפחה אחרים‪.‬‬
‫בתאריך ‪ 4.9.18‬פנינו לגב' ג'ורדנה קטלר נציגת פייסבוק עם העתק למנכ"לית‬ ‫•‬
‫פייסבוק ישראל‪ ,‬בבקשה להיפגש בשל הפצת חומר פדופילי‪ .‬לא קיבלנו מענה‬
‫‪ .‬למחרת שלחנו שוב את המייל עם העתק לוועדה לזכויות הילד בכנסת‪ ,‬ולכך היא‬
‫הגיבה מיד‪.‬‬
‫ב‪ 6.9.18 -‬בעקבות בקשה של ג'ורדנה קטלר נציגת פייסבוק לקבל פירוט של הבעיה‬ ‫•‬
‫‪ ,‬שלחנו תיאור של קבוצות ווטסאפ המכילות פדופיליה‪ .‬בבדיקה שנערכה לאחר ‪12‬‬
‫שעות נראה שהיתה מחיקה סיטונאית של כמעט כל הקבוצות ששמותיהן קשורים‬
‫לפדופיליה‪ .‬עם זאת‪ ,‬כבר באותו יום ראינו שנפתחו קבוצות חדשות‪ ,‬מה שממשיך כל‬
‫העת‪.‬‬
‫לסיכום‪ ,‬כיון שווטסאפ נמצאת בשימוש רב ביותר בקרב ילדים ובני נוער‪ ,‬חשוב מאוד‬ ‫•‬
‫שקבוצת פייסבוק תקפיד על המדיניות שלה למניעת פורנוגרפיה גם באפליקציית‬
‫ווטסאפ לצורך שמירה על התפתחותם הבריאה והמוגנת של הילדים ובני הנוער‪.‬‬
 Summary, Conclusions & Handling

• We discovered that almost every app that offers WhatsApp ‘group invites’ contains an
adult only category.

• Sharing in "regular" pornographic groups (not pedophilia) makes people share harsh
pornographic content that would not be shared on regular porn sites (depictions of rape,
extreme violence such as beheading by ISIS), mostly due to the feeling of intimacy these
groups create, as well as the promise for peer-to-peer encryption.

• We discovered interactions between adults and minors that contained sexual materials, as
well as invitations on behalf of adults to move to "private" communications.

• In the beginning of August we discovered that there are large amounts of groups that share
pedophilia related materials openly. The names of these groups testify on the content they
hold. Examples will be brought over the next slides.

• Within "regular" pornographic groups, links are posted to join pedophilia related groups,
with new groups opening constantly.

• Out of the pedophile related content shared in these groups is a very wide phenomena of
children taking sexual images of themselves, children mimicking sexual activities, as well as
hurting other children.

• A significant portion of the content contains adults sexually abusing children. It is

sometimes evident that some of the materials show parents and other family relatives.

• On September 4th 2018 we emailed Ms. Jordana Cutler, Facebook’s Head of Policy (Israel),
copying Adi Sofer Teeni, GM of Facebook Israel, to meet with us regarding the distribution
of pedophilia related content. We received no response. The next day the email was sent
again, this time copying the Israeli Parliament’s child welfare committee. To this she
responded immediately.

• On September 6th 2018, based on a request made by Ms. Jordana Cutler, for a detailed
breakdown of the problem, we sent descriptions of WhatsApp groups containing
pedophilia. In a check made 12 hours afterwards it seemed that a bulk removal was
performed on of almost all groups who’s title related to pedophilia. However, within the
same day new groups emerged, and continue to this day.

• To summarize, since WhatApp is extremely popular with kids and teenagers, it is very
important that Facebook upholds its pornography distribution policy in applications as well
in order to maintain a healthy, safe development of kids and teenagers.

links. These links are available via designated apps, online search or via
