3.1 Bidders who wish to participate in online tenders will have to procure / should have legally valid
Digital Certificate (Class III) as per Information Technology Act-2000 using which they can
sign their electronic bids. Bidders can procure the same from any of the license certifying

3.3 Bidders who already have a valid Digital certificate need not procure a new Digital certificate.
6.0 Pre-Bid Conference:

7.0 Online Submission of Tender
7.1 Bidders can prepare and edit their offers number of times before tender submission date and
time. After tender submission date and time, bidder cannot edit their submitted offer in any case. No
written or on line request in this regard shall be granted.
7.2 Tenderer shall submit their offer i.e. Technical Bid as well as price bid in electronic format on
above mentioned web site and date shown above after Digitally Signing the same.
7.3 Offers submitted without digitally signature will not be accepted.
7.4 Offers in physical form will not be accepted in any case.
8.0 Submission of Tender Fees, Bid Security and other Documents:
Demand Draft for E.M.D. & tender fee shall be submitted in electronic form through online (by
scanning) while uploading the bid. This submission shall mean that E.M.D. & Tender fee are received for
purpose of opening the tender accordingly. Offer of those shall be opened whose E.M.D. & Tender fee is
received electronically. However for the purpose of realization of D.D. Bidder shall send the D.D. in

8.1 Tender Fee: As per Para 3.0(A) by Demand Draft in favour of “Executive Engineer, Damanganga
Canal Investigation Division” payable at Valsad from any Nationalized or scheduled Bank except Co-
operative Bank. Demand Draft issued after the last date of submission of Bids will not be considered or
accepted.
8.2 Bid Security i.e. EMD: As per Para 3.0(A) in the form of FDR as per Memorandum of B-1 Form
page No.15in favour of “Executive Engineer, Damanganga Canal Investigation Division” payable at Valsad
from any Nationalized /Scheduled Bank. F.D.R. shall be valid up to 180 Days. FDR issued after the last
date of submission of tender will not be considered as valid or accepted in any case.
8.3 Other Mandatory Documents required to be submitted through on line in electronic format through
scanning.
A. Registration as mentioned in Para 3.0 (A) Col. No.7 (Certified Copy)
B. Tender Fee in form of D.D.
C. EMD in Form of FDR.
D. Valid Bank Solvency Certificate.(Certified Copy)
8.4 FDR for E.M.D & D. D. for Tender fee shall be submitted in electronic format through online
(by scanning) while uploading the bid. Offer of those shall be opened whose E.M.D & tender
fee received electronically and physically. For the purpose of realization of Demand Draft
bidder shall send the FDR/D. D. in original through R.P.A.D or Speed Post. So as to reach to
Executive Engineer, Damanganga Canal Investigation Division, Valsad within 5(FIVE) Days
from the last date of online submission of tender. I.e. on or before Dt. 27/12 /2018. Penaltative
action for not submitting FDR/D.D in original to E.E by bidder shall be initiated. FDR for
Exemption certificate is not necessary. However Exemption Certificate shall have to be
 submitted electronically through online. Any documents in supporting of bid shall be submitted
in electronic format only through online (by scanning etc) & hard copy will not accepted
separately.
8.5 Bidder has to submit the documents as said in 8.4 above and no other condition in any form
shall be considered at all, at the time of evaluation of the tender i.e. the bidder shall have to
submit unconditional offer without differing from any of the tender condition.
9.0 Opening of Tender:
9.1 Opening of Tender Documents will be held on Date & time shown in the office of Executive Engineer
Damanganga Canal Investigation Division, Valsad, 2nd Floor Damanganga Bhavan, Valsad As per para
B (vii) of Tender Notice.
9.2 Intending bidders or their representative who wish to remain present at the time of tender opening can do
so.
9.3 The on line tenders received on or before last date of submission would be done and results will be
displayed on web site.

11.0 General Instruction:

11.1 The fees for on line tender document will not be refunded under any circumstances.
11.2 EMD in the form specified in tender document only shall be accepted.
11.3 Tenders without Tender document fees, Earnest Money Deposit (EMD) and which do not fulfill all or
any of the condition or submitted incomplete in any respect will be rejected.
11.4 Conditional tender shall not be accepted.
11.5 The tender notice shall from a part of tender document.

visits will not be reimbursed by the Employer or Engineer-in-Charge.
12.6 The blank tender form could be down loaded free of cost by the interested bidder, however the following
documents duly have certified along with application& tender fee shall have to furnish to The Executive
Engineer, Damanganga Canal Investigation Division, Valsad during scheduled date and time fixed for the
purpose.
