rung of the global wealth ladder,
dubbed by the report as the
"bottom billion," is surprisingly

Damien Fleming — to promote
Aaron Finch to the top of the order,

and two in the upcoming Test
series against India this summer,

Steph Gilmore wins her seventh world surfing title,
tying fellow Aussie Layne
Australian Stephanie Gilmore has matched the
record of surf legend and her former mentor
Layne Beachley by winning her seventh world
crown on the opening day of the world tour
finale, the Maui Pro in Hawaii.
The world title, in the best surf of the women's world tour at
Honolua Bay, came unexpectedly early courtesy of the shock
round two loss of Gilmore's only rival for the title, American
Lakey Peterson.
“This is so, so special. It's unbelievable,” Gilmore said
“It is an honour to sit beside you Layne. To equal you is such
an honour.”
Gilmore dedicated her win to Quiksilver CEO Pierre Agnes.
The 54-year-old went missing at sea on a fishing trip with his
boat washed ashore at Hossegor, France, earlier this year.
Gilmore was on a bluff with friends watching the action when
the drama went down and she claimed her first world crown
since 2014.
She threw her arms in the air and cheered as she realised she
had won.
“Oh my goodness,” Gilmore said when crowned with a floral
wreath.
Gilmore won the first of her seven crowns as a rookie in 2007

Secret Service cracks down on credit card skimming
at gas pumps nationwide
The agency recovers about
20 to 30 skimmers a week,
with the average skimmer
having information from
about 80 cards on it,
according to one agent.
The U.S. Secret Service said it is
kicking off the holiday season with
a nationwide initiative to crack
down on credit card skimming
devices installed at gas stations.
The operation, called “Operation
Deep Impact,” was launched on
Thanksgiving Day and is set to
coincide with an increased
demand for fuel over the holidays.
“An estimated 54 million
Americans will
travel across
town or across
the country for
Thanksgiving,
and while doing
so, many will
buy gas for
their cars,” read
a statement

government
agency. “These

increases in
motor travelers
on the road
during holidays mean bigger
paydays for card-skimming
financial criminals who target
victims at fueling stations.”
According to the Federal Trade
Commission, credit card skimming
occurs when illegal card readers
are installed to a gas pump's
payment area. Once a consumer
inserts their card into the fake
reader, criminals are then given
access to the person's data to use
or sell online.
And this type of crime is only
getting worse, the Secret Service
said.
“Gas pump skimmers are getting
worse because there's more
technology to look for skimmers in

towards gas pump skimmers,”
said Secret Service special agent
Matthew O'Neill.
The special agent said he
estimates that the agency
recovers about 20 to 30 skimmers
a week, with the average skimmer
having information from about 80
cards on it by the time its
recovered by authorities.
“They're easy to create, they're
easy to deploy and they can get a
lot of stolen credit card data very
quickly and they [criminals] don't
even have to go back and retrieve
the skimmer,” O'Neill said.

skimmers nationwide and
prevented nearly $6 million dollars
in fraud, the agency said.
However, some holiday travelers
haven't been so lucky.
“They charged over at Adidas and
Nike. I saw charges of $75, $80
and there were three charges on

there,” said Steven Plake, a
traveler in Fulshear, Texas, whose
information was stolen at a gas
pump.
“[I] went to the local gas station
that was real close, used my card
like everybody else, and then I
guess that afternoon I ended up
seeing charges on my bank
account that I knew I didn't
charge,” Plake said. “We ended up
calling the bank and they realized,
yeah, somebody has your
number.”
The man said he has tried to
prevent fraud in the past by
wiggling the card reader, but that
this time was different because the
skimmer had

they are less likely to get duped by
doing a quick check before they
swipe, the FTC said.
“Make sure the gas pump panel is
closed and doesn't show signs of
tampering,” wrote FTC specialist
Colleen Tressler in an August blog
post about the crime. “Many
stations now put security seals
over the cabinet panel. If the pump
panel is opened, the label will read
'void.'”

The recent uproar in Bali's tourism
industry over the “zero-dollar tour”
practice used against Chinese
travelers in which 5 night package
tours from Mainland China to Bali
including hotels, ground transport,
and international air are sold for as
little as US$400 per person has
officials in Bali feverishly drafting new
rules and regulations. Officials hope
the new measures will resolve a
problem that is seen to threaten the
tourism image of Bali which, if left
unaddressed, will re-brand the Island
of Bali as a cheap and undesirable
destination.
New regulations now being developed
are, to a large extent, simply a
rehashing of exisiting rules including
trying to make sure that shops and
restaurants are owned by Indonesian
business people, crack downs on the
illegal employment of foreign
nationals in local shopping venues,
and toughening up the requirement to
only use licensed Balinese guides to
lead tour groups.
With all due respect to Bali's well-
intentioned Deputy Governor who is
determined to set things right, there is
very little chance that any new rules
currently under consideration will
eliminate the usurious and criminal
approach to Mainland Chinese tourist
that has plagued that sector since
Chinese first started coming to Bali in
significant numbers at the dawn of the
new millennium. To expect the very
people who have personally benefited
from the free-wheeling, and often
unscrupulous, business practices
surrounding the Chinese travel
market to now set things right may be
naïve, at best,
While it is important to protect the
image of Bali tourism, what has been
overlooked in the ongoing debate over
“zero-dealing” Chinese tourists
coming to Bali is the large amount of
inconvenience and suffering that has
been inflicted on the Mainland
Chinese traveler who are coerced,
held- ransom, cheated, and subjected
to abysmal levels of service during
their stay in Bali.
The solution?
We need look no further that Bali's
neighboring destination of Singapore

and how the Singapore Tourism
Promotion Board (STPB) has been
largely successful in eliminating
fraudulent practice by local
businesses against tourism visitors.
At the heart of their effectiveness, is
the fact that the STPB is a powerful
agency that aggressively works as the
advocate of visiting tourists, ensuring
that the destinations image is carefully
guarded and that hotels, restaurants,
attractions and local merchants
operate both ethically and
professionally. Components of the
local tourism industry that misbehave
are quickly brought into line or, if need
be, closed. Complaints received from
visitor are assigned a case number,
thoroughly investigated, and the
visitors is advised in writing of the final
disposition of their case. In serious
cases of fraud, the STPB will even
cover the expense of travel and
accommodation back to Singapore to
allow the complainant to appear in
court.
The end result of taking such a forceful
approach in protecting consumer
rights is modern Singapore that is one
of the friendliest and smoothest
running tourism destinations to be
found anywhere in the world. The
certain and sure knowledge that
trickster will be prosecuted eliminates
any incentive for misbehavior and a
readiness to settle amicably and
quickly any valid complaints made by
an international traveler.
Contrast the situation in Singapore
with Bali where written complaints to
the Tourist Board almost never results
in a thoughtful follow up and a written
response.
In the case of the current Chinese
“zero-dollar” rigmarole, what's
needed is:
Simple written notices in Chinese-
Indonesian-English (and other
languages) handed to
passengers at the
airport and displayed on
billboards in strategic
location notifying
arriving travelers that
they are protected by a
“Travelers Bill of
Rights.”
A “Bill of Rights”
reminding travelers that
they are entitled to a
detailed description of
their itinerary they
purchased from their

travel operator; a guarantee that
visitors are entitled to receive all the
meals, tours, and level of
accommodation set forth in the
itinerary; if mentioned in the tour
program, visitors are entitled to the
services of a licensed tour guide; and
a reminder that tourists can never be
compelled or coerced to pay “extra
fees” not listed in their program or
forced to shop at any business
recommended by their tour guide.
The written reminders would include
telephone, Email and P.O. Box
numbers for the Bali Tourism Board to
which they can send any formal
complaints in connection with their
visit to Bali.
Such a scheme, of course, implies
that the Bali Tourism Board would
need to create a well-trained and
highly-qualified team to handle
complaints, quickly investigates all
reports, institute legal and
administrative actions against
Indonesian companies when
fraudulent practice is discovered, and,
in the end, communicate any results to
the complaining tourists. Final
findings of the Bali Tourism Board's
Consumer Protection Squad could
also be posted on line as a reminder to
the Community of the need to
maintain professional standards in
serving the traveling public.
This approach is not novel or new. It
has served Singapore well for more
than four decades.
In an environment where the
consumer is empowered and has a
dependable channel to pursue a
complaint would bring to a quick end
to the widespread level of consumer
frauds now affecting Bali's image as a
leading tourism destination.
Hopefully, our Deputy-Governor is
listening.

Old Golfer
A young man who was also an avid golfer found
himself with a few hours to spare one afternoon. He
figured if he hurried and played very fast, he could
get in nine holes before he had to head home. Just
as he was about to tee off an old gentleman
shuffled onto the tee and asked if he could

Resort and Villa on November 1,

satisfactorily performed all the
administrative and cultural
sanctions imposed on them by the
Badung Regency Environment and
Hygiene Agency (LHK-Badung).
On Thursday, November 8, 2018,

ensure the new, tighter procedures
were in place and any sewage leaks
were at an end. The head of the
LHK-Bandung, Putu Eka
Merthawan, said that based on the
